FOC Install to Multiple Facilities Questions & Answers 4 August 2020

Q1: Can the government provide details on the conduit from mechanical room to room GA135?

A: Paragraph 2.2.1.7.1.2 of the revised SOO (Attachment 4) states: "The Contractor shall extend one (1), 4" Electric Metallic Tube (EMT) conduit (Approximately 30' long) from Mechanical Room into Comm Room GA 135 (See Sketch 2 and 3)."

Q2: How many conduits shall be extended from mechanical room to GA135?

A: Paragraph 2.2.1.7.1.2 of the revised SOO (Attachment 4) states: "The Contractor shall extend one (1), 4" Electric Metallic Tube (EMT) conduit (Approximately 30' long) from Mechanical Room into Comm Room GA 135 (See Sketch 2 and 3)."

Q3: What type of conduit is required (EMT, IMC, GRC, etc.) to be extended from mechanical room to GA135?

A: Paragraph 2.2.1.7.1.2 of the revised SOO (Attachment 4) states: "The Contractor shall extend one (1), 4" Electric Metallic Tube (EMT) conduit (Approximately 30' long) from Mechanical Room into Comm Room GA 135 (See Sketch 2 and 3)."

Q4: How many innerducts shall be installed, if any, in the conduit from the mechanical room to GA135?

A: Please refer to the updated Attachment 4 - SOO -ITB 1101 to EB 468_31 July 2020, Paragraph 2.2.1.7.1.3.

Q5: Is there a floor plan (drawn to scale) available that can show routing of conduits from mechanical room to

GA135?

A: A floor plan (NOT to Scale) has been included as Sketch 2 and 3 within Attachment 4 - SOO -ITB 1101 to EB 468_31 July 2020.

Q6: What are the ceiling heights in the area where the conduit will be installed for the mechanical room to

GA135 portion?

A: Ceiling heights in this portion are approximately 10' - 14' combination of open ceiling and ceiling tiles.

Q7: Can the government provide details on the half rack and terminations in building 4106?

IS the half rack a NEMA rated enclosure on the building interior with a wall/surface mounted FODP interior to the enclosure or is the half rack a traditional cabinet with rails for mounting telecommunications equipment?

A: There is no current equipment in B4106, the pictures included in Attachment 12 are a representation of the preferred installation.

Q8: Page 36 of the solicitation states that as part of our technical, the Offeror is to "provide a Statement of Work (SOW) meeting all objectives and integrating all requirements listed within the Statement of Objectives (SOO), for each of the SOO's attached to this solicitation."; Is this to be a narrative of the offeror's technical approach?

Please clarify.

A: The SOO's (Attachments 1 through 4) provide the basic information, objectives, and expected end result of the government's expectations. It is the Offeror's responsibility to provide the Statement of Work that they will use during installation in order to meet the objectives. While there is no expected format for the SOW, submissions are expected to incorporate all information and objectives provided within the SOO's.

Q9: Page 36 of the solicitation states that as part of our technical, the offeror is to "provide an Installation /Construction plan with clear milestones and timelines submitted on an Air Force Form 3064 (Attachment 11) denoting project activities time-phased start and completion dates for any projects and sub-projects associated with the installation of the components and system." May the offeror substitute a Critical Path Method (CPM) to fulfill this requirement?

A: No. While you may create and use a CPM for internal tracking, the AF3064 will be the official schedule used in order to ensure milestones are met and that the project remains on track. The AF3064 is also used to verify completion percentages prior to making any progress payments.

Q10: Regarding Attachment 7, Past and Present Questionnaire: the note states that "if offeror holds or has held other contracts with your agency/organization in the last 3 years, please complete separate evaluation forms for those contracts as well." This could become quite cumbersome to references/respondents, especially as regards IDIQ contracts. Additionally, the solicitation indicates that only single Task Orders are to be cited as past performance contracts. Please clarify whether references/respondents are required to complete separate evaluation forms for each contract performed in the last 3 years.

A: Evaluation forms (Attachment 7) are only needed for any contract being included on Attachment 8, Past Performance Reference List. Past performance information shall be submitted in accordance with Section L of the SF1442, Solicitation document.

Q11: Regarding Past Performance Questionnaires: In other proposals earlier this year, we have cited some of the same projects as we are using in this proposal. Those proposals also required Past Performance Questionnaires, using a slightly different form. In order to prevent reference fatigue, may the Past Performance Questionnaires used in other, earlier proposals be submitted for this one?

A: Past Performance Questionnaires must be accomplished using Attachment 7 - Past Performance Questionnaire, as included with this solicitation.

Q12: What is the average time allotted for dig permit approval?

A: Dig permits are normally processed and approved within 72 hours after receipt of a properly executed request. Specific information regarding submission of dig permits will be provided after contract award during the pre-construction meeting.

Q13: Can dig permits be submitted prior to notice to proceed?

A: Specific information pertaining to dig permits and specific forms to be used to request dig permits will be provided after award during the pre-construction meeting. After the pre-construction meeting is accomplished dig permits may be submitted even if prior to the Notice to Proceed.

Q14: We see four distinct fiber optic runs; is there a priority on order of performance?

A: In accordance with paragraph 2.2.1.7 of the SOO's; "The sequence of installation is at the Contractor's discretion." The government would prefer the sequence to be: Attachment 1 beginning at B4605, then Attachment 3 beginning at B3501, then Attachment 2 beginning at B4106, and ending with Attachment 4.

Q15: Please confirm that a single superintendent will be permitted to manage multiple areas/runs where work is being performed simultaneously?

