14. At the job walk it was still unclear as to what the water run off problem was in the women’s shower. Please re-clarify corrections required.
A: When the shower is running in the women’s restroom, the water is not draining properly causing water to pool up outside of the shower area, thus posing slipping hazard. Contractor shall repair the shower ensuring the water stays within the shower area and drains properly.
15. Please describe any phasing limitations and/or requirements for construction.
A: There will be phasing requirements for construction, currently there are no established phasing plans.
Construction will be done in a manner that will cause as little disturbance as possible. Once the contract is awarded, the phasing details will be addressed at the pre-construction meeting.
16. For plumbing access routing to the new sink requested in room 1, will the contractor be allowed to demo and repair slab and floor finishes in order to connect the new drain lines to nearest under floor pipes?
A: Please refer to the Scope of Work, Revision 01, 1 June 2017. Room 1 will no longer be renovated into a kitchen.
17. Has there been a recent HazMat survey completed for the building? If so can that be made available? If not, please describe how the contractor is to address this issue.
SA: There has not been a HazMat survey done for the facility. The building was built in the mid-
1990s which raises very little concern for hazardous materials being present. If hazardous material is detected during construction there will be a contract modification for abatement and removal from site.
18. Please clarify how big the “large” glass door at the entrance to room 145 will need to be. Please provide maximum or minimum dimension.
A: Glass door will be standard 3’x7’ with two matching glass sidelight panels on each side of the door that are 1’x7’.
19. Will the outlets at the bar in room 123 be required to be GFCI?
A: Since there is no water source or plumbing in room 123, GFCI outlets are not required.
20. Under 3.2.a – PAST PERFORMANCE INFORMATION, the RFP states “offerors shall email the
Past Performance Questionnaires to all points of contacts (POCs) for completion.” Our clients have completed many of these forms before and find it burdensome to do so repeatedly. As an alternative, is it acceptable to submit previously completed NAVFAC/USACE PPQ-0 Forms with our proposal? This specific form has been accepted on many previous solicitations to document past performance.
http://wbdg.org/ffc/af-afcec/design-guides-standards/travis-air-force-base-facilities-excellence
A: Previously completed PPQs may be submitted with Part II without counting towards the page limitation.
21. Is the required bid guarantee on the aforementioned solicitation for the seed project XDAT 07-
1052?
A: Bid guarantee is for the seed project.
22. Can you please provide AUTOCAD Drawings?
A: All available AutoCAD drawings have been included with the As-Built Drawings Attachment
10.
23. Support Equipment Specifications (Appendix A) a. 1. Cost Estimating Software Requirements.
The Contractor shall purchase and maintain seven (7) copies of e4clicks Premier Project Estimator.
Under which line item should we apply this cost to?
A: How this cost is applied is at the discretion of each vendor.
24. Can you please clarify proposal Due Date and Time?
A: Proposal due date and time will be stated in the solicitation amendment 05.
25. Solicitation Section B CLIN 0001 instructs the contractor to provide licensed copies of e-4clicks.
How many annual licenses will be required?
A: Refer to the solicitation attachment 2 para 1.
26. Section L 3.1 B contains a list of cost items which will be included in the coefficient. Please address the following:
a. “All allowable prime contractor and subcontractors costs”. What are the allowable costs which are referred to in this item?
b. “Contingency and profit”. Are subcontractors to include contingency and profit in the coefficient for the prime contractor? Subcontractors add their profit at different rates and by applying it differently to costs. How can a percentage be established for this? Do we add a percentage for each subcontractor for contingency?
c. “Payroll taxes”. Payroll taxes are usually carried in the cost of construction because that will vary substantially from task order to task order. How can a percentage be established for this?
d. “On-site office staff salaries”. This will vary by task order as well. How do we come up with a percentage?
e. “Additional supervision”. If it is additional how do we develop a cost percentage? If we include in the coefficient it will be on every project including those without additional supervision.
f. “Consultant fee”. Is this for design services? This will vary by task order. Do we include the design fee in task orders that don’t require design?
A: The coeffecient is designed to incorporate all of the items indicated in paragraph 3.1(b) and it is the contractor’s responsibility to ensure that those are considered when forming a single coeffecient. Regarding sub-contracting, the price-relationship is between the prime and subcontractor. We are using coeffecients for projects under this RFP.
27. Will electrical, mechanical, and fire alarm as-built drawings be issued?
A: As-Built Drawings have been incorporated as Attachment 10.
28. Will there be a preferred vendor for any fire alarm relocation or additions?

Period of performance are established in each task order, normally 120 days.
31. Will temporary walls be required to separate the construction area from the office personnel?
A: Temporary walls will not be required.
32. Contractor hours, section 5.10 is contradictive. Please clarify?
A: This section has been edited. Work hours will be 08:00-16:00, Monday-Friday. Refer to
Division 01 – General Requirements 01000, para1.8
33. Can the superintendent be the QC & SSHO on the seed project?
A: No
34. Will the coefficients be required to be declining?
35. Will a sample coefficient worksheet be made available?
36. The SF 1442 stipulates that a bid guarantee is required. Will the SABER contract, seed project, or both require a bid bond? Please clarify.
SABER: A bid guarantee is only required for the seed project.
37. Section L 3.2 Past Performance Information states “only references for same or similar type contract desired”. Does the definition of contract mean to be similar to an IDIQ contract such as a
SABER, MATOC, MACC, etc. or to a single project task order with similar features to the potential task orders that would be issued under the SABER contract? Please clarify.
