SITE VISIT QUESTIONS

MAINTAIN AIRFIELD RUNWAY JBSA-KELLY

1. Question: Section 01 11 00.00 Paragraph 1.2.1.1 includes the following sentence, “Repair Benchmark Medallions, Survey Markers, reference markers, control monuments and permanent markers in support of Facility number 1402, 484 (ILS Glide Slope), 473, (ILS localizer. On the site visit we observed what were referred to as Survey Markers and/or Benchmark Medallions by those at the walk and indicated there were 72 which included pucks that needed to be level with the concrete in the ground. During the walk, it was indicated that the five items referenced in this section (Repair Benchmark Medallions, Survey Markers, Reference Markers, Control Monuments, Permanent Markers) all represent these 72 locations that need to be repaired and this was just five (5) different names to describe one requirement. Please advise if this is the correct interpretation. If this is not correct, please provide detail on the remaining items required by paragraph 1.2.1.1.

Answer: The correct term is Survey Markers. All five items refer to this term, Survey Marker.

2. Question: During the site visit we were shown “pucks” that were going to be used to replace the existing “pucks” at the seventy-two (72) benchmark medallions. Are these “pucks” going to be provided by the government? If not, can direction be provided on what we are expected to procure?

Answer: The contractor is expected to procure all 72 survey markers and install them in accordance with approved method (by 502 Contracting Office and 802 Civil Engineer project Manager) for repair submitted by the contractor.

3. Question: If our team is required to procure the “pucks” can an example photo be provided so we understand the laser inscription required on each “puck”?

Answer: Example sketch/photo attached.

4. Question: Are we required to GPS survey the existing survey markers or just install back in the exact location?

Answer: Contractor shall install marker in same location. If the concrete pad is removed, GPS survey is required.

5. Question: During the Site Visit, the military representatives had the linear footage of Restricted Area Boundary Border line requiring new red marking and the number of Security Warning signs for each area. Can the government provide those quantities as there are no concept plans or quantities currently provided in the RFP?

Answer: Quantities provided in Attachments.

6. Question: Section 1.2.1.4 of the Statement of Work states, “Contractor shall verify that ECP boundary paint and signage complies with regulations and guidance from AFI 31-101 and UFC 3-260-4 section 6-5.10. During the site visit it was indicated that the Entry Control Points do not meet the current standard and that the Entry Control Points now required painting that resembles piano keys with alternating black and white stripes. Please confirm that Entry Control Point painting must be included in this project.

Answer: Restricted Area Warning Signs guidance is given in UFC 3-260-04 section 6-5.10.

7. Question: How many entry control points are part of this project that require repainting? During the site visit we discussed six (6) at the 149th but did not discuss quantities for the other areas to include 433rd and TA Ramp.

Answer: 1. ECP quantity is 1 for TA ramp; 1,640 lineal feet; 2. 433rd ECP quantity is 3; 8,290 lineal feet; 3. 149th ECP quantity 4 each/ 1 pedestrian ECP (5 foot wide); 3,610 lineal feet.

8. Question: At Building 1408 we were asked to submit a question on whether the roof required painting. If it does require painting what is the type of roof?

Answer: Building 1408 roof is not required to be painted.

9. Question: Section 1.2.1.3 indicates the various buildings that require repainting. On this list, 1405 (NW and NE)/490 (SE,SW) are indicated. Please confirm this represents four (4) separate buildings as discussed as the site visit?

Answer: There are four separate buildings that require painting. Two each on the north and two each on the south supporting the aircraft arresting system.

10. Question: Does the roof of the Aircraft Arresting System Support Facilities (1405 NW/NE and 490 SE/SW) require painting? If so, what is the roof type?

Answer: Roof type of 1405 and 490 is metal and does require painting.

11. Question: Section 1.2.1.3 indicates to paint 1443/473 (ILS Localizer). During the site visit it was indicated that this would be removed from the scope of work. Please confirm. If it is not to be removed please provide a photo of all sides of the facility with dimensions of the area requiring painting along with the building material type or advise if a 2nd site visit can be scheduled to view this requirement. This was not visited during the walk as government representatives were not familiar with the requirement.

Answer: Building 1443 and 473 do not require painting.

12. Question: Section 1.2.1.3 indicates to paint facility 1411. When this was observed at the Site Visit it had been recently painted. Please confirm that this facility will be removed from the Statement of Work. If it is not being removed please provide the dimensions of the facility along with the building material type.

Answer: Building 1411 will not require painting.

13. Question: Does the roof at Facility 1418 (Tactical Air Navigation Station) require painting? If so, what is the roof material type?

