Questions on Solicitation FA3002-09-R-0002

1. Question: Who will be responsible for collecting the permit required samples, if it will be the contractor’s responsibility should the cost be included in our proposal or will it be treated as a separate reimbursable type of item?

Answer: In section J4.2.1.1 Description, the last Paragraph reads as follows:

“The 914th AW discharges wastewater under an industrial waste permit with the NCSD No. 1. The Air Force retains this permit and will be responsible for renewals or modifications to this permit.”

The requirement for testing will reside with the government.

2. Question: The permit requires a Spill Prevention Plan, as the plan may have requirements that would affect our cost can a copy be obtained, or is it available for review?

Answer: The plan is available in building 403 for review. An electronic copy of this plan is not available.

3. Question: In the event of a discharge of AFFF will the contractor be responsible for adding the permit required Anti-Foam? If it will be the contractor’s responsibility what has the historical dosage of the Anti-Foam been on an annual basis?

Answer: No, the base is responsible for cleaning up spills. However the contractor will be responsible for any spills or discharges attributed to operational or maintenance errors.

4. Question: I understand that our labor rate will not be eligible for adjustment based on changes in the wage determination rate and that it is assumed that the annual EPA it expected to cover these increases? Will increases in the health and welfare rate also be handled in the same manner?
