1. Will there be a site visit for this solicitation?

There will not be a site visit.

2. Data presented in Appendix 3, is this historical?

Yes.

3. Are there any surge requirements?

None have been identified at the present time.

4. What is the length of each course?

Courses vary in length. Course length is identified in the course charts in hours.

(Appendix7).

5. Will there be a phase in period for this effort?

Contract is anticipated to be awarded by 18 Aug 15 for a 45 day mobilization period.

This date is an estimate and is subject to change.

6. How many FTEs are currently on site?

Sheppard AFB, TX – 44

Seymour Johnson AFB, NC – 5

Pensacola NAS, FL – 2

Keesler AFB, MS – 2

Lackland AFB, TX – 0

Current Total - 53

7. How any FTEs by type and location?

See question 6.

8. Are the same courses taught at multiple locations?

No for base courses. However, continuation courses are taught at mulitple bases.

9. Will CPARS be used in lieu of PPQs?

Yes, however, submission of PPQs is highly encouraged. Offerors can submit CPARS along with the requested Past Performance Information (Attachment 9).

10. Can we insert copies of CPARs into the proposal?

See question 9.

11. How will it be viewed if CORs don't fill out PPQs because there is a CPAR on file?

Does not negatively impact the offeror. CPARS will be reviewed and evaluated.

12. Will there be any increase in PWS requirements in the future?

None anticipated at this time.

13. Which WD category will be used for instructors?

15095 - Technical Instructor/Course Developer

14. How often will instructors travel?

Not often. Only instructors at Pensacola NAS and Seymour Johnson AFB may have to travel to Keesler AFB for Basic Instructor Course (BIC) training. BIC training is conducted on site at Sheppard AFB and Lackland AFB.

15. Is there any courses that are taught simultaneously? Where you would need the same type of instructor at the same time at the same location?

Multiple courses are taught simultaneously. For example, there are currently 7 instuctors for the Armament course; all instructors could be teaching at the same time. See course charts (Appendix 7) for current instructor estimates per course. However, as noted in the

Price Exhibits (Attachment 2), the number of instructors is subject to change prior to award.

16. PWS 1.2.1.2 (page 3) Does this exclude hiring of employees fullfilling Reservist obligations?

No. However, the service must be provided as stipulated in the Performance Work

Statement (Attachment 1).

17. PWS 1.5.1 (page 6) As long as the PM and Alternate PM have full authority to act for the SP on all matters, can the second sentence be removed?

The second sentence is removed.

18. PWS 1.6.7 (page 8) The 2nd sentence is incomplete. Is this definition of course qualification?

The PWS section is updated to clarify.

19. PWS 1.12.3 (page 13) The SP providing ISPM at each location the contract information seems to be a CONS role from government to government, not a contractor. Add " SP will follow up with each base ISPM and provide employee information."

Last line and bullets a-f of PWS 1.12.3 deleted. Guidance for the SP will be outlined in the VGSA after contract award.

20. PWS 1.25.12 (page 20) Paragraph doesn’t specify what requirement SP is to insert into subcontracts.

PWS updated to reference Note 1.

21. FAR 52.212-3 (page 10) Where should the offeror include the copy of the reps and certs?

Include in the Technical Proposal.

22. PWS 1.25.2 (page 19) Please clarify the reference to the (c) in the last paragraph?

PWS updated to reference the correct section.

23. PWS 1.25.4 (page 19) Please clarify reference to (b) and (c ).

PWS updated to reference Notes 1, 2, and 3.

24. Part 3 (b) Performance Questionaire (multiple pages) Part III states “please provide no more than 5 Past Performance citations.” However, Attachment 9 - Past Performance

Information states “please submit at least three references.” Under Part III Past

Performance, the RFP states only references for the Prime Contractor for the same or similar type contracts should be submitted" while FAR52-212-2(a) addedum states that the

Past Performance of the teaming partners proposed for less than 30% will not be evaluated. Please clarify.

The combined Synopsis/Solicitation is changed as follows:

-Offeror must submit three (3) to five (5) references for the required past performance information (Attachment 9) and may submit up to five (5) past performance questionaires

(Attachment 8).

-Updated RFP reference on questionaire to include subcontractors that performed more than 30% of work in addition to the prime contractor.

25. Attachment A4, Wage Determination rates are dated 12/22/14. Historically changes to

Health & Wellness benefits are updated in June of each year. This will be prior to award and contract start but after proposal submission. Will the government request revised pricing prior to contract start should there be an update to the wage determination rate or

Health & Wellness benefits in the interim?

An opportunity to submit revised pricing for the updated wage determination will be provided either pre or post award.

26. Has a contractor performed similar work to this for the government in the past?

The current contract number is FA3020-15-D-0001.

27. Is obtaining a contractor export license or SAF/IAPD exemption a requirement?

Yes, in accordance with the International Traffic in Arms Regulation (ITAR) licensing requirements as stipulated in PWS section 1.13.1.

28. The PoP is 1 year, plus a 6 month option. Will that get longer? Or is that the extent of the PoP?

That is the extent of the Period of Performance for this requirement. The Government can extend services for an additional 6 months in accordance with FAR 52.217-8.
