STATEMENT OF WORK

PROJECT TITLE: Renovate Building 743 for 558FTS Expansion

PROJECT NUMBER: TYMX150075

LOCATION: JBSA – Randolph AFB, TX

1.0 GENERAL

Project Objective: The Contractor shall provide all work and services required for the design and construction to complete Building 743 Renovations. Renovations will reconfigure the interior of Building 743 to accommodate an increase in Student and Instructor personnel to the 558th Flight Training Squadron (558FTS). A phasing plan is provided for Contractor use that meets customer completion requirements in the Attachments. After hours and weekend work may be required to meet desired timelines, hours must be approved by the Government.

1.1 Location of Work: The work is located at Building 743 on JBSA-Randolph in San

Antonio, TX.

1.2 General: The Contractor shall renovate rooms in Building 743 as outlined in this Scope of Work and Schematic Drawings provided. The contractor will provide fully functional areas with all associated architectural, mechanical, plumbing electrical, communication, finishes, and all other components required to conform to UFCs.

The contractor is responsible for acquiring all information to take the customer concept design to a 100% design. The Contractor shall develop and provide 95%, 100% design, and final construction packages for government review and approval. The contractor is responsible to conform to the Design Submittal Guidelines, applicable JBSA Energy Requirements. The contractor shall address all Government comments in the progressing stage of design. The contractor is responsible for addressing any discrepancies with the proposed design and the applicable codes (referenced in Division 1 Specifications).

Applicable codes shall take precedence over this SOW and conceptual drawings in the case of a discrepancy. The SOW shall take precedence over the conceptual drawings in the case of a discrepancy. The Contractor shall perform work in such a manner as to cause minimum impact to existing lights, HVAC, sprinkler systems, ceilings and floors.

Requirements include demolition, installation of new walls and associated baseboards and painting, new ceilings and doors where required to match existing, new carpeting as required to match existing, all associated electrical, lighting, communication wiring, associated HVAC, sprinklers, and alarm and annunciation systems. Materials including doors, ceiling, carpet, and hardware shall be preserved and reused as much as possible.

The Contractor shall accomplish the specific requirements as listed below, and illustrated in the conceptual drawings provided in Appendix A.

1.2.1 ROOMS 148/ 150/ 152/ 154- (Create New Classroom and RFC Staff Room)

Architectural:

Demolition

1. Remove existing walls between rooms 148/150, rooms 150/152, and rooms 152/154

2. Remove existing ceilings and light fixtures in rooms 148, 150, 152,

3. Remove existing walls around Fire Alarm Panel and electrical panel board and other electrical equipment in back of Room 148.

New Wall Construction

1. Construct new wall as shown on drawing to create new Classroom and RFC Staff Room

2. Install new 2 x 4 ceiling grid and ceiling panels

3. Install new carpeting and rubber base in new Classroom and RFC Staff

Room.

4. Complete stage to new wall location match construction and finishes in room 148.

5. All walls in renovated space to be painted.

Mechanical:

1. Rework supply air ducts in new Classroom and RFC Staff Room and provide new supply air grilles and plenum grilles as needed.

2. Contractor to rebalance air in new Classroom and RFC Staff Room.

Electrical:

1. Install new light fixtures in new ceiling and switches.

2. Install 9 electrical quad outlets in new Classroom for student work stations.

3. Install 17 electrical quad outlets in new RFC Staff Room for instructor work stations, printers and servers.

4. Replace electrical panel board (120/208V) SC and remove any unused electrical enclosure, equipment, and feeders connected to panel SC.

Panel SC is located in the back of room 148. Remove unused loads and wiring and reconnect existing active loads to new panel board.

New panel board shall be minimum size 42 spaces and shall have a main circuit breaker. Provide new feeders to new panel board.

New Classroom Room

1. Install 1 SIPR drop and 25 REAPER cable drops.

RFC Staff Room

1. Install 16 NIPR drops and 2 SIPR drops, 13 REAPER cable drop.

1.2.2 ELECTRICAL ROOM (Near Room 151)

Architectural:

Demolition

1. Remove all telephone wiring and panel in room. All wiring is not in service.

1.2.3 ROOM 147- (New ADO Room)

Architectural Demolition

1. Remove existing walls and doors between rooms 141, 143 and 145 and

2. Remove stage at back of room 147.

3. Remove ceilings, grid and light fixtures.

New Construction

1. Construct new ADO space as indicated on drawing in room 147.

2. Install new carpeting and rubber base in newly created area in room

147 and SDO space.

3. All walls in room 147 to be painted.

Mechanical

1. Rework supply air ducts in new area and provide new supply air grilles and plenum grilles as needed to room 147.

2. Contractor to rebalance air in new room 147.

Electrical

1. New light fixtures and switch.

2. Outlets in existing walls to remain.

1.2.4 ROOM 147- (Construct New SDO Room)

New Construction

1. Construct new SDO space as indicated on drawing in room 147.

2. SDO space to be metal studs and 5/8 gypsum board with insulated walls and ceiling for soundproofing, a gypsum board ceiling and ¾ inch plywood roof for security. SDO room ceiling height 8 foot.

