About this file
This document contains questions and answers regarding a solicitation for a CAC door lock access control system and installation at Building 127 at Joint Base San Antonio Lackland. The solicitation seeks proposals to install CAC-enabled door locks and an access control system across three floors of the building, involving approximately 234 interior doors and 5 exterior doors. The project includes providing card readers, request to exit devices, new door hardware, and connecting all components to a wireless network to integrate with a server located in an on-base command center. The document provides additional details on the types of doors, construction of the building, and configuration of the existing system, to help inform vendor responses prior to the February 18th cutoff date for questions.

We need to know if the door frames are concrete filled or are metal and/or wooden frames. You can send us pictured of the typical exterior doors, that will help us a lot to bid on this project.
Government Response: See attached PowerPoint (CAC replacement images). Exterior doors are metal hollow core.
Question 20: Ref Section 2 of SOW regarding “Lock replacement must not compromise the integrity of the door fire rating and all holes as result of removal of existing locks shall be covered by the new Access
Control System.” Do you mean that all those 234 interior doors will require card readers to be connected to the main PACS system via Wi-Fi provided by the Air Force?
Government Response: Please see addendum 1 to the statement of work.
Question 21: In ref: 3. “Specifications and Applicable Characteristics of the Access Control System.

Government Response: See attached PowerPoint (Door Lock Layout)
1st floor requires 70 CAC/PIV readers (66 student rooms; 2 exterior entrance; 2 admin spaces) and 15
PIN readers (Offices; classroom, dayroom & laundry). All should be connected to Wi-Fi to record door access.
Question 26: We also need to know if the second floor and 3rd floor card readers will use wireless locksets only, please specify if assumption is correct or incorrect.
Government Response: See attached PowerPoint (Door Lock Layout)
2nd floor requires 66 CAC/PIV readers (student rooms) and 6 PIN (Office; storage, dayroom & laundry) readers. All should be connected to Wi-Fi to record door access.
3rd floor requires 68 CAC/PIV readers (student rooms) and 4 PIN(storage rooms, dayroom & laundry) readers. All should be connected to Wi-Fi to record door access.
Question 27: We also need to know if the new readers will require the use of door strikes or not, since that will be a major difference in cost.
Government Response: None were used in previous installation. Should not need now.
Question 28: And once again the question for the Wi-Fi is if the contractor will be required to provide the infrastructure or the Air Force will provide the wireless infrastructure, please specify?
Government Response: Should be able to use most/all of existing infrastructure.

(per floor) Student rooms, we will need to know more specifics about the types of existing door frames, and if the cables can be installed with out conduit?
Government Response: See attached PowerPoint (Door Lock Layout). Images show typical door construction within the bldg. All readers should connect to Wi-Fi system – not hard wired.
Question 30: If conduit is needed, please give us more information about the ceiling, if there are ceiling tiles that can be removed for cable installation; or if the ceiling is closed in all areas, or you can even send us few pictures.
