Question Answer 1 Will an AF 3052 with full contractor breakdowns suffice ILO e4clicks? On bid day, most subcontractors will not do a full breakdown according to the supplied matrix.
Yes, the AF 3052 would be sufficient
2 Will existing furnishings be removed by owner? Yes, except for the chairs in Rm 118, all furnishings will be removed by the owner.
3 Is this strictly a sprinkler head relocation project? This is not stritly a sprinkler head relocation project. Attachment 1, Statement of Work (08 Oct 15), para 1.0 and 1.2 Sections give an overall description of the project. The sprinkler work shall be determined by the Contractor's Fire Protection Engineer Design.
4 Will hydraulic calculations be required? Contractor shall determine whether change of space usage will require reclassification of the hazard category in order to meet UFC 3-600-01 Section B-1.2.Perform sprinkler system hydraulic calculations in accordance with UFC 3-600-01 Sections 1-4.f, 3-3.1 and 4-2.3.5. Yes, the hydraulic calculations shall be determined by the Mechanical Engineers Load Analysis and Contractor's Fire Protection Engineer design.
5 There were no as built sprinkler drawings issued on the CD we were presented with. If hydraulic calculations are required, will we have access to the classified areas to conduct a thorough survey of the area?
Yes, access shall be provided in coordination with the 502CES and facility user after award.
6 Will workers in the classified areas be required to have security clearance? NO
7 Who will be providing escorts for tradesmen, and will there be a cost impact to the contractors?
Escorts will be provided by the 558th in the secure area, at no cost to the Contractor.
8 Currently there are recessed chrome pendent sprinklers installed throughout the building. The model that is currently installed is no longer in production. Shall we quote installation of a current recessed chrome pendent or is there a specific sprinkler head being required on the project?
Contractor shall make selection of a suitable sprinkler head based on NFPA criteria.
9 How many phases will there be on this project…or will classified area be run concurrently with non-classified?
See revised Appendix G Project Phasing
10 Will 2nd or 3rd shift be required to allow for no interruption to class schedule? 2nd or 3rd shift will not be required other than for situations such as a planned power outage, any jackhammering, or installation of secure door next to classroom.
Contractor will work with the Government to determine the schedule to most efficiently accomplish these elements within the Phasing Completion requirements.
11 Will the fire protection be governed by UFC 3-600-01 and Factory Mutual Data Sheets? Yes. Section 1.6 of the Statement of Work, “Proposed renovated areas to meet all applicable standards, including NFPA 13, 72, 70, UFC-3-600-01, UBC and AF Standards.
12 Is this an Army Corp of Engineers project? No. This project is issued from the 502d ABW.
13 Section 01 33 29 para 1.4.4 states “some delivery orders may be designed” for LEED Silver. Is this project to be LEED Silver?
Due to the nature of the project this project will not be designed for LEED’s requirements. Spec 01 33 29 shall be removed.
14 Section 01 33 29 para 1.4.4. Is there a TPC Organization designated already? Please identify the TPC.

15 This project is an interior remodel. Please confirm Section 01 35 13.10 00 Surveying does not apply.

16 Statement of Work para 1.2 states there will be 95%, 100% and final construction packages for Govt review and approval and para 7.0 states the work shall be per Section 01 33 16-Design After Award with 7 BUSINESS (or about 10 calendar days) FOR EACH Govt review. However, para 8.1 calls for Final 100% Construction drawings within 30 calendar days of NTP. The design time frame is inconsistent and not reasonable. With 3 Govt reviews between design periods of 10 calendar days, and a reasonable time to prepare the designs, we request the design phase be modified to a Design Phase of 105 days (30+10+30+10+15+10).
SOW has been edited to reflect a modified schedule. Phasing plan also edited for clarity (see Appendix G).
17 Please clarify if there is any difference between a hard copy and paper copy. There is no difference, however one hard copy should include any original contractor’s signed documents.
18 Also, please clarify if Volume III is to have only an original (which would be the “1 hard copy”) or if it should have any original and 1 hard copy.
One original hard copy (see response above) and one hard copy.
19 Frequently, in SCIF rooms, secure walls go to the deck. During the walk-through, it was noted that hard ceilings existed above the acoustical ceiling in several rooms within a secure area. As per SOW 1.2.7.1 the walls shall go to the deck. a. Please confirm that all secure walls shall comply with that SOW requirement.
The new areas to be created in secured areas will not be in a scif, but in a secured open secret area. Walls in new classroom 148 and rfc staff will only be 4 inches above ceiling.
20 b.) Please state to what height the new walls in the non-secure areas (such as room 118) shall extend above the ACT.
New walls in non-secure areas shall only be minimum 4 inches above ceiling (see Section 1.7).
21 Please confirm the existing hard lid ceiling above the ACT in rooms 148 and 150 shall be demolished.

