Answer
Paragraph 3.b. of Section L requires that the most relevant contracts must be completed within the last three (3) years from the issue date of this solicitation. Munitions storage type contracts are not solicited as frequently as general type construction contracts such as buildings, renovations, and other. While we have excellent experience in munitions storage type contracts, they contracts were completed some 5 - 6 years ago. It is therefore requested that the three (3) year requirement be changed to six (6) years. I am confident that other small businesses would agree with this.

NOTICE TO OFFERORS
Any offeror desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing soon enough to allow a reply to reach all offerors before the submission of their proposals. Oral explanations or instructions given before the award of a contract will not be binding. Answers to offeror questoins concerning a solicitation will be posted to sam.gov, if that information is necessary in preparing proposals or if the lack of it would be prejudicial to others.
The solicitation FA441823R0010 is a Request for Proposal (RFP) and not a Sealed Bid. Under Section L: Instructions, Conditions, & Notices to Offerors or Quoters, we instruct contractors in their proposal to "Complete the necessary fill-ins and certifications in section I through K. Section K shall be returned in its entirety. For sections C through I, the offeror shall submit only those pages that require a fill-in." That is correct. Please review all of the clauses and provisions listed in the solicitation FA441823R0010 and follow the instructions listed under Section L.
Relevant performance includes multi-discipline efforts involving work that includes demolition of office buildings and replacement of office buildings including foundations, structures, and repairs of loading docks and canopy roofs and all associated services and appurtenances as identified in Appendix B of the specifications. Timely submittals and project closeout documentation, including pre-construction submittals QC Management/Supervision and Safety/Accident
Prevention plans, Submittal Register, Site Laydown Plans, Project Schedule, Environmental Protection Plan, Warranty
Management Plans, Record Drawings, and Operation & Maintenance Manuals, that is similar or greater in scope, magnitude, and complexity than the effort described in this solicitation. The purpose of the past performance evaluation is to allow the Government to assess the offeror's ability to perform the effort described in this solicitation, based on the offeror's demonstrated present and past performance.
Answer
Question
In this section, 3. Part II, a. Quality and Satisfaction Rating for Contracts Completed in the Past Three Years, please confirm
CPARS evaluations may be used for each corresponding project submitted in b. Past Performance. Should CPARS be deemed acceptable, and considering the nature of the length of these documents, please consider extending the page limitation (3 pages) for the Past Performance Information per contract listed to six (6) pages to include CPARS evaluations, as well as relevant project information required to satisfy this portion of the proposal.
Answer
Section J of the solicitation is located on page 48 of the solicitation FA441823R0010 which lists the attachments that are associated with the solicitation. The attachments 1-7 listed under Section J were posted with the solicitation and are available under the sam.gov posting.
Question
In this section, c. states "Complete the necessary fill-ins and certifications in section I through K." Section I - Contract
Clauses is not typically included with proposals at bid time. Please confirm this particular section (we've only identified two pages that require "fill-in" (Page 26 or 68 and Page 27 of 68)) is to be included with the proposal at bid time.

Question
This RFI is from on off the corrugated steel plate arch manufacturers. The 1" bolt diameter and 4" bolt spacing as shown on this detail cannot be manufactured in conformance with the manufacturing specifications (ASTM A761/A761M /
AASHTOM 167M/M167). The equipment used to manufacture (corrugate, bend and punch) the arch plates works with very specific lengths and widths of stock material. Using 1: diameter bolts compromises the minimum edge distance requirement of these standards in the width direction of the plate. The 4 inch spacing between the bolts that is called for further magnifies this issue in the length direction of the plates.
THE MAXIMUM BOLT DIAMETER THAT BE UTILIZED IS 7/8" AND THE MAXIMUM SPACING BETWEEN THE BOLTS IS 3".
PLEASE VERIFY THAT THIS WILL BE CONSIDERED ACCEPTABLE.
Answer
Drawing Sheet S702, Detail 3 - End Panel laps - 7/8-inch bolts (ASTM A449) are acceptable. JB Charleston prefers 4-inch spacing (per the detail) if achievable, however 3-inch spacing is acceptable.
Question
Request that the RFI deadline be extended to February 24, 2023, two weeks prior to the bid date.
Answer
No further questions are being accepted at this time.
Question

