STATEMENT OF WORK

for

TYMX150023

Repair Aircraft Maintenance Hangar, H16

JOINT BASE SAN ANTONIO – RANDOLPH

TEXAS

1.0 GENERAL REQUIREMENTS:

1.1 The Contractor shall provide all personnel, equipment, tools, material and supervision required to renovate Hangar 16 on JBSA – Randolph (JBSA-RND), Texas:

• The Contractor shall relocate entire existing tire shop which includes fence, HVAC, plumbing system, compressed air pipe, electrical systems, etc. from the South side of the hangar to the North side.

• Contactor shall provide a Lead Based Paint Remediation plan and work plan for work in construction site area: Abatement Lead Paint on existing wall on East and West sides, cover up the existing windows on both side of the walls with metal panel and paint with base egg shell white color.

• Contractor shall demo the existing HVAC system and replace with new HVAC system that can accommodate existing offices on the first and second floor; build a 6 feet extension wall to cover up the new HVAC system;

• Contractor shall renovate existing restrooms with 4 stalls, 2 urinals in the Men Restroom and 4 stalls in the Woman Restroom; construct new unisex shower.

• Contractor shall relocate ceiling fan from the North side to the South side;

open door way from Production Office to Tool Room; adding data, receptacles and fire alarm devices in the existing liquid oxygen (LOX) room to convert it to shared office; provide a new HVAC system for the Pneudraulic Room (Room 119) and separate it from the existing HVAC system that serves the rest of the building; move the hoist from the North side to South side; provide additional eyewash station on the Southwest wall; refurbish hangar floor (buff and seal) and paint the walk way; paint the exterior walls of the two interior building inside H16.

1.2 The construction shall have a minimum 2 phases. Phase one shall include the refurbishment of hangar floor, ceiling/lights and walls on the North side; the rest of the tasks shall be on phase two.

1.3 The Government shall be represented by the following individuals:

1.4 Hours of Operation: Normal hours of operation will be from 06:30 to 18:00 (M-

F )

1.5 Coordination with Facility. The Contractor shall coordinate all proposed activities with the CE Project Manager prior to beginning construction actions to minimize interruption to normal operations. All work in conjunction with this Contract will provide a complete and functional facility/system.

2.0 QUALITY ASSURANCE: The Government will evaluate the Contractor's performance under this Contract. The Government will record all inspections. When an observation indicates unacceptable performance, the Project Manager will request the Contractor’s representative to re-perform services prior to acceptance by the Contracting Officer.

3.0 SAFETY: The Contractor shall assume full responsibility and liability for compliance with the applicable regulations pertaining to the health and safety of personnel during the execution of work. Flammable liquids shall be in approved safety cans and stored neatly when not in use (No flammable materials shall be stored inside Government facilities).

4.0 GENERAL SCOPE OF WORK:

4.1 DRAWINGS and SUBMITTAL REQUIREMENTS:

4.1.1 Contractor shall provide as-built drawings of all permanent structures and utilities. As-Built drawings shall be in CADD format, and must conform to the Tri-Services A/E/C CAD Standard Release 5.0.

4.1.2 Contractor shall provide a fully coordinated Utilities Outage Form prior to all required power outages. The Form shall be fill-out and submitted by the Contractor in accordance with specifications.

4.1.3 Contractor shall provide submittals for approval, on ALL materials, prior to installation, on AF Form 3000.

4.1.4 Contractor shall follow all Federal, State, Local, and Air Force codes, OSHA and EM 385-1-1 Safety Standards, Specifications and regulations associated with work described in Statement of Work (SOW).

4.1.5 All work shall be in accordance with the approved Specifications (Appendix

A).

4.1.6 Contractor shall attend all, Pre-Construction, and coordination meetings.

These meetings shall be coordinated by 502CES and/or 502CONS.

4.1.7 Contractor shall submit a Lead Based Paint (LBP) abatement plan and an Asbestos Containing Material (ACM) Abatement plan.

4.1.8 Contractor shall provide and install dust protection to alleviate dust and dirt migration from the work areas to other portions of the building. The

Contractor shall take the necessary steps to alleviate the migration of dust, dirt and debris from the construction areas to other portions of the building.

The contractor is to provide dust control measures to mitigate the transfer of dust and debris throughout the building, and shall provide daily clean-up.

