Amendment -02
Questions & Answers 1-19:
Questions 1: Ref PWS Para 1.1.1.1 and Atch 1a (Workload Data): Can the government provide information on busy time periods during each day (i.e. 7 am to 9 am usually sees about?? trips per hour and 4pm to 6 pm sees about?? trips per hour).
Answer 1: per PWS Para 1.1.1.1 and Atch 1a, WTB Transportation support for primary location trips peak as follows:
(Weekdays) 06:00 a.m. - 10:00 a.m., 4 trips per hour (average 16 trips).
(Weekdays) 12:00 p.m. - 06:00 p.m., 4 trips per hour (averaged 24 trips).
(Weekends) 09:00 a.m. - 10:00 a.m., 4 trips per hour (average 4 trips).
(Weekends) 12:00 p.m. - 06:00 p.m., 4 trips per hour (averaged 24 trips).
Questions 2: Ref PWS Para 1.1.1.1 and Atch 1a (Workload Data): Can the government clarify if weekend have the same workload as weekdays? The workload data does not differentiate.
Answer 2: per PWS Para 1.1.1.1 and Atch 1a, WTB Transportation support for primary location trips are as follows:
(Weekdays) workload average 40 trips per day between the hours of 06:00 a.m. – 6:00 p.m.
(Weekends) workload average 28 trips per day between the hours of 09:00 a.m. – 4:00 p.m.
Questions 3: Ref PWS Para 1.1.1.2 and Atch 1a (Workload Data): Can the Government provide information on whether these trips require the driver to stay with the passenger(s) or if this is a pick-up/drop off scenario?
Answer 3: Per PWS Para 1.1.1.2.1 and Atch 1a, the requirement is a pick-up/drop-off only. The driver to stay with the passenger(s) is not part of the requirement.
Questions 4: Reference Atch 1a (Workload Data) for Secondary Route. Is the number of miles shown (85 to 150) for each trip or total miles for all trips?
Answer 4: Per Reference Atch 1a (Workload Data), yes, the Total Number of Miles for all trips
(per day). See Revised PWS, Attachment 1a.
Questions 5: Ref PWS Para 1.1.1.3.2 and Atch 1a (Workload Dada): There appears to be a conflict in workload between the PWS paragraph and Atch 1a. The PWS paragraph states that there is roughly 1 special WFSC event (per month while the workload data states there is an average of 10 with a high month being 15 trips per month. Even when you add the data in PWS paras 1.1.1.3 and 1.1.1.3.2, the total is 2 to 3 trips per month. Can the Government please clarify the data?
Answer 5: See the PWS para. 1.1.1.3.2 and Attachment 1a.
Questions 6: The CBA expired 30 Aug of this year. Is there a current CBA in place? Are proposals intended to use the rates identified in the CBA?
Answer 6: See Amendment-01 of the Combined Synopsis/Solicitation FA301619RA055, Attachment 3.
Questions 7: Para 1.2.8 states an insurance requirement of provide liability insurance. Will the govt state a minimum amount required?
Answer 7: Per PWS para. 1.2.8, there is no minimum requirement. However, the contractor shall comply with FAR 52.228-5 and FAR 52.245-1(h).
Question 8: Reference: Solicitation Page 5, Part III, Past Performance Information. If a proposer submitted the Past Performance Questionnaires under the previously cancelled solicitation
(FA3016-19-U-0066), do we have to re-submit if we propose to reference the same contracts?
Answer 8: This is a new requirement, previous actions will not be considered.
Question 9: Reference: PWS 1.2.4.2, After Hours Operation. Are after hours operations to be billed as IDIQ under CLIN x002 in accordance with PWS paragraph 1.1.1.3.3? If not, where are the costs for this to included?
Answer 9: This requirement is a firm fix price type contract. Yes, after hours operations are billed under CLIN 0002 in accordance with PWS 1.1.1.3.3.
Question 10: Reference: PWS 1.2.16, Reporting Procedures. This requirement discusses the requirement for drivers to call dispatch when they arrive and depart from a pick-up location.
Does the Government expects the contractor to staff the dispatch function during normal operating hours as presented in PWS Para. 1.2.4.1.
Answer 10: Per PWS para. 1, the contractor shall provide dispatch services.
Question 11: Reference: PWS 1.2.17, Background Checks. Please confirm that the required background checks are performed by the contractor through commercial sources?
Answer 11: The initial Background Checks will be performed by the contractor. All other
Background Checks will be performed by BAMC.
Question 12: The synopsis mentions 9 vehicles but the inventory contains only 8 vehicles.
Which is correct?
Answer 12: per PWS para. 1.3.4 and Attachment 1b, there are 8 vehicles for this contract: 3 each
16pax van; 4 each ADA minibuses; and 1 each Bus.
Question 13: In the event a Special Circumstance trip spans multiple days, will the bus and driver be required to remain with the group?
Answer 13: Per PWS Para 1.1.1.3.1, the requirement is a pick-up/drop-off only. The bus and driver be required to remain with the group is not part of the requirement.
Question 14: PWS 1.2.4.2. AFTER HOURS OPERATION. Is contract paid per hour for this work? Of is it part of monthly FFP? If part of monthly FFP, please provide historical workload data.
Answer 14: This requirement is a firm fix price type contract, per PWS para 1.1.1.3 and
Attachment 1a, Workload Data, after hours operations are billed under CLIN 0002.
Question 15: PWS 1.3 Who pays for the fuel consumed in GFVs?
Answer 15: Per PWS para 1.2.14, gas is paid using the GSAFleet/Wright Express Credit Cards.
Contractor shall issue gas cards daily to vehicle operators with vehicle. The contractor is not required to pay for fuel/maintenance to GFP vehicles.
Question 16: Appendix-G, Sample Driver’s Log. Would the government please provide the actual logs for the previous 24 months of operations? Samples, a blank form, are not true workload data.. Without the actual logs or a summary of them the incumbent has a clear and distinct advantage. Nobody else can establish a staffing level without the actual data.
Answer 16: This is a new requirement, see PWS Attachment 1a, Workload Data.
Question 17: On Page 2 of the Performance Work Statement for this solicitation, Section 1.1.2.1
(Schedules) states, “The contractor shall provide and maintain a schedule which ensures the requirements in this PWS are met. The schedule will be considered acceptable and approved unless the contractor is notified by the Contracting Officer (CO) prior to award. The schedule shall be included in the technical proposal for evaluation and acceptance.” How is an offeror supposed to develop a schedule without knowing what transportation services will be required on a particular day?
Answer 18: Per the PWS para 1.1.2.1., (added) the contractor shall submit schedule 15 days after contract award. Delete the statement “The schedule will be considered acceptable and approved unless the contractor is notified by the Contracting Officer (CO) prior to award. The schedule shall be included in the technical proposal for evaluation and acceptance.”
Question 19: On Page 9 of the Performance Work Statement for this solicitation, Section 1.8
(Strike Plan) indicates the following: “The contractor shall provide a strike plan to provide transportation services IAW this PWS. The strike plan will be considered acceptable and approved unless the contractor is notified by the Contracting Officer (CO) prior to award. The strike plan shall be included in the technical proposal for evaluation and acceptance. As a minimum, the contractor shall develop strike plan procedures that address alternative actions, in the event of employees’ strike, to provide transportation services IAW this PWS.” The current
CBA for the project (effective date August 31,2019) contains No Strikes (Article 3.2) / No
Lockouts (Article 3.4) provisions. Given this fact, is inclusion of a Strike Plan in the technical proposal required?
Answer 19: no changes
