PART 1 SCOPE OF WORK:

1.1 GENERAL:

The work to be performed under this contract and in accordance with this Statement of Work shall consist of furnishing all necessary materials, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary for providing all work shown on the drawings, specifications (Technical Exhibits) and in the statement of work. Work shall comply with all applicable codes, regulations, standards, and criteria in effect at the date of solicitation. The facilities included in this project are listed in the table below.

1.2 PROJECT DESCRIPTION:

Contractor shall provide a new fire alarm system for each facility listed in the above table.

The new Monaco Analog Addressable+ (MAAP(+)) Fire Alarm Control Panel (FACP) with Integrated Radio Transceiver, material and equipment shall provide specific location data directly to, and be 100% complete interoperable with the existing central fire station system:

Monaco D21 Central Receiving System located at Base Fire Station, building 3323.

The Contractor shall perform all minor facility alterations necessary to replace existing facility fire detection systems. This includes the demolition of the existing fire alarm system.

Prior to starting installation, the Contractor shall provide shop drawings. Any destructive demolition to existing walls, ceilings, floors or infrastructure necessary for the installation of said fire detection and alarm system shall be remedied and brought back to their original condition post systems installation. Contractor shall asure Fire Protection Systems are active at all times at all rooms unless work is being currently performed.

1.3 LOCATION:

Goodfellow Air Force Base is located at San Angelo, TX as described on drawings.

Buildings were work will be performed are located between Griffin ave, Lancaster ave, and Valiant street by the south entrance of the base. Reference to drawings for exact location.

1.4 WORK AND MECHANICS:

The work for this project shall be executed in the best and most workmanlike manner, by qualified and efficient mechanics/tradesmen, skilled in their respective trades. Only certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, shall be permitted to install and/or supervise installation for this project.

Individual trade work for this project shall be performed and quality maintained by the applicable trade only. The Contractor shall assure that all trades coordinate their work with that of other trades. The Contractor shall coordinate and perform all operations in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions. Work and materials shall comply with this Statement of Work and the editions in effect at the time of this solicitation for all applicable criteria, regulations, guidelines, and codes, all of which are made a part thereof.

1.5 WORKING CONDITIONS:

The Contractor shall have FOUR HUNDRED & EIGHTY (480) calendar days for all Basic CLIN’s without awarded CLIN options to provide the new Fire Alarm System. Note, CLIN Options if awarded will add additional performance period time as described in CLIN schedules.

All Contractor operated/owned vehicles, equipment, tools, etc., shall be stored as prescribed in paragraph DELIVERY, STORAGE, AND PARKING. Goodfellow Air Force Base will remain open at all times 24 hours a day 7 days a week. The Jacobson (South) Gate will remain open at all times.

1.5.1 UTILITY OUTAGES:

The Contractor, shall submit to the Contracting Officer written notification regarding any and all utility outages (regarding all water, gas, power or communication outages) 14 calendar days in advance of proposed outage including disconnection of existing facility fire alarm systems. All water, power or communication outages must be scheduled for weekends only.

1.5.2 OCCUPIED FACILITIES:

The work to be performed on this project will include work in occupied facilities. All adjacent buildings are mission essential training facilities that will remain occupied during duration of this contract. Contractor shall coordinate the work of all activities whereby both the Government and the Contractor can continue operations with the least possible interference and inconvenience. The Contractor shall conduct all work such that means of facility ingress and egress are maintained at all times. The Contractor shall be responsible for providing suitable, approved signs, barricades, roped barriers, etc., to warn occupants of hazardous areas at the job site for the duration of the contract at no additional cost to the Government. Contractors shall take effective measures to reduce false fire alarms, i.e. Coordinating with 17 CE Alarm Shop and 17 CEF Prevention Office, minimizing dust as well as covering and protecting fire detection systems such as smoke and heat detectors as well as duct detectors.