5.0 HAZARDOUS MATERIALS:

5.1 All items that are identified as containing Lead Based Paint (LBP), and are to be demolished/repaired/disturbed as part of this work, shall be abated in accordance with all applicable Federal, State and local codes and regulations.

5.2 All items that are identified as being Asbestos Containing Materials (ACM), and are to be demolished/repaired/disturbed as part of this work, shall be abated in accordance with all applicable Federal, State and local codes and regulations.

6.0 DEMOLITION:

6.1 Contactor shall provide a demolition and safety plan for review and approval by the Government prior to work commencing. Contractor shall provide a waste manifest on abated Lead Based Paint (LBP) removed from the East and West walls, windows. The manifest shall be submitted to the Base Environmental representative before any waste is removed from the Installation to the land fill.

Contractor shall strip off paint with hand scraping. Prohibited methods of removal include open flame burning or torching, machine sanding without a HEPA attachment, abrasive blasting, and power washing without a means to trap water and paint chips.

6.2 Contractor shall provide a Lead Base Paint abatement plan for review and approval by the Government Environmental team prior to work commencing.

6.3 Remediation of Lead Based Paint shall be conducted in accordance with Texas

Department of State Health Services. Work shall be performed by certified competent personnel; knowledgeable, qualified and licensed in the techniques of remediation, handling and disposal of hazardous material and cleaning of contaminated areas.

6.4 Contractor shall provide a consultant to monitor LBP abatement activities ensuring that all State, Local regulation and Government specifications are followed. This person or persons shall provide baseline air monitoring throughout the entire operation (an official copy of report shall be provided to the Government once work is completed).

6.5 Contractor shall remove and dispose of the existing HVAC system from the roof of the module building as indicated on the attached Sketch. This demolition includes electrical devices, Fire Alarm (FA) devices, ductwork, drain pipes, etc.

6.6 Contractor shall remove existing AC window units from the second floor (rooms 200 and 204).

6.7 Contractor shall demolish the existing hard panel ceiling in the entire hangar.

6.8 Contractor shall remove existing pendant hung fluorescent light fixtures including conduits/conductors and control switches back to power source. Return the light fixtures to Base Operation.

6.9 Contractor shall demolish existing plumbing fixtures, cabinets, countertops, mirrors, ceiling grid and tiles. Contractor shall demolish paper towel, waste receptacles and dispenser (soap/paper towel).

6.10 Contractor shall demo and dispose of existing electrical fixtures and electrical receptacles in the restrooms.

6.11 Contractor shall adjust the floor slope in both Men and Women restrooms for drainage.

6.12 Contractor shall relocate existing electrical panel and conduits to make room for the new shower door. Extend electrical conductors and conduits to the new panel location with the same size.

6.13 Contractor shall provide 2 portable toilet facilities, on the Southwest side of the hangar, outside of the fence during the construction of the restrooms.

6.14 Contractor shall schedule fire alarm system test with EMCS to verify the operation of the system before any disconnection or removal off heat/smoke and alarm devices. No work on the system shall to be started before scheduling and approval from EMCS and with corresponding Fire Alarm Outage approval.

6.15 Remove existing floor coating by approved method.

6.16 During removal of paint and coatings from hangar floors, the contractor will collect and store in drums all paint and abrasive residue for TCLP analysis per EPA method 1311.

6.17 The contractor will consult with the Base Environmental Coordinator and CO to determine an approved disposal method for non-hazardous and hazardous waste.

Contractor shall meet all federal, state and local environmental regulations.

6.18 The Yellow stripes contain lead base paint (LBP) and must be removed by approved LBP removal methods. Abatement must be done by a certified Lead Abatement Firm. Perform all tests required by Base Environmental Coordinator. Provide LBP removal plan to the contracting officer and Base Environmental Coordinator.

6.19 Contractor shall relocate the modular tire shop building and the tire shop equipment; including HVAC, fire suppression system, compressed air pipe, electrical system, interior finishes, etc. to the North side of the hangar.

6.20 Contractor shall relocate existing mop sink and water heater serving the tire shop to the new tire shop location.

7.0 CONSTRUCTION:

7.1 Contractor shall design and install a HVAC system to service the 1st and 2nd floors of the existing module building. The new system shall be compatible with the existing EMCS control system (Johnson Control). HVAC diffusers, registers and grilles to match existing. Contractor shall verify locations and quantity.