3. New 3 x 7 hollow frame and door. Provide electronic lock and card reader for SDO room access.

4. Install a 36 inch wide by 36 inch tall glass pass through window and frame, bottom of window frame to be set at 42 inches above finish floor. Provide ¼ inch tempered glass in opening.

5. Install new carpeting and rubber base in newly created area in room 147 and SDO space.

6. All walls and ceiling in room 147 and newly created SDO space to be painted.

Mechanical

1. Rework supply air ducts in new area and provide new supply air grilles and plenum grilles as needed to room 147 and SDO.

2. Contractor to rebalance air in new room 147and SDO

Electrical

1. Install two LED ceiling mounted light fixtures and switch.

2. Install 1 NIPR drop and 4 duplex outlets in SDO

Security for SDO

1. Outside SDO hall areas to have one closed circuit camera. Monitor located in SDO.

2. Install Intrusion detection system (IDS) two motion sensors, one in

SDO and in Main interior hall area.

1.2.5 ROOM 147 (Construct New W3 Room).

New Construction

1. Construct a new 7ft x 12ft W3 room as per drawing. Room to be constructed using metal studs and 5/8 inch gypsum wallboard with sound insulation in walls and above in ceiling.

2. Existing door to be used as entrance into ADO.

3. Install new ceiling grid and ceiling panels.

4. Install new carpeting and rubber base in newly created areas

5. All walls in newly created space to be painted.

Mechanical

1. Rework supply air ducts in new area and provide new supply air grilles and plenum grilles as needed.

2. Contractor to balance air in room.

Electrical

1. Install new light fixtures in new ceiling and switch.

2. Install 1 electrical duplex outlet in each new walls for room maintenance.

3. Install electrical power for server and network cabling to new simulators.

4. Install 1 NIPR drop.

1.2.6 ROOM 135- (Old SDO Room)

Demolition/Finish Work

1. Remove existing pass through window to hallway. Fill in opening with metal studs and gypsum wall board. Finish both sides of wall to blend in with existing hall wall and room wall.

2. Remove existing double doors and door frame outside SDO in hall.

Patch wall, finish out opening to create a drywall framed opening.

Install 2 NIPR drops in room.

1.2.7 Security Area Boundary Wall IAW requirements for “Open Storage Area” in Appendix to Enclosure 3 of DoD 5200.01-V3 included, in Appendix B.

1.2.7.1 Extend walls from true floor to true ceiling (underside of deck structure) between Rm 147 and Rm 149, through hall to room Rm 144 to separate secure area on north side from non-secure areas on south side of the wall. Wall to be sound insulated and have 5/8 inch gypsum wall board on metal studs, both sides. Install outward swinging 3 x 7 hollow metal door, frame, lock set and security hardware for access to secured areas from hallway. All wall penetrations must meet security requirements per DoD 5200.01.

1.2.8 ROOM 140 (3-New Simulator Rooms (SIMs))

Demolition

1. Remove existing ceilings, lighting, and grid as needed for new 11 foot ceiling.

New Construction-Match existing Sims in Rooms 140 and 142

1. Construct 3 new 15ft x 15ft simulator rooms. Rooms to be constructed using metal studs and 5/8 inch gypsum wallboard with sound insulation in walls and above in ceiling.

2. Install new 3 x 7 hollow metal and frame and hardware.

3. Install new ceiling grid and ceiling panels.

4. Install new carpeting and rubber base in newly created areas

5. All walls in newly created space and closets to be painted.

Mechanical

1. Rework supply air ducts in new area and provide new supply air grilles and plenum grilles as needed.

2. Contractor to rebalance air in new Simulator rooms.

Electrical

1. Install new light fixtures in new ceilings and switches

2. Install 2 electrical duplex outlets in new walls for room maintenance.

Provide power from new electrical panel board.

3. Install electrical power and grounding as required for new Simulator installation.

4. Provide 3 floor mounted quad outlets (NEMA 5-20R, 120V) in each simulators room. Each outlet in a dedicated circuit. Provide power from new electrical panel board in Room 142.

5. Provide electrical emergency off button for new simulators.

6. Provide 1 communication drop in each new simulator room. To be terminated in room W1

1.2.9 ROOM 142 (3-New Simulator Rooms (SIMs))

Demolition

1. Remove existing ceilings, lighting, and grid as needed for new 11 foot ceiling.

New Construction-Match existing Sims in Rooms 140 and 142

1. Construct 3 new simulator rooms as per drawing. Rooms to be constructed using metal studs and 5/8 inch gypsum wallboard with sound insulation in walls and above in ceiling.