22 It was observed in the existing simulator room there is a false floor. Please confirm false floors are not required on the new simulator rooms.

25 Please provide the specification for the existing acoustical ceiling tile and grid for the rooms we are to only reconfigure for new wall additions.

Trash container to be relocated to a location in bathroom as per contractor's design (see drawings).
34 Please provide the dimensions for the stage required in room 119 as it is not shown on the schematic drawings. Please confirm carpet and base will be required for the new stage only.
Stage is Approx. 23.25'X6'. Contractor will need to field verify. Stage requires carpet and base. Carpet and base are not required for rest of room, unless damaged by Contractor during Stage install.
35 During the site walk, it was observed that there was audio visual equipment in several rooms including 142 and 147. Please clarify if the GC is responsible for the removal of these items. If so, please provide a complete list of audio visual equipment that will be removed and/or reinstalled by room.
Yes; contractor will remove and salvage projector, screen,speakers, and associated hardware (see revised SOW).
36 Please confirm if the GC is to employ a commissioning agent to provide enhanced commissioning for the project.
Government is not requiring re-commissioning of the building.
37 Please provide the specification for security hardware required for the security area boundary wall described on the SOW paragraph 1.2.7.
DoDDM 5200.01-V3 Appendix to enclosure 3 physical security standards outlines the requirement for wall and entry in the open storage secure areas. See also SOW and schematic drawings for additional requirements (see revised Appendix B).
38 Please provide the specification for paint in order to match existing. All wall finishes must blend in with existing building wall finishes and must not distract from the existing finishes. Contractor to provide for bidding purposes a suitable wall finish. Existing specs are not readily available but should meet AF specs.
39 Please confirm the new stages do not require ramps. Stages do not require ramps.
40 Please provide information for the construction of the new stages. Are they wood studs and plywood?
Stage to be constructed using metal studs and metal structural joists coverd with 3/4 inch plywood and carpet and base.
41 Per the SF 1442, the offeror shall submit 2 copies of a detailed cost proposal package in accordance with RSMeans (4Clicks) and any supporting documentation. Please clarify this is required at the time of bid for all participating GCs.
Yes. The cost proposal provided does not require the use of 4Clicks; the cost proposal shall be prepared and submitted in a format similar to RS Means.
42 Attachment 2 provided an Informational Construction Cost Estimate Breakdown. a) Please clarify if this is only an example which may be altered to include items required in the scope but not included in this document.
Yes; this is only an example.
43 b) Item 3 in this document is for contingencies. Please elaborate on the intended use of this contingency and if there is a set amount or percentage to be carried.
Disregard the contingency line item in the Informational Construction Cost Estimate Breakdown, no contingencies shall be included in the proposal.
44 Per the Statement of Work paragraph 1.2.14, New Construction #10, all wall finishes in the new auditorium space are to match auditorium 118. Please clarify if the walls in room 118 are painted drywall or if they are constructed with sound board.
All finishes in new auditorium room 110 to be painted gypsum board with stained wood wainscot and crown molding to match the old in room 108.
45 Statement of Work paragraph 1.2.7.1 references DoD 5200.01 for wall penetration security requirements. This document seems to describe procedures rather than construction methods. Please provide the excerpt which details the construction requirement.

46 Please confirm that contractors are to provide their lump sum proposal pricing per the SF1442 Bid Schedule: Clin 0001 Design Drawings and Clin 0002 Construction and that the detailed breakdowns can be provided at a later date (after contract award).
Detailed breakdowns shall be provided with the proposal in order to evaluate them.

