Statement of Work JBSA Lackland/Chapman

Equipement Storage Containers JBSA-Lackland, Texas

(Addendum 1 - 29 May 2020)

1.0. INTRODUCTION.

1.1. The US Air Force Tactical Air Control Party Apprentice Course located at JBSA-Lackland, TX requires a designated outside area to accommodate the storage, accountability, organization, cleaning, upkeep, and drying of student equipment.

1.2. Background and Objective: This Statement of Work (SOW) defines the requirements for the contractor to provide freight shipment, delivery, unpacking, assembly, placement, testing and debris removal of all products.

2.0. TASK REQUIREMENTS AND APPLICABLE DOCUMENTS.

2.1. Applicable Standards, Certifications and Regulations. The following documents are a part of this contract.

• All equipment shall meet the standard safety regulations put forth by the company of origin.

• JBSA-Lackland Air Force Base Design Standards and Architectural Compatibility Plan.

• The contractor shall obtain and comply with any other applicable manuals not identified above that are required to meet industry standards applicable to the trade required to complete task requirements.

• Any holes dug in the ground must be coordinated with, and approved through JBSA Civil Engineering prior to execution to ensure no existing infrastructure in the ground is disturbed.

2.2. General Requirements.

2.2.2 The requirement shall incorporate the applicable equipment storage containers as per paragraph

2.3.1 below, and Attachment A. All equipment shall be safe and durable once installed the contractor shall provide a 1 year warranty for all parts and materials for 1 year & and manufactory warranty beyond 1 year. All equipment shall be labeled according the manufacture of origin. All equipment shall be accompanied by any user’s manual that applies.

2.2.3 All equipment shall operate as advertised and without detriment to the current infrastructure. The contractor shall assemble, install, arrange, ensure that all equipment is fully operational and tested, and deliver a turn-key solution satisfying all requirements as stated in this SOW. All required equipment and supplies provided shall be new. The contractor shall provide all personnel, equipment, parts, material, tools, supplies, transportation and any other items necessary to perform and complete the stated requirements. The installation shall be accomplished to the prevailing commercial industry standards in a neat, workman-like manner.

2.2.4. Restoration. All installation locations and/or grounds shall be restored and returned to their original condition (e.g. any damage or changes to existing facilities shall be repaired and documented.) The contractor shall not modify existing electrical, mechanical, structural or civil design elements or related components in a manner that impacts design or capacity, or that affects maintenance, or affects operational safety. The contractor shall provide fitting and repair work as required to restore surfaces to original conditions after installation of work. The contractor shall not cut and patch construction in a manner that results in visual evidence of cutting and patching. The contractor shall not cut and patch construction exposed on the exterior or in occupied spaces in a manner that negatively affects the building's aesthetic qualities. The contractor shall replace all materials and workmanship that are unsatisfactory.

2.2.5. Facility Standards (as applicable). All installed equipment shall be neat and uniform in appearance.

2.2.6. Project Residue. The contractor shall remove all debris and dispose at an off-site location.

2.2.7. Storage of Equipment. The Government does not have storage available to receive, store or stage equipment.

2.2.8 Specific Storage. Equipment Storage Containers. Arrangement and Requirements. Specific equipment requirements are defined in the subsequent paragraphs. Arrangement requirements can be found in Attachment A of this document. All shelters and associated components will be safe, durable, and commercial grade in nature. All equipment will be installed according to the manufacturers’ manuals and/or manufacturer standard procedures.

2.3. Equipment Storage Containers will be industrial grade, not attached to any existing facility, and waterproof as specified below.