1.5.3 TEMPORARY FENCING AND BARRIERS:

Prior to the start of any construction work, the Contractor shall provide temporary orange warning fencing around facility perimeter and secure the lay-down area in accordance with Contractor’s staging plan. Temporary fencing or barriers shall not hamper pedestrian / vehicular access nor existing to and from active occupied areas.

1.5.4 STORAGE OF MATERIALS:

The Contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and exit doors in the event of an emergency or fire. If space allows, materials may be stored at the job site as coordinated with and approved by the Contracting Officer. Otherwise, materials shall be stored off Government property until ready for installation at no additional cost to the Government.

In instances where on site storage is not available, Contractor shall be responsible for the security, storing and preparing of materials in the manner specified herein, or by the manufacturer’s instructions, so that materials are properly suited for installation. Off-site acclimatization of materials shall be at no additional cost to the Government.

1.5.5 POSTING OF WARNING SIGNS:

After the Contractor has approved the system working plans and prior to shutting down the fire alarm systems for the installation of the new system, the Contractor must give notification of proposed work 14 days in advance. The Contractor shall also post signs, (refer to Attachment “A” on sheet 3 of the contract drawings), at all principal entrances.

These signs will remain in place, and a fire watch will remain in effect until the Government has accepted the new certified fire detection and alarm systems. All facilities will remain open during construction. The Contractor must coordinate his work schedule with the Government to ensure minimal disturbance to the facilities.

1.5.6 TOILET FACILITIES:

There are no toilet facilities available for Contractor use. Contractor shall provide their own portable/temporary toilet facilities. Location of portable toilet facilities shall be coordinated through the Government.

1.5.7 CONTRACTOR VEHICLES, EQUIPMENT, TOOLS, ETC.:

All Contractor operated / owned vehicles, equipment, tools, etc., shall be stored as prescribed in paragraph DELIVERY, STORAGE, AND PARKING. Goodfellow Air Force Base will remain open at all times 24 hours a day 7 days a week. The South Gate will remain open at all times during business hours.

1.6 WORK SCHEDULE:

Working hours for the Contractor will normally be between the hours of 7:30 a.m. and 4:30 p.m. excluding Saturdays, Sundays, and Federal holidays. The Contractor must submit their work schedule request to the Contracting Officer in writing fourteen (14) calendar days in advance for approval for hours outside normal working hours scheduled. If personnel are reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days. If such work is required Contractor shall submit request in writing to Contracting Officer a minimum of 72 hours in advance.

1.6.1 WORK PHASING:

Use of complete buildings in whole (all three floors) for performing construction work installation is not obtainable. Work shall be sequentially completed one building one floor at a time. The buildings will be occupied at all times. In order to complete the floor-by-floor installation of the systems, the Contractor shall submit a phasing plan and schedule prior to the start of any work; whereby the Government will provide escorts.

1.7 SAFETY:

All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in 29 CFR 1910 (1910.146 and 1910.147) and 29 CFR 1926, and Air Force Occupational Safety & Health (AFOSH) AFOSH standards including AFI 91-203, Air Force Consolidated Occupational Safety Instruction. The Contractor shall also ensure that all work is performed in accordance with project identified national standards, military manuals, instructions, pamphlets, standards, and handbooks, and with the edition in effect on the date of this solicitation of the Corps of Engineers (COE) Safety Manual 385-1-1. All job sites are subject to inspections by the Department of Labor. In the event of conflicts between the OSHA standards and these requirements, the most stringent shall apply.

1.7.1 WORER’S COMPENSATION LAWS:

All companies who conduct business within the state of Texas must, in accordance with Texas Worker’s Compensation laws (Texas House Bill 62), have an approved company safety policy and an Accident Prevention Plan. The plan, approved by the Texas Worker’s Compensation Commission (TWCC), shall be submitted For Information Only (FIO) in accordance with paragraph, SUBMITTALS. In addition to meeting the TWCC requirements; the plan must also include the requirements of COE Safety Manual 385-1-1.

