The CSO seeks innovative commercial technologies that propose new solutions or capabilities to fulfill requirements, close capability gaps, or provide technological advancements in support of AETC's mission. Interested companies should submit solution briefs in response to posted Areas of Interest by specified due dates. Companies with meritorious briefs may be invited to provide in-person or virtual pitches, and possibly submit full proposals. Proposals will be evaluated based on technical approach, schedule/support requirements, and price/cost considerations.
The CSO will follow a three-phase process: Phase 1 involves solution brief submissions up to five pages by 10 April 2020; Phase 2 is an optional pitch presentation if invited; and Phase 3 consists of a request for proposal only for companies selected after Phase 1 or 2 evaluation. The CSO may result in the award of prototype projects through firm-fixed price contracts or Other Transaction agreements valued up to $5 million total for the prototype. Successful prototypes may lead to follow-on production contracts without further competition.

AREAS OF INTEREST (AOI): Project Radio-Frequency Identification (RFID)
1. General Information
1.1 AoI Background
The 673d Logistics Readiness Squadron (673 LRS) is currently challenged to increase the efficiency of inventorying and rapidly issuing Individual Protective Equipment (IPE) supporting 5,200 personnel. The current processes for inventorying and issuing IPE are cumbersome and not an efficient use of manpower in meeting current real world requirements. In fact, inventory operations take days to accomplish and current methods for issuing IPE to deploying Airmen take hours to accomplish and do not support rapid deployment of large scale force movements.
The 673 LRS has identified the Air Force supply chain system lacks the ability to use modern technology to efficiently manage warehouse inventory and efficiently and expeditiously issue assets to Airmen. Having the ability to quickly and accurately account for equipment, to include IPE, will enhance capabilities while reducing time spent on simple tasks. In the case of real world requirements, this would posture the 673d Air Base Wing (ABW) to respond to immediate threats efficiently.
The 673 LRS is looking at the following equipment, or equipment that can perform the same or better as the list below:
150 RFID Tag Cases 4,200 Weapon Specific RFID Tags 94 Cases of RFID Labels and Resin 1 Container Enamel Adhesive 5 HHT Scanner 1 RFIC Label Printer 3 Gateways/RFID Agitators 2 Digital Screens 2 Mobile Stands for Digital Screens 5 Software Licenses 1 On-Site User Training (including travel expenses)
Solution Briefs must demonstrate a tailored process or approach to successfully complete development and design of the project that can connect with Integrated Logistics Solution-Supply (ILS-S) and the Defense Property Accountability System (DPAS). Proposed Solutions should be able to run on multiple platforms;
including but not limited to mobile devices (iOS, Android, etc…), web browsers, etc. Solutions meeting Phase 1 selection criteria may be invited to Phase 2 to provide a Pitch. Solutions meeting Phase 2 selection criteria may receive an invitation to Phase 3 and receive a Request for Prototype Proposal (RPP).
NOTE: The Government reserves the right to forgo Phase 2 and go directly to Phase 3.
Upon completion of the contract, the solution will be provided a final performance evaluation based on technical/performance merits. The Government reserves the right to contract production of the selected solution and will be made based on the availability of Government funds.
2. AoI Constraints
1. A solution will be developed with the ability to operate on the Air Force Network and must interface (via secure APIs) with DoD systems including ILS-S and DPAS.
a. Modern web browser (Chrome, Explored, Firefox, etc….)
2. A solution that can interface with existing RFID software would be preferred.
a. Asset Worx Software
b. Speedway Connect Software
c. Zebra Pro Designer (Zebra RFID Label Printer)
3. The solution shall describe the proposed approach to completing the project.
a. Air Force subject matter experts will be available for consulting during development.
b. Simulated non-classified Air Force data will be available.
c. Visualization, distribution, and support of solution should be explained.
4. Pricing Strategy
a. Contractor will be issued a firm-fixed price award for the prototype.
b. Government will provide APIs for existing mentioned systems.
5. Other
a. Target date for contract award is on or before 15 May 2020.
3. PHASE 1 – Solution Brief Submission Requirements
3.1 Submission Requirements
Written solution briefs must be sent via e-mail submission by 11:59 P.M. (AKST) on 10 April 2020, with subject line stating “Radio-Frequency Identification” or “RFID” to shannon.simmons.4@us.af.mil.
Solution briefs received after the specified due date and time will be discarded and not be evaluated by the Government.
3.2 Written Solution Brief Requirements
3.2.1 Content of Solution Brief
The written Solution Briefs should not exceed five (5) single page written pages (Solution briefs can be double sided, but cannot exceed two double sided pages, and one single sides page) using 12-point font or, alternatively, Solution Briefs may take the form of briefing slides which should not exceed fifteen (15) slides unless otherwise stated on the subject AoI. Any pages or slides submitted beyond this limitation will be removed and not evaluated. The written solution brief shall include and/or address the following:
3.2.1.1 Title Page (does not count against page limit)
● At a minimum, please include company name, solution name, solicitation number, date of submission, point of contact name, email address, phone number, and company address. This page will not count towards the page/slide limitation.
3.2.1.3. Executive Summary/Company Description
● Describe your commercial customer base and provide some examples of past contracts or sales of this service/solution from within the last two years.
3.2.1.2. Solution/Technology Concept
● Describe the unique aspects of your technology/solution and the proposed work as it relates to this published AoI. Identify whether the effort includes the pilot or demonstration of existing commercial technology (identified as commercially ready and viable technology), or the development of a new technology or process to training/learning.
3.2.1.3 Company Viability
● Provide a brief overview of the company. Provide a summary of current fundraising to date and/or a summary of the top line (gross sales/revenues) and balance sheet. Provide a summary of product commercialization and go-to-market strategy.
4. Evaluation of Phase 1 – Solution Briefs
4.1 General
The Solution Brief shall be evaluated against the published AETC CSO evaluation criteria.