2. Install new 3 x 7 hollow metal and frame and hardware.

3. Install new ceiling grid and ceiling panels.

4. Install new carpeting and rubber base in newly created areas

5. All walls in newly created space and closets to be painted.

Mechanical

1. Rework supply air ducts in new area and provide new supply air grilles and plenum grilles as needed.

2. Contractor to rebalance air in new Simulator rooms.

Electrical

1. Install new light fixtures in new ceilings and switches.

2. Install 2 electrical duplex outlets in new walls for room maintenance.

Provide power from new electrical panel board.

3. Install electrical power and grounding as required for new Simulator installation.

4. Provide 3 floor mounted quad outlets (NEMA 5-20R, 120V) in each simulators room. Each outlet in a dedicated circuit.

5. Provide new electrical panel board (120/208V) and feeder to support the new simulators in Room 140 and 142. New panel board shall be feed from existing panel SPD, located by the existing simulator rooms.

Provide shunt trip breaker to new panel board. New panel board shall be minimum size 42 spaces and shall have a main circuit breaker.

6. Provide electrical emergency off button for new simulators.

7. Provide 1 communication drop in each new simulator room. To be terminated in room W1

1.2.10 ROOM 124/ 126 (New Offices)

New Construction

1. Construct a new 7ft x 10ft office as per drawing. Room to be constructed using metal studs and 5/8 inch gypsum wallboard with sound insulation in walls and above in ceiling.

2. Provide new 3 x 7 wood door and hollow metal frame and hardware.

3. Install new ceiling grid and ceiling panels.

4. Install new carpeting and rubber base in newly created areas

5. All walls in newly created spaces to be painted.

Mechanical

1. Rework supply air ducts in new area and provide new supply air grilles and plenum grilles as needed.

2. Contractor to rebalance air in room.

Electrical

1. Install new light fixtures in new ceiling and new light switch.

2. Install 2 electrical duplex outlet in new office walls for computer and room maintenance.

3. Add 1 NIPR drop in each office.

1.2.11 ROOM 119 (New Stage)

1. Construct a new stage, height, width, length and finish as in Room

116. New stage to be constructed to meet load requirements.

Add 1 NIPR drop for computer station on stage.

1.2.12 ROOM 118 (Create 2 RIQ Classrooms & Offices)

Architectural Demolition

1. Remove existing wood wainscot in Room 118, patch walls as required and prep for paint.

2. Demolish stage, clean floor and prep for carpet.

3. Remove all carpeting in room 118, clean and prep floor for carpet.

4. Remove sound boards in storage rooms, prep gypsum board walls for paint.

5. Remove telephone wiring and panel in Storage Room 118B, abandon remaining wiring in-place.

6. Remove and salvage 90 existing fixed seats to be moved to Newly

Created Auditorium Space.

New Construction

1. Construct a new wall to separate Room 118 into two classrooms as per drawing. Rooms to be constructed using metal studs and 5/8 inch gypsum wallboard with sound insulation in walls.

2. Rework ceiling grid and ceiling panels to accommodate new wall in Room 118.

3. Install new carpet and base in storage rooms for new offices.

4. All walls in newly created classrooms and storage rooms to be painted.

Mechanical

1. Rework supply air ducts in new area and provide new supply air grilles and plenum grilles as needed.

2. Contractor to rebalance air in room.

Electrical

1. Reuse existing light fixtures in new classrooms and storage rooms.

2. Rewire light switches for new classrooms and add a light switch.

3. Install 13 NIPR drops in each classrooms for a total of 26.

4. Install 6 duplex electrical outlets in each classroom, total of 12, for computers and room maintenance.

5. Existing outlets to remain protect during wainscot removal.

6. Add 1 NIPR drop in each office total of 2.

1.2.13 ROOM 112-(Enlarge RIQ Classrooms)

Demolition

1. Demolish north wall and expand 112 RIQ classroom to match Rm 114.

2. Remove ceiling and ceiling grid, lights, HVAC grilles as needed for wall removal and new wall construction.

3. Remove existing carpet and base.

New Construction

1. Construct a new wall to separate Room 112, Room 110 and loading area. Wall to be constructed using metal studs and 5/8 inch gypsum wallboard with sound insulation in walls.

2. Rework ceiling grid and ceiling panels to accommodate new wall in Room 112.

3. Install new stage, size, finish and construction as per Classroom116.

4. Install new carpet and base in new Classroom.

5. Install new 3 x 7 hollow metal door, frame and hardware for new

Classroom entry and to storage/loading area.