1.7.2 CONSTRUCTION SAFETY PLAN:

Contractor shall furnish a Construction Safety Plan in accordance with the Specifications as well as a Project Schedule prior to the start of construction. The Safety Plan shell identify the following items:

A. Proposed access points, staging area and haul routes.

B. Temporary markings to be used, if any (detours, exiting, etc.).

C. Locations and types of barricades or other traffic (pedestrian and vehicular) control devices.

D. Methods by which the Contractor will communicate with the 17CES.

E. Procedures and Policies for emergencies and accidents.

1.7.3 VIOLATIONS OF SAFETY & HEALTH STANDARS:

Resolution of Department of Labor citations for violations of Occupational Safety and Health Standards is a Contractor responsibility and shall provide for no basis of a claim against the Government.

1.8 SECURITY:

The Government will conduct security/background checks on all construction personnel as required. Security requirements will be briefed at the pre-construction conference; handouts outlining specific requirements will be provided. Screening measures are in place and suitability for employees to access the installation will be determined during the conference.

Requirements are subject to change dependent upon current world situations, potential threats and base exercises. Full cooperation by Contractor work forces is mandated. Contractor should anticipate certain notification and reporting requirements, preparation of forms, and lists for pass and identification of employees and their vehicles, entry restrictions, key/lock control, and compliance with all base traffic rules and regulations. All Contracting vehicles and personnel may be searched by Security Forces when entering the Base and may experience delays. All personnel entering Goodfellow AFB must have on their possession a valid Government issued photo ID per Base Security requirements. Such ID must be kept on person at all times, even while performing work tasks. All vehicles entering the base must have current/valid registrations, current/valid insurance and current/valid driver’s license for the Operator. All drivers must comply with all Goodfellow AFB driving requirements (speed limits, seatbelt usage, cell phone usage, etc.). Contractors while within Goodfellow AFB, shall comply with Base regulations/policies pertaining to “NO FIREARMS” and “NO ILLEGAL DRUGS” ON Base.

1.8.1 SECURITY REQUIREMENTS:

The Contractors shall comply at all times with base law enforcement and security requirements to include base pass requirements.

1.8.1.1 CONTRACTOR INSTALLATION ACCESS PASS:

Before arrival, a Government identification card-holding person from the sponsoring agency, base contracting office or applicable local project manager will submit a Request for Base Access Pass/Change to Pass and Registration in person or via a “.mil” email account for each person requesting access to the installation. The BAL will include the individual’s pertinent information utilizing Exhibit 1, reason for entry, frequency of entry, destination, times each day requiring entry, and duration of request. For installation access on non-duty hours or down days:

1.9 PROTECTION OF GOVERNMENT PROPERTY:

The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor fails to use reasonable care and causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall still be liable for the cost, which may be deducted from the contract price.

1.10 SITE MAINTENANCE AND CLEANUP:

1.10.1 SITE MAINTENANCE:

All construction debris, trash, dirt, etc. shall be immediately removed, at a minimum daily and as required, at the Contractor’s expense in accordance with all local, state and federal environmental laws and regulations. Disposal shall be outside the limits of Government property.

1.10.2 DAILY CLEANING:

All areas shall be cleaned at a minimum daily and as required to maintain a professional appearance at all times. All existing building interiors affected by construction shall be maintained and fully protected by the Contractor until completion of work for this project.

1.10.3 CLEANUP:

Upon completion of the work, the Contractor shall leave the work site in a clean, and neat condition satisfactory to the Contracting Officer. All carpets shall be vacuumed and shampooed as required. A full final shampoo cleaning shall be done before the Government will take BOD. If excavation, filling, or plowing of roadways took place, Contractor shall restore the area to near natural and/or original conditions.

1.11 WARRANTY:

The Contractor shall identify all items being installed that are guaranteed or under warranty for more than a one-year period, and provide validated copies of the manufacturer’s warranty. All warranty information shall be filed by the Contractor in the Government’s name. All warranties shall be identified by product with a listing of the name and address of the company and the expiration date of the guarantee or warranty.