47 SF1442 paragraph 10 states “submit…detailed cost proposal package in accordance with RS Means (4 Clicks).” Contractors utilize different software packages for their pricing and most do not utilize 4 Clicks. We assume pricing breakdowns showing labor, material, equipment, & other will suffice and need not be 4 Clicks RS Means. If this is not a correct understanding, please clarify otherwise to all bidders.
Don’t need to use 4 Clicks software but breakdown shall include labor, material, equipment, and line items as requested by Request for Proposal. Language has been modified in Block 10 of the Amendment.
48 Please provide a copy of the As-built drawings file and the photos available of the classified side.
As Built drawings from 1993 and 2012 are provided. Photos will be provided.
49 During demolition of window to Room 135, where will the SDO continue operation temporarily?
New SDO room is part of phase 1 work and will be complete so staff can move and occupy this new space. Old SDO is part of phase 4 and will be demolished after staff has moved out into new SDO space.
50 We would like to request a class schedule and the point of contact for coordinating work around classes, and ensuring construction schedule doesn’t interfere.
This will be coordinated with the customer as part of the final design and phasing plan.
51 The scope of work for Rooms 141, 143, and 145 are referenced on drawings, but cannot be found in the Scope of Work. Are these items going to be identified in an addendum?
Rooms 141, 143, 145 are existing rooms to be demolished and become part of ADO room 147 (see Section 1.2.3).
52 Regarding Room 142, who is the point of contact who removes equipment? (i.e. Computers & accessories, desks)
POCs to be provided at the time of award.
53 Also regarding Room 142, there are speakers in ceiling, a projector, and whiteboard(s) that will also need to be removed to create new SIM Rooms. Is this work to be included in the scope of work in an amendment?
Yes, this will be removed and salvaged.
54 Is the equipment listed in previous question to be returned to the owner for recycle/reuse? Reference Question 51
55 Regarding room 152, there is a beeping computer in the corner of the room where the wall is going to be demolished. What is this computer used for? Where will the computer be relocated during demolition?
Room 152 and part of room 150 will become the new room 150. In this room only, the Fiber optic cables need to be preserved for reutilization. The communication rack next to it can be removed and if desired reutilized. Coordinate with COMs for storage of computer.
56 Please clarify the ceiling heights throughout the spaces. All simulator rooms to have 11 ft high ceilings, SDO room to have 8 ft ceiling, all other rooms to have 9 ft ceilings (see Section 1.2.8).
57 Will electronic cad files be made available to the successful team? Yes.
58 Are any As Builts drawings available during this phase that show building sections? If not please provide an approximate height for the bottom of the roof deck?
As Builts have been provided during site visit and upon written request to 502 CONS.
59 Which drawings take precedence? For example there is a discrepancy between the drawings in Appendix A and Appendix E. Classroom 148 is shown differently on A-1 and drawings labeled as “558 FTS Building 743 West Wing”, the second sheets show the door being relocated where A-1 does not.
Appendix E are power point schematics of the building, and are only to indicate locations of Communications drops. IN SUBSEQUENT RENOVATIONS TO THE BUILDING

60 Please confirm that the access flooring depth is approximately 1’-0”. Contractor will need to field verify; however the contractor will not be building a raised floor.
61 Please confirm whether the new walls that are to be installed in the areas with access flooring can be installed on top of the access flooring or if the walls will need to go down to the structural slab.
All existing raised flooring is rated flooring to support loads. Walls to be constructed if over raised flooring are only partition walls and can be placed on top of raised flooring. All penetrations through raised flooring shall be drilled and wall attached to floor using appropriate fasteners.

