ROUND 3: QUESTIONS AND
ANSWERS
QUESTION 1:
Does the Government intend to award all CLINs identified within Section B at the same time and for the Max Quantity values?
ANSWER 1:
No. This is an IDIQ contract from which Task Orders will be issued with individual quantities based on the need of each order. The max quantity is an estimate and is not a representation to an offeror or contractor that the estimated quantity will be ordered.
QUESTION 2:
On page 49 of the Quality Assurance Surveillance Plan (QASP), Paragraph 4.3.1 references an Attachment 3 that identifies the evaluation criteria for the Initial Performance Review (IPR). It appears that the Attachment 3 was omitted from the solicitation released 8 June 2012. Please provide the Attachment 3.
ANSWER 2:
Paragraph 4.3.1. of the QASP should not mention an Attachment 3. Any mention of an "Attachment 3" will be removed from the QASP through an Amendment.
QUESTION 3:
PWS Section 1, para 3.19. USAF-provided material will include AFSC CFETPs and FTD courseware, along with RSAF CSTOs.
a) will USAF technical school (3-level) course material/study guides/ PowerPoints be provided?
b) Will the contractor have access to the CSTO POD server immediately upon contract award? The contractor must review the data to determine if any courseware must be augmented and this must be made known to government 45 days prior to the start of training.
c) How much time will the government allocate between contract award and the start of training?
d) will all 442 students begin training on the first training day, or will the class start dates be staggered? Or, will the government accept a recommendation for a program plan/training schedule to optimize instructor utilization?
ANSWER 3:
Answer to a): No, areas taught during initial skills training (3-level course) are identified in the applicable CFETP column 4a.
Answer to b): Access will be granted after contract award.
Answer to c): Performance will begin immediately upon contract award. The allocation of time will be at the Task Order level. Meaning, when ordering Instructors or On-Site Training Managers a period of at least 30-days will be allotted from the date of order issuance and the beginning of performance. The Performance Work Statement will be amended to add a paragraph stating such.
Answer to d): Students entry into UGT will be staggered. The estimate start date of UGT for each student will not be known until the student meets their assigned AFSC required English comprehension level for initial skills training. At that time, the student will be scheduled a seat in initial skills allowing an estimated UGT start date.
QUESTION 4:
PWS Section 1 para 2.2. "The student to instructor ration for UGT will be based on, and will not exceed 5:1" Please Clarify: Does this apply overall or per Air Force Specialty Code (AFSC)? Section V, Exhibit A total numbers reflect the 5:1 ratio (or less) per AFSAC but the total numbers reflect 93 instructors and not 88.
ANSWER 4:
Yes. This does apply overall. The addition for the estimated total of instructors at the bottom of PWS Exhibit A is incorrect due to rounding of each estimated instructor number. The estimated total should reflect "93" as opposed to "88".