2.3.2 Equipment Storage containers will be located in between building 126 and 127 on the Chapman annex. See attachment A for specific arrangement and size. . The Equipment Storage Containers. Each container is a custom modified 40’ container (See Attachment B). A total of five 40’ L - 8’ W - 8’ (Standard Height) customized containers are being requested. The Equipment Storage Containers are designed specifically for the TAC-P Apprentice Course Trainees to store and air-out their kits. This will create a superior sanitary environment than storing their kits in their dorms, and will improve both the longevity of the equipment and gear accountability. Covering each end of the Lockers is a robust wire mesh permanently affixed to protect all equipment while allowing proper airflow throughout each Container (Rust Resistant) (See Attachment B). The doors will remain in place. All Containers will be accessed through a roll-up door entrance (6’L x 6’8’’H), in the center of the container that can also be locked for security. The equipment storage area will contain the 353rd SWTSS logos & TACP logo (60’’L-60’’W). 4 containers will display both TACP (R) and Special Warfare logos (L). 1 container will only display the Special Warfare logo (L). The containers will be paint desert tan on the interior and exterior of the containers contractor shall submit AF3000 for any material approvals. A ramp will be required (IAW ADA) to allow for transportation of equipment in/out of containers. The exterior of the equipment storage containers must be powdered coated. The equipment storage containers will have no electrical components.

2.3.3. Mounted on the inside of each Container will be a custom fabricated storage solution (12 total) built to the specifications of the TAC-P apprentice course with a 3-tiered shelving system (See Attachment C).

The dimensions of the racks are 43.25’’W x90.50’’H (floor to ceiling). This will be a 3 tier shelf. The first tier are 3 steel pegs (15.25’’L), the second tier is a shelf (15.25’’L x 43.25’’W), and third tier are 3 steel pegs (15.25’’L). From the 1st tier to the 3rd tier the spacing will be 50’’. From the 3rd tier to the floor the spacing will be 30’’. From the bottom bracket to the top bracket the spacing will be 87.19’’ The custom fabricated interior storage system will be installed in both sidewalls. The spacing of the pegs that are located on the 1st & 3rd tier will be 14.41’’ between each peg

2.3.4 The external training rig will aid in trainee physical fitness and recovery. Body weight PT, mobility, and strength training can all be performed using the available training rig. The pull-up bars (or training rig) must be affixed to the sidewalls of the Lockers for stability, safety, and functionality with the legs touching the ground (See Attachment B). The pull-up bars must be powdered coated. Attachment of the training rig to the top of the container nor a free standing rig will be deemed acceptable. Solution will come with (2) movable, self-powered Jacob’s ladder exercise machines (31.25”W x 76”L x 65.5”H). All external steel must be hot-dip galvanized and come up with a one-year warranty. No other anchoring set-up will be accepted due to instability, practicality, and safety. Custom unit logos, installation, and warranty will be included.

2.4. General Installation Activities: The contractor shall coordinate with Government representatives for all equipment installation activities. The contractor shall perform the installation in accordance with manufacturer standard procedures. All equipment shall be installed with little or no disruption to existing operations. Any disruption of operations shall be coordinated with the project Point of Contact (POC) of the Tactical Air Control Party Apprentice Course Superintendent or his designated representative. The project POC will provide notification, schedule and approvals. Installation shall also include placement of all equipment In Accordance With (IAW) attachment A.

2.4.1 The concrete plaza between building 126 and 127 may be driven on by the contractor to transport, delivery of material, and the placement of containers. The concrete plaza area may be accessed by construction vehicles from the parking lot side of the plaza/courtyard (west-southwest side) and from the grassed side of the plaza/courtyard (east-northeast side).

2.4.2 The contractor will not be responsible for unintentional cracking of the existing concrete plaza area during delivery, recommend contractor photos be used to document before and after when work begins.

2.4.3 The conventional layout of the Equipment Storage Containers shown in the SOW can be reconfigured with the long dimension of the single container basically oriented and/or running north-south placed at the raised platform side of the project site (opposite side of the conceptual layout shown in the solicitation). The containers will be required to be leveled during the placement phase of the installation. No work related to storm drainage required under the containers.

2.5. Testing. The Contractor shall ensure all equipment is tested, as required, prior to operational use.

The Government will witness any and all testing of installed equipment. The contractor shall perform end-to-end system component and functionality testing during the installation phase in accordance with manufacturer’s installation and testing standard procedures, as required. The contractor shall test the equipment according to the manufacturer’s diagnostic and readiness test specifications after installation activities are completed. The Contractor shall utilize the equipment manufacturer’s standard commercial/quality control practices to verify that the all equipment meets the requirements as a basis for acceptance by the Government.

