PERFORMANCE WORK STATEMENT
Performance Work Statement
Air Force Culture and Language Center (AFCLC)
Support to the Air University (AU)
Quality Enhancement Plan (QEP):
“Cross-Culturally Competent Airmen”
1.0 Background. The mission of the US Air Force Culture and Language Center (AFCLC) is to define, coordinate and implement cultural, regional and foreign language education, training and research programs to satisfy Air Force requirements. Education is accomplished through professional military education (PME), professional continuing education (PCE), commissioning programs and advanced education programs at Air University (AU). The centerpiece of cross-cultural learning in Air Force education is AU’s Quality Enhancement Plan (QEP): “Cross-Culturally Competent Airmen.” From 2009 through 2014, the QEP will infuse Air Force educational programs with additional, more pertinent, better synchronized and measurable cross-cultural learning. The QEP is a line item on AU’s Balanced Score Card and a requirement for reaffirmation of academic accreditation by the Southern Association of Colleges and Schools (SACS). Success in the implementation of the QEP will require AU to apply a common psychometric assessment instrument to measure improvements to student learning, conduct significant faculty development (through both workshops and individual coaching) and leverage the contributions of external expertise for regular reviews of program effectiveness. These requirements cannot be met with existing Air Force or Department of Defense (DoD) personnel or materials.
1.1 Objective. The objective of this contract is to obtain contractor support for Air University’s Quality
Enhancement Plan, “Cross-Culturally Competent Airmen”.
2.0 Description of Services. The contractor shall provide support for QEP/AFCLC with an existing psychometric instrument to assess cross-cultural competence (3C), conduct faculty development, personal coaching and strategic program reviews based on said instrument. Period of performance is 1 Jul 09-30 Jun 10. Requested option periods for this support are:
a. Option period 1, 1 Jul 10-30 Jun 11
b. Option period 2, 1 Jul 11-30 Jun 12
c. Option period 3, 1 Jul 12-30 Jun 13
d. Option period 4, 1 Jul 13-30 Jun 14
2.1 Application of an existing 3C psychometric assessment instrument. This will include the following:
2.1.1 Use of an existing valid and reliable psychometric instrument based on a developmental model that can be used to guide tasks 2.2-2.4 and their sub-tasks. The instrument must be capable of generating both individual and group reports. It must be accessible to respondents on the Internet and require a minimal amount of time to complete. Additionally, the instrument must be in the public domain—no cost to the Air Force—or must be owned by the vendor. The number of instrument accounts procured will not exceed 2500 in the base period of performance, 3000 in option period 1, 3600 in option period 2, 4300 in option period 3, and 5000 in option period 4.
2.1.2 Analysis and interpretation of the data resulting from applying the instrument to groups
2.1.3 Review of key curriculum content, presentation and evaluation in light of instrument administration results.
2.2 Faculty Development. AU faculty development on cross-cultural competence is a critical requirement for initial QEP efforts, starting in CY 2009. This support must be assessable and contribute to enhancements in student learning. Efforts must therefore be based on the theories/concepts that underlie the instrument described in paragraph 2.1. These will involve:
2.2.1 Design/revision of an introductory two-day workshop on teaching and assessing cross-cultural competence.
2.2.2 Design/revision of an intermediate two-day workshop on teaching and assessing cross-cultural competence.
2.2.3 Offering two introductory workshops each year. Modify, update and improve introductory workshop each iteration based on previous delivery and research.
2.2.4 Offering two intermediate workshops each year. Modify, update and improve intermediate workshop each iteration based on previous delivery and research.
2.3 Personal coaching based on psychometric assessment of cross-cultural competence. Four AU faculty/staff/leader volunteers, nominated by their schools and approved by AFCLC, will receive individual coaching each year guided by the instrument described in paragraph 2.1. The coaching will assist individuals in achieving significant professional development to achieve the QEP’s objectives. Specific activities involve:
2.3.1 Telephone coaching/touch base meetings of 1 hour each, on or about the 15th of each month.
2.3.2 In-person coaching meetings of 2-3 hours on or about the 1st of each month
2.3.3 Interviews with subordinates, peers, and/or superiors of the individuals in order to support specific coaching goal achievement.
2.4 Strategic Program Reviews. Provide strategic program reviews and facilitation focusing on AFCLC’s strategic mission, the QEP and other related efforts. Strategic program reviews would take place semi-annually, either in an off-site setting or at Maxwell AFB for two days and entail:
2.4.1 Participate in strategic program reviews, to be scheduled in advance.
2.4.2 Provide feedback on QEP impact, program effectiveness and cohort development in light of repeated psychometric instrument administration to include pre-test/post-test administration, longitudinal studies and re-testing at distinct developmental levels.
2.4.3 Provide review/feedback to selected individuals potentially outside of AFCLC and Air University, for example, at Headquarter/Air Force, the Office of the Secretary of Defense, Defense Equal Opportunity Management Institute, or the Southern Association of Colleges and Schools (SACS).
