PERFORMANCE WORK STATEMENT
FOR
360° LEADERSHIP RESILIENCY COURSE
1. GENERAL INFORMATION. The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to facilitate three (3), 360°Leadership Resiliency Courses across Joint Base San Antonio (JBSA). This is a non-personnel services contract and the Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
The 360° Leadership Resiliency Course is a five (5) day, three-phased comprehensive, sustainable, multifaceted, evidence-based holistic health, wellness and fitness leadership program focused on enhancing strength and balance for military leaders while providing relevant and essential tools for leaders to manage and respond to unit and troops’ issues and challenges. The contractor shall provide training for approximately 150 military mid-level leaders plus spouses at the three JBSA locations.
2. DESCRIPTION OF SERVICES. The Contractor shall provide/perform Leadership Resiliency Training at three (3) individual sessions across three locations at JBSA, Fort Sam Houston, Lackland AFB, and Randolph AFB. Each session will support approximately fifty (50) service members plus spouses, by invitation. The purpose of this training is to strengthen and broaden the resiliency of the JBSA Community with a targeted focus on mid-level Leaders and Spouses.
2.1. Implementation Plan. The contractor shall draft an implementation plan related to the development and execution of this project. The implementation plan shall include tentative schedule, course agendas, and confirmation of performance parameters by which success of the project can be measured.
2.2. Curriculum and Training. The contractor shall provide a comprehensive, multifaceted, hands-on, holistic, evidence-based Leaders Course focused on enhancing the strength and balance in leaders while providing relevant and essential tools for leaders to manage and respond to Airman issues and challenges.
2.2.1. The activities required to successfully conduct the training sessions, include the following core elements listed below in paragraphs 2.2.2 through 2.2.14. This list is not all inclusive, but lists the most important core elements. Additional activities may be required and shall be conducted in order to successfully execute each session.
The course shall effectively integrate topics such as leadership, military values, self-care, resiliency, stress and stress management, anger, anger management, biofeedback, relaxation, yoga, meditation, mindfulness, hypnosis, humor and health, spirituality, physical fitness and physical training planning, injury prevention, pain management, couples and parent-child communication, conflict resolution, sex and relationships, sexual assault and domestic violence, nutrition, journaling, sleep, financial management and planning, combat stress, post-traumatic stress, suicide and suicide prevention, psychological fitness, alcohol and alcohol management, Alcoholics Anonymous and similar programs, transitions, and individual sessions. The course shall include complementary medicine approaches such as hypnosis, acupuncture, mindfulness, meditation, and yoga.
2.2.2. Spouses are encouraged to attend the final two days of the course. Spouses shall be given the ability participate in the hands-on learning, covering topics such as couples communication, relationships, sex and relationships, domestic violence, physical fitness, problem solving, couples yoga, financial fitness, parenting, resiliency, and transitions.
2.2.3. The contractor shall encourage discussion on challenging topics, facilitating NCO-to-NCO support, awareness, shared challenges, mentorship, and problem solving.
2.2.4. The contractor shall provide leadership and oversight in the conduct of all course sessions that take place as part of this scope. A core staff member from the contractor shall lead all discussion sessions with the support of local subject matter experts in providing information and responding to the Airmen and Soldiers’ questions on the topic. Sessions shall present an opportunity to establish a connection between the NCO’s and the local subject matter experts.
2.2.5. The contractor shall provide student training course material and training aids in hard and soft copy to each student for each course at the beginning of the training class.
2.2.6. The contractor shall host a training session with a board certified Psychologist for the purpose of gaining familiarity of the dynamics of counseling sessions, combatting the stigma of counselling within their units, and confronting misinformation. Students shall also have the opportunity to meet with the psychologist for referral and consultation when time allows.
2.2.7. The contractor shall host a training session with a Financial Counselor/Adviser to understand the financial assistance services available and what happens in an individual financial counseling session, establishment of goals, and financial planning. Students shall also have the opportunity to discuss/review personal financial status and goals.
2.2.8 The contractor shall lead a training session on alcohol use and abuse. This session shall include a discussion of why people drink, identify difference between alcohol use and abuse, understanding the effects of drinking, leadership implications of drinking, and responsible drinking. Students shall also be presented with programs available to them regarding the use of alcohol, and further understand how to effectively counsel junior Soldiers regarding alcohol issues in their role as a military leader and in their personal life.
2.2.9. The contractor shall provide a training session on nutrition. This session shall include the basics of nutrition and the importance of nutrition in health, performance, and well-being. Furthermore, the session shall identify wise food choices that supports performance at maximum ability. Students shall also discuss the issues and concerns related to supplements and their use and viable techniques needed to apply the knowledge to their units and personal life.
2.2.10. The contractor shall lead daily physical training for all participants. Physical training shall be conducted by a certified fitness instructor.
2.2.11. The contractor shall lead a training session on pain management. This session shall include topics of pain management and alternatives to treating pain such as hypnosis, acupuncture, meditation, and yoga.
2.2.12. The contractor shall lead a session on inter-family communication, child and parent communication and couples communication session. This session shall present information on different parenting styles and their effects on children, common child behaviors during deployment cycle, discussions on ways to reinforce positive behavior and communicate effectively with children, and how to apply the information, tools, techniques in their role as a military or community leader.
2.2.13. The contractor shall lead a training session in spirituality, which shall present an opportunity to establish a connection between the students and the local chaplain both for referral, consultation, and unit training and for individual student follow-up. Students shall be able to differentiate between spirituality and religion, discuss the role of spirituality in diverse populations, be able to discuss spirituality with Soldiers of different religions or beliefs, be familiar with unit-level and garrison Chaplain resources, and apply the information, tools, and techniques in their role as a military leader and in their personal life.
2.2.14. The contractor shall lead a session on sex and relationships. This session will establish a connection between the student and subject matter experts for referral, consultation, and unit training and for individual student follow up. At the conclusion, students shall be able to identify common sexually transmitted diseases (STDs) and other physiological sexual abnormalities, discuss sexuality (emotionally and physically), communication, and the impact of the deployment cycle on relationships and intimacy, de-stigmatize intimacy challenges throughout a relationship cycle (redeployment, post-pregnancy, etc.), and apply the information, tools, techniques in role as a military leader and in their personal life.
2.3. Student and Spouse Materials. The contractor shall develop and provide all course material and student handouts to each student at the first day of each class. The contractor shall develop training manuals, multimedia tools and detailed curricula with specific learning/development objectives. The contractor will provide butcher board with easel and markers.

