About this file
This document contains questions and answers regarding a solicitation for a CAC enabled door lock access control system and installation at Building 127 at Joint Base San Antonio Lackland. The solicitation seeks replacement of an existing 10-year old wireless locking system with a new CAC enabled door lock system, including new door locks, door contacts, power supplies, cabling, head-end equipment, and wireless receivers. It also requires 1,000 new proximity cards and removal and disposal of old equipment. While reuse of existing wiring and components is discussed, the responses indicate the contractor is responsible for quality and performance of the new system. Schedule coordination will be needed due to building occupancy. The solicitation is set aside for small businesses as a Simplified Acquisition and responses were due by February 26, 2021.

QUESTIONS & ANSWERS for 87 to 97
Cut-off date for contractor questions is 10:00 AM CST, 26 February 2021.
Question 87: Do we need to charge you a sales tax on this project?
Government Response: No. A tax exemption memo will be provided to the awardee.
Question 88: Could you please assist and navigate where in the bid we can locate the name of the approved brand and the software you would like to use installing new Access Control System?
Government Response: The Government did not propose a brand and software because it is up to the contractor to propose the best brand/solution as long as it fits within the posted statement of work.
Question 89: Is it acceptable for bidders to plan to “re-use” the existing wire in the current protective wire molding down the hallways instead of running new cable?
Government Response: The contractor shall be responsible for the quality of work and the performance of the system and warranty.
Question 90: Is it acceptable for bidders to plan to “re-use” the existing door contact and magnet and connect it to the new Door Lock Handset? Or do you distinctly want a new door contact installed? Or do you not care about it being connected at all?
Government Response: The contractor shall be responsible for the quality of work and the performance of the system and warranty.
Question 91: Is it acceptable for bidders to plan to “re-use” the existing “schlage” power supplies only with the new system? Or do you want all this changed out with new hardware power supplies and devices?
Government Response: Hardware is 10 years old – replace see response to question 90
Question 92: There are a few equipment hardware options available that are low priced but they would have a hardware device in the hallway locations with an “exposed” ethernet port and USB port on the exterior of the enclosure. (PoE-1501 bad idea for this project) Is this going to be acceptable to JBSA
Facility Mgmt?
Government Response: No exposed ports on the equipment enclosure.
Question 93: Can we please get the precise “model #” of the prox cards you want us to provide. This would help ensure the 1,000 new cards you’re requesting are what you want and not the cheapest
(125Mhz prox is not what you want).
Government Response: The ones used in B126 are Schlage 7410 Proximity Clamshells (125kHz). This is a brand name or equal the contractor should propose the best solution. See response to question 90.
Question 94: Regarding the existing wireless locking system. Obviously, all door locks will be removed and replaced with the new door locks, what about the existing head end equipment, wireless receivers, 502 CONS/JBKAE FA301621Q0034
JBSA Lackland, TX CAC Enabled Door Locks and cabling. Is the contractor for this project required to remove and discard the existing equipment as part of the scope?
Government Response: Head-end, wireless receivers, workstation, and other dated hardware should be replaced. Old equipment shall be removed and discarded. See response to question 90.
Question 95: It was noted that the building is currently occupied. Will access to any rooms be an issue in regards to changing of the door locks? Will a schedule be provided by the AF, or will the contractor be responsible for coordinating room access for each door?
Government Response: Generally, access to the room entry for changing a lock is not an issue.
Exceptions to this would be any students that are ‘sick-in-quarters’; and rooms with students that are in
Quarantine, Isolation and ROM. Contractor shall provide a work plan in order to allow the government scheduling with the government POC.
Question 96: It is noted that this is a SBA set-aside project. Is there any additional consideration for
SDVOSB or MBE on this requirement?
Government Response: The government is providing maximum competition for all small business and set-aside under simplified acquisition threshold and will not change.
Question 97: Can the existing locks be reused and just upgraded?
Government Response: See response to question 90.
