1. Please confirm that the response date has been extended to 20 Nov 2019 at 2:00 pm Central Time.
a. Yes, per Amendment 1 issued and posted on FBO on 29 Oct, the response date has been extended to 20 Nov 2019 at 2:00 pm CST.
2. Please extend the Period of Performance to 300 days. Not wishing anything bad upon this, but as relatively trouble free as this Hurricane/Summer Storm season was, the coming year may present more challenges.
a. FAR 52.236-4, included in the solicitation, indicates weather conditions taken into account when determining the period of performance. The contractor may be granted an extension due to weather in a given month for days in excess of those already accounted for in the clause.
3. What will be the daily procedure for Contractor employees to gain access to the airfield work sites?
What will be the procedure for concrete and asphalt trucks to gain access to the airfield work sites?
a. Contractor and all necessary equipment/vehicles will be escorted on and off the site at the airfield by a Vectrus escort. An airfield free work zone will be created for the contractor to freely work within the construction boundaries at the site. Any need to leave the free work zone must require an escort.
4. Where will Contractor employees be permitted to park?
a. See attached map with permitted parking areas. When conducting work at Ramp 1 near spot 4 we will have spots 4 and 5 blocked off as a Free Zone and the contractors could park inside the free Zone area or next to the 41st APS facility on the north side of the building depending on how many vehicles are involved.
5. Will heavy equipment that might be used in the performance of this contract be allowed to remain on the airfield overnight?
a. Equipment can remain overnight at laydown area as specified on attached map. Equipment may remain overnight on the airfield and can be stored at the AGE yard near the 41st APS facility unless it cannot be moved in which case it would remain inside the free zone with OB light on top.
6. What is the possibility that Contractors may lose work days due to the airfield having to be closed to Contractor access without advance warning to the Contractor?
a. The likelihood is very slim. However any delay or loss in work days will be noted and considered by inspector and contracting in case an extension is requested.
7. Can the USAF provide assurance to the Contractor that assigned staging and storage area(s) will not be damaged by airplane use of the airfield?
a. The slab next to TA (Bldg 0234) could be used as the staging area, and it would not be affected by aircraft.
8. Please confirm that once the cause of the erosion underneath the existing asphalt is determined that any additional required work will be sufficient justification for a Contract Modification.
a. Work is to be done IAW the statement of work, specifications, and drawings. If the contract awardee determines deviations are needed an RFI shall be submitted to the Contracting Officer at the time of discovery.
9. What accommodation will be made for toilet facilities? And if Contractor is to provide toilet facilities, how can they be secured and what provision is there for servicing them?
a. There are no accommodation or servicing for toilet facilities. Contractor provided toilet facilities can be located within laydown area.

10. In regards to the contract drawings, it appears page 8 has been omitted. Will the Government please issue page 8 of the contract drawings?
a. Drawings package only consists of 8 pages and has been attached.
11. Will this project require any grooving?
a. No.
12. Can we soil-cement the dirt under the concrete instead of digging out the dirt and hauling in limestone?
a. Contractor must install aggregate subbase.
13. Would we be able to crush the demolished concrete onsite and use it for base material instead of hauling in additional limestone?
a. Yes.
14. Will we be able to splice the rebar together or only full length pieces be allowed?
a. Rebar can be spliced together.
15. What are the requirements for the staff to get on base?
a. See Statement of Work Section 3.12
16. Please specify joint filler? Will cork or rubber expansion be acceptable or is this a liquid product only?
a. Joint filler shall be hot applied fuel-resistant rubberized asphalt joint filler.
18. Could you please clarify the deformed dowels you wish to install? Our experience is that the dowels will be smooth to allow expansion contraction but not up and down movement
a. Contractor should use regular, non-deformed dowels.
19. Will we be allowed to have a 500 gallon off-road diesel tank on site for our equipment? If so, what specific safety measures do you require?
a. Diesel tank can remain within laydown yard. Contractor will have to gain permit approval from fire safety, and CE Environmental will at some time throughout the duration of the project inspect fuel tank.
20. You indicate demo and remove 220'x90' concrete area (drawing page 3 of 9), however, within that same area, there is a concrete section (about 38'x90' area) that we shouldn't disturb. Please clarify?
a. Contractor should not disturb new concrete around airfield drainage area. This area is shaded on page 3 of 9. All other concrete pavement within demolition limits will be removed and replaced.
21. If de-watering is necessary, where do we pump the water? Please clarify if the filtration bags are required?
a. Contractor can use nearby storm drains. Filtration bags are required.
22. What size limestone sub base are the requirements? (Standard is 3/4")
a. Standard aggregate size is acceptable.
23. Please clarify the rebar location to be 4" from the top as you indicated? (industry standard is 1/3 of the slab thickness, from the bottom)
a. Yes, rebar location should be 4 inches from the bottom of slab.
24. Please spec joint sealer product? Will we be able to use cork or rubber expansion with snap cap and then install the joint sealer?
a. HI-SPEC Hot-Applied Polymeric Pavement Joint Sealant or equivalent as approved by Contracting Officer.
25. What is the thickness of the existing concrete?
a. Existing concrete is 9 inches thick +/- 1 inch in some areas.
26. Drawing Sheet 5 (of 9) indicates saw cut dowels into existing concrete and patch back, we believe this defeat the purpose of the dowels, shouldn't we drill the existing concrete and install the dowels that way?
a. Yes, drill the existing concrete and install the dowels.
27. Drawing page 9 of 9 shows mooring eye shaft (copper rod) driven into the ground 8', however, at the bottom, there is no auger or any other device attached. If the shaft is just a point at the bottom, it could easily be pulled back from the ground when an aircraft is attached to the eye. Please clarify.
a. Auger shall be attached to mooring shaft for plane stability.
28. Are there any Geo tech reports available?
a. No, there are no geotechnical reports. There is a brief evaluation of the subbase from the last pavement condition survey which states: "The subgrade soils around the airfield mostly categorize as Eustis loamy sand according to the United States Department of Agriculture (USDA) Web Soil Survey. These soil types are composed of varying degrees of silts, clays, and sands at varying depths, with sands typically comprising over 80 percent of the mix."