6. Wall in newly created classroom to be painted both sides.

Mechanical

1. Rework supply air ducts in new area and provide new supply air grilles and plenum grilles as needed.

2. Contractor to rebalance air in room.

Electrical

1. Install new light fixtures and switches.

2. Install 3 duplex outlets in new walls.

3. Install 1 NIPR drop and duplex outlet at stage for computer station.

4. Existing outlets to remain.

5. Add 1 NIPR drop for instructor computer.

1.2.14 ROOMS 106/108/110- (Create New Auditorium)

Demolition

1. Demolish walls between Rooms 106, 108 and 110.

2. Demolish wall/ windows between Room 110 and Hallway.

3. Remove all carpet and base.

4. Remove ceiling and ceiling grid, lights, HVAC grilles in Rooms 106, 108, and 110.

5. Remove ceiling, ceiling grid as needed between Room 110 and

Hallway to create new wall.

1. Install new ceiling grid and ceiling panels in newly created Auditorium Space and storage area.

2. Rework existing ceiling grid and ceiling in the corridor adjacent to newly created auditorium space.

3. Install new stage, size and finish as per existing Auditorium 118.

4. Install new carpet and base in new Auditorium.

5. Install new 3 x 7 hollow metal door, frame and hardware. At storage area.

6. Wall in newly created Auditorium to be painted both sides.

7. Reinstall 90 fixed seats from Auditorium Room 118.

8. Install 10 additional seats that match fixed seating moved to new space.

9. Install wainscot that matches Auditorium 118.

10. All wall finishes in new Auditorium Space to match Auditorium 118

Mechanical

1. Rework supply air ducts in new Auditorium area and provide new supply air grilles and plenum grilles as needed.

2. Contractor to rebalance air in room.

Electrical

1. Install new light fixtures in new Auditorium, reuse existing light fixtures in new storage area.

2. Rewire light switches for new spaces.

3. Add 1 NIPR drop and duplex outlet for computer on stage.

4. Relocate all audiovisual equipment from Auditorium Room 118 to this new space. Provide all electrical outlets, wiring and cabling to support moving the equipment.

5. Provide a minimum of three duplex outlets inside Auditorium Space on new walls and two on storage side wall.

6. Existing outlets to remain.

1.2.15 ROOMS 101/ 103-(New BSOC Lounge and Instructor Offices)

Demolition

1. Demolish stage, clean floor, prep for carpet in Room 101 New Construction

1. Construct a new wall to separate Room 101 into two areas as per drawing. Wall to be constructed using metal studs and 5/8 inch gypsum wallboard with sound insulation in walls.

2. Rework ceiling grid and ceiling panels to accommodate new wall in Room 101.

3. Install new carpet and base in Room 101 BSOC Lounge and Room 101 Instructor Offices and new office created in storage room 103.

4. Wall in newly created Rooms 101 to be painted both sides.

5. Paint walls in new storage Office 103.

Mechanical

1. Rework supply air ducts in new Room 101 and 103 spaces. Provide new supply air grilles and plenum grilles as needed.

2. Contractor to rebalance air in rooms.

Electrical

1. Reuse existing light fixtures in space and storage room.

2. Provide one new emergency light in BSOC Lounge and BSOC

Instructor Offices.

3. Rewire light switches for new BSOC Lounge and BSOC Instructor

Offices and add new light switch.

4. Install 2 NIPR drops in BSOC Instructor spaces and 2 duplex electrical outlets

5. Install 1 NIPR drop in BOSC Lounge and 1 duplex electrical outlet.

6. Install 1 NIPR drop in Room 103 newly created storage room office.

7. Add minimum of two duplex outlets to each side of new wall for maintenance purposes. All other existing outlets to remain.

1.2.16 New Toilet and Urinal in Men’s Bathroom. Add a toilet and urinal in the men’s bathroom, install ventilation, to conform to UFC Standards and Building code. See drawing schematic (A5)

1.2.17 Temporary Bookstore. Install locks on entrance doors and Add door locks to latrine doors and 3 NIPR drops to Solarium on south side of building to use space as temporary bookstore. Reinforce/realign side walk to Solarium east door to allow forklift access.

1.3 Mechanical – HVAC

Background:

Building 743 was built in 1993 and is approximately 50,000 sq. ft. The existing facility heating and cooling system utilizes modular air handling units with chilled water cooling and hot water heat. Chilled water is supplied to the Air Handling Units from the base central chiller plant and a natural gas fired hot water boiler provides hot water to variable air volume terminal reheat coils.

The system consists of three air handling units, variable air volume (VAV) terminals, hot water boiler, hot water pump, chilled water pump and a DDC control system.

Each Air Handling Unit serve approximately one third of the building. The AHUs do not have internal heating and only provide cool air to the VAV terminals. The VAV terminal reheat coils provide heating and reheat for humidity control as required by the individual spaces. All three AHUs are in good operating condition.

The exiting VAV terminals are in good working condition and will only be modified as required by the new room layout.

Chilled water is supplied to the building from the central chilled water plant on the base. The existing chilled water pumps in the mechanical room circulate chilled water to the cooling coils in the Air Handling Units. The existing chilled water pumps were recently replaced in 2011.