7.2 The new HVAC system shall be located on the roof of the 1st floor of the modular building and the Contractor shall construct a 6 foot high partition wall on the modular building to hide the new HVAC system.

7.3 Contractor shall apply one (1) coat of primer and two (2) coats of paint to all painted surfaces.

7.4 Contractor shall patch the space from removed AC window unit to match with existing walls.

7.5 Contractor shall construct a doorway from the Production Office to the Tool Room.

The exact location will be determined by Facility Personnel. Contractor shall provide and install framing, metal frame, hardware and all other accessories necessary for a complete installation.

7.6 Contractor shall relocate existing tire shop and cage to the other side of the hangar as indicated on the preliminary Plan. The relocation shall include electrical, plumbing, HVAC, compressed air pipes, Fire Alarm, COM, and all other items that are currently located in the existing building. Contractor will also construct concrete block walls for the tire shop to mount tire shop equipment; these walls shall match existing. Contractor shall patch all cracks and holes on the wall and floor to match existing adjacent surfaces.

7.7 Contractor shall provide and install new ceiling grid system, ceiling tile and modular carpet for the tire shop building at new location.

7.8 Contactor shall relocate the existing tire equipment inside the tire shop which includes electrical, plumbing, air pipes, etc. and gas water heater with mop sink to the new tire shop location. Contractor shall provide and install water supply and new drainage line for the mop sink and wheel washer.

7.9 Contractor shall design and install a new HVAC system for the Pneudraulic Room (Room 119) and separate it from the existing HVAC system that serves the rest of the building.

7.10 Contractor shall paint the exterior walls of the two interior building inside H16;

apply one (1) coat of primer and two (2) coats of paint to all painted surfaces.

7.11 Contractor shall provide metal panels to cover existing windows on both East and West walls of the hangar paint the entire walls with one (1) coat of primer and two

(2) coats of paint to all painted surfaces.

7.12 Contractor shall provide and install new ceiling tile and grid for the hangar ceiling, height to match existing. Ceiling shall be surface mounted, high-impact wood fiber panels, mounted on a 2’ x 4’ grid per manufacturer’s recommendation, panels to be placed in an ashlar pattern. . All existing ceiling mounted accessories/items shall be reinstalled in original location, except if noted to be relocated. All ceiling mounted items shall be verified to be in working condition upon completion of renovation.

7.13 Contractor shall design, provide and install a new LED lighting system for the entire hangar. The LED light fixtures shall be consisted of reflector specular of 95%, and able to operate in a temperature range from 0° F to 130° F. The Contractor shall provide all mounting hardware, stainless steel aircraft cable, and adjustable grip able cable connectors to mount and suspend fixtures, supporting the fixtures from four different points. Fixtures will be connected/anchored to the building structure. The average illumination at 36” above finish floor shall be 75 fc with a 3:1 maximum to minimum horizontal Illuminance Uniformity. Provide manual control device to independently control general lighting with at least one control step between 30% and 70% of design lighting power in addition to all off.

Each control device must control a maximum of 2,500 sf area for a space 10,000 sf or less.

7.14 Contractor shall provide and install additional eye wash station on the Southwest wall.

7.15 Contractor shall relocate existing ceiling fan from North to South side of H16, as indicated on the sketch. Extend all power/control conductors via junction box.

Coordinate with building personnel for the location of the control switch.

7.16 Contractor shall provide 5 additional data drops, 2 additional receptacles, and Fire Alarm devices in the existing LOX room that is to be converted to a shared office.

7.17 Contractor shall relocate existing hoist from North to South side. Extend all power/control conductors via junction box. Coordinate with building personnel for the location of the control switch and the possibility of reuse existing rail track.

7.18 Restrooms Renovation:

7.18.1 Contractor shall design and construct new Men and Women Restrooms.

One toilet stall shall be ADA compliant in each restroom. Project Manager shall require a two days advance notice for inspection of plumbing, and require contractor to complete their own inspection before requested inspection by Project Manager. Contractor shall provide Standard hand operable plumbing fixtures for, urinals and toilets to meet JBSA standards. All work shall be in compliance with UPC code. A schematic sketch of the revised toilet rooms and ADA unisex shower is shown for reference.