3. HOURS OF OPERATION. The contractor is responsible for conducting business, between the hours of 0700 to 1700 hours from Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
3.1. HOLIDAYS OBSERVED. The contractor is not required to perform services on Federal Holidays.

· Washington's Birthday (Third Monday in February).
· Memorial Day (Last Monday in May).
· Independence Day (July 4).
· Labor Day (First Monday in September).

3.2. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. This is a non-essential requirement with regard to performance during crisis IAW DODI3020.37. Should a crisis occur look for further guidance from the Contracting Officer.
4. SECURITY REQUIREMENTS. Contractor personnel performing work under this contract must have a valid driver’s license/State ID number with state of issue or social security number card with valid form of identification. Prior to training, contracted employees will work with the 502 ABW to complete and submit an installation access pass for the three JBSA locations.
5. SPECIAL QUALIFICATIONS. The Leadership Resiliency Skill Program Course Instructors shall consist of a core team of highly experienced and licensed/certified professionals. All team members shall possess advanced academic degrees (Master or PhD level) or advanced training certifications in their field of expertise and consist of the following members.
5.1. A board certified Psychologist or Psychiatrist licensed to practice in the United States. He/she shall be experienced in treating or working with military service and family members while deployed or upon return from overseas duty is advantageous while working with this target population.
5.2. The core team shall consist of an experience licensed Physical Therapist shall lead all physical training sessions. The member shall conduct one-on-one consultations as time permits. The team member shall also co-lead classes on nutrition care.
5.3. The team shall consist of a member with prior military experience. A clear and thorough understanding of the military values, culture, rules, and regulations will enhance the ability of the team to interact with active duty NCOs.
5.4. The core team shall consist of a member with experience in fitness instruction. Team member shall lead physical training and meditation sessions and be certified in Pilates or Yoga.
The team member shall co-lead classes on nutrition care.
5.5. The core team shall consist of a certified financial counselor. The member shall provide group and one-on-one financial counseling services to participants.
5.6. The core team shall consist of a certified Hypnotherapist. The member will facilitate sessions on hypnosis and provided one-on-one hypnosis sessions.
5.7. The certificates and licenses shall be provided with the contractor’s proposal for all members requiring certification.
6. RECORDS MANAGEMENT. The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF records management procedures in Air Force Instruction (AFI) 33 - 322, Records Management Program, paragraph 10, Air Force Manual (AFMAN) 37-123,paragraph 7.4, Air Force Manual (AFMAN) 37-138, paragraph 2.13, and the Air Force Records Disposition Schedule (AF RDS) located at https://afrims.amc.af.mil/rds_series.cfm or http://www.amc.af.mil/shared/media/document/AFD-060803-003.pdf “
7. AIR FORCE ANTITERRORISM (AT) PROGRAM
The AT program seeks to deter or limit the effects of terrorist acts against the AF by giving guidance on collecting and disseminating timely threat information, providing training to all AF members, developing comprehensive plans to deter and counter terrorist incidents, allocating funds and personnel and implementing AT measures. In accordance with AFI 10-245
Paragraphs 2.18 and paragraph 2.25, DOD contractors and sub-contractor personnel shall be offered Level 1 - AT Awareness Training. AT Awareness Training may be accomplished by either a Level I - qualified instructor, or by completing the "Force Protection" computer based training (CBT) course on the Advanced Distributed Learning System (ADLS) https://golearn.csd.disa.mil/kc/login/login.asp or at https://jkodirect.jten.mil for individuals without access to NIPR, possessing a CAC card, nor enrolled in DEERS. Compliance with the training will be monitored by the requiring agencies designated point of contact.
8. CONTRACTOR FULL-TIME EQUIVALENT REPORTING.
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields at https://afcmra.hqda.pentagon.mil/login.aspx.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
Reporting Period: Contractors are required to input data by 31 October of each year.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Air Force CMRA link at http://www.ecmra.mil.