The heating for the building is provided by two 800 MBH natural gas fired hot water boiler. All hot water equipment in the Main Mechanical Room including the hot water boiler, secondary hot water boiler, the hot water distribution pump, secondary hot water distribution pump, chemical pot feeders, hot water buffer tank, expansion tank, air separator, and piping accessories were recently replaced in 2011.

The Building HVAC DDC controls are Johnson Controls Metasys. The existing control system will remain in operation. Modifications will be made as required to support new HVAC design. All new DDC controls will match the Base standard and be Johnson Controls Metasys.

General:

The Contractor shall perform a complete Load Analysis of the building’s HVAC system incorporating the new administrative areas, classroom areas, and simulation rooms. Load analysis shall capture current system capacities and deficiencies, and yield a technical solution for modifying the building’s hydronic and air distribution equipment in order to balance the system and meet the new space requirements.

This includes but is not limited to, the installation of new ductwork, new chilled-water piping, hot water piping, VAV-boxes, diffusers, and return grills. All work shall be accomplished in accordance with ASHRAE, SMACNA, IMC, and UFC standards and specifications.

The Contractor shall inspect the existing Supply-Air Diffusers and Return-Air Grilles in Building 743. If Diffusers and Grilles are acceptable in both condition and air flow capacity (as determined in the HVAC load analysis), contractor shall incorporate the existing diffusers and grilles into the new construction design. If Diffusers and Grilles are not acceptable, Contractor shall include acceptable new replacement diffusers and grilles into the new construction design. The Contractor shall relocate thermostats as needed.

All design and work shall be accomplished in accordance with the following Design Codes, references and standards:

International Mechanical Code 2006 ASHRAE 62-07, Ventilation for Acceptable Indoor Air Quality ASHRAE 90.1-07, Energy Standard for Buildings except Low-Rise Residential Buildings NFPA 90A, Installation of Heating and Air Conditioning Systems UFC 3-400-02, Design: Engineering Weather Data Sheet Metal & Air Conditioning Contractors’ National Association (SMACNA)

1.4 Electrical:

All electrical design and work shall be done in accordance with the latest edition of NFPA 70, NFPA101, Illumination Engineering Society of North America (IESNA), National Electrical Safety Code, UFC 3-520-01 Interior Electrical Systems with Change 3, and UFC 3-530-01 Interior and Exterior Lighting Systems and Controls. The references can be found in the Whole Building Design Guide Website www.wbdg.org.

Contractor shall provide and install all conductors, conduit, outlets, junction boxes, connectors, adaptors, and all electrical parts required to complete the electrical work for this project.

DEMOLITION

Demo outlets and other electrical circuits back to distribution panels in the walls to be removed. Reuse light fixtures and circuits where possible, expect in spaces where new light fixtures are indicated.

POWER

The incoming 480/277v power distribution system is located in the electrical room on the mechanical/electrical mezzanine. Power is distributed from the main switchboard to motor control centers, lighting panels and a 208/120v distribution panel boards. The distribution board provides power to panel boards throughout the facility.

All new conductors shall be copper and THHN. All conductors shall be installed in electrical metallic tubing. The minimum sizes for lighting and power branch circuits shall be #12 AWG.

All circuit wiring shall follow the standard phase/voltage color-coding. All special systems shall be identified on the raceway by frequent color-coding. All interior feeders and branch circuitry to lighting, receptacles, and switches shall be provided with a copper ground conductor. Raceway system shall not be used for a grounding path.

General purpose 20 amp, 120v duplex outlets shall be provided throughout the renovated spaces according to NFPA 70 and user requirements. Outlets shall have the panel and circuit that serve them clearly identified with permanent labels. Besides minimum number of outlets outlined in the room by room description, the contractor shall provide additional outlets required for the communication equipment and user requirements.

LIGHTING

The illumination level shall be designed in accordance with latest edition of UFC 3-530- 01 Interior and Exterior Lighting Systems and Controls and IESNA recommended minimum levels (maintained). The more stringent recommendation will take precedence.

Where new lighting will be provided, the following type is preferred:

• Renovated and New Spaces: Three (3) lamp 2x4 fluorescent fixtures with volumetric style diffusers.

• Corridors: Three (3) lamp 2x2 fluorescent fixtures with volumetric style diffusers.

• SDO Room: Surface mounted LED fixtures.

Fluorescent lamps shall be T5 or T8 lamps, 4100 K color temperature. Provide electronic ballast with less than 10% THD. Provide emergency lighting and exit lights as required by NFPA for the renovated areas. Exit lights shall be LED type with battery backup.

Occupancy sensors shall be provided in the reconfigured classrooms, auditorium, and flight simulator spaces. Classrooms, auditorium, and flight simulator rooms shall be equipped with dimming ballasts and local dimmer switches.

