STATEMENT OF WORK
FY18 CONSOLIDATED FLOORING PROJECTS TWCF
1.
SCOPE: Supply all material, equipment, and labor necessary to perform all operations in strict accordance with these specifications in this SOW. The contractor is responsible for all required measurements and drawings.
1.1 All work shall be completed within the hours of normal operations from 0700 to 1630, Monday – Friday, to exclude all federal holidays. All other dates and/or times must be approved by the government. Clean up shall be done daily within these hours, e.g. pick up scraps, vacuum as needed, store and/or stack uninstalled carpet etc.
2.
LOCATION: All work on this project is to be performed at Travis Air Force Base, CA.
3.
DESCRIPTION OF WORK: The following outline of the principle features of work does not in any way limit the responsibility of the contractor to perform all work and furnish all materials to do a complete job within the intent and scope of the specifications, sketches, drawings and contract. Use of Engineering Technical Letter (ETL) 07-4: Air Force Carpet Standard will be used as reference when needed. General construction consists of the following items:
3.1.1. Bldg. 859 1st Floor Carpet- Contractor shall be responsible for demolition of existing flooring i.e. carpet/tile, cove base and install new carpet and cove base, adhesive and floor leveling compound as required. The contractor shall install approximately 834 SY of carpet tiles with nylon fiber. The carpet will need superior soil resistance and appearance retention as well as the ultimate in styling flexibility. It will have manufacturer continuous filament nylon 6. 6 or nylon 6 with a cross-section modification ratio no greater than 2.5 per AF ETL 07-04, 9.4.2, colors to be selected upon award. There will be no PVC backing. The contractor will order for an additional 10% in replacement tiles and roll goods to allow cutting and matching of carpet pattern repeats as needed as specified in AF ETL 07-4, 9.3.6. The contractor shall install approximately 1100 LF of 4” rubber cove base. All work shall be coordinated through Maintenance Engineering, Mr. Warren Cabanlit (707-424-2706) or Mr. Dukes (707-424-8407). VIT lift shall be used on all furniture, cubicles, and any other heavy items in the construction area when applicable. All electronics and personal items will be unplugged and removed by the customer before the project starts. Any carpet removed shall be recycled and a “received” certificate submitted to 60 CES/CEOSS COR Office showing that removed products were not placed in landfills.
3.1.2. Bldg. 836 2nd Floor Carpet- Contractor shall be responsible for demolition of existing flooring i.e. carpet/tile, cove base and install new carpet and cove base, adhesive and floor leveling compound as required. The contractor shall install approximately 1334 SY of carpet tiles with nylon fiber. The carpet will need superior soil resistance and appearance retention as well as the ultimate in styling flexibility. It will have manufacturer continuous filament nylon 6. 6 or nylon 6 with a cross-section modification ratio no greater than 2.5 per AF ETL 07-04, 9.4.2, colors to be selected upon award. There will be no PVC backing. The contractor will order for an additional 10% in replacement tiles and roll goods to allow cutting and matching of carpet pattern repeats as needed as specified in AF ETL 07-4, 9.3.6. The contractor shall furnish and install approximately 1450 LF of 4” rubber cove base, colors to be selected upon award. All work shall be coordinated through Maintenance Engineering, Mr. Warren Cabanlit (707-424-2706) or Mr. Dukes (707-424-8407). VIT lift shall be used on all furniture, cubicles, and any other heavy items in the construction area when applicable. All electronics and personal items will be unplugged and removed by the customer before the project starts. 3.1.3. The carpet will need superior soil resistance and appearance retention as well as the ultimate in styling flexibility. It will have manufacturer continuous filament nylon 6. 6 or nylon 6 with a cross-section modification ratio no greater than 2.5 per AF ETL 07-04, 9.4.2, colors to be selected upon award. There will be no PVC backing. The contractor will order for an additional 10% in replacement tiles and roll goods to allow cutting and matching of carpet pattern repeats as needed as specified in AF ETL 07-4, 9.3.6. The contractor shall install approximately 920 LF of 4” rubber cove base. The contractor shall install 36 LF of transition strips All work shall be coordinated through Maintenance Engineering, Mr. Warren Cabanlit (707-424-2706) or Mr. Dukes (707-424-8407). VIT lift shall be used on all furniture, cubicles, and any other heavy items in the construction area when applicable. All electronics and personal items will be unplugged and removed by the customer before the project starts. Any carpet removed shall be recycled and a “received” certificate submitted to 60 CES/CEOSS COR Office showing that removed products were not placed in landfills.
