Answers to questions FA441721B0002 - Repair Hangar Doors Bldg 90029
13 Aug 2021
Q1 - Can you provide clarification on the following dates?
- Standard Form 1442 – paragraph 13.d. states 180 calendar days
- Section F – Deliveries or Performance 52.211-10 states 228 calendar days
- Attachment 3 – Work Time Analysis states 228 calendar days.
A1 - Date in block 13d of the 1442 is number of days proposal must be valid from bid due date. This date has been changed to reflect 52 days. The 52 days will include 10 August Bid Due Date (as identified in Amendment 0001) through 30 September. All days referencing 228 calendar days are performance period from Notice to Proceed.
Q2 - Sheet A2 – Keynoted 8. & 11. Indicate Self-Adhesive Vinyl for the Signage, while Specification Section 10 14 00 indicates Plaque Signs using Acrylic Sheets. Please clarify the material to be used for the signage.
A2 - Install adhesive vinyl signs as detailed on Sheet A2. Specifications 10 14 00 for Acrylic Sheets does not apply to these signs."
Q3 - Due to the fact that this solicitation requires us to “hold” our pricing for 180 calendar days for acceptance and given the recent uncertainty in materials and labor costs; would the government consider including the FAR Clause 52.216-4, Economic Price Adjustment for Labor and Material in this solicitation?
A3 - Bid amount must be valid through midnight on 30 Sep 2021. See answer to question 1 above related to proposal validity date. Yes, based on market conditions and uncertainty in material costs, the Government has added clause 52.216-4 by Amendment 0001.
Q4 - The Drawing sheet A2 note #12. PROVIDE A SAFETY EDGE / SEAL AT LEADING
EDGE OF DOOR UP APERTURE OPENING. IF EDGE IS TRIGGERED,
MOTORIZED OPERATION WILL STOP AS A SAFETY PRECAUTION.
The specs call for:
G. Aperture Sensing Switches
Provide sensing switches on the aperture profile cushions, sensitized for horizontal and vertical movement and compression of the cushions, to afford a snug fit around the aircraft fuselage without damage to the aircraft. If the switches stop the horizontal movement of the Hangar door before complete closure, the door/aperture must be backed away from the aircraft fuselage and repositioned before reclosing on the aircraft. There shall be a minimum of three (3) switches per each aperture half, one each at the top, bottom and middle of the aperture cushion.
Is the government saying a new Sensing Switch is required for the Aperture?
If so a diameter will be needed for the opening.
A4 - The "safety edge" and the "aperture sensing switches" are two different pieces of equipment.
- As stated in the specs 08 34 16 Para 2.02.F , the new pneumatic safety edge is installed from the floor to the bottom of the aperture opening on the leading edge of the doors.
- The existing aperture opening seal is to remain in place as shown in Sheet E-2 Keynote 4: "Existing padded tail aperture opening to remain."
YES - specs 08 34 16 Para 2.02.G say to ADD AT LEAST THREE sensing switches on each existing aperture half. The size of the opening can be estimated from the scaled detail 1 on sheet A-2.
Q5 - On drawing E1, sheet note #4 Can we move the hangar door control panel from the back of the pocket area and into the door area so that the door is operable from the fully open position?
A5 - Location of control panel to remain as identified in drawing.
Q6 - Will we be able to surface mount conduit, push button stations and horns to the backside of the door leaf?
A-6 Conduit to be mounted as identified in drawings. Field changes may be requested during performance but must be approved in writing.
Q7 - What is behind the liner panel in the picture? We don’t know if there is steel or foam or other stuff in the way that stops us fitting a new motor and chain.
A-7 – Unknown
Q8 - What is the centerline dimension of the 3 railheads? We need to know this so we can determine the space between the leaves for the control panel, conduit etc.
A8 - Drawings are to scale and should provide requested detail.
Q9 - Sheet G2 says each motor operator has 2 drive wheels, is this a mistake or accurate? It’s our understating each motor operator has only 1 drive wheel.
A9 - Correct, each motor has only one (1) drive wheel. Sheet G2 has been updated to reflect this change.