Answer: Roof of Building 1418 does require painting.

14. Question: There was a tower located at Facility 1418. It looked to be freshly painted. Please confirm painting of this facility is not required.

Answer: Tower of Building 1418 does require painting.

15. Question: Section 1.2.1.3 indicates to paint Facility 1441 (Ceilometer Rotating Beacon). At the site visit no one was familiar with what this facility was. Is there work required at Facility 1441? If so, can pictures, dimensions, and material type of the facility be provided or advise if a 2nd site visit can be scheduled to view this requirement?

Answer: Building 1441 does not require painting.

16. Question: Section 1.2.1.3 indicates to paint all antennas and poles in the airfield. None of the government personnel at the site visit were familiar with this requirement and able to show site visit attendees so an accurate count, dimensions, etc. could be captured. Is this requirement going to be removed from the Scope of Work? If it is required, can the government provide a quantity and photographs of the antennas and poles requiring painting or advise if a 2nd site visit can be scheduled to view this requirement?

Answer: The requirement to paint all antennas and poles has been deleted from the SOW.

17. Question: Section 1.2.1.3 requires Security Warnings signs to be cleaned and painted. Please confirm it is not acceptable to paint over the existing signs as they must be moved inside the existing yellow line.

Answer: Surface will be cleaned and prepared for painting. It is not necessary to remove existing paint completely. See the Amended SOW for placement.

18. Question: The quantities for the Security Warnings signs in the Statement of Work area TA Ramp (20), 433rd Airlift Wing (88), and 149th Fighter Wing (19). During the site visit the numbers indicated were TA Ramp (22), 433rd (98), and 149th (54). Please confirm which quantity of Security Warning signs is correct for bidding purposes.

Answer: Warning signs restricted areas is as follows: TA =20; 433rd=88; 149th=42

19. Question: During the site visit, the existing Restricted Area Warning signs were measured to be 60” x 30”. The government representatives on the walk noted that the signs were supposed to be 14 ½” x 17 ½”. What is the required size of the sign?

Answer: The size of the sign is 14.5” x 17.5 “minimum; however the lettering must be legible.

20. Question: Will any survey markers be required at the compass rose? If so, what quantity of survey markers are required as part of the compass rose calibration?

Answer: Survey markers are not required. Compass rose shall be recertified IAW UFC 3-260-01 section 8-15 and B10-6.

21. Question: There appeared to be 2 existing survey markers on the existing compass rose. These markers stated, Defense Mapping Agency, Station Designation, Survey Mark. The cost to install these survey markers is significant therefore we want to ensure that no additional survey markers will be required for the compass rose. If survey markers such as this are expected, please confirm the quantity, locations, and purpose of the new survey markers?

Answer: No survey markers are required.

22. Question: For the 72 benchmark medallions, we were shown the approximately 3/16” pucks that designate the locations. What is the puck placed on top of and is that required to be replaced?

Answer: SOW requires repair of survey markers. Repair method will be submitted by the contractor and is to be approved by 502 Contracting Officer. The medallions only need to be in a concrete pad that protects it from being removed by lawn mowers and other objects.

23. Question: Section 01 11 00.00 paragraph 1.2.1 requires a Temporary Construction Waiver be provided and approved for this project. Section 01 35 13.00 states that the Airfield Manager and Flight safety office must be notified no less than five working days prior to beginning work on the field. If five (5) working days considered the review time for the Temporary Construction Waiver or should additional time be considered? Will the government wait until the Temporary Construction Waiver is approved prior to providing NTP and starting the 60 calendar day period of performance?

Answer: The notice to proceed will not be issued until the waiver is approved.

24. Question: Will an Environmental Protection Plan be required to be submitted for this project?

Answer: Environmental Protection Plan is required for this project.

25. Question: Section 01 78 00 Closeout Submittals has been included in the Statement of Work document. It includes a requirement for As-Built drawings. As this project is not a Design Build and no drawings have been provided with the Statement of Work please confirm what the requirement is for providing As Built Drawings?

Answer: No as built drawing are required and have been removed from the SOW.

26. Question: On the existing metal buildings, Aircraft Arresting System Support Facilities (1405 NW/NE and 490 SE/SW) the paint was significantly peeling. Is there testing that shows that these are not lead based paint?

Answer: Review and testing by environmental office indicated Lead based paint on building 1405 North west. Building 1405 North east does not have lead base paint.

27. Question: Does testing for lead based paint of the Aircraft Arresting System Support Facilities (1405 NW/NE and 490 SE/SW) need to be performed as part of this contract scope?

