Adaptive basing trailer (abt)
AREAS OF INTEREST (AOI): Project Adaptive Basing Trailer
1. General Information
1.1 AoI Background
The United States Air Force Fighter Squadron is currently challenged with its ability to maintain a high combat training operations tempo while simultaneously being postured for a rapid deployment. Conventional methods of deployment take several days and potentially may not be efficient enough to meet current real world requirements.
Delays in current methods of most fighter squadron deployments are simply due to the lack of ready postured aircraft support equipment and airlift. The same equipment that is used for deployments is the same equipment used during day to day combat aircraft training. Therefore, once a DEPORD has published we must prep, inspect and palletize our support equipment and this is what takes up 70% of our time. In several cases we short fall critical items and then depend on Wartime Reserve Material which can take an extensive amount of time to coordinate as well. Personnel can be expeditiously processed for readiness requirements, aircraft availability always comes through, but building pallets, increments and load plans can take several days. This is single handedly the most critical constraint in our ability to get to the fight in rapid time.
The F-15C needs the ability to deploy anywhere in the world under 5 hours to any climate for a minimum of 72 hours. This is where the Adaptive Basing Trailer concept comes into play. The mission needs to be supported with a minimum of 12 crew members which must be supported by the Adaptive Basing Trailer for this time. The crew will not have the ability to reach back and must be assumed they are stranded with no support but must continue the mission of flying at least 4 aircraft during combat. Space is limited and must be used resourcefully to maximize its ability to stay in operation for extended days with no resupply. This is essentially a mobile fighter wing and will increase the lethality of the fighter aircraft it supports.
The proposed Adaptive Basing Trailer concept eliminates a great majority of these issues and without question reduces deployment time by over 2 days. The details of this concept have been in work for over one year and have involved several USAF subject matter experts throughout multiple functional areas. The trailer is designed to be self-sustained with all tools, support equipment and ready postured 24/7 similar to our combat coded aircraft. Additionally, this trailer can be built for every fighter MDS in the USAF enterprise making it interoperable. This trailer is designed to safely fit into a USAF C-17 with room for additional equipment if needed. Overall it can provide up to 2-4 days of continuous fighter aircraft combat operations without resupply. Simply land a C-17, we drive the trailer into it, load passengers, land in the AOR and with very little set up we bring the fight.
The 144th Fighter Wing requires a modified split axle trailer that meets the following capabilities:
• Build a modified 50-foot semi-truck trailer no taller than 144 inches
• Requires airlift ability by either C-17 or C-5. An ATTLA certificate will be required
• Trailer must support all 12 crew members for the absolute minimum of 72 hours no matter which harsh environment they go to, but up to 3 weeks.
o Sleeping area must be provided for all 12 members o Kitchen must be able to support 12 members o Restroom with shower o Medical area must be adequate to control minor combat wounds
• Weapons armory is needed
• Be able to supply enough power for the Adaptive Basing Trailer and the aircraft it supports with approximately
30,000 watts of power minimum.
• Fully support the aircrafts maintenance needs
• Be fully operational in -40 to 120-degree conditions
• Must carry 15,000 pounds of cargo in the rear loading section.
• Be capable of secure communications CONUS and OCONUS
• Be rapidly deployable anywhere in the world by airlift in one (1) hour o Be capable of the air bearing float technology to easily move inside the cargo plane
• Must not exceed 65,000 pounds fully loaded with all equipment and consumables
• Must have a 20-year life expectancy
• Must be capable of hybrid concepts to reduce fuel usage and extend the length of time in the field.
• Trailer must be able to be towed by a King Pin set up.
These combined conclusions along with the SECAF/CSAF priorities and the CFACC’s charge led us to develop a first-of-its-kind RED. This concept, while not entirely new, is unique in many ways.
CONCLUSION: Over 18 months of research and development working with load masters and various engineers has resulted in a well-developed concept that is ready for contracting. This rapid deployment package is an unconventional innovative approach that significantly increases lethality and meets one of the Chief of Staff’s critical initiatives. This concept will change conventional methods of deployment as it provides critical and rapid execution of every single element required to conduct combat sorties in an austere forward operating location.
This concept will challenge conventional methods of deployment by providing critical, rapid, and innovative aspects to every single element of operating at an austere location and perpetuates existing adaptive basing lessons learned and
CONOPS.
Solution Briefs must demonstrate a tailored product that should have the capability to be tailored to multiple airframes;
including but not limited to: F15E; F16; F22; and F35. Solutions meeting Phase 1 selection criteria may be invited to Phase 2 to provide a Pitch. Solutions meeting Phase 2 selection criteria may receive an invitation to Phase 3 and receive a Request for Proposal (RFP). NOTE: The Government reserves the right to forgo Phase 2 and go directly to Phase 3.
Upon completion of the contract, the solution will be provided a final performance evaluation based on technical/performance merits. The government reserves the right to contract production of the selected solution and will be made based on the availability of government funds.
2. AoI Constraints
1. The solution shall describe the proposed approach to completing the product.
a. Air Force subject matter experts will be available for consulting during development.
b. Simulated non-classified Air Force data will be available.
c. Visualization, distribution, and support of solution should be explained.
2. Pricing Strategy
a. Contractor will be issued a firm-fixed price award for the product.

