About this file
This document contains responses to questions regarding a federal solicitation for repair and upgrades to a corrosion control and fire suppression system at an Air Force facility. The solicitation was issued by the Department of the Air Force Air Education and Training Command for work at B262. Questions covered topics such as design requirements, permitting of work impacting building structures, electrical needs, and protection of various system components. Responses indicated a qualified fire protection engineer would review certain aspects of the design. Bidders were also informed that work could utilize both indoor and outdoor laydown areas and that asbestos or lead paint were not present.

B262 RFI’s
1. Q: May the Superintendent, QC manager, Site Safety officer duties be completed by one person that meets all of the requirements?
A: Yes
2. Q: Are Division 1 specifications required as part of the design package?
A: Yes
3. Q: Is a bid bond required?
A: Yes, a performance bond is required. CO will provide details.
4. Q: Are Autocad and as built drawings available for this building?
A: Yes, see Contracting for files.
5. Q: Are escorts required to work in this building or controlled area?
A: No, however a flightline pass has to be issued.
6. Q: Is there an existing Asbestos and lead paint testing report for this facility?
A: No, there is no asbestos or lead based paint. Yes, there is a report.
7. Q: Is flight line training required for our personnel and subcontractors to work in this area?
A: Yes
8. Q: Do the Fire Sprinkler System modifications require shop drawings to be stamped by a certified Fire Protection Engineer for the first design submittal?
A: No, they don’t need to be stamped until issuing the construction set but the shop drawings should be included in the first design submittal.
9. Q: The Fire Alarm Panel indicated that BBC systems, Inc at 256-774-7250 was the contact for Fire Alarm work at this facility. Is this still the recommended FA contractor to work on the system?
A: All fire alarm work must be coordinated through the Government.
10. Q: May we re-use the Existing Hanger All Thread Rods at the areas where metal sheeting is hiding the roof structure?
(If No, the metal sheeting will need to be removed/replaced.
If Yes, our new piping will 100% follow the same exact path, with new hangar rings.)
A: The new path will be determined by the Fire Protection Engineer's design. Please install new all thread rods as required to meet the new design.
11. Q: Please confirm if the contractor can commence demo before the design is complete. Period of performance is very tight for a design build requiring three design submittals. May we skip the 65% and go directly to 95% design to save time or extend the POP?
A: No, the design must be complete before demo and construction can begin. For the design submittals, section 3.6.2 of the SOW will be revised to require 35%, 95%, 100%, and the Approved Construction Set. No 65% design will be required under this contract.
12. Q: Scaffolding will be required to access piping in the Supply Plenum & Exhaust Plenum spaces. Will a PE stamped Scaffolding plan be required by the base?
A: A scaffolding competent person is required.
13. Q: Shall the Exhaust Plenum, Air Compressor Room and connected eastern Lean too building be protected with heat tape or Shall this area be protected with a dry-pipe system (non-heated spaces). We have concerns that these areas cannot maintain temperatures above 40°F at all times.
A: Heat tape is acceptable as long as the design meets applicable codes and standards.
14. Q: May we reduce this down to a SINGLE fire sprinkler system? Most likely utilize the Lead-In at the Hanger space (6” in size).
A: Design as indicated by code for this type of facility. If the Fire Protection Engineer approves of a single system, it may be used.
15. Q: If a Dry-Pipe System is used, We will need 120VAC, 30Amp Breaker, on Dedicated Circuit (hard wired) for the Air Compressor Setup. Is there an electrical panel nearby we can feed power to a new air compressor?
A: N/A
16. Q: Please confirm all electrical in the paint booth will be required to be explosionproof.
A: Yes
17. Q: There was an existing small air compressor near the 6" Fire Suppression main in the painting facility. Does the government want us to demo the existing air compressor and electrical conduits?
A: Yes
18. Q: Shall Heat-Tracing and Aluminum-Clad insulation be installed in areas suspect to dropping below 40°F? Near the large hanger door, at Exhaust Plenum, etc if we design a wet sprinkler system?
A: Yes, please ensure design meets applicable codes and standards.
19. Q: Can the Hanger’s Fire Riser ‘closet’ be replaced with ‘NEW’ and be sealed to protect the valves/devices/setup from overspray?
Overspray can cause problems with Fire Alarm devices.
A: If the riser closet is approved by the Fire Protection Engineer, then yes, this can be done.
20. Q: Should the existing shower/closet be protected with a sprinkler head?
This room is a tiled/plumbed shower yet has shelves like a closet. If converted and classified as a closet should we remove the fixtures and cap of the plumbing.
A: It is up to the discretion of the QFPE.
21. Q: Does the government prefer that we pipe the new inspector’s test and new auxiliary drains to the exterior? The existing setups are piped to a floor trench drain, or roof drainpipe.
22. Q: Does the government want to replace the existing wall mounted air conditioner with a mini split? It will off the office users to adjust the temp independently with a more efficient system?
A: No
23. Q: We were told that the existing space heater does not function in the office. Does the government want the CTR to remove?
A: No
24. Q: Does the government want the walls and doors repainted in the office since the furniture will require moving for the new act system? A: No
25. Q: Is there a location we can utilize for a laydown area outside the controlled area?
A: Yes, both inside and outside the area can be used.
26. Q: Seismic support requirements will require removal of the lower metal roof decking. Will this be permitted at this base? Other AF bases have had issues with attachment or use of the roof deck to support anything in recent past. If removal or attaching to the roof deck is not permissible, we will need to design a support system for the new Fire suppression piping in the hanger area.