1.12 DELIVERY, STORAGE, AND PARKING:

All equipment and materials delivered or stored shall be protected from the weather, humidity and temperature variation, dirt and dust, and any other contaminants, in accordance with the manufacturer’s guidance. Contractor may request a fence in storage/lay-down area in order to store equipment, vehicles and supplies in an approved staging area. See tentative lay-down area location on drawings. The fence shall be minimum 6’-00” high portable interlocking panels. The Contractor may store tools, equipment, and supplies in container to be parked and located within the fenced area . (After the contract is awarded). Parking on turf is not permitted without prior written approval.

1.12.1 STORAGE AREAS:

All project storage areas shall be kept free of debris, leaks, stains, or splashes and kept in a neat, clean, and safe condition. Any contamination of the storage area by a hazardous substance shall be immediately remedied by the Contractor, in accordance with PART

2.0 above at no additional expense to the Government. All paints, thinners, and other hazardous materials shall be secured when not in use.

1.13 UTILITY OUTAGES AND SPECIAL CONDITIONS:

1.13.1 PERMITS/CERTIFICATIONS:

All Federal, State and Local Jurisdictional required trade certifications are the responsibility of the Contractors and or Sub-Contractors. All Contractors, Sub- Contractors requiring Certification by their particular trades, shall have all certificates up to date and current.

1.13.1.1 BASE CIVIL ENGINEER WORK CLEARANCE REQUEST:

The Contractor shall obtain and process AF Form 103 for approval prior to commencement of work for this project. Due to the requirement for multiple agencies to coordinate, it takes approximately 14 days for processing of the paperwork. Contractor requests should be submitted at the earliest possible date to preclude delays. AF Form 103 are required prior to any infrastructure digging on site. It is suggested of digging is anticipated that the Contractor maintain a photo-log of all flagging for existing utilities.

1.13.2 UTILITY OUTAGES:

When a utility outage (including security and communication alarm systems) is necessary to perform the contract work in an occupied facility, regardless of whether the work area is occupied, the outage shall be performed by the Contractor during non-duty hours at no additional cost to the Government, unless otherwise approved by the Contracting Officer.

The Contractor shall notify 17th Civil Engineer Squadron Service Call (654-3436) of outage requirements to include buildings affected; length of outage; and reasons for the outage. The Contractor must allow affected occupants a minimum of fourteen calendar days’ notice prior to outage. The Contractor is also required to provide the contracting officer a written notification of the requested outage.

1.13.3 UTILITIES CONSERVATION:

The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which shall include: Lights shall be used only in areas where and when work is actually being performed or where safety concerns necessitate lights to stay on. The Contractor shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. Water faucets or valves shall be turned off after the required usage has been accomplished. The Contractor shall not abuse the use of base telephones.

Telephones shall be used for contract related issues only. The Contractor shall use good judgment in the conservation of Government utilities. Prevailing energy conservation practices shall be adhered to and enforced by the Contractor.

1.13.4 BASE FIRE REGULATIONS:

The Contractor shall comply with Base Fire Regulations as set forth in the latest edition of GAFB Instruction 32-2001, titled “Base Fire Protection Program”. The Contractor shall use no explosives in performing the work. All work shall be in strict compliance with NFPA-101. Contract specifications must reference the USACE Engineering Manual (EM), EM-385-1-1 and NFPA and must contain the requirement that the Installation’s fire regulations be followed. (UFC 3-600-01; FIRE PROTECTION DURING CONSTRUCTION. Para. 1-11). All work shall be in strict compliance with NFPA-101.

