The following questions have been asked and answered in regards to this solicitation:
1. Will we have occupied room access?
Refer SOW section 1.6.1. Yes. The buildings will be occupied at all times. In order to complete the floor-by-floor installation of the systems, the Contractor shall submit a phasing plan and schedule prior to the start of any work; whereby the Government will provide escorts. Use of complete buildings in whole (all three floors) for performing construction work installation is not obtainable. Work shall be sequentially completed one building one floor at a time.
2. Will we have unlimited access during the day?
Refer SOW section 1.6. Yes. Working hours for the Contractor will normally be between the hours of 7:30 a.m. and 4:30 p.m. excluding Saturdays, Sundays, and Federal holidays. The Contractor shall submit their work schedule request to the Contracting Officer in writing fourteen (14) calendar days in advance for approval for hours outside normal working hours scheduled.
3. Should we adjust our work hours to accommodate students?
Refer SOW section 1.6. No, Contractor doesn’t need to adjust work hours. Contractor shall submit their work schedule if intended to work outside normal working hours.
4. With current NEC will we need to replace the conduit to accommodate the new wire?
Refer SOW section 3.3.9.1. If current conduit doesn’t comply with NFPA 70, they will need to be replaced to comply with code. Conduit and fittings shall comply with NFPA 70, UL 6, UL 1242, UFC 3-600- 01, and UL 797. Fire alarm system conduit in all buildings can be reused, but Contractor must verify to match drawing requirements and comply with code. A small span of new conduit will need to be installed to connect smoke detectors to fire alarm circuit in living quarters.
5. Can the new conduit be run outside the building to limit interior access?
Yes. There are currently conduits ran where wall meets roof on building hallways and columns.
Contractor can run new conduits next to these or match existing appearance. Contractor shall keep AF standards and match current building architecture. Contractor shall submit on drawings the new installed conduits for approval at not additional cost to the government.
6. Are there not any strobes in the sleeping room as required by ADA and NFPA 72 18.5.5.7.2?
There are horn strobes in bldg. 238 and 240 only. Bldgs. 250, 252, 255, and 257 have sounders only.
B!dgs. 251 and 256 are office and laundry rooms.
7. Are sounder bases required with 520Hz in all sleeping areas as per NFPA 72 18.5.5.7, 2016 Edition?
PER UFC 3-600-01 2018
4-34.3.2.2 The audible signal in the dwelling unit must be low frequency as required by NFPA 72.
9-18.6.3 a. Audible and Visible Notification Appliances. Provide a minimum of one notification appliance circuit per floor. Each notification appliance circuit must include 25 percent spare capacity. b. Sleeping room speakers must produce a 520 Hz signal temporal three (T3) signal for fire in accordance with NFPA 72.

18.4.5.3* Audible appliances provided for the sleeping areas to awaken occupants shall produce a low frequency alarm signal that complies with the following:
(1) The alarm signal shall be a square wave or provide equivalent awakening ability.
(2) The waveform shall have a fundamental frequency of 520 Hz± 10 percent.
(3)*The notification equipment shall be listed for producing the low frequency waveform.
8. On Buildings 250, 252, 255 and 257 are horn/strobes not required at all external locations? Horn Strobes are required at all external locations.
9. Are strobes not required in Building 251, all rooms, per ADA requirements?
Bldg 251 has offices and laundry room
Follow: NFPA 72, ADA, and UFC 3-600-01 guidelines for notification devices
10. In section 3.3.92 T-Taping, using screw terminal blocks is allowed for Style 5 SLC wiring, but Style 5 is Class "A" wiring. Should this read "Style 4 Class B wiring" instead?
Follow UFC 3-600-01 and NFPA 72 for all circuit wiring.