3.1.4. Bldg. 810 LVT- Contractor shall be responsible for demolition of existing flooring i.e. carpet/tile, cove base and install new carpet and cove base, adhesive and floor leveling compound as required. The contractor shall install approximately 581 SF of luxury vinyl tiles measuring 12” x 12”, equal or better. The tiles shall be of a non-slip material. Color to be selected upon award of the project. There will be no PVC backing. These tiles will have an additional 10% in replacement stock as specified on AF ETL 07-04, 9.3.6. The contractor shall furnish and install approximately 196 LF of 4” rubber cove base, colors to be selected upon award. All work shall be coordinated through Maintenance Engineering, Mr. Warren Cabanlit (707-424-2706) or Mr. Dukes (707-424-8407). VIT lift shall be used on all furniture, cubicles, and any other heavy items in the construction area when applicable. 3.1.5. Bldg. 31 Carpet- Contractor shall be responsible for demolition of existing flooring i.e. carpet/tile, cove base and install new carpet and cove base, adhesive and floor leveling compound as required. The contractor shall install approximately 258 SY of carpet tiles with nylon fiber. The carpet will need superior soil resistance and appearance retention as well as the ultimate in styling flexibility. It will have manufacturer continuous filament nylon 6. 6 or nylon 6 with a cross-section modification ratio no greater than 2.5 per AF ETL 07-04, 9.4.2, colors to be selected upon award. There will be no PVC backing. The contractor will order for an additional 10% in replacement tiles and roll goods to allow cutting and matching of carpet pattern repeats as needed as specified in AF ETL 07-4, 9.3.6. 3.1.6. Bldg. 3 PAX Rubber flooring- Contractor shall be responsible for demolition of existing materials, i.e. old carpet removed, old floor glue, old stair treads, risers, rubber landing tiles removed from stairs, remove old cove base. Any carpet removed shall be recycled and a “received” certificate submitted to 60 CES/CEOES QAE Office showing that removed products were not placed in landfills. The contractor shall install approximately 10934 SF of 24” x 24”, raised or stamped new rubber non-slip tile on the PAX baggage claim floor. The contractor shall install new rubber tile, stair treads, risers, stringers, adhesive, floor leveling compound, and underlayment for two stair landings and six stair steps measuring and 3’x10” long, 12” wide as required. The tiles shall be of a non-slip material. Color to be selected upon award of the project. These tiles will have an additional 10% in replacement stock as specified on AF ETL 07-04, 9.3.6. The contractor shall furnish and install approximately 438 LF of 4” rubber cove base, colors to be selected upon award. VIT lift shall be used on all furniture, cubicles, and any other heavy items in the construction area when applicable. All electronics and personal items will be unplugged and removed by the customer before the project starts. All work shall be coordinated through Maintenance Engineering, Mr. Warren Cabanlit (707) 424-2706 or Mr. Eric Dukes (707) 424-8407.
3.1.7. Bldg. 977 Stairs- Contractor shall be responsible for demolition of existing stair materials, i.e old carpet removed, old floor glue, old stair treads, risers, rubber landing tiles removed from stairs, remove old cove base. Any carpet removed shall be recycled and a “received” certificate submitted to 60 CES/CEOES QAE Office showing that removed products were not placed in landfills. The contractor shall install approximately 300 SF of new rubber non-slip tiles, rubber non-slip stair treads, risers, stringers, adhesive, floor leveling compound, and underlayment as required for 6 landings and 48 stair steps measuring 3’10” long and 12” wide. The rubber tiles shall be of a non-slip material. Color to be selected upon award of the project. These tiles will have an additional 10% in replacement stock as specified on AF ETL 07-04, 9.3.6. VIT lift shall be used on all furniture, cubicles, and any other heavy items in the construction area when applicable. All electronics and personal items will be unplugged and removed by the customer before the project starts. All work shall be coordinated through Maintenance Engineering, Mr. Warren Cabanlit (707) 424-2706 or Mr. Eric Dukes (707) 424-8407.
3.1.8. All adhesives for carpet installation shall be environmentally safe products meeting all requirements of the Bay Area Air Quality Management District and all other local, state, and federal environmental agencies. Flooring adhesives should be certified as Carpet and Rug Institute (CRI) “Green Label” or “Green Label Plus” per AF ETL 07-04, 9.4.7.7. All Material Safety Data Sheets (MSDS) need to be submitted to environmental for approval before installation. Contact Arvey Andrews of CE Environmental office at (707) 424-7514 for submittal. The adhesive is to be of the type so that one carpet tile can be easily removed and replaced with another ”like” tile in the same area. Contractor shall assure there is enough adhesive to perform the work within the given project time frame.