Answer: Review and testing by environmental office indicated Lead based paint on building 1405 North west. Building 1405 North east does not have lead base paint.

28. Question: What is the required depth that the benchmarks need to reset at?

Answer: The preferred depth of the survey markers is flush with the concrete footing top surface. The footing should be modified to be flush with ground level.

29. Question: Can we remove the entire piece of concrete as opposed to coring the concrete?

Answer: Contractor should submit this method to the government for approval. Removing the concrete would be the best option due to a lot of them begging to fall apart and this would help with the integrity of the ground check.

30. Question: What material is required with the reset (rebar size, concrete strength, length, cap style, etc…)?

Answer: Refer to ATCALS ILS Localizer design criteria (seven pages), attached.

31. Question: What is the approximate depth of the existing concrete in which the pucks are currently set?

Answer: According to design criteria the concrete footing is 1.6 feet in depth.

32. Question: If the pucks are required to be in a specific location and not back in the same place, please provide location calibration details for resetting the markers.

Answer: Design criteria has location of markers. The pucks should be placed in the same location due to the reference readings that are used to maintain system integrity for flight safety when landing.

33. Question: Will the attachment with drawings being referenced during the site visit be issued to all contractors in attendance?

Answer: See Attachments.

34. Question: Regarding the pucks/medallions: Will the Government stake the locations of the existing 72 survey markers.

Answer: Location of markers is shown on ILS localizer design criteria drawing, attached

35. Question: Who will provide the medallions and will they be stamped.

Answer: Contractor will procure 2 inch survey marker and laser inscribe.

36. Question: What is the depth of the concrete where the survey markers are located?

Answer: Design criteria specifies 1.6 feet depth.

37. Question: What is the timeline to provide the Airfield Drivers training/test once the award is made?

Answer: Training will be provided by Base Operations within one week of notification.

38. Question: Will double yellow striping be continued to new footprint of restricted area markings?

Answer: Double yellow striping is not required.

39. Question: Will environmental survey be provided for identification of any hazardous materials.

Answer: If lead based paint is identified in the data base for buildings to be painted, the information will be provide to the contractor.

40. Question: Do the doors at Bldgs 1405 need to be painted checkered as well?

Answer: Doors need to be painted checkerboard IAW FAA AC 70/7460.

41. Question: Bldg 1418: Will the antennae on the tower and the tower itself need to be painted.

Answer: Building 1418 as well as adjacent transformer and white diesel fuel tank requires painting. The tower does not require painting.

42. Question: Bldg 1418: Are the transformer and fuel tank to be painted?

Answer: Transformer and fuel tank do require painting.

43. Question: At the 433rd, does the ECP (both line and lettering) need to be repainted.

Answer: ECP at 433rd does require painting.

44. Question: Bldg 1408: Is the rooftop metal or rubber? If metal, is it to be painted. If rubber, will it not be painted?

Answer: Building 1408 roof is not required to be painted.

45. Question: Bldg 1408: Are the doors to be painted in checker?

Answer: Doors of building 1408 require checkerboard pattern.

46. Question: Bldg 1408: Is rotted wood at window frame to be replaced and painted or just painted over?

Answer: Rotted wood at window frame is require to be replaced since painting over will not prevent damage to assets inside the building.

47. Question: Bldg 1442/473 (ILS): Are both the bldg and antennas being deleted from the Scope of Work per the walk thru.

Answer: Bldg 1443 and 473 do not require painting and have been removed from the SOW.

48. Question: Compass Rose: What does the bronze survey mark by the defense mapping agency (1983) indicate, what is the purpose?

Answer: Survey marker is to remain as a historical record.

49. Question: Is there a viable water source near each building?

Answer: There is no water sources near each of the buildings but is available near the airfield fire station.

50. Question: Are large aircraft having wing span greater that 100ft utilizing this compass rose?

Answer: There are not aircraft with wingspans greater than 100 ft utilizing the compass rose.

51. Question: In order to conform precisely to UFC 3-260-01 the size would need to be reduced to a compass rose size if 100ft diameter (50ft radius) or approval by the end user would be needed to maintain the 170ft diameter (85ft radius) with notable unusable areas, (i.e. magnetic errors which do not meet 0.5 degree accuracy).

Answer: Compass rose shall be configured IAW UFC 3-260-01 and avoid magnetic errors locations.

52. Question: UFC does allow a compass rose to be laid out and certified as FAA spec, (single color, yellow radials and circles). However, RFP states 6" wide orange radials bordered by 1.5" white, 6" wide circles, and 26' high heading numbers black painted on white. Please advise if either is acceptable.