1.5 Communications System:

Contractor shall provide all new conduit, wiring, equipment and supplies needed to provide communications (SIPR, NIPR, and REAPR), TAA compliant wireless access points, and electrical service for all the project areas in accordance with applicable standards. Unless otherwise noted, abandoned CAT cabling shall be removed. The Contractor shall conform to the Communication Standards in Appendix E. Contractor shall also modify the safety and security systems by relocating the sensors and alarms as required in new configuration.

1.6 Fire Suppression System: An existing fire sprinkler system and fire alarm system is installed throughout the entire building. Contractor shall have a Fire Protection Engineer to evaluate, determine adequacy and to design any upgrades or modifications required to the fire suppression system, fire alarm system, horn strobes, and detection system in the proposed renovated areas that meets all applicable standards, including NFPA 13, 72, 70, UFC-3-600-01, UBC and AF Standards. The Contractor will provide a design for Government review and approval. The Contractor shall modify and reconfigure the existing fire sprinkler piping and add additional new piping and heads required to accommodate the new renovated spaces. New piping shall be schedule 40 ASTM A53B or 135A black iron pipe.

The Contractor shall provide new fire extinguishers and cabinets as required by NFPA.

There are at least three addressable fire alarm control panel (FACP) connected in the building. The existing fire alarm panels are located in Room 148 (Panel for secure area only), corridor by existing simulator rooms, and mechanical room located in the east wing (vicinity of Room 115). The Contractor shall provide new fire alarm devices, batteries, equipment, and wiring as required by the design. The Contractor shall program all new devices to existing fire alarm panels in coordination with the 502nd CES Fire Alarm Technician. The new fire alarm devices in the new secure area shall be connected only to the panel located in Room 148. The new fire alarm devices located outside of the new security area shall be connected (new wiring and conduit) to fire alarm panel located in the corridor of existing simulator rooms. All fire alarm wiring shall be installed in electrical metallic conduit.

An early smoke detection system (Air Sampling Smoke Detection System) shall be provided for the new simulator rooms. A relay module is provided at every simulator room to facilitate simulator equipment power shut off upon initiation of an alarm signal.

A sub-panel shall be provided within the area of the simulators, to monitor and transmit system activities signals to the fire alarm control panel located outside secure area.

1.7 Interior Construction: Contractor shall install Gypsum Board Wall Panels and doors to match existing. All wall construction to be 5/8 gypsum board on metal studs with sound insulation. Ceilings shall be raised suspension system, other than in SDO, which will require a hard ceiling instead of raising the room walls to true ceiling. Walls shall be painted and baseboards provided to match existing. Doors and hardware shall be salvaged and reused where possible. Carpets shall be preserved and salvaged wherever possible.

Repair any and all surfaces damaged during demolition or construction, and finish to match existing rooms.

2.0 APPLICABLE DOCUMENTS

2.1 The Contractor shall identify and comply with all applicable federal, state, and local statutes; DoD/Air Force instructions, manuals, handbooks, regulations, guidance, and policy letters including but not limited to the most recent version of; International Building Code (IBC); Unified Facility Criteria (UFC); Uniform Plumbing Code (UPC);

Uniform Mechanical Code (UMC) National Fire Protection Association (NFPA);

National Electrical Code (NEC); American Concrete Institute building code (ACI 318);

AISC Steel Construction Manual; Adoption of Architectural Barriers Act (ABA) Guidelines for Accessibility; Specifications included with this solicitation; Randolph AFB compatibility guide; and including all changes and amendments in effect on the date of issuance of this DO. It is the Contractor’s responsibility to identify and comply with all applicable requirements.

2.2 The Technical Specifications for this project are numbered and organized by the Construction Specification Institutes (CSI) Master Format. Standard Specifications shall be used in conjunction with work authorization description and any drawings that may be provided by the Government. Contractor shall use the most recent CSI format as adopted by the Federal Government.

2.3 The Design Build (D/B) Contractor shall develop the project specifications project specifications for construction of this project. The Government has provided Division 01, known as general requirements for this project under Appendix B. Consequently, the contract specifications are intended to indicate the quality of materials and workmanship to be provided to the Government. In the event that a specific line item description conflicts with the provisions of the specifications provided, the selection of or approval for use of that line item for use in this project does not constitutes a waiver of the specific provision of the specifications with which the description conflicts. By the 95% design Phase the project specifications need to be finalized.

2.4 All work shall be performed in strict accordance with the provided contract specifications, drawings, JBSA-Randolph regulations, local, State, Federal codes, regulations, and contract requirements as applicable. It is the contractor’s responsibility to secure access to specific governing criteria as required. The Government relies on the contractor to follow and implement the necessary codes as the expert General Contractor (GC). Contractor shall perform construction in accordance with the specifications (UFGS) within this solicitation and shall add additional Unified Facilities Guide Specifications as required. The contractor shall follow and abide by the UFC and referenced industry code within the UFC. It is the contractor’s responsibility to secure access to specific codes as required.