62 Please provide the make and model number for the raised access flooring. Contractor will need to field verify; however the contractor will not be building a raised floor.
63 On Sheet A-4, at Room 126 it appears that a structural column has been relocated in order to make room for the new door that is going to be provided into the new office. Please confirm that we should price relocating a structural column.
No structural columns will be moved. The room door location is only schematic in nature and was the desired location. Contractor to provide a design for the room showing doorway into this space for government approval. Door may be located from inside the room if this is the only option.
64 Can you please clarify what the yellow lines are indicating on Sheets A-1, A-3, A-4 and A-5 of Appendix A.
There are layers in the autocad drawing that were not turned off, which may explain what you are seeing. All green lines should be new construction all red dashed lines should be demolition. These drawings are schematic in nature and contractor should refer to the scope of work for work to be done in the renovated spaces. All work identified in the scope of work may not be reflected in the drawings. Refer to the general requirements for precedence of work.
65 What is to become of the wall mounted communication cabinets located in room 140 and the closet of room 142?
The communications cabinet in room 140 will need to be relocated to room 150 where it will be reconnected. The cabinet in room 142 should be moved to room 148.
66 What is a "REAPER cable drop"? REAPER refers to the building intranet.
67 Who terminates the wire on the MDP/IDF cable drop end? Network cables shall be terminated by the Contractor. Reference Appendix E - Com
Specs 68 Do we need to maintain the SCIF type construction throughout the secured area as part of the remodel?
The renovated area in the secured area will no longer be classified a SCIF. It is been reconfigured for secured-open secret. The new wall to separate the secured side from the non-secured side to follow construction requirements set forth for open secret construction as per DOD 5200.01 V3 in Appendix B.
69 What are the electrical characteristics/requirements of the simulator? See SOW Appendix F 70 We were not able to gain access to the two (2) Electrical Rooms in the secured area. Can we get photos of the contents of these rooms?
Photos to be provided.
71 The SOW, page 2, 1.2.1 calls for the walls to be removed around the Fire Alarm Panel and Electrical panel, and also for the replacement of the electrical panel board. A. Once you remove the walls around the Panel, Fire Alarm Panel, and two Power and Signal Line Conditioning Panels, all of this equipment will be exposed in the new room instead of being in a closet. The location of the equipment is not changing. Please confirm that this is the intent and acceptable.
Electrical panel and fire alarm panel will remain in place, and the rest of the panels will be removed. See revised paragraph 1.2.1 SOW
72 A. Why are we removing a perfectly good Stainless Steel Panel and Feeder? If it is due to it not being able to handle the new loads please provide the following information:
Existing panel size is less that 42 spaces and 42 panel spaces are preferred to accommodate new and future loads.
73 B. The size of the new panel needed. (amps) This is a design build project. The electrical designer shall determine size of new panel.
See Appendix C with 1993 As Built Drawings for existing panel information.
74 C. The source of the panel feeding this panel. We need to know the source to figure the length of the new Feeders.
Feed from Panel L1B Section 2 located in electrical room adjacent to Room 151, see Appendix C with 1993 As Built Drawings.
75 D. Are we supposed to remove the Power Line and Signal Line Conditioning Stainless Steel Panels that are in the same room as the other equipment?
Yes. See revised paragraph 1.2.1 in SOW.

76 SOW page 4 and 5, 1.2.5 Room 147 (Construct New W3 Room). This space is being constructed in what is currently room 145, this room currently contains a large 400A panel labeled H1A-A and some lighting contactors on the wall adjacent to the current corridor.
There is no mention in the SOW about how to address this existing equipment, please clarify whether this equipment shall remain or be removed/relocated.
Electrical panel and contactors shall remain in place.
77 SOW pages 6 and 7, 1.2.9, under Electrical calls for the following: "Provide new electrical panel board (120/208V) and feeder to support the new simulators in Room 140 and 142. New panel board shall be feed from existing panel SPD, located by the existing simulator rooms.
Provide shunt trip breaker to new panel board. New panel board shall be minimum size 42 spaces and shall have a main circuit breaker.
b. Provide 1 communication drop in each new simulator room. To be terminated in room W1"
What is the amperage of the new panel? Should the communication drops for the simulators be terminated in room W3? There is no room labeled W1 and Room W3 is supposed to be the server room for the new simulators.
This is a design build project. The electrical designer shall determine size of new panel.
78 SOW page 8, 1.2.12 lists the following work: "rchitectural
5. Remove telephone wiring and panel in Storage Room 118B, abandon remaining wiring in-place.
Electrical
1. Reuse existing light fixtures in new classrooms and storage rooms.
2. Rewire light switches for new classrooms and add a light switch.
3. Install 13 NIPR drops in each classrooms for a total of 26.
4. Install 6 duplex electrical outlets in each classroom, total of 12, for computers and room maintenance.
5. Existing outlets to remain protect during wainscot removal.
6. Add 1 NIPR drop in each office total of 2."
A. Room 118B is not marked on the drawings but it is the “office” to the right as shown on the proposed drawing on sheet A-4. There is a plywood backboard on the wall to the right of the door to the office. There is old and new telephone and Data wiring terminated on this board. Not just a few cables but very large amount. Removing or relocating this would take a lot of time with phone and data being down. Please confirm the scope of work here.
Scope is to remove old telephone wiring and panel. The fiber and data cabling shall be pulled back above the ceiling for possible future use.
79 B. There is also an electrical panel in the same room on the divider wall to the left of the door. There are conduits coming out of the slab and out of the ceiling. It is a 42 circuit panel that appears full of breakers. Removing this panel and relocating it would cause outages for several days if not a week trying to back feed all of the circuits. Please confirm the intent and scope here.
The electrical panel will remain in place and any architectural work shall be done around it.
80 SOW page 5, 1.2.8-Room 140 – based on the As Built drawings there is a 48” round duct approximately 12 inches above the existing ceiling and structural steel directly above it, please answer the following:

