DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 628TH AIR BASE WING (AMC)
JOINT BASE CHARLESTON, SC
Provide Globally Ready Forces and Installation Support to Joint Base Charleston!
24 July 2012
PRE-PROPOSAL CONFERENCE AND SITE VISIT MINUTES
SUBJECT: Solicitation FA4418-11-B-0001, RHS – Lay-Down Area Security Fence, Joint Base Charleston – Air Base, SC
1. A site visit was held on the above referenced solicitation on 24 July 2012 at 10:00 am. (See Attachment 1 Record of Attendance for a list of participants.) Three company reps from Iknana, Felder & Maner was present at the site along with the customer.
2. The customer led off the site visit back pointing out the stake location for the potential fence installment. Stakes were position to show where the fence line will start at the access road and run straight back to the existing perimeter fence along the back tree line, giving it a rectangular shape.
3. The contractor, Walt Lewis of Iknana, asked if the vehicle gates would require wheels. The customer, SMSgt Fleming, confirmed that this would be acceptable.
3. The customer, SMSgt Fleming, asked if a bid option could be included in the solicitation. What the option will include is that instead of having the fence run straight back in rectangle shape, that the fence could run along the access road all the way up to the existing gate entrance located with the current perimeter fence. This will open up the area in a triangle shape and provide the customer additional lands space that could be fenced off.
4. I asked that the custom provide a digital layout of the current request and the option request in order to provide to the potential contractors. In these plans it’s asked that they make it clear were they would like the two sliding vehicle entrances positioned in the fence line along with the manual walk-in gate.
5. A slight modification to the current plans was asked by the customer’s surveyor, SSgt Francscus. He asked the question if the fence should be the same as the existing perimeter fence. The customer agreed with this request. This will reduce the fence line height from 8 ft to 7 ft, but still including the 3-strand, barbed wire affixed to the top of the fence.
5. The site visit was concluded at approximately 10:25 am. Copies of these notes and all attachments can be found on the Federal Business Opportunities web site at www.fbo.gov under Solicitation Number
FA4418-11-B-0001.
