PERFORMANCE WORK STATEMENT

FOR

MAINTENANCE, REPAIR, & INSPECTION SERVICES

GIANT VOICE SYSTEM

JB CHARLESTON, SC

03 February 2020

1.0 SCOPE OF WORK

1.1 The following performance work statement (PWS) is to provide Maintenance and Repair services for the Joint Base Charleston SC (JB CHS) outdoor warning siren system referred to as the JB CHS Giant Voice (GV) System.

1.2 Description of Services: The Contractor shall provide all management, tools, supplies, equipment, parts and labor necessary to maintain, repair, and inspect the GV System in a manner that will ensure continuous and safe operation (full maintenance and repair with the exception of the exclusions listed under section 4.0, Excluded Services). The GV System locations will be listed in Appendix A. The term “Giant Voice” in this PWS includes all equipment listed in Paragraph 1.3 Equipment Covered.

1.2.1 This maintenance contract signifies GV System maintenance, repair, and inspection service provider (Contractor) takes total service responsibility for the equipment identified in the contract. Except those services covered in section 4.0, Excluded Services, the semi-annual fixed price includes all travel expenses, as well as all expenses required to perform the semi- annual inspections outlined in Technical References mentioned in paragraph 2.2. The Contractor assumes all responsibility and determines the amount of service visits and types of service required to keep the GV System operating safely.

1.2.2 The contractor shall perform service calls/repairs to include parts and labor as outlined in section 3.0. Technicians are required to have extensive knowledge of, be certified or otherwise authorized service/install Acoustic Technology Inc. equipment to include any auxiliary components. (ATI) equipment. The contractor shall have necessary equipment and knowledge to program Motorola XTL 5000 radios. The Government will be responsible for all required licenses, permits and associated fees needed for the Contractor to perform any inspection and/or repair work. This does not include any training or certifications associated with the Contractor’s employees.

1.3 Equipment Covered: Below is a list of sirens and base station to be covered:

1.4 Work Site: Contract work shall be performed for JB CHS GV System. All equipment will be located within JB CHS Air Base North Charleston, SC and JB CHS Weapon Station Goose Creek, SC.

1.5 Contractor Working Hours/Days: Contractor working hours shall be Monday through Friday, 0730 to 1630 hours. The Contractor’s Project Manager will notify the Government when contract work needs to be performed outside these working hours.

2.0 PREVENTIVE MAINTENANCE

2.1 Schedule: The contractor shall submit a semi-annual written PM schedule for review and approval by 628 CS within 30 days of contract acceptance. The written semi-annual preventative schedule shall include required inspections, timelines for inspections, and maintenance to be performed to ensure compliance IAW Air Force Technical Order 00-33A- 1001, subsequent references, technical publications from Acoustic Technology Inc., and this PWS. The work schedule shall be reviewed and approved prior to performance. The Contractor shall confirm with the Government five business days prior to their intended arrival on site to ensure access availability to all sites and buildings necessary to complete all required inspection work. Any Government keys issued to the Contractor shall be returned to the Government once work in the area is complete. If work spans multiple days, keys will be returned to the Government at the end of each duty day.

2.2 Preventive Maintenance: The contractor, or its factory-trained representatives, shall begin the inspection with a customer meeting to review the GV System service log and overall performance of the system over the past year. The technicians shall inspect, test, and/or repair all sirens and base station equipment at JB CHS for the period(s) in section 5.0. All preventative maintenance activities shall meet or exceed the standards set forth in Air Force Technical Order 00-33A-1001, subsequent references, technical publications from Acoustic Technology Inc., and this PWS.

2.2.1 Check lists: Contractor Maintenance Check List forms will be utilized during the inspection process, in addition to the ATI Systems PMI Information Sheets. All completed forms, along with a summary report, shall be submitted electronically by the Contractor to the Requirement Owner and Contract Specialist within seven business days of work completion of the Preventative Maintenance Inspection. The report shall identify the location of each GV System, maintenance work performed, repairs needed, repairs performed (if completed, to include parts replaced, and labor hours), date of inspection, name of inspector, and overall condition of system.

