Repairs to Flight System Maintenance Dock, Building 4254
Keesler AFB, MS
The Wage Determination does not have a listing for Sprinkler Fitter, please advise us Sprinkler Contractors which category to use, normally we have been using the category "PIPEFITTER, Excluding HVAD, Pipe Installation", please advise.
The appropriate Wage Determination is listed in the solicitation. It is incumbent upon the contractor to choose the craft to be used off of the wage determination or apply to the Department of Labor for a conformance determination upon receipt of the award.
I see no mention of a "By-Pass" line for the fire pump system mentioned in the fire pump spec 15320, please confirm a "By-Pass" line will be required as required by NFPA.
Contractor shall install a working system that complies with NFPA to include all required devices.
Please confirm that the existing backflow preventers on the fire protection system are to be removed because they are not approved for fire protection use.
Remove existing BFP and replace with appropriate devices.
Are we to install a new backflow preventer ahead of the fire pump system?
If required by NFPA or required for pressure drop.
Who will be required to remove/dispose of the existing foam tank, foam, foam pumps in the Fire Pump / Mechanical Room 110.
All required demolition is the responsibility of the G.C. but the fire-protection sub-contractor should be responsible for the removal of the foam system.
Who is to remove / demo the existing old fire pump piping, valves, fittings, panels, etc. in the Fire Pump / Mechanical Room 110?
G.C. as noted above.
Who is to remove the existing overhead foam generators and associated piping?
G.C. through the F.P. sub-contractor – part of foam system.
Please confirm 100 Gallon Surge Arresters, w/stands are required for EACH fire pump per ETL-02-15, paragraph A1.4.3.9
Is required and should be installed.
Please confirm 10 Gallon Surge Arresters for each and every foam system and wet pipe sprinkler system riser as per ETL-02-15, paragraph A1.3.2.6

Please confirm all Surge Arresters are Listed as "Surge Arresters" and not "Expansion Tanks" and are to be rated for a working pressure of 250 psi per ETL-02-15, paragraphs A1.4.3.9 & A1.3.2.6

Confirm a Foam Test Header will be required inside the hangar bay as close to the door as possible as per ETL-02-15, paragraph A1.3.1.4

Is the sprinkler and foam piping to be painted Red?
Yes.
I just received a message from a flooring sub for the hangar floor with the following comments: The floor has a 3/16” epoxy resurface on the floor now and there are spots that are coming up. His question is as follows: Does the existing resurface need to come up on the 2/3 of the floor that the plans call for re-doing or do they want to patch the spots that are coming up? The specs call for a 40 mil system that is fine if they go over the existing floor, but if the government wants a complete removal, then the requirement should be for a 3/16” trowel down finish.
The existing cementious floor coating is to be removed in the 2/3 area to be replaced.
The AFFF system is not addressed at all in the specifications package, only in the site synopsis of the project and on drawing F1 where it states “Provide all design and installation of AFFF system for this area” in the cross-hatched area covering the hangar bay. The Mech Room shows “New Foam Storage Blatter” and two “New Fire Pumps”. What type of actuation and control system is wanted? Can we get specifications on the type of foam system being requested here, i.e. Hi-Ex or standard AFFF?
Information is addressed in specifications. Apparently the bidder did not get the full section of specs.
Drawing E1 Note 13 states “Connect tamper and flow switches located on fire pumps.” Connect them to what?
Fire alarm control panel.
Clarification needed on “Existing Fire Alarm Control”. What make and model is it? What changes/additions are requested?

Sheet A1, Spec Section 02751—Sheet A1 indicates the concrete shall be 3000 PSI; Spec 02751, paragraph 2.2/2.3 indicates the concrete will be 4000 PSI. Please advise which to use.

What type of starter is to be used in the fire pump controllers pump controllers, "Across The Line" or "Soft Start"?
“Soft Start” if rated and compliant with NFPA.
What GPM are the pumps to be designed for?
Per hydraulic requirements as designed and certified by the Professional Engineer for the sprinkler company.
Is there an emergency generator on this project and will be fire pump controllers need to be outfitted with Automatic Transfer Switches?
No generator.
Please confirm or deny if a FPE (fire protection engineer) is to be involved in this project.
Yes Who is responsible for employing (hiring) the FPE (Fire Protection Engineer of Record) for this project?

We request that any Fire Suppression Design Drawings for the existing system(s) be provided and included in the contract bid documents to enable an accurate determination of the required scope.
Drawings for existing fire suppression system do not exist.