1.13.4.1 WELDING, CUTTING AND BRAZING: The Contractor shall contact 17 CES/CEFT (Fire Prevention) for a complete inspection of all welding, cutting, and brazing operations prior to any operation. The Contractor shall provide an appropriate operable fire extinguisher. Contractor shall comply be with OSHA Standard 29 CFR 1910.252 Welding, Cutting and Brazing (General Requirements), GAFBI 32-2001, and AFI 91-203 Air Force Consolidated Occupational Safety Instruction, Chapter 27. An AF Form 592 USAF Welding, Cutting and Brazing permit will be issued prior to any operation and shall be kept on site till completion of operation or permit expires. Contact Fire Prevention at

(325) 654-3532/33/34 for issuance of permit. The Contractor shall comply with section “1.13.1 PERMITS/CERTIFICATIONS:” of this SOW regarding Cutting and Brazing permits.

1.15 SUBMITTALS:

The Contractor shall provide submittals in the form of manufacturer’s data, certificates of compliance, shop drawings and samples for all items provided and installed per the attached AF Form 66. The Contractor will not be permitted to perform any work on site without approved submittals. The submittals listed on the attached AF Form 66 shall be required and shall be submitted for Government Approved (GA) or For Information Only (FIO). Use AF Form 3000 to process submittals. Submit four copies of submittals to Contracting Officer.

Draft DD 1354 due 14 days prior to final inspection. Execute DD Form 1354 Checklist and submit to Contracting Officer at final inspection.

1.15.1 SHOP DRAWINGS:

The requirements for the shop drawings for the Fire Alarm reporting system are as follows:

1.15.1.1 DETAILED DRAWING SUBMITTALS:

Detail drawings, will be prepared and signed by a Registered Professional Engineer or a NICET Level 4 Fire Alarm Technician, consisting of a complete list of equipment and material, including manufacturer's descriptive and technical literature, catalog cuts, and installation instructions. Note that the contract drawings show layouts based on typical detectors. The Contractor shall check the layout based on the actual detectors to be installed and make any necessary revisions in the detail drawings. The detail drawings shall also contain complete wiring and schematic diagrams for the equipment furnished, equipment layout, and any other details required to demonstrate that the system has been coordinated and will properly function as a unit. Detailed point-to-point wiring diagram shall be prepared and signed by a Registered Professional Engineer or a NICET Level 4 Fire Alarm Technician showing points of connection. Diagram shall include connections between system devices, appliances, control panels, supervised devices, and equipment that is activated or controlled by the panel. The QFPE must review the complete 100 percent design drawings and specification submission (all disciplines) and document in writing that the design is in compliance with this UFC and all applicable fire protection and life safety design criteria (See FM P7825a). The review must provide verification that all items listed in the design analysis are correctly shown on the drawings and in the specification and list any approved equivalencies or deviations from this UFC.

This design compliance document must be submitted with the final design submission as part of the design analysis and must bear the signature and professional seal of the QFPE. (UFC 3-600-01; Final Design Submission. Para.

1.15.2 STORAGE BATTERIES:

Substantiating battery calculations for supervisory and alarm power requirements.

Ampere-hour requirements for each system component and each panel component, and the battery recharging period shall be included.

1.15.3 VOLTAGE DROP:

Voltage drop calculations for notification appliance circuits to indicate that sufficient voltage is available for proper appliance operation.

1.15.4 TESTING:

Detailed test procedures, prepared and signed by a Registered Professional Engineer or a NICET Level 4 Fire Alarm Technician, for the fire detection and alarm system 45 days prior to performing system tests.

1.15.5 TEST REPORTS:

Test reports, in booklet form, showing field tests performed to prove compliance with the specified performance criteria, upon completion and testing of the installed system. Each test report shall document readings, test results and indicate the final position of controls.

The Contractor shall include the NFPA 72 Certificate of Completion and NFPA 72 Inspection and Testing Form, with the appropriate test reports.

1.15.6 CERTIFICATES:

Certified copies of current approvals or listings issued by an independent test lab if not listed by UL, FM or other nationally recognized testing laboratory, showing compliance with specified NFPA standards.

