SECTION 02555 - BITUMINOUS SINGLE/DOUBLE SURFACE TREATMENT
PART 1 – GENERAL:

1.2 SUBMITTALS:
The following shall be submitted in accordance with Specification SECTION 01010:
Records:
The Contractor shall submit prior to final invoice to the Contracting Officer certified waybills and/or certified delivery tickets showing gallons of bituminous material applied. These documents shall be used for environmental record purposes by the Government and must reflect an accurate measurement of the bituminous material used. If a quantity remains in the final truck upon completion of the double surface treatment, this quantity shall be measured by the Contractor, subtracted from the delivered quantity, and noted on the waybills and/or delivery tickets.
PART 2 – PRODUCTS:
2.1 MINERAL AGGREGATE:
Mineral aggregate shall consist of crushed stone, crushed gravel, crushed slag or natural limestone rock asphalt. All aggregate shall conform to Type PB of Item 302, "Aggregate for Surface Treatments (Precoated)." Gradation requirements for double bituminous surface treatment shall conform to Grades 3 and 4 of item 302, TXDOT Standard Specifications.
2.2 BITUMINOUS MATERIALS:
Bituminous materials shall be asphalt cement conforming to AC-5 or equal, of Item 300, "Asphalts, Oils, and Emulsions" or Emulsified Asphalt to CRS-1, 4S-2, OR CRS-2, Item 300, "Asphalts, Oils, and Emulsions" of the TXDOT.
PART 3 – EXECUTION:
3.1 PRECOATED AGGREGATE TESTING:
Material Testing Laboratory's certified copies of test results demonstrating conformance to precoated aggregate with specification requirements shall be delivered to the Contracting Officer before commencing the double bituminous application operations.
3.2 BITUMINOUS MATERIALS:
Sources from which bituminous materials are to be obtained shall be selected and notification thereof furnished the Contracting Officer within 10 days after the award of the contract. Certified copies of the manufacturer's test reports indicating compliance with applicable specified requirements shall be submitted to the Contracting Officer not less than 15 days before the material is required in the work.
3.3 QUANTITIES OF MATERIALS PER SQUARE YARD:
The bituminous material and aggregate shall be spread within the quantity limits shown in Table 1. The individual quantities of bituminous material and aggregate may be varied to meet specific field conditions at all times during progress of the work, as directed, without adjustments to contract unit prices. Aggregate weights shown in these tables are those having a specific gravity of 2.65. If the specific gravity of aggregate used is other than 2.65, appropriate adjustments shall be made in number of pounds required to insure a constant volume of aggregate per square yard of treatment.

3.4 WEATHER LIMITATIONS:
The double bituminous surface treatment shall be applied only when the existing surface or base course is dry or contains moisture not in excess of that which will permit uniform distribution and desired penetration. Bituminous surface treatment shall not be applied when either the atmospheric temperature in the shade is below 50 F or the pavement surface to be treated is below 70 F, unless otherwise directed.
3.5 CONDITIONING OF BASE COURSES:
Surfaces of base courses will be inspected and tested for tolerance by the Contracting Officer or designated representative. Deviations exceeding the required tolerances shall be corrected, as directed. Ruts or soft yielding spot that appear in the base course shall be corrected by loosening, removing unsuitable material, adding suitable material, reshaping, and recompacting to line and grade, as directed. When so specified, the base course shall be treated with a prime coat as specified in Specification SECTION 02559 - BITUMINOUS PRIME COAT.
3.6 PREPARATION OF SURFACE:
Immediately before applying the first application bituminous material, the primed surface shall be cleaned of loose material with power brooms or power blowers as directed. Care shall be taken to remove all dirt, clay and other loose or foreign matter. After the cleaning operations has been completed and prior to the first application of bituminous material, the area to be treated will be inspected by the Contracting Officer or his representative to determine the fitness of the area for receiving the first application of bituminous material.
3.7 APPLICATION OF FIRST OR SINGLE BITUMINOUS SURFACE TREATMENT:
Application of bituminous material shall be applied by means of a bituminous distributor at a temperature with the range of 125 to 185 F, as directed. The bituminous material shall be applied within the limits specified in paragraph 3.3 QUANTITIES OF MATERIALS PER SQUARE YARD, this section, as determined by the Contracting Officer. In the event of a single treatment, aggregate and bituminous material shall follow grade 4 of Table 1. Bituminous material shall be applied so that uniform distribution is obtained over all points of surface treated. Unless the distributor is equipped to obtain a satisfactory result at the junction of previous and subsequent applications, building paper shall be spread on the surface for a sufficient distance back from the ends of each application so that flow through the sprays may be started and stopped on the paper in order that all sprays will operate at full force on the surface treated. Immediately after application, the building paper shall be properly treated with bituminous material using the hose attachment. No smoking, fires, or flames other than the heaters that are part of the equipment shall be permitted within 25 feet of heating, distributing, or transferring operations of bituminous materials other than bituminous emulsions.
