SOLICITATION FA4417-15-R-0010 ADCETV QUESTIONS AND ANSWERS
1. QUESTION: I would like to request contract info for "Advanced Driving Class Expendable Training Vehicles" please. I understand with a formal request I am able to obtain information regarding price of current contract as well as who holds currently.
1. ANSWER: Contract FA4417-11-C-0005, with a period of performance of 15 Nov 2010 to 14 Nov 15 was awarded to Bryan's Auto Repair, LLC. for a total amount of $1,212,084.50. The previous requirement was solicited under the Solicitation number FA4417-11-R-0002; this can be found on www.fbo.gov under archived solicitations.
2. QUESTION: Will there be a site visit? I was unable to find a date in the solicitation or do we schedule through you.
2. ANSWER: There will not be any site visits for this requirement.
3. QUESTION: Can we observe a typical training day?
3. ANSWER: There will not be any site visits for this requirement.
4. QUESTION: How many classes per year are anticipated?
4. ANSWER: 14 classes per year
5. QUESTION: Can vehicles be left on-site between classes?
5. ANSWER: Vehicles shall be removed from training site at the end of each class.
6. QUESTION: Is the contractor responsible for environmental cleanup in the case of spilled fuel, oil, etc. during conduct of training?
6. ANSWER: The contractor is responsible for site cleanup.
7. QUESTION: What facilities are available for contractor use?
7. ANSWER: A portable bathroom will be available for use.
8. QUESTION: Will the government compensate the contractor for any vehicle rendered inoperable or beyond repair as a result of damages incurred during training?
8. ANSWER: No
9. QUESTION: How frequent is the class? Under description of services it only mentions it is a 4 day event. Page 4 of contract says quantity 14. So there will be total of 14 classes?
9. ANSWER: A total of 14 classes will be completed within one year.
10. QUESTION: Under evaluation it says 2 factors shall be used to evaluate offers. Price and Technical. What is the definition of the technical portion?
10. ANSWER: Please see the guidance listed in (Attachment 2) 52.212-1 and 52.212-2 for further information.
11. QUESTION: Are funds paid at end of contract or throughout?
11. ANSWER: Invoices are paid within 30 days of government receipt and approval through Wide Area Work Flow. Normally, invoices are paid monthly.
12. QUESTION: Under description of requirements it mentions all glass to be removed except for the rear view mirror. Most rear view mirrors are attached to the windshield... so does this mean the windshield may stay or that the vehicle will require modification as to mount the mirror to the roof?
12. ANSWER: Windshield and rear view mirror shall be removed. Side mirrors will remain on the vehicle.
13. QUESTION: Under contractor support: contractor shall transport vehicles to and from Eglin training reservation. (a) Where is the training reservation? (b) How long will be allowed to transport vehicles and how long to remove them? (c) Will there be a place to storage vehicles or do they need to be removed and transported for each class? (d) What I'm getting at is there is a medium cost and time involved to transport 25 vehicles if has to be done 14 times.
13. ANSWER: (a) Training reservation is located at Eglin Field 5. (b) Transportation of the vehicles is up to the contractor, as long as they are in place at the designated time and place of course. (c) No, vehicles are to be removed promptly at the conclusion of each class. (d) The government cannot answer this question. The pricing of the logistics shall be completed by each contractor independently.
14. QUESTION: Under description of requirements it says vehicles shall have tires with serviceable tread and four (4) spares required for each vehicle. This will be a total of 100 tires. (a) Will there be a facility to store these tires? (b) Will they need to be delivered and removed each class?
14. ANSWER: (a) No (b) Yes
15. QUESTION: From what distance is the remote kill switch need to function. 100 Yards. More or Less or from inside each vehicle?
15. ANSWER: 100 yards.
16. QUESTION: Does your course teach deployment and vehicle control when running over tire shredding portable road spikes or similar tire puncturing assets?
16. ANSWER: No
17. QUESTION: Between 14 vehicles per class of 14 .... this makes it very difficult to make a solid quote as a vehicle costs around 5k to purchase and prepare...not knowing if a vehicle will be destroyed or multiple vehicles destroyed per class... how am I able to make a competitive and fair bid?
17. ANSWER: Please follow the description of requirements as listed in the Performance Work Statement.
18. QUESTION: Is there any option to have a supplement for vehicles destroyed instead?
18. ANSWER: No
19. QUESTION: I looked at the previous contract and it looks like there were several supplements for a total of 8 contracts. Are you able to provide any info as to how many vehicles were damaged last contract?
19. ANSWER: No