1.15.7 OPERATION AND MAINTENANCE DATA:

Technical Data and Computer Software: Four copies of operating manual outlining step-by-step procedures required for system startup, operation, and shutdown. The manual shall include the manufacturer's name, model number, service manual, parts list, and complete description of equipment and their basic operating features. Four copies of maintenance manual listing routine maintenance procedures, periodic maintenance instructions (PMI), possible breakdowns and repairs, and troubleshooting guide. The manuals shall include conduit layout, equipment layout and simplified wiring, and control diagrams of the system as installed. The manuals shall include complete procedures for system revision and expansion, detailing both equipment and software requirements. Original and backup copies of all software and updates delivered for this project shall be provided, on each type of media utilized. Manuals shall be approved prior to training.

1.15.8 MANAGEMENT PLAN:

Contractor shall provide a Management Plan showing buildings will be protected (Fire Systems active) at all times. Provide Work Plan describing all proposed materials with narrative description of proposed surface preparation involving minor alteration i.e., patching, replacing wood, epoxy resin etc.

1.16 DEMOLITION:

Items to be included in the demolition shall consist of but not limited to the careful removal and disposition of materials. The Contractor shall recycle or divert construction wastes from landfill disposal to the maximum extent practicable. The Contractor shall track recycling and waste disposal and submit the report on the provided construction Waste Management Form for Government Approval at the end of the project, and prior to final acceptance of the work.

The Contractor shall, before commencement of any work, carefully survey the existing site to determine the extent of the work. Record of such survey should be annotated, date photographed and filed in a secured fire file. The Contractor shall take all necessary precautions to ensure against damage to existing work that remains in place, or that remains the property of the Government. Any damage to the aforementioned shall be repaired or replaced by the Contractor at no additional cost to the Government. The Contractor shall be responsible for the proper disposal of all other materials including existing fire control devices and cabinets, meeting all rules pertaining to the disposal of such products unless otherwise noted. The work includes removal of vinyl/fabric wallcovering, demolition, salvage of identified items and materials, and removal of resulting rubbish and debris.

Rubbish and debris shall be removed from Government property daily, unless otherwise directed, to avoid accumulation at the demolition site. Materials that cannot be removed daily shall be stored in areas specified by the Contracting Officer. In the interest of occupational safety and health, the work shall be performed in accordance with EM 385-1-1, Section 23, Demolition, and other applicable Sections. In the interest of conservation, salvage shall be pursued to the maximum extent possible; salvaged items and materials shall be disposed of as specified.

1.17 REPAIR OF SURFACES:

All surfaces should be in good condition before painting. Cracks, holes, and other defects shall also be repaired. Repairs shall be made prior to painting to avoid premature failure of the new paint. Rotten wood, broken siding, and other deteriorated substrates must be replaced or repaired prior to maintenance painting. Water associated problems, such as deteriorated roofs and non-functioning drainage systems, must be repaired prior to coating. The entire wall shall be painted to ensure full color consistency. Interior moist spaces, such as bathrooms and showers must be properly vented.

1.18 AS BUILTS:

The Contractor shall maintain two sets of project drawings with red-line “as-built” notations and markings. As-built red-lines are required to be updated and maintained as soon as changes ocure on the site. Prior to the final inspection, the Contractor shall copy and submit the red-lined changes in a CADD software that is fully compatible with Autodesk’s AutoCAD Release 2014 (or greater) software. The Contractor shall submit these AutoCAD files and PDF copies on a single CD-ROM under the cover of an AF Form 3000. The CD- ROM label shall contain, at a minimum, the following information: (1) Brand and version of the CADD software used to generate the drawing files, (2) Short description of the contents including a cross reference of the drawing file names on the CD and the project drawings sheet sequence numbers or sheet titles, (3) Statement marking the CD-ROM as “as-built” drawings, and (4) any directions required to open files.

