I. CIVIL

A. GENERAL PARAMETERS

1. Work includes miscellaneous site improvements including, pavements, walks, curbs, sanitary sewers, and lawn surface restoration associated with the chilled water distribution system modifications. Also included is the trenching, excavation and backfill required for the installation of new chilled water mains and isolation valves.

B. FUNCTIONAL AND TECHNICAL DATA

1. Design Criteria.

a. Military Handbook MIL-HDBK-1190, Facility Planning and Design Guide.

b. Illinois Department of Transportation Standard Specifications for Road and Bridge Construction and Details.

C. DESIGN OBJECTIVES

1. Removals. The following items require removal:

a. Pavements, walks and miscellaneous utility services in area of the cooling tower expansion.

2. Sidewalks will be 5 inch thick concrete.

3. Chilled Water Mains. The chilled water mains serving Building 1907 will be installed from the main existing pit north of Building 1900W and connect to the existing chilled water lines discharging from the existing chiller at Building 1907. The chilled water supply line will be routed thru the mechanical room at B1907 thru a pump set. Manufactured pre-insulated PVC carrier pipe with insulation in PVC casing will be utilized.

5. Chilled Water Valves. New shut off valves will be installed in the existing pit north of Building 1900W and at the point of connection at B1907. Valves will be Butterfly type, with manual operators.

6. Grading. Filling and grading around perimeter of building shall provide positive surface drainage away from building. All disturbed lawn areas shall be sodded.

7. Pavements and Curbs. Pavement and curbs removed as part of the trenching operation will be replaced with like type material to match existing constructions.

IV. MECHANICAL

A. SCOPE

1. Provide new chilled water service to B1907 from the chiller equipment serving B1900W.

2. Retain existing chiller at B1907 with valve arrangement to allow the existing chiller to be placed in operation with manual switchover of vavles and electric power

4. Provide new chilled water pumps in the B1907 mechanical room to serve the new chilled water main service to B1907.

5. Replace the existing direct expansion condensing unit and AHU serving the Kitchen and Reception Area in B1907 with new Blower Coil Units (BCU) containing chilled water cooling coils and hot water reheat coils.

Chilled water will be supplied from the new chilled water building service.

B. FUNCTIONAL AND TECHNICAL DATA

1. Design Criteria

a. The following technical manuals shall be used:

- Military Handbook MIL-HDBK-1190, “Facility Planning and Design Guide”.

- ASHRAE Handbook “2009 Fundamentals” and “2008

HVAC Systems and Equipment”.

C. EXISTING CONDITIONS

1. The existing chiller serving B1907 is pad mounted with pump on exterior of the building. Chilled water piping is routed from the chiller to two (2) air handling units (AHU) in the penthouse. Chilled water piping is routed exposed thru the parapet and across a lower roof to the penthouse. This piping will be retained.

2. The existing chilled water pump serving the chiller and AHU is rated at

170 GPM, at 55 FT of head. The existing chiller and associated pump will be retained.

3. A direct expansion condensing unit is located south of the existing chiller and serves an AHU unit in ceiling cavity in the kitchen areas. The AHU presents maintenance issues due to limited access.

4. Chilled water will be supplied from chillers and pumps in Building

1900W. Redundant pumps were provided with construction of Building 1900W to serve an exterior loop which served B1906, 1910 and 1911. A total of 600 GPM was allotted for these three (3) buildings. Demand for B1907 is 220 GPM. Subsequently, B1910 and B1911 have been demolished, resulting in capacity being available to serve B1907.

D. DESIGN PROVISIONS

1. CHILLER WATER PUMPS. New chilled water pumps will be located in the mechanical room. Pumps will be sized to provide the demand of the existing chiller (170 GPM @ 55 FT Head) plus the added demand for the conversion of the Kitchen and Reception Area from direct expansion air conditioning to chilled water cooling. Each pump will be rated at 220 GPM at 55’ FT Head. Duplex pumps will be provided, each sized for the full system demand. Pumps GPM flow will be controlled by variable-frequency-drives (VFS’s).

2 New valves will be provided at connection to the existing system. The existing chiller will be retained in place, with manual operated valves to allow chilled water to be supplied from either the new loop extension, or from the existing chiller and associated pump.