A: As the "site" for this project covers a wide swath of the installation, a single superintendent is acceptable given that they are able to be reached via telephone during work hours and able to respond to a specific location within the "site" within 15 minutes of being contacted.

Q16: For terminating and testing fiber, how much notice is required for us to gain access to buildings?

A: Access to secured areas require at least five (5) working day notice in accordance with paragraph 2.2.1 of Attachment 1, 2, 3, and 4.

Q17: In regards to hospital and COVID procedures, will there be a limited number of personnel granted access in and out of the hospital and what is the protocol for entry?

A: Specific operational protocols for access to the hospital (building 468) will be provided during the pre-construction meeting after contract award due to possible changes to Health Protection Conditions (HPCONS) on the installation. At a minimum, protocols will include minimizing the number of personnel requiring access, maintaining 6 feet between personnel to the greatest extent possible, and wear of masks while within the building.

Q18: Please verify that interduct exists between MH-28 and MH-28A for the run from building 4705 to 4605?

A: Yes. This section contains blue rolled pipe with a pull rope in it.

Q19: How much notice is required for partial road closures as necessary?

A: At least 10 calendar days in accordance with paragraph 2.1.1.5 of Attachment 1, 2, 3, and 4.

Q20: Can the government provide pictures of the building entrance locations and existing rack/mounting locations for each of the buildings?

A: Pictures have been provided as "Attachment 12 - Facility Pictures_4 Aug 2020" to this solicitation.

Q21: Fiber Optic Cable are Non-Armored Cable?

A: FOC shall meet the criteria stated in paragraph 2.0.1.7.4 of the SOO's. Non-armored cable is acceptable as it will be installed inside of conduit. Indoor/outdoor plenum rated is also acceptable.

Q22: Are all required new hand hole sizes 4x4x4 lockable?

A: Yes. Refer to updated SOO's (Attachment 1 and 3, paragraph 2.2.1.7.1.1) for additional information.

Q: Do new handholds require sand or gravel?

A: Hand holes shall be installed in accordance with standard commercial practices and any applicable codes, laws, rules, and/or regulations. How the hand holes are to be installed should be covered within the Statement of Work submission included as part of your proposal.

Q24: Are there any environmental concerns with waste water from pumping existing manholes and/or boring?

A: Pumping of existing manholes shall be accomplished in accordance with paragraph 2.0.1.1 of the SOO's;

Boring residue (slurry) shall be handled in accordance with paragraph 2.2.2 of the SOO's.

Q25: Are the SC connectors APC or UPC?

A: UPC. Refer to updated SOO's (Attachments 1 through 4, paragraph 2.2.1.5) for additional information.

Q26: Can we splice factory terminated SC pigtails on OSP cable in the FODP?

A: No. Refer to updated SOO's (Attachment 1, 3, & 5 para 2.2.1.7.3; Attachment 2, paragraph 2.2.1.7.3.1 & 2.2.1.7.3.2) for additional information.

Q27: Can we use any manufacturer of FODP as long as it is American made?

A: Yes. Any manufacturer can be used as long as they meet the marking criteria included in paragraph 2.2.1.4.2 of each SOO and all applicable laws and regulations as included in the solicitation.

Q28: Will test equipment that has Bluetooth & WiFi be allowed in all buildings to test?

A: Yes. However, prior coordination may be required.

Q29: Are there any boring concerns under paved surfaces where encased concrete may be necessary if the 36" cannot be achieved? Will change orders be accepted?

A: Boring under paved surfaces shall be accomplished in accordance with paragraphs 2.2.1.7.1.6 and 2.2.1.7.1.7 of each SOO. Change orders for differing site conditions will be processed in accordance with FAR clause 52.236-2 as included in the solicitation.

Q30: For the areas that do not show Maxcell on the SOO, will we need to add in any of these areas?

A: No. Areas not shown on the individual SOO's will not need any added.

Q31: Paragraph 2.2.1.7.1.1 regarding the Handhole, 4'x4'x4' HH-30-1 with Lockable Manhole Cover. Is this to be a precast concrete or a polymer resin concrete such as Quazite?

A: Precast Concrete. Refer to updated SOO's (Attachment 1 and 3, paragraph 2.2.1.7.1.1) for additional information.

Q32: Paragraph 2.2.1.5 regarding FOC Terminations. What is the preferred termination method for the SC connectors; fusion splice pigtail, Unicam style, or other?

A: UNICAM style. Refer to updated SOO's (Attachments 1 through 4, paragraph 2.2.1.5) for additional information.

Q33: Paragraph 2.2.1.7.1.12 Grounding and Bonding; This section calls for the fiber cable shield (armor) to be connected to the room busbar. Is it the intent to provide shielded fiber cable? Is the fiber cable also armored?

A: If armored cable is being installed then it must be grounded and bonded in accordance with paragraph 2.2.1.7.1.12

Q34: Does a conduit path exist from the building entries to the communication closets?

A: If the SOO does not include installing a path into communications closet, one exists to be used.

Q35: Each SOO states that "The period of performance for the project shall be 120 days from notice to proceed and adjusted based on the proposed schedule and actual contract award date." Is this to be taken as 120 days for each of the SOO's or 120 days for the entire project (all 4 SOO's)?

A: The SOO's (Attachments 1 through 4, paragraph 3.1) have been updated to read: "The period of performance (PoP) shall be 240 days from notice to proceed to include all objectives covered in each of the four (4) individual SOO's. This PoP shall include all submittals, testing, and final inspections and acceptance of the entire project. The PoP shall begin after contract award upon issuance of the Notice to Proceed."