END OF SOW PART 1 – SCOPE OF WORK:

PART 2 ENVIRONMENTAL REQUIREMENTS:

2.1 PROTECTION OF HISTORICAL AND ARCHAEOLOGICAL RESOURCES:

All known Historical, Archaeological, and Cultural Resources, if any, within the Contractors work area will be designated on the contract Technical Exhibits. The Contractor shall take precautions during the contract to preserve all resources, as they existed at the time of contract award and comply with the Archaeological and Historic Preservation Act (AHPA) and the Archaeological Resources Protection Act (ARPA). The Contractor shall provide all protective devices such as off limit markings, fencing, barricades or other devices as designated on the contract Technical Exhibits and shall be responsible for preservation of the sites during this contract. All items having any apparent historical or archaeological interest outside of designated areas that are discovered in the course of any construction activities shall be carefully preserved. The Contractor shall protect the find in-place by leaving the archaeological find undisturbed and by using flags to mark a 50-foot radius area around the find. The find shall be immediately reported to the Contracting Officer so that the proper authorities may be notified. All work shall be stopped in the immediate area of the discovery until directed by the Contracting Officer to resume work. Any work required to preserve or protect these finds shall be accomplished before work resumes.

2.2 CONTRACTOR ENCOUNTERED HAZARDOUS WASTE: The Contractor

shall notify the Contracting Officer’s Representative and 17 CES/CEIE upon encountering any material not identified in this SOW thought to be hazardous that could jeopardize the safety of workers or personnel in the area. The Government will be responsible for characterization, transportation, storage and disposal of the waste if necessary.

2.3 ASBESTOS:

To the best of the Government’s knowledge, no asbestos-containing material (ACM) will be encountered during this project. Should the Contractor encounter previously unidentified or suspected ACM which must be disturbed to comply with the contract documents, the Contractor shall cease that work which would disturb the suspect material and shall immediately notify the Contracting Officer.

2.3.1 ASBESTOS CONTAINING BUILDING MATERIALS:

Under no circumstances, under the provisions of this contract, shall the Contractor be allowed to provide asbestos containing building materials, or products containing encapsulated asbestos or mineral fibers as defined in the 40 CFR 61, National Emission Standards for Hazardous Air Pollutants of 1990, to GAFB. The Contractor shall provide a signed statement, accompanied by SDS sheets for project materials, from a licensed asbestos inspector or the project architect or engineer, proclaiming that no asbestos-containing building materials were used in the construction.

2.4 HAZARDOUS MATERIALS:

The Contractor shall provide to the Contracting Officer an AF Form 3000, Material Approval Submittal, listing all materials to be utilized during the contract. If any of the material is classified as hazardous materials in accordance with regulations and AFI 32-7086, the Contractor will submit an installation Contractor Hazardous Materials Usage Tracking Form for all material items with all supporting information as required for approval. This is to ensure that all hazardous materials used on the installation is tracked at a level sufficient to ensure Contractor compliance with local monitoring, determination, authorization, tracking, and to meet environmental reporting requirements and support fire protection, ESOH, and disaster response efforts. The Contractor must obtain authorization from the Contracting Officer prior to bringing or using any hazardous materials on the installation. The Contractor must supply up-to-date SDS for each requested items, that were listed as a hazardous material, as defined to be delivered under this contract. The hazardous materials shall be properly identified on the required request form and shall include any applicable identification number (such as part numbers, manufacturers name and any other special item number). This information shall also be included on the Safety Data Sheet submitted under this contract. The Contractor must maintain a file of all SDS. The Contractor shall submit for Government Approval (via AF Form 3000) to the Contracting Officer on a monthly basis, or at the end of the contract, as determined by the Contracting Officer, a Contractor Hazardous Materials Usage Tracking Form (2 copies) on the usage of all HAZMAT materials used within that reporting period. No chemicals, lubricants, oils, liquids or related materials shall be deposited in the refuse containers on base.

2.5 NUISANCE AND POLLUTING ACTIVITY PROHIBITED:
