QUESTIONS AND ANSWERS FROM SITE VISIT

TYMX150023

REPAIR RAFB Hangar H16

1. Will the Government provide existing As-Built CAD Files of Hangar 16 to the D-B Team?

The Government will provide the PDF and CAD files that we have on file for reference only. Contractors is required to do their own survey to verify the existing condition.

2. Will Hangar 16 remain operational during both phases of construction?

Yes. The hangar will remain operational during the construction. However, the construction phasing could be changed to eliminate the disruption of the missions in hangar 16.

3. Paragraph 1.2 refers to “walls on the North side” being part of Phase 1 work – please clarify what walls on the North side are included in Phase 1 work.

The East and West exterior brick walls.

4. Please clarify if the Tire Shop is to be relocated during Phase 1 or Phase 2.

We propose to relocate the tire shop at the beginning of phase 2.

5. Paragraph 7.2 refers to constructing 6’-0”H screen wall on modular building to hide new HVAC systems – Is the screen wall to be continuous across the entire length of the single story portion of the middle (center) modular building?

Correct.

6. Paragraph 7.2 refers to constructing 6’-0”H screen wall on modular building to hide new HVAC systems – What is the screen wall to be faced with? Is the screen wall to be faced on both sides?

The screen wall will be faced on the South side of the hangar.

7. Paragraph 7.10 refers to painting exterior walls of two interior buildings inside H16, will new painting be required to be one paint color or two paint colors to match existing?

New painting is required to match existing.

8. Paragraph 7.11 refers to painting East and West walls inside H16, will new painting be required to be one paint color or two paint colors to match existing?

Painting on East and West walls inside Hangar 16 shall be Base approved Yellow Beige color.

9. Is there a requirement for painting the North and South hangar doors inside H16? If so, one paint color or two paint colors?

The hangar doors are not in the scope of work.

10. Paragraph 7.12 requires hangar ceiling to be surface mounted high-impact wood fiber panels, please clarify?

The panels should withstand highly exposed humidity and sag resistant.

11. Will insulation be required over the top of the new hangar ceiling system?

The Insulation is not required.

12. Paragraph 7.13 requires new LED lighting system in the entire hangar, is LED lighting required throughout the renovated spaces?

Correct.

13. Paragraphs 7.1 and 7.2 require the existing HVAC system serving the two-story module building to be removed. The two-story module building is currently served by three (3) split-DX systems. Is the new HVAC system required to be zoned similar to how the current HVAC is serving the two-story building?

The 3 existing split DX systems are to remain. The new HVAC system will service the same areas that the demolished system served.

14. The existing HVAC systems serving the two-story module building do not have ventilation air. Does the facility typically operate with the main hangar doors open such that provisions for ventilation air could be ducted to receive ventilation air from within the main hangar or will ventilation air need to be ducted to the receive fresh air from the exterior of the main hangar/building?

The ventilation from within the hangar would be fine. We work with the doors open in the warmer months.

15. For bidding purposes, does the Government have structural drawings of the 2-story building in the interest of verifying the existing structure can support the weight of a larger HVAC system?

The government does not have existing structure drawings for the 2-story building.

16. Paragraph 7.9 requires ventilation/exhaust in the Pneudraulic Room. The existing fan coil unit serving the building where the Pneudralic Room is, does not have fresh ventilation air ducted to the system. Is it the intent of the SOW to duct fresh ventilation air to the HVAC system or simply add an exhaust fan with provision for make-up air to the Pneudraulic Room? If it is the Government’s intent to have fresh ventilation air ducted to the HVAC system, the unit will be required to increase in size. Adding an exhaust fan to serve the Pneudraulic Room will cause the Pneudraulic Room to become negatively pressurized pulling air from the adjacent spaces. The adjacent spaces will have excess infiltration that the HVAC is not currently sized to handle.

Existing HVAC system will be disconnected from the Pneudraulic Room. Contractor shall design a new separate HVAC system for the Pneudraulic Room to separate from the rest of the building. New system shall include exhaust, fresh ventilation air and temperature exchanger.