3. Two (2) Blower Coil Units (BCU) will be installed to replace the existing ceiling cavity AHU serving the Kitchen and Reception Area. A vertical BCU will be installed in a project created mechanical room in the corner of the Reception Area. A horizontal BCU will be installed for the Kitchen in place of the existing above ceiling Air Handling Unit. Both BCU’s will contain chilled water cooling coils and hot water reheat coils. Existing duct and piping mains will be reused.

4. General Construction work will consist of construction of one (1) mechanical room and removal / reinstallation of ceilings for removal of AHU and installation of the BCU’s and associated piping.

V. ELECTRICAL

A. SCOPE

1. Provide electric to chilled water pumps.

2. Remove electric to AHU and add electric for blower coil units.

B. FUNCTIONAL AND TECHNICAL DATA

C. EXISTING CONDITIONS

1. Existing Power Distribution

a. Building 1907 is served from the base primary electrical distribution system. Primary voltage is routed from the system to a padmounted transformer located on the south side of the building.

The transformer steps the primary voltage down to 208Y/120 volts, 3-phase, 4-wire solidly grounded wye configuration.

b. Electrical service enters Building 1907 and terminates into a main 1200 Amp distribution panelboard within the main mechanical room.

c. Power is distributed out from there to the various loads in the building.

D. DESIGN OBJECTIVES

1. Provide electric to chilled water pumps.

a. Power to serve the two chilled water pumps will originate from the existing main distribution panelboard within the main mechanical room where the two pumps will be located.

b. There is no space to add a new breaker to the panelboard.

Therefore, load will be removed from the panel to make space for a larger breaker to serve the removed load along with the two chilled water pumps.

c. A panelboard will be provided to serve the loads.

d. Variable frequency drives will be provided to control the two chilled water pumps.

2. Remove electric to AHU and add electric for blower coil units.

a. Electric to the AHU indicated to be removed will be disconnected and will be reused to power the replacement blower coil units.

b. Electric to associated condensing unit will be disconnected and removed back to source.

c. A smoke detector will be provided at the return grille of the blower coil unit with air flow above 2000cfm. Detector will shut down blower coil unit upon activation of detector.

Main Circuit Breaker Interiors

• Will accept plug-on or bolt-on branch circuit breakers.

• Merchandised main circuit breaker interiors are suitable for use as service entrance (US only).

• Service entrance barriers are required and available in Canada (factory-assembled only).

• Top- or bottom-feed.

• 65k AIR maximum branch circuit breakers (fully-rated).

• 200k AIR maximum when supplied by I-Limiter circuit breaker (series rated).

• Available with silver-plated copper or tin-plated aluminum bus (aluminum is standard). Tin-plated copper bus is available as an option. Branch connector fingers are all tin-plated copper; silver-plated branch connector fingers are optional.

• 100 A main circuit breaker interiors use a standard main lug interior and an appropriate QOB or QOB-VH main circuit breaker in a branch space; vertical main breaker main breaker interiors are also available.

• 110-225 A main circuit breaker interior consists of:

— Standard main lug interior.

QO® Arc-Fault Circuit Breakers1

QO arc-fault circuit breakers provide branch feeder protection (i.e., QO115AFI) or combination protection (i.e. QO115CAFI) as required by the NEC and local code adoption, and comply with

UL 1699.

NOTE:

• Lugs suitable for 75° C wire.

• Torque QOB connector mounting screws to 18–21 lb-in.

• Torque labels are included on the circuit breakers with load side lug torque requirements.

• Type 3R, 5, and 12 enclosures require copper-bussed interiors.

• Sub-feed circuit breakers are available with main lug interiors in Type 1 enclosures only. Sub-feed circuit breakers are not available in Type 3R, 4, 4X, 5, and 12 enclosures.

• Using a sub-feed circuit breaker restricts standard QO and QOB branches to a maximum of 125 A.

• Integral lighting contactors are not available.

• Crimp neutral line lugs are not available.

• 400 A panelboards equipped with 200% neutrals and sub-feed lugs, feed-through lugs, or sub-feed circuit breakers are only available factory-assembled.