A: Please review Section M.
38. Is 35% concept design required as part of the proposal?
A: 35% design is not required and will not be reviewed if submitted. However, after contract award, a design is required for each task order.
39. Please confirm which version of e4Clicks you require: Basic, Premier or Professional. (Specs item #1. The Contractor shall purchase and maintain seven (7) copies of e4Clicks Premier Project
Estimator Software…Item #1.2 Status The Contractor shall purchase, maintain, and use the latest version of e4Clicks Basic or Professional Project Estimator.)
A: Refer to the solicitation attachment 2 para 1.
40. SOW for Renovation of B. 836: Please confirm that the women’s restroom is room 002
A: Yes, the women’s restroom is room 002
41. SOW for Renovation of B. 836: 4.15: Does the filtered water fountain need to provide chilled water?
A: The filtered water fountain does not need to provide chilled water.

A: Style of ceiling tiles will be 2’x2’ angled tegular ceiling tiles.
43. Are we to bid the renovation of existing kitchenette in room 1a as an option? If not, please clarify where to include in the estimate?
A: Please refer Scope of Work, Revision 01, 1 June 2017. The existing kitchen/breakroom (room
135) will be renovated. Room 1 will no longer be renovated into a kitchenette.
44. Please confirm if the T-bar ceiling in the first floor is to be replaced.
A: The ceiling tiles only in the hallways will be replaced. The T-bar grid will not be replaced.
45. Under 3.2 – PAST PERFORMANCE INFORMATION, the RFP states that the page limitation for this section is “Limited to no more than 2 pages per contract listed. Only references for same or similar type contract desired.” This page limitation is unclear, as there are two sections following this statement. Does this “2 pages per contract” include both 3.2.a (quality and satisfaction ratings/corrective actions) AND 3.2.b (narrative explaining relevant aspects of 5 relevant contracts, including project details listed in (i)-(viii))?
A: The page limit has been increased to four pages per contract and is to include all items outlined in Paragraph 3.2. It is advised that offerors specify what work was performed for each project.
Detailing units, quantities, and types of work performed will allow for more accurate relevance determinations.
46. Reference page 50, Section 3.2, paragraph d. (I)(d)(2): “Typing shall not be less than 12 pitch.”
“Pitch” is the number of characters per inch (horizontally). A higher pitch means more characters per inch, so the characters will be smaller. Today’s word processing programs like Microsoft Word use “Points” rather than “Pitch” for font size. Point size is a vertical measurement of the lettering.
Generally speaking, the equivalent of 12 pitch is 10 point.
Please clarify the required font size: Does the government require the font size to be no less than
10 point or no less than 12 point?
A: Fonts can be either fixed or variable-width, as such, the point size used to meet the 12 pitch or greater requirement will depend on the font type selected.
47. Reference Attachment 3 - Financial Institution Reference Sheet. The instructions at the top of this form state to include the reference sheet in the proposal; however, there is no mention of the form in Section L of the solicitation. Please indicate where the government would like this sheet placed within the proposal (e.g., Part I, Price Proposal, following the SBA letter).
A: Include Attachment 3 in Part II,
48. What type of toilet stalls are required in the women’s restrooms (i.e., Phenolic, HDPE, SCRC, metal)?
A: Phenolic
49. In Room 130, per SOW item 4.12.1, the government asks for (“10 to 12”) 3’ wide x 8’ tall lockable cabinets. However, it appears that only 6 to 7 units of that size would fit in this location. Please clarify.
A: Contractor shall fit as many 3'x8' cabinets as possible within the allotted space. If 7 is the max, then use 7.
50. It appears that section L, reference 3.3 guiding bidders on the submission of part 3 has been inadvertently omitted. Please advise.
A: There is no Part III.
51. Please confirm that CLINS 0001 and 1001 (Support equipment) on page 4 of section B are to be priced and filled out by the contractor as well. 3.1.b references coefficients but not the support equipment CLINS.
A: CLIN 0001 pricing will be based upon the coefficients provided. CLIN 1001 is for the Option to
Extend Services and will also be based upon the proposed coefficients.
52. Please verify Sacramento as the applicable cost index city for estimating purposes.
A: Vallejo is the applicable cost index city.
53. Reference 3.2.a. Will CPARS, surveys, and letters be counted toward the 2-page maximum for each project?
A: These items will be included in the page limitation which is now four pages. Submission of
CPARS is unnecessary as reports will be retrieved via PPIRS.
54. Reference 3.2.b. In the case of teaming partners are we to submit up to 5 projects per company?
A: 5 projects total.
55. Please clarify bid bond requirement. Since the Government calculates what they perceive the final cost to be should we assume that we need to submit a $3,000,000.00 bid bond IAW FAR 52.228-1 as referenced on page 28 of the solicitation?
A: The clause states: “The amount of the bid guarantee shall be twenty (20) percent of the bid price or $3,000,000, whichever is less.” The percentage should be based off of the seed project proposal price.
56. Can the government verify that electronic submissions will be counted as submitted upon initial transmission? Our questions were hung up in the Government server queue until they timed out and were not received. We are concerned this may also happen with our bid submission.
A: If the proposal is submitted via the SAFE website as per Section L offerors can print verification showing the date and time the proposal is sent. Once the proposal is submitted through the SAFE website it is in the hands of the Government and so considered submitted.