17. The restrooms are required to be renovated to comply with ADA standards. Is the shower required to comply with ADA standards?

The shower shall be ADA compliant.

18. Paragraph 4.1.1 requires the as-built drawings to comply with Tri-Services A/E/C CAD Standard Release 5.0 in lieu of the typical Section 01 35 13.20 00 Special Project Procedures – CAD JBSA, TX developed by 502 CES. Is it the Government’s intent to relieve the 502 CES CAD standards from this Project?

Yes. The Government will issue the CAD standards to the awarded contractor.

19. There are several pieces of equipment located in the vicinity where the relocated tire shop will be located. Will this equipment be moved by the Contractor or the Government?

The Government will relocate all the equipment where the relocated tire shop will be located.

20. There are several pieces of equipment with fixed power connections in the vicinity where the tire shop is to be located. Will this powered equipment be moved by the Contractor or the Government?

None of the power equipment should have to be moved.

21. RFP Para. 7.16 states to add 5 additional data drops in the LOX Room. Please confirm the existing telecom equipment has capacity/space to connect 5 new data drops or if a new patch panel is required.

There is adequate space for the lines.

22. Specification section 27 10 00, Para. 1.6.1.2 of the RFP requires an RCDD to perform the telecommunication design. Since the scope of the communication work is only 5 new data drops connected to existing equipment, can the electrical DOR design the telecom portion of the RFP?

The electrical DOR can design the telecom portion of the RFP.

23. RFP requires contractor to relocate entire existing tire shop from the south side to the north side of the hangar. During the site visit we observed several pieces of equipment, tire racks, a modular trailer, etc. within this space. In order to quantify the level of effort necessary and the utility location that will be required, please provide an equipment list inclusive of all elements in the tire shop that will require relocation.

Prior to construction, the government will relocate all the rolling tool boxes, tires, furniture, and computer equipment. Contractor shall responsible to relocate everything else.

24. Statement of Work requires the installation of metal wall panels over existing windows on both side of the hangar to be painted egg shell white. Is it acceptable to install a pre-finished white metal wall panel?

Pre-finished white metal wall panel is acceptable. The new metal panel color shall match the new Base approved Egg white shell.

25. During the site visit, it was observed that there were hoists already located on both the north and south side of the hangar. On the south side of the hangar, both hoists appeared to be newer than the hoist on the north side. Please confirm that moving the hoist on the north side to the south side is desired.

Relocate the hoist to the south end of the hangar.

26. The Hazardous Material Report on Page 1 states that all light fixtures must be checked for PCB Ballasts and if ballasts are not marked as “NO PCBs” they must be handled and recycled per the report. As we have no way of quantifying this prior to bid, should we assume all lights have PCB Ballasts? Or should we assume that none have PCB ballasts and that if they are encountered it will be handled via a change order?

Assume all light fixtures have PCB ballast.

27. Statement of Work paragraph 6.7 requires that the contractor demolish the existing hard ceiling in the entire hangar area. There are items hanging around the entirety of the hangar. Please confirm if any items are suspended from the ceiling or are all items suspended from the structure above?

The Government has no record of the existing ceiling structure system. Contactor shall field verify.

28. Please provide detail or detailed description of existing ceiling tile suspension from roof structure.

The government has no structure record of the ceiling structure.

29. The Attachment 13 Hazardous Material Report on Page 5 states that all areas of the existing floor are negative for lead based paint except for the southwest side of the hangar where yellow lines are painted (tire shop area). Statement of Work paragraph 6.16 states that during the removal of paint from hangar floors we are to collect and store in drums all paint and abrasive residue for TCLP analysis. Please confirm that SOW paragraph 6.16 is required since the floor was tested and the majority was negative for lead based paint.

The south side of the hangar shall be treated positive for lead based paint.

30. Paragraph 6.19 requires relocation of the modular tire shop fire suppression system to the north side of the hangar. Please provide as-builts for the existing fire suppression system to be relocated.

The Government has no record of the existing fire suppression system.