3.0 GOVERNMENT-FURNISHED INFORMATION, EQUIPMENT, MATERIAL, AND

PROPERTY (GFI, GFE, GFM, GFP)

The Government will provide information in the form of available plans, reports, maps, drawings, and As-Builts as necessary to facilitate accomplishment of the work required in the contract Statement of Work. However, these GFIs are not warranted to show conditions as they actually exist. The Contractor shall field verify all GFI for accuracy to use in the design and construction phases of this project. See Appendix C & D for As-Built drawings.

4.0 MANAGEMENT, PLANNING, AND REPORTING REQUIREMENTS

The Contractor shall implement a full range of construction and engineering activities in accordance with all applicable compliance documents. The Contractor shall supply all labor, equipment, supervision and materials necessary to accomplish the work assigned unless otherwise specified. The Contractor shall perform management and planning functions, throughout the project course.

4.1 Project Schedule

The project schedule shall define the time line of all major activities required to implement the contractor’s action for the project. Phasing of the contractor’s action shall be based upon the coordination and approval of the government. The project schedule shall define all equipment shutdown and re-activation dates. Also, the Contractor shall define the use of any temporary equipment necessary to perform equipment shutdowns. The project schedule shall be presented utilizing the requirements of specifications Section 01 32 01.00 10.

4.2 Submittals and Shop Drawings

The Contractor shall develop the project submittal register, AF Form 66, that includes all documents, whether the documents are a deliverable or not, which are prepared during the course of the contract. Label and designate for information only (FIO) or Government approval (GA) as required during the design phase. The Government requires 10 business days for review and approval of submittals. All Material Submittals shall be accomplished in accordance with the instructions pertaining to AF Form 3000, Material Approval Submittal. See specification Section 01 33 00.

4.3 Notification and Project Coordination

The Contractor is required to notify the Contracting Officer (CO) and the Project Manager (PM) of critical issues that may affect the contract performance and/or human health and the environment. The types of issues that require notification include, but are not limited to, health risks, spills, changes in critical personnel, and finding unexploded ordnance (UXO). An example is if a security, or a fire alarm or a life safety incident occurs, the Contractor would be required to immediately stop work, report the discovery to the facility Point of Contact (POC), CO, and COR, and implement the appropriate safety precautions or management decisions. Field activities could not continue until clearance was received from the CO. On critical issues, verbal notification should be made immediately, followed by written notification as soon as practical.

4.4 Phasing work in B743 for Customers / End Users during construction

The Contractor shall design a work phase plan to keep the Customers / End Users inside B743 aware of construction and how it impacts the facility. The Contractor shall update the plan as required, when there are changes or updates. The overall sequence of work required for continued operation of the 558th is very critical to the US Air Force mission.

Work in secure area will require after- hours and weekend work (assume 4 weekends), hours must be approved by the Government. In addition, work in sensitive areas will require supervision of 558th personnel. Contractor shall work closely with CE and the 558th FTS to prepare a specific and detailed phasing plan that will meet the 558th’s needs, and shall provide the plan as part of the schedule.

4.5 Permits

The Contractor shall develop, coordinate, and assist the installation in applying for and obtaining all applicable permits, access (including off-base easements and leases), agreements, licenses, and certificates. The Contractor shall maintain a library of these documents at the Contractor’s site office as well as the corporate facility. The Contractor shall comply with all applicable permit conditions. The Contractor shall include permit activities on the schedule and report status of permit with each design submission. See specification Section 01 00 00 – General Requirements – JBSA-RND

5.0 PLANS, REPORTS, AND DELIVERABLES

5.1 Health, Safety and Quality Control Plans

Follow the requirements under specification in Division 01 which pertain to these requirements and plan submissions and approvals.

6.0 SITE WORK

6.1 Conservation

Activities shall be planned and implemented in a manner that protects existing site utilities, structures, surface features, service operations, monitoring and other types of wells, and the general site environment. This includes the protection of trees, shrubs, and other vegetation not in the affected zone from dust damage, soil compaction, and physical contact with machines and equipment. If appropriate, the Contractor shall conserve uncontaminated topsoil by removal, storage, or redistribution. All reasonable measures shall be taken to minimize and suppress fugitive emissions of dust, vapors, and other site materials during site work. All fill materials shall be uncontaminated. The Contractor shall conduct all operations and activities with the intent of reducing the amount of pollution generated. Specific areas to be focused on are generation of solid waste, use of hazardous materials, use of ozone-depleting chemicals, generation of hazardous waste, and use of energy and water. The Contractor shall plan, construct, operate, maintain, optimize, and decommission systems necessary to control storm water run-on and runoff; and transport surface water drainage to a treatment plant, discharge location, or any other destination.

