Questions and Answers FA301620R0077 – JBSA Hangar Fire Suppression

Question Government Response Is it possible to schedule a site visit for both locations?

It is not the Government’s intent to hold a site visit for this requirement prior to award.

Please confirm the manufacturers name and model number for the Drainage Gate mechanism that needs to be inspected and tested at JBSA RDN Hangars 40 and 42 per PWS:

H 40 had a B and 2 stamped on one side and the other had (100 WSP 175 WOG), H42 had (United) 2 on one side and 300 OWP on the other side.

See photos attached.

Can you please provide existing drawings and/or inspection reports that indicate existing device counts. The appendix D of PWS has some quantities but not for every building and device type.

The only count available is located in Appendix D.

Drawings and inspection reports are unavailable.

Are there any panels that are proprietary, will we have access to them and be able to service?

To the best of the government’s knowledge there are no proprietary panels.

How many risers (wet, dry, per-action, antifreeze)

This information is not readily available.

Do we need to have a full time person on both properties at the same time?

This is at the contractor’s discretion. This is a non-personal services contract and it is the contractor’s responsibility to determine how to best meet the criteria in the PWS.

Do we have to have inventory on hand for the suppression systems and fire alarm system?

This is at the contractor’s discretion. The contractor must use an inventory strategy to meet the criteria in the PWS.

What should we budget for on hand for break fix for what we replace and what is not covered?

If the Government is understanding the question correctly: CLINS 0X01 – 0X08 shall be priced to include labor and materials to cover the Inspection, Testing, Maintenance & Reporting of the identified system IAW the PWS and applicable regulations and/or manuals.

CLINS 0X09 – 0X11 will be used to cover items not covered as Inspection, Testing, Maintenance & Reporting.

How old is the equipment that will be serviced?

Will we be responsible for parts that are no longer available?

The information is in Appendix C. It is the contractor’s responsibility to obtain, through whatever means, parts to keep the equipment operational

Is this a new requirement, or is there an incumbent contractor?

This is a new requirement, thus there is not an existing incumbent.
