Q25: Is this project for an internal blast or an external blast? The floor plan on one of the attachments shows a blast chamber and a blast cabinet, which make me think this is an internal blast situation. Also, the hazard rating indicates that potentially explosive materials are stored inside the building.

A: The building is rated Storage Group S-1 resulting in no blast rating for any doors.

Q26: If this is an internal blast, should door 108C also be blast resistant to provide protection to the corridor and restrooms?

A: Doors are not blast rated.

Q27: What's the blast load(s) for this project? If this is an internal blast situation, is there a study available where pressures have been calculated based on multiple reflecting surfaces?

A: The building is rated Storage Group S-1 resulting in no blast rating.

Q28: Is there a damage category these doors need to meet? If not, can a description be provided on how much damage are the doors allowed to have? The class 2/division 2 rating seems to only describe the type of hazard

(ie. explosive materials) within the building, but I couldn't find any guidance on how that translates to the response of the doors.

A: Doors are not blast rated.

Q29: The new Q&A spoke about blast rated light fixtures, etc, but we wanted to make sure were all on the same page regarding the Doors. Neither the plans nor the specs show any blast rating for the openings - just wanted to make sure that was the intent.

A: Doors are not blast rated.

Addition to Paint Blast Booth Bldg Questions and Answers 24 August 2020

1. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

A) This project is not sales tax exempt.

2. Where will the designated parking area be for workers accessing the construction site?

A) Designated parking area will be determined at pre-con meeting with winning contractor.

3. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?

A) The government will not accept Procore Project Management. Any large files can be uploaded to DOD

4. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

A) Name and contacts will be given after award.

5. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

A) No, the government will not consider a price escalation. Per the provision 52.216-1 in the solicitation, the government contemplates a firm-fixed-price contract award. Firm-fixed-price contracts are not subject to any adjustment on the basis of the contractor's cost experience in performing the contract.

6. Is AISC (American Iron and Steel Certification) required for the structural steel fabrication and/or erection for this project?

A) Yes, per Specification Section 05 12 00 Paragraph 1.3 and per note 2. Steel on S100.

7. Drawing C700: Erosion Control: this drawing describes the erosion control plan, including silt fence and construction entrance. The site is a concrete surface. Are these requirements to be completed per this drawing?

Please clarify.

A) Yes, per C700 silt fence should be installed together with temporary security fencing Specification Section 01561. Soil will be disturbed/stockpiled during site demolition.

8. Drawing A101: Equipment to be relocated on Blast Room 108:

a: Who is dismantling the equipment from the actual location and prepare for mobilization? Please clarify A) As stated on Sheet A101 General Note #7 General contractor is responsible for relocation and installation of existing blast cabinets from Bldg #4303 including but not limited to all Mechanical, electrical, and plumbing connections. See floor plan for relocated location.

The General contractor is responsible for all aspects of relocating the equipment, including but not limited to dismantling, relocating, and reinstallation.

b: Who is responsible for reinstallation and start up? Please clarify A) See response 8a above.

9. Drawing A101: Room 109 (existing building):

a: Is this space to receive painting, and a new coiling door on opening 109B? Please clarify A) Yes, all existing interior wall, steel, and decking to receive painting. Yes, new coiling door on opening 109B per the opening schedule.

b: Existing Structural Steel: is all exposed steel to receive new paint (columns, beams, joist, and deck)? Please clarify A) See response to 9a above.

c: Is any work related to the existing booth installed in this room 109 to be performed by the GC? Please clarify A) The General Contractor is responsible to cover/protect the existing booth installed in room 109 throughout construction as required to install new work.

10. Drawing Series S: Is the new exposed structural steel (columns, beams, joists, and deck) to receive paint?

Please clarify A) Yes.

11. Drawing S600 Detail 3: This detail shows an L shape piece 7" x 4" x 3/8" at top of CMU wall, located transversal to direction of joists. Are these L shape pieces to be located at all CMU walls reaching the metal deck? Please clarify A) Yes, per Details 3, 4, and 5 on S600 and Section 1 on S400.

12. Drawings A101- 3/S600: Is no detail on how the vertical gaps where the joist goes across CMU walls will be sealed. Please clarify A) Provide (2) layers of Type X Gyp Bd to 12" beyond the cut CMU on all sides w/ fire caulk at each side of all fire rated wall joist penetrations. Provide (1) layer of Type X Gyp Bd to 12" beyond the cut CMU on all sides w/ sealant at non-rated wall joist penetrations.

13. Drawing A101: Is no specifications for the Fire Curtain show on drawings. Please clarify A) As stated on Sheet A101, the fire curtain is to be model M2100 by Smoke Guard, or equal.