6.2 Site Preparation

The Contractor shall perform site work as necessary to prepare sites for construction activities. Security and access controls shall be implemented to prevent unauthorized entry to sites and to protect wildlife from site exposure. The Contractor shall survey existing conditions to determine adequacy to support site activities. The Contractor shall obtain appropriate approvals and shall construct connections or new systems for electrical power, water, sewer, gas distribution, telephone, and other utilities, as required, to accomplish the activities. See project drawings for Contractor Laydown areas during the construction phase of this project.

7.0 DESIGN-BUILD (D-B) REQUIREMENTS

The contractor shall manage and perform D/B construction work as defined in this SOW and in specifications Section 01 33 16 – Design After Award. The following are typical D/B construction SOW requirements: completion of working drawings, permitting, construction, construction management, scheduling, inspection and testing, maintaining construction facilities and temporary controls, environmental protection, quality control, construction quality control, and project closeout.

The Contractor shall be responsible for implementation, coordination, and execution of all regulatory reviews, ensure technical accuracy and adequacy of the project design at every submission, and provide quality control of all phases of the contract. The Contractor is responsible for field verifying all information given. The Contractor is also responsible for obtaining all information necessary to properly design and install all work. The Contractor is required to independently prepare and submit for Government Acceptance a complete Design.

The Contractor shall submit all calculations necessary to support the design as presented in the Work Plan. Calculations shall include, but not be limited to sizing of major equipment, system components, and other calculations for design validation. The calculations shall include all assumptions, supportive data, narrative and method of calculation, and conclusions. The narrative and methods of analysis shall contain all calculations, load or sizing, software input and output sheets, system alternative considerations, equipment supplier selection data, and other material utilized in arriving at the contractor’s action recommended. Examples of designs involving life safety include, but are not limited to:

Structural and load bearing calculations, sizing and layout of fire protection systems and equipment, designs relating to explosive environments, etc.

As part of Design Review, the Contractor is responsible to respond with planned action to all design comments clearly confirming concurrence, conditional concurrence, or non-concurrence. Contractor shall incorporate all appropriate comments. Should comments require design changes that impact construction cost, the Contractor shall clearly demonstrate impact to overall construction at each design review stage.

The Contractor shall conduct a Pre-Final design review workshop which shall include a multi-discipline review with users and Base representatives providing comments to refine/improve the proposed concept design consistent with the parameters of the RFP. The Contractor should exercise design build flexibility to achieve workshop objectives with no increased costs. The outcome of the workshop shall be captured in a Workshop Report consisting of minutes, marked-up drawings, and updated narrative.

The 100% corrected final design submission shall incorporate ALL changes and recommendations from the 95% design review. Once all comments are satisfactorily resolved, the Certified Final “For Construction” Design may be distributed. All final design submissions shall be signed and sealed by a Registered Professional Engineer.

The Contractor will ensure the schedule includes a 7 business days for Government review of design submissions and five (5) business days for the 100% design submission. The

Contractor will be required to take design review meeting minutes and distribute the minutes in accordance with this contract.

8.0 DESIGN AND CONSTRUCTION DELIVERABLES

8.1 The Contractor shall submit a preliminary schedule showing the design and the construction phases of the project as per this SOW and the deliverable schedule.

Examples of designs involving life safety include, but are not limited to: Structural and load bearing calculations, sizing and layout of fire protection systems and equipment, designs relating to explosive environments, etc.

The Table below shows the schedule of services and deliverables covered in this task order. The D/B Contractor shall submit a schedule showing dates for all key submittals, milestones and delivery dates.

The days listed above are calendar days, including Saturdays, Sundays, and Federal holidays.

The Government must receive the deliverable by the start of the next business day. If the due date falls on a Saturday, Sunday, or Federal holiday, the Government expects receipt by the start of the next business day. The D/B Contractor should assume 5-days for receipt of Government comments for review of major submittals. On-site review conferences or conference calls can be scheduled no sooner than 7-days following receipt of the submittal.

The Government may accept submittals prior to the due date provided they are complete and the Contractor has completed a quality control check on all documents. The Government will not accept partially complete submittals early or otherwise.

8.2 Pre-Final Inspection

The Contractor shall conduct a pre-final walk through inspection and publish the pre-final inspection findings in a pre-final inspection report. Commissioning shall be completed prior to the pre-final inspection taking place.

8.3 Final Inspection

The Contractor shall conduct a final inspection and publish the findings in a final inspection report in accordance with the format approved by the Contracting Officer.

The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final inspection report. The final inspection report shall: (1) certify that all items of the design have been implemented and that the construction is complete, and (2) include a record of “signed and sealed” as-built drawings and specifications verifying that all development standards have been met. At the final inspection, the Contractor shall present a completed DD Form 1354, Transfer and Acceptance of Real Property to the Base Civil Engineer (BCE) or other appropriate organization for signature and acceptance.

9.0 Ownership

The Government, for itself and such others as it deems appropriate, will have unlimited rights to all information and materials developed under this project and furnished to the Government and documentation thereof, reports, and listings, and all other…