81 A. Is it acceptable to convert this ductwork to rectangular in order to clear the new simulator ceiling height of 11 feet?
Ceiling height can be 10 feet 6 inches in the new simulator 2. If additional space is required, conversion from round duct to rectangular duct is acceptable with supporting static air pressure calculations. See revised SOW
82 B. What is the proposed ceiling height of the corridor running east and west where this duct currently runs?
Corridor in new simulator area to be 9 ft.
83 Reference Sheet M-102 (Sheet 7 of 15) of 6/13/11 plans: Does referenced 48” ØRA duct in fact A. penetrate the existing East-West line separating it from SIM 7 1074 (Room 2 on “B743 EXISTING FLOOR PLAN”, and
Drawings from 2011, penetration is correct.
84 D. have a “FD” (fire damper) in that wall? Fire damper is installed in that wall is most likely.
85 SOW page 7, 1.2.10-Room 124/126 (New Offices) – is the expectation of project to give these new 10’x7’ rooms their own ATU (Air Terminal Unit) with thermostats or just give them air off the closest ATU serving the spaces they are carved out of?
Provide new separate air terminal units, thermostats, and power for each office. See revised SOW.
86 At the site visit, it was observed that rooms contained a substantial amount of workstation furniture, book cases, lockers, desks, chairs, computer equipment with flight simulator training consoles, book cases as well as copy machines, other furniture and wall mounted specialty items. Please confirm that the owner is moving all furniture and electronics prior to construction.
558th will be deconstructing the modular furniture and removing it and the bookcases
87 If the owner intends to salvage any items to be removed or demolished, please indicate what these items are pre-bid so that contractors can bid accordingly.
Please refer to the scope for specific items to be re-installed. All smartboard, video and audio equipment shall be salvaged.
88 Please confirm that owner moves will not be included in the contractors performance period as this is already a tight construction schedule.
Owner moves will be completed before Contractor moves in.
89 Scope of Work indicates “new carpeting as required to match existing.” Please provide the mfr/model of the existing carpet and base and ceramic tile to be matched so that pricing on this flooring can be attained.
For bidding purposes contractor to provide cost for heavy traffic carpet and tile that approximates the size, thickness, texture and color. Tandus Flooring US, LLC , Tufted:
05849- Infinity, Color - 55021 - Kaleidoscope. Tile specs are not avaialble and the contractor is to propose a 12 x 12 ceramic tile that matches/is close to existing tile after award.
90 Drawing A/5- Note 4 states “Install Positive Ventilation Systems in Men’s Bathroom, Ladies Bathroom and in Janitor Closet.” Please clarify if the intent to increase the current exhaust (negative pressure) in these rooms or are we to add supply air to achieve a positive air pressure while exhausting.
In the men's and ladies' bathroom the intent is to provide an increase to the negative pressure (exhaust) to improve circulation.
91 Statement of Work states the following: “Load analysis shall capture current system capacities and deficiencies, and yield a technical solution for modifying the building’s hydronic and air distribution equipment in order to balance the system and meet the new space requirements.
This includes but is not limited to, the installation of new ductwork, new chilledwater piping, hot water piping, VAV-boxes, diffusers, and return grills. All work shall be accomplished in accordance with ASHRAE, SMACNA, IMC, and UFC standards and specifications. ”As the load analysis will not be performed pre-bid, should contractors assume that existing piping and VAV Boxes are adequate and if the load analysis indicates new are required then a modification to the contract will be provided to at that time? Or should new units and piping be included in all bidder’s estimates?
Government is asking for a design and load analysis of the mechanical system for the rooms being renovated. All available information is available for viewing. Contractor should submit best bid based on available information and industry standards (see Section 1.3).

92 State of Work states the following: "The Contractor shall inspect the existing Supply-Air Diffusers and Return-Air Grilles in Building 743. If Diffusers and Grilles are acceptable in both condition and air flow capacity (as determined in the HVAC load analysis), contractor shall incorporate the existing diffusers and grilles into the new construction design. If Diffusers and Grilles are not acceptable, Contractor shall include acceptable new replacement diffusers and grilles into the new construction design. ” This conflicts with the statement of work in each room which indicates new grilles/diffusers. Please clarify if new grilles and diffusers are required
New diffusers are required for areas where a new ceiling system is to be installed.

That is correct room 135 is in phase 4. Room 147 is in phase 1 and must be completed so that the SDO can move in the newly constructed space.