7.18.2 Contractor shall ensure proper blocking for mounting all solid surface toilet and urinal partitions, sinks, urinals, countertops and handicap grab bars in stalls.

7.18.3 Contractor shall provide new ADA vanity cabinets (for Men’s and ladies bathrooms) with cabinet doors, solid surface countertops and back splash. Sinks shall be under mounted type with new plumbing fixtures. Contractor shall provide non-framed vanity mirrors matching the length of each vanity cabinet in common bathroom areas. Contractor shall provide and install solid surface countertops and back splash.

7.18.4 Contractor shall provide and install new porcelain 1”x1” floor tiles and

4”x4” wall tiles, 4” base tile and bull nose tile on the top row with 1 row of decorative tile in the new restrooms and shower room. Contractor shall tape, float, sand (one coat) primer and (two coats) paint all walls above ceramic tile. The wet areas shall have cement board for the new walls in with 8” metal stud with 24” from the center. New door shall be 3’x7’ door opening with standard 7 pin, 8 core lock.

7.18.5 Contactor shall install a new gypsum ceiling and recessed light fixtures with emergency ballast, and new vanity light fixtures above sink area.

Contractor shall install GFCI outlets on walls and motion control switches for light fixtures. Contractor shall provide new visual devices in men’s and women’s restrooms and unisex shower.

7.18.6 Contractor shall modify existing HVAC to accommodate new Restrooms/shower layout. Provide exhaust ductwork and fan. New HVAC grills shall match building standard.

7.18.7 Contractor shall design and provide new gas water heater to meet with new demand. Water heater shall be install with min. 18” AFF to meet code.

7.18.8 Contractor shall provide Fire Alarm devices and modify Fire suppression System to fit with new restrooms and shower layout.

7.18.9 Contractor shall relocate all electrical connections affected by relocating walls and installation of new walls.

7.19 Floor Surface preparation

7.19.1 Repair any floor cracks or holes, damaged areas to match existing floor.

7.19.2 Prepare and clean concrete surfaces. Provide concrete surfaces free of laitance, glaze, efflorescence, curing compounds, form-release agents, dust, dirt, grease, oil, paint splatter, and other contaminants incompatible with liquid applied products and polishing.

7.19.3 Comply with the surface preparation instructions of the coating manufacturer and the specifications found in 03 3543 Diamond Polishing Concrete Floors.

7.19.4 Concrete Polishing – Perform polishing of the concrete surface to a 1500 grit in the sequence specified in 03 3543 Diamond Polishing Concrete Floors. This includes initial grinding up to 150 grit; treating surface imperfections; applying a liquid densifier; grout grinding;

honing; polishing to a 1500 grit; applying a polish guard; and final polishing. The final polished concrete floor finish shall be Class B – Fine Aggregate (Salt and Pepper) Finish as described in Section 3.5.J.

of specification 03 3543 Diamond Polishing Concrete Floors, at a Level 3 – High Gloss Appearance as described in Section 3.5.J of specification 03 3543 Diamond Polishing Concrete Floors. After polishing, apply a hardening sealant to the bay floors.

7.19.5 Remove/Replace Joint Sealant - Remove existing joint sealant and dispose per federal, state and local regulations. Prepare joints to receive new backer rods and joint sealant. Install new backer rod and joint sealant per specifications.

7.19.6 Stain yellow stripes and other reference markings - Install by staining new yellow stripes and other reference markings in the locations shown on the schematics in Appendix B. Exact locations and dimensions shall be coordinated with the user and CE Project Manager.

Install in accordance with the approved manufacturer’s instructions.

8.0 DESIGN-BUILD (D-B) REQUIREMENTS

The contractor shall manage and perform D-B construction work as defined in this SOW.

The following are typical D-B construction SOW requirements: completion of working drawings, permitting, construction, construction management, scheduling, inspection and testing, maintaining construction facilities and temporary controls, environmental protection, quality control, construction quality control, and project closeout.

The Contractor shall be responsible for implementation, coordination, and execution of all regulatory reviews, ensure technical accuracy and adequacy of the project design at every submission, and provide quality control of all phases of the contract. The Contractor is responsible for field verifying all information given. The Contractor is also responsible for obtaining all information necessary to properly design and install all work. The Contractor is required to independently prepare and submit for Government Acceptance a complete Design.