Answer: Orange radials is preferred for the compass rose profile.

53. Question: We request that a minimum of 5 business days be provided to contractors for preparing our proposals from the date that questions have been answered. If the date for answering questions goes beyond Friday August 23 we are requesting a 1 business day extension for each additional day beyond this date to ensure adequate time to incorporate responses into our proposal.

Answer: Proposal due date has been extended. See the amended IFB.

54. Question: The 1442 Section F details a POP of 6 Sept 2019 – 5 Nov 2019. The POP start / stop dates do not appear to accommodate flight schedule delays noted during the site visit. May the POP be extended to 120 days?

Answer: The 60 calendar day PoP is mandatory. The notice to proceed will not be issued until all waivers and submittals are approved.

55. Question: After award, the GC must prepare / submit P & P bonds, submittals, safety plans, etc. Then a pre-con / coordination meeting must occur and NTP issued for the work. All of that action will take longer than a few days. Can the expected start date be changed to late September?

Answer: Contract performance will not commence until the issuance of the notice to proceed.

56. Question: Please confirm that all pucks shall be replaced.

Answer: All pucks that are off the runway need to be replaced and lowered, so they are not being destroyed by the lawn mowers. The medallions on the runway and taxi way do not need to be replaced only installed if they are missing.

57. Question: Is it acceptable to core closely around the existing pucks, remove the concrete cylinder / puck, and place a new core of concrete with the new puck properly situated?

Answer: Contractor should submit repair method to government for approval.

58. Question: How many pucks are there?

Answer: 34 Localizer system has 33 pucks for the north end of the runway that are in an arch shape from near field 35 degrees to 35 degrees. Then there are 3 south end far field pucks that are for this system.

34 Glideslope system has 1 puck that is located on the south perimeter road.

59. Question: Who is providing the new pucks?

Answer: Contractor shall provide new survey markers.

60. Question: Please confirm that the existing concrete piers for the new pucks shall NOT be replaced.

Answer: : If the concrete pads are in serviceable condition then they do not need to be replaced but if they are falling apart then they do need to be replaced.

61. Question: Will 502d CONS provide an electronic copy of the hand-out utilized at the site visit by the AF rep?

Answer: All information is provided in the handouts

62. Question: The bid due date is currently Monday, 2 Sept 2019, which is Labor Day. Can the due date be extended?

Answer: The due date has been extended and information may be found in the amended IFB.

63. Question: Please state the required size of the red-line entry box and warning boxes.

Answer: The size of the sign is 14.5” x 17.5 “minimum; however the lettering must be legible.

64. Question: How many entry boxes are there?

Answer: Warning signs restricted areas is as follows: TA =20; 433rd=88; 149th=42

66. Question: What is the correct list of orange / white buildings?

Answer: 1405 (NW and NE), 490 (SE and SW), 1418, 1408, 2 wind socks

67. Question: What is the dimension of each orange white building (l x w x h)?

Answer: Dimension of each orange and white building is not available.

68. Question: Have all the orange / white buildings been tested for Lead Based Paint?

Answer:

69. Question: Can the LBP report be provided?

Answer: No buildings to be painted contained Lead Based paint with the exception of 1405 North west (west of north runway) GPS:29.394252, -98.585816). Building 1405 NW had lead based paint.

70. Question: Shall the lighting / antennae stands on top of the orange / white buildings be painted?

Answer: Antenna stands on top of building do not require painting.

71. Question: Can a to-scale airfield layout drawing be provided showing all the areas that require new striping with the appropriate new stripes identified (yellow, red, etc.)?

Answer: Linear feet of striping is provided above. Layout drawing will not be provided.

72. Question: There was discussion during the site visit about painting the Tow line. Is it to be painted?

Answer: Tow Line will not be painted.

73. Question: Please confirm that all new runway line paint shall not be applied on old paint but shall in fact be applied to clean concrete (i.e. all old paint must be stripped off first).

Answer: Surface of existing paint shall be cleaned and prepared properly before new paint is applied.

74. Question: Will CONS provide / coordinate escorts for the GC?

Answer: The Government will provide/coordinate escorts for this project.

75. Question: What are the current allowable work hours due to active run-way use?

Answer: The runway is in operation 24 hours a day but is more accessible between midnight and 9:00 am and on most weekends.

76. Question: Shall the compass rose paint be removed and re-applied with correct degree orientation?

Answer: Any previous compass rose marking/paint should be removed to prevent confusion and designed to provide the correct degree orientation.