14. Drawing Series S: Are all CMU walls to be fully grouted? Please clarify A) No, per note 10. Concrete Masonry Unit Notes on S100, grout all cells below reference finish floor elevation or (full height) containing reinforcing or bolts.

15. Drawing E100: Light fixtures: are the new light fixtures to be located at the same locations as the actual light fixtures? Please clarify A) New interior and exterior lights may be close to existing. However, all conduit and wiring is to be new.

Locate lights as shown on drawing. Coordinate with any equipment or structure that may be in conflict.

16. Grounding verbiage indicates a counterpoise around the building. Is a counterpoise required?

A) No counterpoise around the building. Only electrical grounding and lightning protection grounding electrodes where shown.

17. If no counterpoise is required what resistance do you require on each of the four driven ground rods?

A) Less than 5 ohms

18. What is the intent on the lightning protection over the open slab area in the back of the building?

A) There is a metal canopy. Include LP on the canopy

19. Is there a hazard classification requirement on the blast booth areas?

A) Yes, the Blast Room 108 and existing Blast Chamber 109 are Class 2, Division 2.

20. What is the intent of the explosion proof light fixtures? And where does the explosion proof requirement start and stop as to installation of class1 Div.1 or Div. 2?

A) The Blast Room 108 and existing Blast Chamber 109 are Class 2, Division 2. Light fixtures should be classified accordingly. All conduit in these (2) rooms only shall be installed according the NEC for classified areas. All conduit, boxes, connections, fittings, etc. in these (2) rooms only shall be rigid. Provide and install conduit seal offs prior to where conduits enter these spaces. All devices, switches, disconnects, and electrical components in these (2) rooms shall be installed as explosion proof as well. Move the power packs for light fixture control to above ceiling in Corridor 104. All of the rest of the building shall be standard, electrical installations.

21. Are we to assume the existing ground meets the resistance readings required in your spec's?

A) Existing service ground remains. Lightning Protection system is required to bond to the service ground.

22. Is everything except the blast booth area lights wired in a non-classed means and methods standard?

A) All conduit and wiring in Blast Room 108 and existing Blast Chamber 109 shall be wired utilizing explosion proof, classified methods. The rest of the building shall be wired utilizing standard methods, follow specs for installations of EMT

23. The blast booths we were shown during the site visit had two power sources and it was uncertain if these were to be relocated or new booths were to be used. Is the power connection correct for what will be installed?

A) Our site investigation appeared the building only had (1) electrical service. Bid per the drawings. If field conditions are found to be different, we will address with successful electrical contractor.

24. Is the blast booth intended to have mass notification?

A) Yes. Mass notification shall be installed as specified. Change the drawing legend to indicate combination speaker strobes with white and amber lens. The operator control console shall be as follows:

SIGNALING DEVICES

A. Speaker/Strobe: Speaker/Strobe shall be a combination device with speaker, clear fire alarm strobe, and amber mass notification strobe. Interior devices shall be mounted using a combination box and cover. Exterior devices shall be mounted in dual weatherproof boxes. All devices shall be mounted veritical with fire alarm speaker/strobe above mass notification strobe.

B. Strobe only: Strobe shall be a combination device with clear fire alarm strobe and amber mass notification strobe. Interior devices shall be mounted using combination box and cover. Exterior devices shall be mounted in dual weatherproof boxes. All devices shall be mounted vertical with fire alarm strobe above mass notification strobe.

C. Speaker/Strobe and Strobe devices shall be as manufactured by Wheelock or equal.

OPERATOR CONTROL CONSOLES

A. Shall be provided adjacent to the main fire alarm panel. Final locations shall be verified with the end user prior to rough-in.

B. Operator Control Console shall be housed in a surface mounted steel enclosure with continuous hinged lockable door with pull slam latch and proper identification.

C. Operator interface devices at the console shall consist of microphone, eight alarm initiation buttons and a HVAC shut down push button.

D. Microphone shall be hand-held, push-to-talk type. Microphone and associated circuitry shall be fully compatible with the connected FACP. Live voice messages shall override prerecorded alarm messages.

E. Alarm initiation buttons shall be push-on/push-off type which provide a contact closure to initiate playback of a pre-recorded alarm message over the System's speaker network. Push buttons shall change color from black in the OFF position to green in the ON position. Each push button shall have a legend plate identifying the associated alarm message.

F. HVAC shut down pushbutton shall have a red mushroom head with maintained contacts for emergency shutdown interface with HVAC system(s). Pushbutton shall have a legend plate identifying the associated function. System shall be interfaced and connected to HVAC control system as required to shut down all air moving equipment.

G. Operator Control Consoles shall be as manufactured by Cooper Notification (Wheelock) model number SP4- LOC-KIT-SB (surface).