The AETC CSO evaluation criteria are listed below in order of importance from top to bottom. If a solution brief does not meet the first or second evaluation criterion, the solution brief will not be further considered for Phase 2- Pitch Presentation. Upon conclusion of this round of Solution Brief evaluations, the Government will down-select offeror to further develop and submit a detailed pitch presentation.
5. Evaluation of Phase 2 - Pitch
5.1 General
The Pitch presentation shall be evaluated against the published AETC CSO evaluation criteria.

6. Evaluation of Phase 3 - RPP
6.1 General
Upon conclusion of evaluation of the pitch presentations, the Government will select and invite those AoI participants meeting the Phase II criteria to further develop and submit a detailed technical and price proposals. The proposal shall consist of a title page and two parts:
● Volume 1: Technical Proposal
● Volume 2: Price Volume
The submitted proposal shall be evaluated against the published AETC CSO evaluation criteria.

The AETC CSO evaluation criteria are listed in order of importance from top to bottom. If a proposal does not meet any of the first 3 proposal adequacy items in AETC CSO Section 3.4 (items 1-3) basis of evaluation, the proposal will be disqualified from a Phase 3 award. If AETC decides to pursue a prototype OT, then the proposal must meet the proposal adequacy items in AETC CSO Section 3.4 (items 4-8) basis of evaluation to be considered. If not, that proposal will be disqualified from a Phase 3 award.
6.1.1. In addition to the AETC CSO Phase 3 Basis of Evaluation, the following factor will also be used to evaluate and rate Phase 3 Basis of Evaluation (item 1).
a. Application digital design quality, innovative methodologies to accomplish set goal, ease of consumer use, capstone approach and management plan, and company’s past performance and credentials.
6.2 Technical Proposal Solution (Volume One)
Each selected AoI participant invited to Phase 3 must submit a technical proposal solution as part of their final proposal that identifies the work to be performed and the deliverables. Provide a detailed project schedule that outlines the various phases of required learning objectives within the stipulated period of performance. The AoI participant must provide a technical volume that includes a Statement of Proposed Work (SOPW) with the following tabbed sections:
● Section 1 - Background
● Section 2 – Planned objectives, timelines, and milestone schedule
● Section 3 - Approach to solution completion
● Section 4 - Tools and software applicable to develop and provide desired solution
● Section 5 - Period and place of performance
● Section 6 - Proposed direct and ancillary hardware/software required for execution
● Section 7 – Application, implementation, recommendation, and post implementation support plan
NOTE: The proposals must identify any proprietary information or associated intellectual property.
6.3 Price Volume (Part Two)
6.3.1.
In addition to the instructions found in AETC CSO Section 3.4, Price Proposal, this AoI requires the following:
a. Basic Period: The offeror shall submit Price Volume with a firm-fixed price proposal roll-up to successfully implement and complete the proposed prototype. Breakdown of labor, materials and other than direct costs (ODC) shall be submitted. Within the price volume include price per operating platform (iOS, Android, etc… if applicable), and price breakdown for each major feature for this contract. Price per operating system and features shall be inclusive of all required labor, equipment, material and software for a turnkey solution.
b. Option Period(s): The offeror shall also submit a priced, firm-fixed price Option(s), for expansion of the prototype solution to support all 209 Air Force Logistic Readiness Groups.
7. AoI Open Period – This AoI shall close at 11:59 P.M.; 10 April 2020.

**Companies are advised that any Prototype Other Transaction Agreement (OTA) awarded in response to this Area of Interest may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The follow-on production contact or transaction will be available for use by one or more organizations in the Department of Defense and, as a result, the magnitude of the follow-on production contract or agreement could be significantly larger than that of the prototype OTA. As such, any Prototype Other Transaction Agreement will include the following statement relative to the potential for follow-on production: "In accordance with 10 U.S.C. 2371b(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or transaction without the use of competitive procedures.