2.6. Warranty. The contractor shall provide a 1 year warranty for all parts and materials for 1 year & and manufactory warranty beyond 1 year for all equipment and work performed after Government acceptance of the installation. The warranty support shall include, but not limited to, as applicable, repair and replacement of damaged or faulty equipment within the warranty period at no additional cost to the government. The contractor shall respond to support requests within 48 hours of the request via telephone or email response and shall respond on-site within 7 business days of the support request as required. The processes to manage warranty support shall be clearly described in the contractor’s proposal. Warranty services shall include normal “break-fix” service and shall be consistent with industry standards.

2.7. Project Acceptance. The Government acceptance date will be defined as the date the Government approves the contractor final invoice in the DFAS WAWF system.

2.8. The customer maintains possession of all replaced items.

3. DELIVERABLES.

3.1. Contractor format for the deliverables is subject to Government acceptance. All deliverables are subject to Government acceptance. Deliverables are to be transmitted with a cover letter, on the prime contractor’s letterhead. To the fullest extent possible, the contractor shall use processes taking full advantage of electronic storage, distribution and manipulation of information.

4.0. PERFORMANCE.

4.1. Period of Performance. Due to evolving mission requirements, the project shall be completed no later than 150 calendar days after award. Completion shall include freight shipment of equipment (to include all owners’ manuals), delivery, unpacking, assembly, placement, testing, debris removal of all products, and site cleanup.

4.2. Place of Performance. The primary place of performance for installation related activities shall be in or around Government facilities at Chapman Annex, JBSA Lackland, Texas.

4.3. Hours of Work. The installation shall be completed during normal duty hours (8:00 AM – 5:00 PM CST) Monday through Friday. The contractor shall coordinate with Government representatives for all equipment installation activities. Work shall generally consist of a 40-hour work week, excluding federal holidays. The contractor shall ensure continuity of operations during periods of Government personnel turnover and long-term absences. Long-term absences are considered those longer than two weeks duration. Active Government users will not be working within the facilities while this installation effort is accomplished.

4.4. Personnel.

4.4.1 Expertise and Experience. The contractor or installation personnel shall have experience in the application, installation and testing of the specified equipment and shall be responsible for providing personnel with the necessary expertise to complete the assigned tasks satisfactorily. The contractor or installation personnel shall have knowledge of, and comply with, all standard DoD security, and CE procedures. Personnel shall be capable of working independently and with demonstrated working knowledge of the equipment required by this SOW. The contractor shall designate an on-site project manager that will serve as a single point of contact for the Government.

4.4.2. Safety. The contractor shall not utilize individuals identified to the contractor by the Contracting Officer or QAP as potential threats to the health, safety, security, general well-being, or operational mission of the installation and its population. This shall include individuals who are a potential threat as a result of prior felony convictions. Service provider personnel shall present a neat appearance and be easily recognized as service provider employees.

5.0. SECURITY.

5.1. Clearance. All installation personnel assigned to this task shall be a United States citizen, shall have a Local Area Check (LAC) conducted by the contractor and shall identify possible security threats to the base Security Forces. The contractor shall provide the Government with the names, social security numbers, driver’s license numbers and state of issue, and birth date, of personnel performing on this task before they will be allowed on base. This information shall be provided a minimum of 72 hours prior to installation activities in order for the project POC to coordinate base access for assigned installation personnel. Personnel not meeting the minimal standards will not be issued an installation pass and will not be allowed access to the installation.

5.2. Badges. The contractor is required to provide identification badges for its employees. All contractor personnel shall wear these badges while on duty on the Government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc.

are to be mutually agreed upon by contractor and client.

5.3. Safety. The Contractor shall comply with all local safety regulations and procedures in effect at JBSA-Lackland, TX.
