ADDENDUM TO FAR 52.212-2 – EVALUATION – COMMERCIAL ITEMS (OCT 2014)

1. Methodology. This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) approach, in which, the Government intends to award to an offeror with a technically acceptable quote at the lowest overall total evaluated price. The LPTA approach does not permit tradeoffs between price/cost and past performance, and will include an evaluation for technical acceptability.
2. Relative Importance. The Government’s evaluation will be based on the following factors and sub-factors:
a. Factor 1 – Price
b. Factor 2 – Technical Acceptability
Price and Technical are equal when evaluated.
3. Offers which are unrealistic in terms of technical acceptability or price may be rejected at any time during the evaluation process. The Government reserves the right to make an award without discussions; however, discussions may be conducted with all, some, or none of the offerors. Offerors may be required to participate in telephone discussions at the 1st Special Operations Contracting Squadron, 350 Tully St. Hurlburt Field, FL 32544.
4. The Government intends to award a Firm-Fixed Price (FFP) Contract as a result of this solicitation.
5. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions as well as provide complete accompanying rationale. The Contracting Officer has determined there is a high-probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional cost information will be requested. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness and affordability of the price.
a. Price Evaluation. The first (1st) step will be evaluating prices and ranking all responsive offers by price from lowest to highest. Offeror’s prices submitted in the

Offer Schedule will be evaluated for completeness and fair and reasonableness. All offerors will be evaluated based on price and placed in order from lowest to highest price. All CLIN pricing will be added together to determine the total proposed price.
b. Technical Acceptability Evaluation. Offers shall be evaluated independently of the cost/price quote evaluation to determine the offerors’ compliance with the technical requirements of this solicitation. The Government may make a final determination as to the rating of an offer based on the quote as submitted without requesting any further information.
The technical factor will receive an overall rating of either “ACCEPTABLE” or “UNACCEPTABLE” using the rating description in Table 1 below. The Government’s technical evaluation team shall evaluate the technical quotes on a pass/fail basis, assigning one of the ratings described below for any sub-factor. Any sub factor evaluated as “Unacceptable” will render the entire quote “UNACCEPTABLE”; therefore, un-awardable.
Only those quotes determined to be technically “ACCEPTABLE”, either initially or as a result of discussions, will be considered for award.
However, the offeror is cautioned that the Government reserves the right to award this effort based on the initial quote, as received, without discussion. Evaluators shall assign a rating, which fails within one of the following ranges according to the degree to which the offeror meets the minimum requirements described below in Table 1.

ACCEPTABLE
Quote meets the requirements of the solicitation. The offeror’s documentation clearly demonstrates their capability and understanding of all aspects of performance in accordance with the Statement of Work and the technical sub-factors.
UNACCEPTABLE
Quote does not meet the requirements of the solicitation. The offeror’s documentation does not clearly demonstrate their capability and understanding of all aspects of performance in accordance with the Statement of Work and the technical sub-factors.
The technical factor will be rated ACCEPTABLE when the offeror’s documentation clearly demonstrates their capability and understanding of all aspects of performance in accordance with the Statement of Work and the technical sub-factor listed below:
Technical Sub-Factor 1: The offeror’s submitted documentation clearly identifies the proposed ARFF vehicle meets the required specifications in the Statement of Work.

Technical Sub-Factor 2: The offeror’s submitted documentation clearly shows that the offeror is currently in possession of proposed ARFF vehicle and can meet the delivery timeline required to begin performance NLT 28 September 2018.
The technical factor will be rated UNACCEPTABLE when the offeror’s documentation does not clearly demonstrate their capability and understanding of all aspects of performance in accordance with the Statement of Work and the technical sub-factors listed above.
- The offeror shall provide a document with the Vehicle information for the vehicle they are offering to meet this requirement to include vehicle VIN number and specifications.
5.1. The Government will rank all offers by price and starting with the lowest priced offer, will review the offer for technical acceptability, and will determine the lowest priced, technically acceptable offer the best value to the Government and will make the award accordingly.
6. Basis for Contract Award. By submission of its quote, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications. The Government intends to award a contract to the offeror deemed responsible in accordance with FAR 9.104, as supplemented, whose proposal conforms to the Request for Quote (RFQ) requirements including all stated terms, conditions, representations, certifications, and all other information required by the RFQ and is judged, based on the evaluation criteria, to represent the best value to the Government. The Government intends to award one contract to the offeror who