a. The target date for delivery of the product is 01 August 2020.
3. PHASE 1 – Solution Brief Submission Requirements
3.1 Submission Requirements
Written solution briefs must be sent via e-mail submission by 11:59 P.M. (AKST) on 25 March 2020, with subject line stating “Adaptive Basing Trailer” to shannon.simmons.4@us.af.mil. Solution briefs received after the specified due date and time will be discarded and not be evaluated by the Government.
3.2 Written Solution Brief Requirements
3.2.1 Content of Solution Brief
The written Solution Briefs should not exceed five (5) single page written pages (Solution briefs can be double sided, but cannot exceed two double sided pages, and one single sides page) using 12-point font or, alternatively, Solution Briefs may take the form of briefing slides which should not exceed fifteen (15) slides unless otherwise stated on the subject AoI. Any pages or slides submitted beyond this limitation will be removed and not evaluated. The written solution brief shall include and/or address the following:
3.2.1.1 Title Page (does not count against page limit)
● At a minimum, please include company name, solution name, solicitation number, date of submission, point of contact name, email address, phone number, and company address. This page will not count towards the page/slide limitation.
3.2.1.3. Executive Summary/Company Description
● Describe your commercial customer base and provide some examples of past contracts or sales of this service/solution from within the last two years.
3.2.1.2. Solution/Technology Concept
● Describe the unique aspects of your technology/solution and the proposed work as it relates to this published AoI. Identify whether the effort includes the pilot or demonstration of existing commercial technology (identified as commercially ready and viable technology), or the development of a new technology or process to training/learning.

3.2.1.3 Company Viability
● Provide a brief overview of the company. Provide a summary of current fundraising to date and/or a summary of the top line (gross sales/revenues) and balance sheet. Provide a summary of product commercialization and go-to-market strategy.
4. Evaluation of Phase 1 – Solution Briefs
4.1 General
The Solution Brief shall be evaluated against the published AETC CSO evaluation criteria.

The AETC CSO evaluation criteria are listed below in order of importance from top to bottom. If a solution brief does not meet the first or second evaluation criterion, the solution brief will not be further considered for Phase 2- Pitch Presentation. Upon conclusion of this round of Solution Brief evaluations, the Government will down-select offeror to further develop and submit a detailed pitch presentation.
5. Evaluation of Phase 2 - Pitch
5.1 General
The Pitch presentation shall be evaluated against the published AETC CSO evaluation criteria.
The general AETC CSO Phase 2 evaluation criteria shall be used to evaluate and rate the proposed pitch presentation. The

6. Evaluation of Phase 3 - RPP
6.1 General
Upon conclusion of evaluation of the pitch presentations, the Government will select and invite those AoI participants meeting the Phase II criteria to further develop and submit a detailed technical and price proposals. The proposal shall consist of a title page and two parts:
● Volume 1: Technical Proposal
● Volume 2: Price Volume
The submitted proposal shall be evaluated against the published AETC CSO evaluation criteria.

The AETC CSO evaluation criteria are listed in order of importance from top to bottom. If a proposal does not meet any of the first 3 proposal adequacy items in AETC CSO Section 3.4 (items 1-3) basis of evaluation, the proposal will be disqualified from a Phase 3 award. If AETC decides to pursue a prototype OT, then the proposal must meet the proposal adequacy items in AETC CSO Section 3.4 (items 4-8) basis of evaluation to be considered. If not, that proposal will be disqualified from a Phase 3 award.
6.1.1. In addition to the AETC CSO Phase 3 Basis of Evaluation, the following factor will also be used to evaluate and rate Phase 3 Basis of Evaluation (item 1).

6.2 Technical Proposal Solution (Volume One)
Each selected AoI participant invited to Phase 3 must submit a technical proposal solution as part of their final proposal that identifies the work to be performed and the deliverables. Provide a detailed project schedule that outlines the various phases of required learning objectives within the stipulated period of performance. The AoI participant must provide a technical volume that includes a Statement of Proposed Work (SOPW) with the following tabbed sections:
● Section 1 - Background
● Section 2 – Planned objectives, timelines, and milestone schedule
● Section 3 - Approach to solution completion
● Section 4 - Tools and software applicable to develop and provide desired solution
● Section 5 - Period and place of performance
● Section 6 - Proposed direct and ancillary hardware/software required for execution
● Section 7 – Application, implementation, recommendation, and post implementation support plan
Please Note: The proposals must identify any proprietary information or associated intellectual property.
6.3 Price Volume (Part Two)
6.3.1. In addition to the instructions found in AETC CSO Section 3.4, Price Proposal, this AoI requires the following:
a. Basic Period: The offeror shall submit Price Volume with a firm-fixed price proposal roll-up to successfully implement and complete the proposed prototype. Breakdown of labor, materials and other than direct costs (ODC) shall be submitted. Within the price volume include price per operating platform (iOS, Android, etc… if applicable), and price breakdown for each major feature for this contract. Price per operating system and features shall be inclusive of all required labor, equipment, material and software for a turnkey solution.
b. Option Period(s): The offeror shall also submit a priced, firm-fixed price Option(s), for expansion of the prototype solution to support all Air Force Fighter Squadrons, along with their various airframes.
(Option price must assume scaling program to accommodate…INCLUDE REASONABLE SCALING NUMBERS!

**Companies are advised that any Prototype Other Transaction Agreement (OTA) awarded in response to this Area of Interest may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The follow-on production contact or transaction will be available for use by one or more organizations in the Department of Defense and, as a result, the magnitude of the follow-on production contract or agreement could be significantly larger than that of the prototype OTA. As such, any Prototype Other Transaction Agreement will include the following statement relative to the potential for follow-on production: "In accordance with 10
U.S.C. 2371b(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or transaction without the use of competitive procedures
