About this file
This document is a Questions and Answers document related to a federal contract opportunity for Crane Support at Ebbing ANGB, Arkansas and Fort Smith Regional Airport, Arkansas.
The key details are:
- This is a new requirement and not an incumbent contract.
- The government will have a crash recovery team perform an assessment of the accident/crash site before requesting a specific crane size (20-ton, 40-ton, or 60-ton). The crane service provider is responsible for set-up/tear down of the crane and all associated rigging equipment, while the Air Force will perform the lift operations using their qualified personnel.
- The need for crane support is infrequent and only as incidents require. The 200-mile radius requirement is in reference to Fort Smith as the geographic point of origin.
- Capability statements are due by 3 May 2024 at 1:00 PM CST and should be submitted by email as a Microsoft Word or Adobe PDF attachment.

Questions and Answers
1. Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need? This is a new requirement.
2. If there is an incumbent, can the government please provide the most recent contract award number / contract value? N/A
3. For response times, especially for "Immediate Response/ Support" are Air force personnel performing a pre-assessment of the accident/ crash site before making a request for a specific crane size (20-ton vs 40-ton vs 60-ton)? The issue here is sometimes our assessor and operator sometimes has to first visit the site of work to properly evaluate what will be required to properly complete the work requirement especially if it involves including equipment that might not be otherwise specified, thus altering the pricing as well. There will be an assessment by crash recovery team prior to setting up the request to move aircraft. The Government doesn’t see an issue if the team has the contact number of the contractor to pre-coordinate a member of the crane service to come out and concur on the style and size that would be needed.
4. For routine requests, do anticipate needing our operators and personnel (in most cases) or the Air Force already has all the qualified personnel to perform all lift operations? PWS captured that “The crane service provider is responsible for set-up/tear down of crane and all associated rigging equipment for lift operations.” This is sufficient as they set up their equipment and then the crash recovery team will connect all the equipment on the aircraft and then finally make the connection to the aircraft. After the connection to the aircraft the crane operator has control to move aircraft to desired location (typically a flatbed trailer or some transportation device). Yes, only qualified Air Force personnel are authorized to perform lift operations.
5. Again for routine requests, do have a past historical account of the frequency of requests (be it weekly or monthly), and the type of crane sizes that have been utilized in the past to fulfill this same level of effort as defined in your PWS? Need is infrequent and only as incident requires.
6. Part One of the PWS references a "200-mile radius or as otherwise requested and priced" - can you clarify if this 200-mile requirement is in reference to Fort Smith as the geographic point of origin? Refer to the image below.