3.8 SPREADING OF AGGREGATE:
Use aggregate sufficiently free from moisture, dried as directed, to insure proper adhesion of the bituminous material. Immediately following the application of bituminous material, spread the aggregate uniformly over the surface with mechanical spreaders in amounts within the limits specified in paragraph 3.3 QUANTITIES OF MATERIALS PER SQUARE YARD, as directed. Spread aggregate evenly, by hand, on all areas inaccessible to the mechanical spreader. Operate aggregate-spreading equipment backwards so that the bituminous material is covered ahead of the truck wheels. When hand spreading is employed on inaccessible areas, dump aggregate in piles adjacent to the area to be treated and spread by means of shovels or, if practicable, spread directly from trucks. Place the aggregate in sufficient quantities within the limitations specified in paragraph 3.3 QUANTITIES OF MATERIALS PER SQUARE YARD, to provide a small roll of surplus material ahead of the broom drag to prevent the brooms from turning over the coated aggregate but not in such quantities that the roll or surplus material becomes large enough to cause segregation of the aggregate. Whenever necessary, spread additional aggregate by hand over areas having insufficient cover.
3.9 BROOMING AND ROLLING:
The surface shall be rolled after sufficient aggregate is spread. Rolling shall continue until no more aggregate can be worked into the treated surface. Rolling of the course shall be accomplished by use of a self-propelled pneumatic-tired roller or tandem power roller. If rolling the course with a tandem power roller excessively crushes and shatters the aggregate, the roller shall be removed from the course. Additional rolling required shall be accomplished with self-propelled pneumatic-roller, as directed. The surface shall be swept with a power broom as soon as possible after the first coverage by the roller, if the aggregate is not distributed properly, but not until the surface has set sufficiently to prevent excessive marking. This sweeping shall serve only to remove excess aggregate that has not and will not adhere to the asphalt. Sweeping, rolling, and supplemental spreading of aggregate shall continue until the surface is cured and rolled sufficiently to key and set the aggregate, as approved. In places not accessible to the rollers, aggregate shall be adequately compacted with pneumatic tampers. Aggregate that becomes coated or mixed with dirt or any other foreign matter shall be removed, replaced with clean aggregate and re-rolled, as directed. The Contractor shall maintain and protect the treated areas by use of barricades, if so directed.
3.10
APPLICATION OF SECOND BITUMINOUS SURFACE TREATMENT (DOUBLE ONLY):
3.10.1 Application of bituminous material for the second course shall follow with 48 hours after construction of the first course, weather permitting. If the treated surface is excessively moistened by rain, the surface shall be allowed to dry for such time as deemed necessary by the Contracting Officer. The second application of bituminous material shall be applied in the manner and observing the safety precautions specified in paragraph 3.7 APPLICATION OF FIRST BITUMINOUS SURFACE TREATMENT, at a temperature within the range of 125 to 258 F, as directed. Bituminous material shall be applied within the limits specified in paragraph QUANTITIES OF MATERIALS PER SQUARE YARD, as directed.
3.10.2 Spreading of aggregate: Immediately following the second application to bitumen, the finer aggregate conforming to the gradation specified in paragraph MATERIALS shall be spread uniformly over the bituminous material within the limits specified in paragraph in paragraph 3.3 QUANTITIES OF MATERIALS PER SQUARE YARD, as directed. Aggregate shall be spread and processed in the manner specified for the first course, with the exception that the procedure described shall be continued until there is no loose aggregate.
3.11 SWEEPING AND ROLLING SECOND COURSE (DOUBLE ONLY):
The surface shall be rolled and swept in the manner specified for the first course until a thoroughly bonded, smooth, even-textured surface is produced. Sweeping and rolling shall be done continuously until all aggregate is keyed.
3.12 DELIVERY TICKETS:
Before the final statement is submitted, the Contractor shall submit to the Contracting Officer waybills or certified delivery tickets for all bituminous material used in the construction of the pavement covered by this section of the specifications.