3.1.9. All adhesives for tile installation shall be environmentally safe products meeting all requirements of the Bay Area Air Quality Management District and all other local, state, and federal environmental agencies. Flooring adhesives should be certified as Carpet and Rug Institute (CRI) “Green Label” or “Green Label Plus” per AF ETL 07-04, 9.4.7.7. All Material Safety Data Sheets (MSDS) need to be submitted to environmental for approval before installation. Contact Arvey Andrews of CE Environmental office at (707) 424-7514 for submittal. Contractor shall assure there is enough adhesive to perform the work within the given project time frame.
3.1.10. Contractor shall assure there is enough adhesive and caulking to perform the work within the given project time frame.
3.1.11. The contractor shall install flooring i.e. carpet, tile, rubber, cove base, adhesive and floor leveling compound as required in accordance with estimate and drawings. If color and style are not on quote they will be determined once awarded. The contractor shall be responsible for field verifying existing site conditions and measurements prior to bidding. The contractor shall provide all materials and labor to complete the job as intended.
3.2 Execution:
3.2.1. Surface Conditions: Flooring shall not be installed on surfaces that are unsuitable and will prevent proper installation. Surface will be clear of old adhesive/glue for proper carpet, tile, and rubber adhesion according to manufacture. Contractor shall provide all materials necessary to properly install flooring as recommended by the flooring or adhesive manufacturer. Floor shall be free of any foreign materials and swept clean. Some locations may require two or more phases to complete all of the removal/installation.
3.2.2. Installation: Contractor Qualifications: All work shall be performed by either manufacturer or CFI Certified Floorcovering Installers (International Certified Floorcovering Installers Association). Foremen on the jobsite must be “Certified C-II Minimum” as per AF ETL 07-04, 10.1.
3.2.2.1. Carpet tiles: Carpet shall be installed according to manufacturer’s instructions. Carpet shall be installed direct glue down and shall be smooth, uniform, and secure, with a minimum of seams. Side seams shall be run where such layout does not increase the number of seams. Breadths shall be installed parallel, with carpet pile in the same direction. Patterns shall be accurately matched. Cut outs, as at doorjambs, columns, and ducts shall be neatly cut and fitted securely. Seams at doorways shall be located parallel to and centered directly under doors. Seams shall not be made perpendicular to doors or at pivot points. Seams at changes in directions of corridors shall follow the wall line parallel to the carpet direction.
3.2.2.2. LVT & Ceramic tiles: Tiles shall be installed according to manufacturer’s instructions. Comply with ANSI A108/A118/A136 series of tile installation standards applicable to methods of installation and TCNA Installation Guidelines. Tiles shall be smooth, uniform, and secure, with a minimum of seams. Side seams shall be run where such layout does not increase the number of seams. Patterns shall be accurately matched. Cut outs, as at doorjambs, columns, and ducts shall be neatly cut and fitted securely. Seams at doorways shall be located parallel to and centered directly under doors. Seams shall not be made perpendicular to doors or at pivot points.
3.2.2.3. Rubber Stair Treads/Risers: Secure and install stair treads in accordance with manufacturer’s printed installation instructions. Cover the surface of treads and risers the full width of the stairs. Provide equal length pieces butted together to cover the treads and risers for the stairs wider than manufacturer’s standard lengths. Fill voids and ensure a tight fit between stair treads and steps using epoxy caulking.
3.2.2.4. Rubber Sheet Tile: Install rubber tile and accessories in accordance with manufacturer's printed installation instructions. Prepare and apply adhesives in accordance with manufacturer's printed directions. Provide square, symmetrical, tight, and even flooring lines and joints. Keep each floor in true, level plane, except where slope is indicated. Vary width of edge tiles as necessary to maintain full-size tiles, except where irregular-shaped rooms makes it impossible. Cut flooring to fit around, all permanent fixtures, built-in furniture and cabinets, pipes, and outlets. Cut, fit, and scribe flooring to walls and partitions after field flooring has been applied.
3.2.2.5. Seams: Seams shall be uniform, unnoticeable, and treated with a seam adhesive.
3.2.2.6. Molding and Transition Strips: Provide transition strips or protective edges where carpet meets other flooring material per AF ETL 07-04, 10.2.5. Installation shall be in accordance with the molding/transition manufacturer’s instructions and meets all safety issues and concerns.
3.3.2.7. Cove Base: Install wall base in accordance with manufacturer's printed installation instructions. Prepare and apply adhesives in accordance with manufacturer's printed directions. Tighten base joints and make even with adjacent resilient flooring. Fill voids along the top edge of base at masonry walls with caulk. Roll entire vertical surface of base with hand roller, and press toe of base with a straight piece of wood to ensure proper alignment. Avoid excess adhesive in corners.
3.3.3.
Cleaning and Protection:
3.3.3.1.
Cleaning: After installation of the flooring; debris, scraps, and other foreign matter shall be removed and disposed of by the contractor. Soiled spots and adhesive shall be removed from the face of the carpet with appropriate spot remover. Protruding face yarn shall be cut off and removed. Carpet shall be vacuumed clean with contractors own vacuum.
3.3.3.2. Protection: The installed carpet shall be protected from soiling and damage before and during installation.
4. UTILITIES: Reasonable quantities of water and electricity will be provided to the contractor without charge. Needed temporary connections shall be installed, maintained, and removed at the contractor’s expense and the area put back in the same condition or better at the end of the project.
5. MATERIAL STORAGE AND CLEANUP: The contractor’s materials and equipment shall be neatly stored and protected at the end of each day. Storage facilities are to be provided by the contractor. Clean up and removal of all debris, spoil, and waste shall be accomplished at the end of each work day. When feasible all carpet and carpet installation waste should require a certification that the products were not deposited in a landfill. A copy of the certification should be provided to the Quality Assurance Representative, Mr. Warren Cabanlit. Carpet containing hazardous substances must be disposed of in accordance with hazardous waste regulations. Disposal of old materials and scraps shall be taken off-base during and/or at the end of the project at the contractor’s expense. Upon completion, the premises shall be left in a neat, clean, unobstructed condition, in perfect order and repair. Contractor storage area and trailer parking shall be coordinated with Maintenance Engineering.
6. WORKING CONDITIONS: The facility and adjacent area(s) will likely be occupied and utilized during the project phase(s). The contractor shall perform work in such a manner as to cause the minimum of interference to the facility and the surrounding area. The contractor shall be responsible for correcting any damage caused by or incidental to, this project. The occupants will remove computers, books and any small items out of the areas to be carpeted. The contractor shall notify Maintenance Engineering a minimum of five working days to move any equipment and to start the work project. If lifting system or moving of furniture is required for this project, where building occupants are actually working, the contractor shall work areas or an area that can be completed that day so there is minimal downtime for building occupants.
7. SHIPMENT OF MATERIALS: All materials are to be shipped and stored by the contractor until installation date and any related cost are to be included in the bid. Delivery and unloading of materials to be used is the contractor’s responsibility. All materials shall arrive in original unopened packaging with identification labels intact.
8. FLOORING TYPE SPECIFICATIONS:
8.1. Below are the carpet tile specifications, the color to be selected upon award. Contractor is to submit their specifications with their bid according to the standards below:

Protective treatments The finishes shall include soil resisters, stain resisters, and antimicrobial treatments. These protections should be built in so that the finish is permanent and never requires reapplication due to moisture, shampooing, or steam cleaning. Antimicrobial treatments should be registered with the United States Environmental Protection Agency (EPA) for the express purpose of providing protection.

8.2. Below are the LVT tile specifications, the color to be selected upon award. Contractor is to submit their specifications with their bid according to the standards below:
Luxury Vinyl Tile (LVT)
1/8” (3.2 mm) gauge thickness, patterned tiles will have pattern distributed through the entire thickness. Asbestos-free.
The material specifications shall meet the remaining standards enumerated in UFGS – 09 65 00, Change 1 2/13.
8.1. Below are the ceramic tile specifications, the color to be selected upon award. Contractor is to submit their specifications with their bid according to the standards below:
Ceramic/Porcelain Tile
1/8” (3.2 mm) gauge thickness, patterned tiles will have pattern distributed through the entire thickness. Asbestos-free.
The material specifications shall meet the remaining standards enumerated in UFGS – 09 65 00, Change 1 2/13.
8.3. Below are the stair treads and risers’ specifications, the color to be selected upon award. Contractor is to submit their specifications with their bid according to the standards below:

Rubber stair tread and matching riser and nosing, with non-slip strip for the treads.
8.4. Below are the rubber non slip tile specifications, the color to be selected upon award. Contractor is to submit their specification with their bid according to the standards below:

9. LIQUIDATED DAMAGES: If the contractor is found to have substituted a product from what they submitted in their bid and/or misrepresented a product as to its content, type and/or rating, the contractor will be assessed a 20% reduction in the overall cost of the contract for the first ten thousand dollars ($10K) and 15% reduction thereafter.