It is contractor’s responsibility to conduct field investigation of the existing building for all architecture/structure/electrical/mechanical existing capacity in the area of work prior to submitting bid document. Contractor shall send all measurement/data which have been collected in the field investigation back to the Government for record. The field collected measurement/data shall be used as part of the design.

Before submitting bid, the contractor shall be responsible for visiting the site to examine the exact extent of existing conditions. No consideration or allowance will be granted for failure to visit the site, nor for any alleged misunderstanding of work to be performed. The contractor shall include in his bid price all labor and material that may affect his work.

As part of Design Review, the Contractor is responsible to respond with planned action to all design comments clearly confirming concurrence, conditional concurrence, or non-concurrence. Contractor shall incorporate all appropriate comments. Should comments require design changes that impact construction cost, the Contractor shall clearly demonstrate impact to overall construction at each design review stage.

The Contractor shall conduct a post-award design review workshop which shall include a multi-discipline review with users and Base Representatives providing comments to refine/improve the proposed concept design consistent with the parameters of the RFP. The Contractor should exercise design build flexibility to achieve workshop objectives with no increased costs. The outcome of the workshop shall be captured in a Workshop Report consisting of minutes, marked-up drawings, and updated narrative.

The 65% interim design submission shall include design for architecture, structural, interior design, civil, mechanical and electrical systems, Design Analyses, and list of required permits for the project; including requirements and process for obtaining each permit, and status of permit acquisition.

The 95% design submission shall incorporate changes and recommendations from the 65% design review. The 95% Design shall include design for building site design to include:

building/area site layout, final grade elevations, utility locations/details, all remaining architecture, structural, interior design, civil, mechanical and electrical systems.

The 100% corrected final design submission shall incorporate changes and recommendations from the 95% design review. Once all comments are satisfactorily resolved, the Certified Final “For Construction” Design may be distributed. All final design submissions shall be signed and sealed by a Registered Professional Engineer.

The Contractor will ensure the schedule includes the 10 business days for Government review after the 65%, and 95% design submission and five (5) business days for the 100% design submission. The Contractor will be required to take design review meeting minutes and distribute the minutes in accordance with this contract.

The Contractor may receive a Full Notice To Proceed (NTP) or partial NTPs only when/as authorized in writing by the Contracting Officer. As part of the 35%, 65%, 95%, and/or 100% design submission, the Contractor shall identify any requirements which can be accomplished using a Partial NTP, such as mobilization, hazardous material surveys/remediation disposal, and demolition. The Contractor will not receive the Full Notice To Proceed for construction until the 100% corrected final design submission has been approved.

The Contractor shall function as an integral team member on this Design Build project in support of the USAF mission, to include the sharing of information with other contractors involved or impacted by this project and cooperation with communities, and other government entities.

Requirements include efficient management of TOs including accurate, on-time submittals of contract deliverables and timely identification and solution of impediments to successful project execution. Technical requirements include early involvement in the process to allow for the development of the most cost-effective and technically sound solution. JBSA will rely on the Contractor’s expertise in recognizing and addressing problematic issues and successful execution of this contract. The Contractor shall perform all work in accordance with Federal, State, and local statutes and regulations.

9.0 CONSTRUCTION SERVICES

9.1 Pre-Final Inspection

The Contractor shall conduct a pre-final walk through inspection and publish the pre-final inspection findings in a pre-final inspection report. Commissioning shall be completed prior to the pre-final inspection taking place.

9.2 Final Inspection

The Contractor shall conduct a final inspection and publish the findings in a final inspection report in accordance with the format approved by the Contracting Officer.

The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final inspection report. The final inspection report shall: (1) certify that all items of the design have been implemented and that the construction is complete, and (2) include a record of “signed and sealed” as-built drawings and specifications verifying that all development standards have been met. At the final inspection, the Contractor shall present a completed DD Form 1354, Transfer and Acceptance of Real Property to the Base Civil Engineer (BCE) or other appropriate organization for signature and acceptance.

9.3 WARRANTY

The Contractor shall complete all inspection and commissioning requirements prior to pre-final inspection. The warranty shall be issued in accordance with FAR 52.246.21 (Warranty of Construction). Extended warranties offered by the Contractor and its subcontractors or suppliers may be accepted at the Government’s discretion.