Ground Bar Kits

• Field-installable in all panelboards.

• Suitable for copper or aluminum wire.

• Provisions for mounting up to four ground bar kits per panel.

Ground Bar Insulator Kit (Catalog No. PKGTAB)

The insulator kit is field installable and may be used with equipment ground bar kits. NQ panelboard enclosures have equipment ground bar mounting provisions in all four corners.

Technical Information

All PK equipment grounding kits are supplied with mounting screws, necessary installation instructions, and an “Equipment Grounding Terminal” self-adhesive label.

Trims:

4. The site was visited. The point of connect to the existing underground chilled water distribution system was identified as a manhole structure north of the sidewalk along the north side of the B1900

1. The 35% documents were reviewed.

2. Gary requested that the pumping arrangement be reviewed at B1900. Are there VFD’s on the supply pumps at B1900. A decoupler at B1907 may be required

3. Regarding changing the Dx coil to Chilled Water in the AHU Unit serving the Global Reach Planning Center 2003 addition, the 35% documents were prepared with preliminary routing of the chilled water lines without detailed investigate within the existing building due to the late inclusion of this component into the project, .

4. Following the meeting, BCCLT visited the site with a HVAC shop personnel to review the AHU installation. The existing AHU is installed in ceiling cavity with minimal clearance for maintenance Replacement of the coil will likely require removal of parts of ceiling and lowering of unit for proper access..

CONFIRMATION NOTICE NO 3

Date: March 9, 2016

1. Prior to preparation of the 35% documents, extending chilled water piping to AHU serving the

Welcome Center addition constructed circa 2004, and replacing the existing Dx coil with a chilled water coil was added to the scope of the project..

2. Subsequently to the 35% submittal, operating and maintenance personnel have indicated that given the congested ceiling cavity space the AHU is installed, it is difficult to gain access to change filters, and should a significant mechanical issue arise with the unit, access would make repair work most difficult to accomplish in an efficient manner.

3. Request was made for BCCLT to investigate providing alternate AHU equipment to provide for better access to the unit. Given the tight ceiling cavity and presence of hard ceilings in areas, consideration of two smaller units was being considered. .

4. Drawings for the mechanical and plumbing construction have been provided to BCCLT thru Clark

Gordon. Clark is attempting to secure the existing Architectural, Structural and Electrical drawings from original A/E to assist in evaluation of potential equipment locations, particularly given the presence of hard ceilings..

5. Based on information currently available, BCCLT prepared the attached sketch of a potential concept of providing two AHU units to replace the one larger unit. A smaller unit is proposed in the same area as the existing larger AHU presently is located, with a second AHU in a new space carved out of a corner of the existing floor plan. This will require some ductwork modifications and hard ceiling removal and replacement in some areas..

6. This tentative concept attached was reviewed with Gary Smith this date. Gary indicated moving forward with the proposed concept is acceptable.

7. BCCLT will move forward on this basis without request for added fees, but has requested that the time to complete the 95% design be extended to April 5, 2016.

CONFIRMATION NOTICE NO. 4

Date: May 5, 2016

1. Meeting was held to review the 95% document submittal of the subject project. See attached list of attendees.

2. The buried chilled water lines should be the same type and have the same insulation as was provided in the building 44 chiller upgrade project.

3. Floorplans on the architectural drawing were a little light and could be difficult to see for production sets. Lineweights should be heavier for the final submittal.

4. The concept of providing two smaller AHU’s in lieu of one large AHU was accepted. One of the AHU’s will be located in the kitchen area where the existing AHU will be removed. The other AHU will be located in a new closet that will be constructed in the corner of the reception area. Closet finishes will be similar to the existing reception room finishes. The AHU’s will connect to the existing ductwork and will perform as one AHU. One thermostat and humidistat within the reception space is acceptable.

5. It was requested to add a balancing valve on the chilled water lines serving the building.

6. Chilled water piping will be routed across the roof and penetrate roof at each AHU. It was requested that the roof pipe stand be a simple stand in lieu of a roof curb and stand shown on the drawings. This will be changed for the 100% submittal.

7. The 95% submittal was accepted. The NTP to 100% was issued and BCCLT will move forward to complete by May 19, 2016.
