1. Question: Are there 65 rooms in bldg 90323 with all the same square footage, and so on so forth with each bldg?

Government Response: The interpretation is correct.

2. Question: Is there going to be a site visit for the facilities listed in the SOW?

Government Response: For the purpose of Blanket Purchase Agreements, we typically do not hold site visits because the requirements will be determined during the time a call/order is made.

If selected for the Blanket Purchase Agreement and a call/order is made to your company, you will have the opportunity to conduct a site visit to give an estimate to the Government.

3. Question: Is this a current contract? If so what was the previous contract amount and who is the incumbent contractor?

Government Response: Blanket Purchase Agreements, according to regulation, are not contracts. BPAs may have “ceilings”, which is an amount that cannot be exceeded considering the sum of all calls/orders. The current BPAs in place have a ceiling price of $500K. The ones that are currently being solicited for have a ceiling of $250K. The incumbent contractors who hold agreements are: Marcel Interiors, Inc. and All Services, LLC

4. Question: Is there a wage determination required for this?

Government Response: Each call/order shall be under the threshold required by statute, therefore no wage determination will be incorporated into the contract.

5. Question: I know the carpet must be ordered from a Tier 1 vendor, however I couldn’t find any carpet specified in the SOW. Carpet prices vary depending on what is specified, is there a specific carpet being specified? Or will we be quoting for labor only for the quote and the materials will be paid as an “on call/needed” basis once awarded? Also will the same go for the glue?

Government Response: We are currently using Whitman 2025, however, this could change depending on mission needs. Additionally, you are quoting for labor on attachment 3. Carpet will be paid as an on call/needed basis. Prices for carpet shall not exceed what is reflected in the Tier 1 vendor’s established price list.

6. Question: Are there any bonds required?

Government Response: Bonding is not required.

7. Question: In section 3.1 of the SOW where it lists the building numbers, rooms, and quantities: Are the quantities listed correct? For example, building 90323 has 65 rooms at 17sy of carpet per room, so are we quoting to provide an install a total of 1,105sy for building 90323?

And the same for the painting?

Government Response: The list in the SOW is referring to the layout of the rooms. You are not quoting the entirety of all dorm rooms on Hurlburt Field. These agreements will make calls/orders on an as needed basis. The requirement could be for a single room or multiple rooms depending on the mission’s need. If selected for the agreement, you will have an opportunity if a call/order is placed on your agreement to visit the site/rooms to determine a more accurate quote, however, the prices shall not exceed the price list’s prices submitted as part of the agreement.

8. Question: Will the contractor be responsible for moving any personal items or electronics? What types of furniture is required to be moved? Are there any pictures that can be provided if a site visit isn’t allowed?

Government Response: Paragraph 2.2.4 of the SOW states that the contractor is responsible for moving the furniture. Typically, there is a small bed, desk, and a nightstand. Rooms are vacant, meaning there are no troops living in the quarters, which means there are no electronics.

9. Question: The bid schedule has wall repair, what does this entail?

Government Response: Wall repair entails; patching holes, any cracks, and wallpaper removal.

10. Question: The bid schedule shows the unit of measure for carpet as “job”, is this correct?

Wouldn’t we be quoting price per square foot or square yard like the other items listed?

Government Response: Job is referring to the removal and installation of the carpet. The business selected for these agreements will purchase the carpet from the Tier I vendors. The Government will pay for those prices not to exceed the established price list for those vendors.

11. Question: The painting and vinyl base is in SF and LF, cart is in “Lot”, how do I determine SY for Lot?

Government Response: That line item is referring to the work involved with removing existing carpet in a given room and the installation of new carpet. The sizes of rooms vary, and are listed in the SOW.

12. Question: Scope Item 2.1.3: What does the wall repair entail in regards to the “patching and finishing of holes”…are these holes from pictures and minor in nature or do the holes consist of drywall replacement as well? In addition, when stating “removal of wallpaper and applying texture prior to painting”…is there a specified Level of Finish required?

Government Response: Most of the repairs are from pictures and such. Level of finish is textured (matching existing wall texture).

13. Question: Scope Item 2.2.4: Is there a detailed description and/or layout of the “existing standard furniture” that is to be moved by the Contractor? In addition, just to specify, is the “replacement” referenced in this statement referring to removing and reinstalling the existing furniture or something more?

Government Response: “Replacement” means putting the existing furniture back in the same spot it was in. The rooms are small, and when painting or installing carpet you may have to move the furniture a few feet to proceed with work. Reference the answer to question 8 regarding the type of furniture.

14. Question: I saw the quantities listed under the SOW page 2, 3.1 FACILITIIES, this gives yards of carpet. Is this the total for the whole building and the “LOT” the sum of total yards?

Government Response: The numbers in 3.1 reflect the measurements per room in that building.

15. Question: Section 2.2.2 states “Contractor shall replace tile in areas on as needed basis per direction of the authored caller.”

Government Response: Removed.

16. Question: Will you share which Davis Bacon wage rates will apply to this project?

Government Response: The dollar thresholds that this agreement will execute orders under will not exceed the amount that will make the projects applicable to the Construction Wage Rates Requirements Statute (formerly Davis Bacon Act). Therefore, no wage rate will apply to the individual order/call.

17. Question: What is the length of this contract?

Government Response: This is not a contract. The agreement will be established for five years, however, either party can cancel the agreement by written request with a notice of 30 days per attachment 2.

18. Question: How will the ordering be accomplished? Will a certain number of units or buildings be issued at one time?

Government Response: That depends on the customer’s need. Sometimes, only one room will need carpet. Other times, it will need pant. They may require both for one room, and only carpet for another. The call/order will specify what is needed in what room/rooms.

19. Question: What is the completion time for performance for each building

Government Response: 7 calendar days after work is started. However, the Government will remain flexible if issues or circumstances arise.

20. Question: Will there be a laydown area for contractor equipment?

Government Response: The Government doesn’t expect that the projects will require a site for contractor’s equipment to be laid down. We will address this on a case-by-case basis.

21. Question: Will each unit required the same work, IE complete paint, complete carpet replacement etc.

Government Response: Reference the answer to question #18.

22. Question: Will the units be occupied?

Government Response: No.

23. Question: Will this be an SCA contract, if so can you please send out the current SCA WD for this project

Government Response: SCA does not apply. Neither does DBA.

24. Question: I am quoting on the price list - dormitory paint carpet for one year only. Is that correct?

Government Response: Reference the answer for question 17. In addition to that, the price list will be “good” for a year. After expiration, the contractor will have a chance to update that pricing.