31. Paragraph 6.19 requires relocation of the compressed air pipe associated with the tire shop to the north side of the hangar. Please provide as-builts for the existing compressed air pipe system to be relocated.

The Government has no record of the existing compressed air pipe.

32. Please provide an as-built drawing showing the floor plan layout for the existing modular building to receive a new HVAC system in accordance with paragraph 7.1 of the Statement of Work. If floor plan is not available please provide the demand load for this space.

The Government shall provide all existing drawings on file. However, they do not include all the changes in the hangar. Contactor is responsible to verify the exiting as-built condition.

33. The east wall of the hangar is heavily covered with existing utilities that are affixed very close to the existing wall. These utilities run nearly the full length of the hangar and are of several different systems to include electrical, HVAC, plumbing fire suppression, etc. Statement of Work Paragraph 7.11 is requesting metal wall panels to be placed on this east wall which would be installed at a height of approximately 14’. It will not be possible to install these metal wall panels without removing a significant amount of the existing utilities that are running along this wall which will lead to outages of various utilities. Please confirm that the government wants to place metal wall panels on the east wall and that prolonged utility outages will be acceptable to allow for removal of utility piping, installation of panels, and re-installation of piping.

The government does want to place metal wall panels on the east wall. Any utility outages will be kept to a minimum and coordinated with the CES project manager. Utility outages will be on weekends only.

34. Paragraph 7.12 of the SOW states that all existing ceiling mounted accessories shall be reinstalled in original location. Please provide a reflected ceiling plan for the existing ceiling system so that these items can be properly accounted for in our proposal.

The government has no existing RCP plans for the hangar.

35. Paragraph 7.11 states that the cover for the existing windows on the East and West side windows should be metal panels. Figure 2 in the Statement of Work indicates that metal panels or gypsum board may be used. Please confirm that gypsum board may be used in lieu of metal panels.

The metal panel shall be used in the project.

36. Please confirm the concrete floor scope is not to re-paint but to only polish.

The floor shall be polished and sealed.

37. In accordance with Section 01 45 01 paragraph 3.4.2 the requirements for a CQC Manager that can perform no other duties for the project are defined. In lieu of five (5) years of experience and being a graduate engineer, architect, or construction management, can additional experience be provided and not meet the degree requirements. For example, would the government accept 10 years’ experience with no degree?

There is no substitution for degree by experience.

38. Paragraph 3.1 of Section 01 45 01 states that the CQC Manager can also serve as the SSHO. This is also stated in Paragraph 1.6.1.1 of 01 35 29. Paragraph 3.4.2 of Section 01 45 01 states that the CQC System manager can serve no other roles. Please confirm which direction is correct.

The CQC Manager can serves ONE additional role in the project.

39. Can the Project Superintendent perform any other duties?

The Project Superintendent can serves ONE additional role in the project.

40. Section 01 31 01 paragraph 1.1.1.6 discusses a requirement for an Environmental Officer for this project. Please confirm that this is required. If so, can this role be served by the SSHO.

The Environmental Officer can be served by the SSHO. However, JBSA Environmental Officer will have a final decision.

41. Section 01 31 01 seems to apply to a program of projects versus a single project. Please identify which full time roles this project requires onsite. Paragraph 7.13 states to have a 95% specular reflector. This spec is usually for fluorescent and not LED. Can a white reflector with a minimum of 95% reflectivity be used in lieu of specular?

White reflector is accepted.

42. Paragraph 7.13 also states for fixtures to be rated for 130 degrees. This limits the lumen output of the fixture. Are standard UL temps of 104 deg acceptable?

104 deg is acceptable.

43. During the site visit it was mentioned that the Government would move all loose furniture, fixtures, and equipment from the existing tire shop prior to the Contractor performing work. Will the Government clarify that the Contractor is not responsible for moving loose furniture, fixtures or equipment from the Tire Shop?

The Government will move all loose items (furniture, equipment, tool boxes, etc.) that can be moved by hand. Fixed items, fixtures, large/heavy items that can’t be moved by hand will be moved by the contractor.
