Amendment -03 Questions & Answers: 1, 20-26
Questions 1: Ref PWS Para 1.1.1.1 and Atch 1a (Workload Data): Can the government provide information on busy time periods during each day (i.e. 7 am to 9 am usually sees about?? trips per hour and 4pm to 6 pm sees about?? trips per hour).
Answer 1: Correction, on PWS Appendix A, upon further review our historical data does not reflect any peak hours. Therefore, peak hours have been deleted.
Question 20: Tertiary Location Category and Special Circumstances, Background: Section L requires us to address 1.1.1.3 and 1.1.1.3.2/1.1.1.3.3 in separate sections of the proposal. The workload data contained in Atch 1a doesn’t differentiate between the different portions of the Tertiary Location Category. In fact, it seems as though all the data in the workload data applies to Special Circumstances. Can the government please clarify what workload data, as shown in the “Workload Data for Tertiary Route” is associated with PWS Section 1.1.1.3, and 1.1.1.3.2/1.1.1.3.3?
Answer 20: See PWS Appendix A (Attachment 1a), Workload Data for Tertiary Route.

Question 21-22: One more question to clarify workload – this time for Secondary Location Category.
This is a two-part question.
Question 21: For Secondary Route (as shown in updated Atch 1a), is the driver expected to stay with the WSM during the appointment?
Answer 21: Per the PWS, Paragraph 1.1.1.2, the contractor does not need to remain with the Service member, they are only responsible for pick-up and drop-off.
Question 22: If not, then is the return trip for the WSM counted as a second trip, or part of the first trip? Note: if it is a new trip, and the average is 3, then on average, one of the WSM doesn’t use this service for the return trip home.
Answer 22: Per PWS, para 1.1.1.2, the Return trip is part of the first trip (Roundtrip). In addition, in PWS Appendix A, Workload Data for Secondary Route has been updated as follows:

Question 23: On the Attachment 1a (Workload Data) released on 3 Oct, for “WTB Transportation Primary Route Trips Averages” , the Number of Trips (Per Day) of 6 (changed from 70 in the original
Atch 1a) conflicts with the “Peak Hours” explanations just below the table. The statement on workload averages of “40 trips per day between the hours of 6:00am and 6:00 pm is considerable more than the 6 in the table, yet both state an average per day. Can the Govt please clarify the data?
It is impossible to price this portion with such a large discrepancy in the data. Please see below.

Question 24: We are a little confused on attachment 1a – Appendix A: Estimated Workload Data, sent out yesterday, 3 Oct 2019. The WTB Transportation Primary Route Trip Averages table indicate an average of 6 trips per day w/ a high of 10 trips per day, but underneath list the following:
Peak Hours:
(Weekdays) 06:00 a.m. - 10:00 a.m., 4 trips per hour (average 16 trips).
(Weekdays) 12:00 p.m. - 06:00 p.m., 4 trips per hour (averaged 24 trips).
(Weekends) 09:00 a.m. - 10:00 a.m., 4 trips per hour (average 4 trips).
(Weekends) 12:00 p.m. - 06:00 p.m., 4 trips per hour (averaged 24 trips).
(Weekdays) workload average 40 trips per day between the hours of 06:00 a.m. – 6:00 p.m.
(Weekends) workload average 28 trips per day between the hours of 09:00 a.m. – 4:00 p.m.
According to the Peak Hours list; weekday trips consist of 40 trips per day & weekend consist of 28.
Should we disregard the table?
Answer 24: See PWS Appendix A, Workload Data for Primary Route, Attachment 1a. Upon further review our historical data does not reflect any peak hours. Therefore, peak hours have been deleted.
Question 25: Lastly if the table is incorrect, what about the mileage per round trip…what is the correct number?
Answer 25: See PWS Appendix A, Workload Data for Primary Route, Attachment 1a.

Answer 26: Per the Combined Synopsis Solicitation FA301619RA055, this announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
