REMOVE FILING SYSTEM

QUESTION & ANSWER (Q&A)

A site visit of room 601, Hangar 13, JBSA-Randolph was held on Jul 13 at 9:30 AM. Below are the questions and answers resulting from the site visit.

Q1. What is the scope of work for the Asbestos and Lead abatement?

A1: There is approximately 208sq ft of abatement required, most of which is under and west behind the filing system.

Q2. Loose and flakey lead paint is all over the place especially on the walls by the back door, how should we handle this?

A2: There is only one (1) bracket anchored to the East wall, so there will be no need for walls to be prepped for the removal of LBP.

Q3. Are we able to use the back door for bring out the waste and if so, what training do we have to have to be in the flight line area?

A3: Yes, if an escort is not provided, Airfield Training will be provided by the airfield manager.

Q4. The filing cabinets are 27'L x 6'W x 7'H, correct?

A4: Length: 27 feet / Width: 7.5 feet / Height: 8 feet / Volume: 1620 ft3

Q5. Typically, when you have abatement projects there is a procedure specification that is provided or required. This document is like a work plan. Please confirm if one is provided by the government or will one be required by the contractor. Are we to add in the cost for an Asbestos Consultant to do the air monitoring, testing and write the specs for the abatement work?

A5: Yes

Q6. Can we put a trailer or a dumpster by the back door?

A6: Yes

Q7. We need the HVAC system to the room shutdown during the duration of the project. Please confirm this can be accommodated.

A7: Confirmed Vent can be closed manually and sealed.

Q8. Please provide adequate water and power source to the room. Please confirm this can be accommodated.

A8: Confirmed outside water bib approximately 30 yards from door.

Q9. Within the Solicitation work description, it mentions to remove/abatement of ALL hazardous materials associated with this project. Yet at the pre-bid onsite meeting that took place on 7/13/2023 9:30am, the Government representative instructed us that only the filling system and railing be demolished and removed from site.

A9: Some abatement is required once the filing system, is removed, but most room conditions are to remain in place, such items as to Ceiling Tiles, Carpet, Paint. Roofing and Concrete.

Q10. Since this project has asbestos abatement in the Scope of work, do you have an Asbestos Report from an Air Monitoring Company?

A10: Please see Attachment 8 of the SOW and additional related documents included herein that were inadvertently omitted.

Q11. Please Clarify if the existing Lead Paint on walls, is to be removed as mentioned on Item

3.2.2 and 1.5.3 on the SOW. We were instructed on the Pre-Bid onsite meeting, that there is no scope of work in removing the existing Lead paint. If you may please clarify if to include Lead paint remove or not.

A11: There will be no need to remove existing Lead paint.

Note: As stated in the original RFQ announcement and confirmed by the U.S. Department of Labor, this is a Service project not a Construction project, based on the principal purpose being the removal of a filing system with no other alterations/repairs/improvements required. The Statement of Work (SOW) is 93 pages due to the incorporation of portions of the United Facilities Guide Specifications (UFGS) to emphasize that any incidental hazardous material removal is done strictly environment, safety, and health compliant with all federal, state, regional, and local laws, ordinances, and regulations.
