STATEMENT OF WORK

AIRCRAFT AND STRUCTURAL TRAINER REPAIRS

1 May 18

The Aircraft Trainer facility 994 and the Structural Trainer facility 993 was assessed on a February 2018 site visit and a condition report was published. Based on the report this Statement of Work (SOW) was written.

1. GENERAL: This is a non-personnel services contract to provide Aircraft and Structural Trainer repairs. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Scope: Unless otherwise identified herein, the contractor shall provide all management, labor, equipment, transportation, tools, materials and other items necessary to perform Aircraft and Structural Trainer repairs as defined in this Statement of Work.

1.2 Specific Tasks:

1.2.1 Task Heading.

1.2.1.1 Facility 994, Aircraft Trainer

1.2.1.1.1 Clean the holding pond, remove the (2) concrete blocks. Remove the blanket liners, hot pressure wash the liner and pump, inspect for any other damage not noted due to the pond not being clean. Repair delamination’s. Modify (1) concrete pad by cutting the 2 inch guideway groves for the pump suction.

Reset (1) blanket liner and concrete block in location.

1.2.1.1.2 Remove all air piping from new compressor out to fence and to the control tower accumulator.

Dig a 12 inch trench and install HDPE airline, cover, and change connection position to the opposite side under the stairs of the tower. Reinstall the oil mister and redundant pressure regulator, install drain in accumulator. All exposed piping and risers are to install using stainless steel.

1.2.1.1.3 Open all the coax boxes, expose all piping connections, cut back the corroded piping to good solid pipe with no interior rest. Re-thread, add stainless steel coupling union/nipple as required to complete the connections. Wrap iron piping that meets the stainless transition with mastic pipe tape. Add stainless steel flex hoses to the air line connections. Do this for all 30 Coax connections and 30 airline connections.

1.2.1.1.4 Remove the upper wing and engines and dispose of. Supply and install fire command high wing with rolled face leading and rear edges boiler plate crescent. Fire Command inboard and outboard engines utilizing the IA300 stainless steel UL certified ignitor housings built into the engine support columns.

Engine cooling misters, front and rear turbine fins and the cellular raceway ignition systems to each engine.

Supply and install 7 new IA300 stainless steel ground ignitor housings and cellular raceway ignition to each. Supply and install cellular raceway ignition to the remaining fire scenes (cockpit, pax, APU, wheel well, cargo and high tail. All ignitor IA 300 housings shall be UL tested and certified 100 percent stainless steel UL tested cellular ignition system.

1.2.1.1.5 Supply and install new hot dipped galvanized 3 inch sprinkler riser and manifold and 5 I inch stainless steel drops. Off set manifold out of the flame impingement area. Drops only in flame area.

Supply 5 new stainless full jet no clog heads.

1.2.1.1.6 Supply and install 6 new wash down header hold down straps in stainless steel.

1.2.1.1.7 Supply and install an enclosure around the compressor and dryer and electrical panels per the technical order to protect equipment from the weather and debris. New enclosure includes pouring additional 24 inch concrete pad around the perimeter. Baked enamel walls with galvanized framing, double doors at each end of the enclosure, with fluorescent lights.

1.2.1.1.8 Supply and install emergency shutoff signage per NFPA 58. Supply and install (2) 3 inch internal valves and (1) 2 inch internal valve with air cans and fusible link fail safe. (2) 3” snappy Joe and

(1) 2 inch snappy joe, (1) 3x2.5 inch double check acme fill port, (1) 2 inch by 1.5 inch check acme port,

(1) 3 inch angle stop blocking valve rebuild kit, (1) 2 inch valve rebuild kit, (1) 3 inch SS Flex, (1) 2 inch SS Flex at unloading station.

1.2.1.1.9 Supply and install new 2018 HRPV/Quad stack at top of vessel (new quad to be low profile with no risers per NFPA 58, 2013 edition.

1.2.1.2 Facility 993, Structural Trainer

1.2.1.2.1 Remove vertical ladder in the tower, install hot dipped galvanized ships ladder with elevated safety rail on stair case side.

1.2.1.2.2 Provide and install 9000 psi rappelling arch.

1.2.1.2.3 Remove all bad galvanized floor and install new flooring.

1.2.1.2.4 Provide and install repelling anchor upgrades to include beam spreaders and grade 8 bolt extensions and lock.

3.0 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0700- 1600 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

4.0 Place of Performance: The work to be performed under this contract will be performed at The Aircraft Trainer facility 994 and the Structural Trainer facility 993.

5.0 Security Requirements: Contractor must comply with the security requirements identified in AFFARS 5352.242-9000, Contractor Access to Air Force Installations and the Local Base Entry Procedures identified in the contract clauses.
