Upgrade Primary Electrical Service, Northside Project: DKGV 11-2192 Joint Base Charleston – WS, SC

QUESTIONS/ANSWERS
Q1. Detail 9 on E003 show a 4/0 ground wire in the trench above the concrete in the ductbank, however, the areas to receive directional drilling shows no requirement for this 4/0 ground wire. Is this ground wire going to be required wherever new UGP is installed and if so, can it be pulled in with the bore pipe or will a separate bore need to be made to accommodate this wire?
A1. The 4/0 ground wire is only required for trenched locations and isn't required for areas with directional drilling.
Q2. Transformers to be demoed are normally tested for PCB's and shown for disposal as an estimated quantity on the bid schedule. Are we required to assume that all or none of this equipment will be tested as positive for PCB's? Does the government want to keep all of this removed equipment?
A2. All transformers that are being removed from service will be required to be tested for PCBs before being disposed. It is assumed that all transformers removed from service shall be disposed of. However, disposal schedule should be coordinated with the contracting officer to meet the needs of JBC Weapons Station.
Q3. The meter schedule on sheet E005 shows the meter to be a "Schnieder Electric Powerlogic 8650 for both socket & CT type applications and for both single and three phase configurations, however, the 8650 is for use on three phase systems only and will only work by using CT's. Please review the meter schedule and revise the meter requirement.
A3. Meter Schedule Note #2 on drawing E005 will be changed to the following: "ALL NEW METERS SHALL BE SCHEIDER ELECTRIC POWERLOGIC ION 8650 OR EQUIVALENT WITH DEFAULT I/O AND ETHERNET (10/100 BASE) FEATURE SET 'C.'"