SHT. G201; Security;
Item 1 Security
Guards
SHT. G201; Site
Access: Item 1.C.
SHT. C001
Contractor can set up a job trailer anywhere inside "work area & laydown area" identified on sheets G200 of B2194 or
B2196 drawings.
Question
The paragraph states, "Unless otherwise specified, provide cement that conforms to ASTM C150/C150M Type I or II" will
Type 1L ASTM C595 be acceptable on this project?
Answer
Provide proposals per plans and specifications.
Question
Each Specification section list SD-01 "Preconstructions" submittal requirements.
When the primary haul route is being utilized, (1) security guard is required. When the secondary haul route is being utilized, (2) security guards are required. A flagman is only required if the secondary haul route is being utilized.
Question
The referenced location indicates that, as prerequisite to access to the site, "approval of all necessary construction submittals," must be obtained. Please clarify what "all necessary construction submittals" consist of.
Answer
Answer
The referenced location states, "Contractor shall provide and maintain security from a professional (bonded) security firm at contractor access gates for the duration of use." Item 4 of the same Section goes on to state, "A single guard shall be stationed at each contractor access gate being utilized by the contractor. This includes existing access control gates and any temporary construction gates." Is this to mean that, at a minimum, contractor is to account for three (3) security guards within their proposal pricing (also indicated on SHT. G200, Keynote 1)? One (1) at the Primary Contractor Access
Gate and two (2) total at the Alternate Contractor Access Gates. Please advise that this count is correct and that all locations are to be staffed full-time, or that guards at the Alternate Access points may be mobilized during periods that this route is utilized, like the flagmen required on SHT. G200.

Solicitation; Section H
Question
The referenced Keynote states that an interior conveyor system will be designed, provided and installed by the
Government. Is there any special scheduling/ coordination with regard to this Work that needs to be considered by the bidders?
Answer
No
Question
Would the Government please consider extending the Due Date for RFIs (and subsequently, the Proposal Due Date) by one week to allow for additional subcontractor input to be received and submitted? Vendor participation in the RFI process is minimal, due to the abbreviated timeline, and we hope to receive better input by extending the deadline.
Answer
Per Specification 01 45 35, Paragraph 1.3.5, the Special Inspector (SI) is a qualified person retained by the contractor and approved by the Contracting Officer as having the competence necessary to inspect a particular type of construction requiring Special Inspections. The SI must be an independent third party hired directly by the Prime Contractor.
The attachment "Schedule of Inspection and Testing Agencies" to Specification 01 45 35 indicates the Soils will be periodically inspected per 1705.6 in the scope of services column.
Answer
Question
The Geotechnical Report(s) provided indicate that proof rolling and undercutting is to be observed by "the Geotechnical
Engineer." Is this (and other such statements) to indicate that S&ME will be on site to provide input and recommendations under contract with the Government, or does "the Geotechnical Engineer" refer to the contractor's third party firm?
Answer
Correct. None of the CLINS in Section B are options. All CLINS will be awarded.
Question
The bid items listed under the Civil Legend all state that "if (Bid Item) is executed…" Section B of the Solicitation does not indicate that there are any Option CLINs. Are the Seeding/Sodding Activities to be considered Option CLINs? Please advise.

Question
Question
General - Construction material costs have increased significantly in recent times, and the construction material market continues to be volatile and unpredictable. It is anticipated that construction material costs will continue to increase into the foreseeable future; however, it is not possible to predict how much prices will increase by the time this project is awarded and ready to construct. To protect both the government and the contractor, would the government consider incorporating FAR 52.216-4 Economic price adjustment - inclusion of this clause will protect and benefit the government because the offered prices will not need to account for the elevated risk of unknown future material cost escalations.