3.0 SERVICE CALLS/REPAIRS

3.1: Service Calls/Repairs: The contractor shall perform repairs identified during Preventative Maintenance Inspections (PMI) and repairs identified through issuance of a Service Call. Service Call repair actions shall be coordinated with the 628th Communications Squadron (CS) and authorized by the 628th Contracting Squadron (CONS) prior to performance. The contractor shall attempt to complete all repair work during one visit, but if all work cannot be completed during the visit, subsequent return trip(s) will be scheduled.

The contractor shall keep equipment downtime to a minimum due to operational requirements.

3.2 Government Identified Repairs: The Government will monitor the GV System operations daily. The Government will report all alarms/malfunctions identified during weekly test to the Contractor in writing for troubleshooting and repair. In response to this Service Call, the contractor shall acknowledge receipt of notification within three business days. Contractor's acknowledgment shall be to the Requirement Owner, Contract Specialist, and Contracting Officer. Contractor shall submit a written quote within five business days, after acknowledgement, to perform service call repairs. The written quote shall include the Period of Performance (POP) estimated to complete the repair. The Contracting Officer must approve and authorize all repairs prior to performance. Upon approval, the contractor shall receive a written Notice to Proceed (NTP) from the CO/COR and the contractor shall complete the repair within the assigned POP. The CO, at their discretion, may issue a verbal NTP. The contractor shall notify the government as soon as possible when Repairs will not be completed within the assigned POP to request an extension. The contractor shall provide a written repair report upon completion of the work. The report shall include but is not limited to: identification of deficiencies found, actual parts replaced, cost of parts (where applicable), and man-hours per repair. An electronic copy of the repair report shall be provided to the Requirement Owner and Contract Specialist within seven business days of work completion.

3.3 Contractor Identified Repairs: During routine PM visits or Repair visits, if the contractor identifies a needed repair, the contractor shall notify the Requirement Owner and Contract Specialist in writing within five business days of identification. The contractor shall include in the notification a written quote to perform repairs. The written quote shall include the Period of Performance estimated to complete the repair. The Contracting Officer must approve and authorize all repairs prior to performance. Upon approval, the contractor shall receive a written Notice to Proceed (NTP) from the CO/COR and the contractor shall complete the repair within the assigned POP. The CO, at their discretion, may issue a verbal NTP. The contractor shall notify the government as soon as possible when Repairs will not be completed within the assigned POP to request an extension. 4.0 EXCLUDED SERVICES

The following are not covered in the full maintenance service arrangement and are considered over and above services:

4.1 Alterations (a.k.a., modernizations) are not covered in the full maintenance service arrangement.

4.2 Acts by parties other than the Contractor: vandalism, abuse, negligence, damage resulting from rescue and recovery operations and acts of God are not included in the contract.

4.3 Additional items excluded in the full maintenance coverage are cosmetic, construction, ancillary components of the GV System: main line power switches, main power breaker(s), buried piping/power lines, main communication feeders to controller, security systems, batteries for emergency lighting and emergency equipment that is solely dedicated to the GV System, any ancillary components.

4.4 The Contractor will not be required to maintain the components of the GV System that are only accessible by climbing the radio tower located behind Building 129 on the AFB. The Government will retain this responsibility.

4.5 In the event that the Contractor encounters an item of work included in section 4.0, the Contractor will report the situation to 628 CS and Contract Specialist/Contracting Officer (CO).

The report will include the work location, a detailed scope of the required work, justification for Contractor determination that the work was not included in the contract, and an itemized cost estimate (including time to repair, all required parts and a breakdown of labor hours). NOTE:

Any part, component, or assembly that does not conform to the manufacturer specifications or is unavailable due to obsolescence, remains the Contractor's responsibility to repair or to obtain an engineered equivalent product approved by the manufacturer. Any additional work not covered by this agreement must be requested and approved by the Contracting Officer.

5.0 PERIOD OF PERFORMANCE
