JBSA Lackland, TX Storage Units

QUESTIONS & ANSWERS: Cutoff date for contractor questions is 12:00 pm CST, 28

May 2020.

(Questions #1 - #25 – 27 May 2020)

Question 1: On page 9 of the solicitation document (deliveries or performance) it is stated that the delivery is requested by 16 APR 2020. Could the contracting entity please review and provide a new delivery schedule?

Government Response: The date is a place holder. This will change when contract has been awarded. Delivery schedule will be 150 days from award.

Question 2: What are the dimensions of the rack/storage units?

Government Response: The dimensions of the racks are 43.25’’L x90.50’’H (floor to ceiling).

This will be a 3 tier shelf.

The 1st tier will consist of a 3 peg system, where equipment may be hung. The pegs will have a length of 15.25’’ and will protrude from the rack

The 2nd tier will contain a shelfing system. The shelves will have a width of 15.25’’ and a length of roughly 43.25’’. From the floor to the center shelving the height will be

50.54’’

The 3rd tier will consist of another 3 peg system where mort equipment may be hung. The pegs the pegs will have a length of 15.25’’.

From the 1st tier to the 3rd tier the spacing will be 50’’

From the 3rd tier to the floor the spacing will be 30’’

From the bottom bracket to the top bracket the spacing will be 87.19’’

Question 3: What are the dimensions of the outside exercise equipment?

Government Response: The squat racks will be 90’’ in height, with 3x3” 11-gauge steel uprights, an adjustable fat/skinny pull-up bar, and 5/8” holes in the Westside spacing pattern. The Jacob’s ladder will have a Width: 27.25” and will be powered manually.

Question 4: What are the dimensions of the roll up door?

Government Response: The roll up door will be 6’L x 6’8’’H

Question 5: Is the roof of the container to be removed or is the image just a cut view of the container?

Government Response: The roof to the containers will not be removed

Question 6: Will the containers be high cube type or standard height containers?

Government Response: Standard Height (8’)

Question 7: Does the government want the exterior training rigs hot dipped then painted? The picture only shows the 8’ bars looking like they’re galvanized. Can the exterior training rig be powder coated?

Government Response: Powder Coated

Question 8: Are there any electrical requirements?

Government Response: No electrical will be needed

Question 9: What length do the pegs need to be?

Government Response: The length of the pegs will 15.25”

Question 10: How wide do the shelves need to be?

Government Response: The width of the shelves will be 15.25’’

Question 11: Does the government want a mesh coiling door or standard sheet metal?

Government Response: The government would like the standard sheet metal door.

Question 12: What are the (2) squat stations refered to in 2.3.2? The outside rig will have (4) squat stations integrated in. Does the government want (2) stand alone ones also that are movable like the Jacob’s ladder machines?

Government Response: (2) squat stations integrated and (2) stand alone Jacob ladders that are manually powered.

Question 13: Can the government provide the quantity and size of the custom unit logos?

Government Response: 2 logos on each container 60’’x60’’

Question 14: To create the logos, a vector file will need to be provided. Can the government provide this?

Government Response: Yes, government can provide logo.

Question 15: Confirm the concrete plaza area between the buildings can be driven on for delivery and placement of the Containers.

Government Response: Yes the concrete plaza between the buildings may be driven on for delivery

Question 16: Confirm concrete plaza area can be accessed by construction vehicles from the parking lot side of the plaza/courtyard (west-southwest side) and from the grassed side of the plaza/courtyard (east-northeast side).

Government Response: Yes the concrete plaza can be accessed by construction vehicles from the parking lot side of the plaza/courtyard and from the grass side of plaza.

Question 17: Confirm Contractor will not be responsible for unintentional cracking of the existing concrete plaza area during the delivery and placement of the Containers.

Government Response: The contractor will not be responsible for unintentional cracking of the existing concrete plaza area during delivery recommend contractor photos be used to document before and after when work begins.

Question 18: Confirm the conceptional layout of the Containers shown in the Solicitation can be reconfigured with the long dimension of the single Container basically oriented and/or running north-south placed at the raised platform side of the project site (opposite side of the conceptual layout shown in the solicitation).

Government Response: Yes the layout of the containers can be reconfigured

Question 19: Confirm whether of not the Containers will be required to be leveled during the placement phase of the installation.

Government Response: Yes containers must be leveled during placement

Question 20: Confirm no work related to storm drainage required under the Project SOW.

Government Response: No work related storm drain is required

Question 21: Confirm paint color required for the Containers. Confirm if the Containers are required to be painted both inside and outside at all exposed faces.

Government Response: The containers will be paint desert tan on the interior and exterior of the containers contractor shall submit AF3000 for any material approvals.

Question 22: What type of mesh or grating or expanded metal will be required?

Government Response: The mesh that will be used must be durable and must be able to allow adequate air flow throughout the containers. If we decided to us the expanded metal, the metal must be rust resistant and must allow adequate air flow throughout the container.

Question 23: Will a ramp or steps into a container be required if it reaches a certain height off the ground?

Government Response: A ramp will be required IAW ADA.

Question 24: It is clearly articulated in the SOW the only technically acceptable way of anchoring the Squat Racks to the container will be through the sidewalls. What will be used to ensure the technical acceptability of this unique anchoring method, and how will this critical characteristic be fairly evaluated to ensure the proper anchoring style is executed?

Government Response: The 353rd SWTS would like to remove the squat stations

Question 25: How will the past performance track record be evaluated as part of the technical acceptability?

Government Response: Past performance is not evaluation factor but the contractor shall be in compliance with FAR Part 9 under contractor’s responsibilities.
