I. Contracting Activity.
17 CONS/PKA Base Infrastructure Support Flight, Goodfellow AFB, San Angelo TX
II. Nature and/or description of the action being processed.
This requirement will be a competitive purchase order for Monaco brand fire alarm systems with install in seven buildings across Goodfellow AFB. The requirement will require Monaco brand name equipment in order to communicate with the existing fire alarm reporting system. Monaco is the current brand of reporting system and no other hardware is compatible.
III. Description of supplies/services required to meet agency needs.
This requirement is for the removal and replacement of the existing fire-alarm systems for building's 238, 240, 250, 251, 252, 255, 256 and 257.
The Monaco MAAP+ Fire Alarm Panel provides point to point reporting which distinctly communicates the exact location of the fire in the facility to the D21 Monaco Receiving Station. The Monaco system provides the exact location of the fire device (pull station, strobe, etc.) that is reporting a fire, unlike other fire alarm systems which can only report a fire by zone. In some instances a zone could be an entire floor, which would mean valuable firefighter time is lost searching for the exact location of the fire. Also IAW UFC 3-600-01, where the base reporting system has the capability, alarms of any sleeping room smoke detectors for dormitories, lodges and temporary or transient living facilities, must send a separate and distinct signal via the base fire reporting system. This feature enables fire and emergency personnel to quickly respond to emergencies and provide lifesaving services. Upon detection of smoke, an audible signal must be activated in all sleeping rooms and the shared/common space(s) within the Dwelling Unit, and the alarm must send a distinct sleeping room smoke detector signal to the Facility fire alarm control panel and to the Installation fire reporting system (in our case the Monaco D21 Central Receiving Station).

IV. Statutory authority permitting other than full and open competition.
In accordance with FAR 13.501 and 41 U.S.C. 1901. Monaco brand parts are the only fire alarm system parts that are currently compatible with the equipment currently owned by Goodfellow AFB.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Goodfellow AFB currently uses a Monaco D21 Central Receiving Station to receive fire alarm activations from most basewide facilities. The Monaco MAAP+ Fire Alarm Panel uses an integrated transceiver, which is built in, for transmitting alarm activations back to the Monaco D21 located at the Base Fire Station Dispatcher office. The Monaco Fire Alarm Panel is the only fire alarm panel capable of transmitting and receiving signals to and from the D21 Monaco Central Receiving Station.
There is over currently invested Basewide Monaco Fire Alarm Systems. The estimated replacement cost for base facilities currently with Monaco fire alarm systems is conservatively estimated at per facility. This equates to an overall estimated base-wide replacement cost exceeding Therefore, attempting to replace the current Monaco system in each facility with a different alternative system would be both highly expensive and the cost would likely not be recovered through competition. Approximately 136 base facilities are currently operating on the Monaco fire alarm system.
Currently, 17 CES/CEOH personnel are trained to maintain only Monaco brand Fire Alarm Panels/equipment. If systems other than Monaco Panels are used, additional training would be necessary and the Government would incur further costs due to that need as well as the requirement for maintaining spare parts. The estimated costs for five (5) personnel to attend training, would be the cost of training at per person plus flight, lodging, trip expenses, and per diem. Approximately in total costs. When facility fire alarm systems are not operating, the base assumes a risk and a fire watch is required. Lengthy fire alarm outages due to non-availability of parts and/or trained personnel would become a great risk.
UFC 3-600-01 para 2-1.11 dictates that the Government must consider the compatibility of extension of fire reporting

In addition, UFC 3-600-01 also states that upon detection of smoke, an audible signal must be activated in all sleeping rooms and the shared/common space(s) within the Dwelling Unit and the alarm must send a distinct sleeping room smoke detector signal to the Facility fire alarm control panel and to the Installation fire reporting system. Finally, per UFC 3-600-01, the Facility fire alarm system must be connected to the Fire Alarm Reporting System and the following signals, at a minimum, must be transmitted via the Fire Alarm Reporting System: a
- Alarm signal by device type. b - General supervisory signal. c - General trouble signal. The Monaco fire panel is the only fire panel capable of communicating/transmitting these 3 signals to the base's Monaco brand central receiving system.
If other fire alarm panel brands were to be used, a Monaco BTX Transceiver panel would still need to be purchased and installed in order to communicate with the Base D21 Central Receiving Station. Additionally, this will cause the installation of two panels instead of one and the installation of a large relay control box with multiple relays to send the required signals and is not guaranteed to properly communicate with the Central Receiving Station Monaco D21.
The cost of the BT-X Transceiver is plus labor. Using the BTX along with another alarm panel brand would also incur more cost and current space is not available for these extra panels. The Central Receiving Station Monaco D21 can only communicate with Monaco Fire Alarm Control Panels.
Purchasing a different brand of fire alarm system would introduce excessive costs to the government that could not be expected to be recovered through competition and would not be in the best interest of the government. If another system other than Monaco is selected to receive the fire alarm notifications, it would require the 136 radio transmission components in fire detection panels in these facilities throughout Goodfellow to be upgraded, so that the fire alarm activation signal could be received at the ECC.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
SBA’s Dynamic Small Business website yielded 3,425 companies in the state of Texas capable of doing certified alarm system installations, under NAICS code 334290. Four companies were contacted and all showed interest in performing the work. Soliciting on Contract Opportunities (formerly FBO) would ensure the greatest number of potential sources are aware of the opportunity and will increase the number of potential responses.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Prices will be determined to be fair and reasonable based competitive pricing. The limitation applies to the brand of product to be installed only. There is adequate competition for the installation of the product.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research (attachment 1) considered other fire alarm manufacturers including Fike, Honeywell and Notifer. Only one manufacturer Monaco makes a product that can communicate with the existing Central receiving station.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

Monaco does not install their own systems and are reliant on 3rd party vendors to perform that work.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Due to the proprietary nature of Monaco's fire alarm systems, it would too costly monetarily and in time to utilize a different brand of system. If GAFB finds itself in a position to completely overhaul it's current fire alarm systems or if other brands of products are made to be readily compatible with the items currently owned, then GAFB will use "Brand Name or Equal" acquisition methods to the maximum extent practicable to promote cost savings for the Government.
As of now, there are no other systems that work with Monaco equipment. For future acquisitions, market research will be conducted to determine changes in technology and changes to system interoperability.
The 17th Civil Engineering Squadron will seek the recommendations of the installation's Cyberspace Integrator from the 38th Engineering Squadron, follow best practices, trends and policies being implemented across the Enterprise, and continue to leverage HAF JELA
Review of Monaco policy, hardware and software compatibility will be reviewed periodically to determine any changes.
Review of fire alarm system hardware market and brands available will be done periodically to identify other brands that can meet Goodfellow AFB needs.
