Question – How many people operate each building?

Answer – The number of personnel is up to the contractor to determine.

Question –Are the forklifts government or contractor supplied?

Answer – Per PWS 1.4 - One electric forklift and/or bucket lift, provided by the contractor, will be needed to perform lifting requirements safely.

Question – Who implements the barcoding system and what software is used?

Answer – Per PWS 1.1.4 - The contractor shall provide all labor, equipment, supplies, tools, materials, and management necessary to complete inventory and input into an approved Government database, EMH system or a contractor automated inventory control system as applicable. Some of the Government assets are not account for in the EMH system. Those items will need to be accounted for within a contractor automated inventory control system

Question - What is the surplus process?

Answer – Per PWS 1.3.1 - Maintain a sufficient furnishings and supplies back-up stock as dictated in AFI 32-6004, Chapter 2. Contractor shall evaluate and present back-up stock numbers to Housing Manager for approval. Upon approval, contractor shall keep this back-up stock on hand at all times unless written adjustment by Housing Manager or COR.

Question - Who is responsible for the maintenance of the building?

Answer – The Government is responsible for performing maintenance on the buildings provided.

Question - Are the pallet movers government or contractor supplied?

Answer – Pallet movers are contractor supplied.

Question - What type of office buildings on base will be serviced?

Answer – Per PWS 5.2, the following buildings will be serviced –

7 Airmen Dormitories Bldgs 1600, 1624, 1631, 1657, 1690, 1691, 1692

Presidential Inn Bldg 1380

Temporary Lodging Facilities Bldg 1800, 1350, 1351

Belle Chance Bldgs 1966, 1967, 1968, 1969

Fire Department Bldgs 1287, 3464

Warehouse Bldgs 3416, 3417

VIP Residents Bldgs 1318, 1326, 1330, Airey House

Question - What are the vehicle requirements?

Answer – No specific vehicles are required, only that they are properly registered and insured, and that they can perform the tasks listed in the PWS.

Question - Is there security in place?

Answer – Per PWS 3.1 - The Government will provide police and fire emergency response service for the contractor while performing work on the installation under this contract.

Question - What are the height of the racks in place?

Answer – The height of the racked located in the warehouse are 16 feet.

Question - Is inventory split between buildings in any specific way?

Answer – The inventory is not split in a specific way.

Question - Are contractors responsible for removing carpeting?

Answer – No.

Question - Will items other than furniture be stored?

Answer – This contract will be for the management of all furnishings on Joint Base Andrews. Per PWS 1.2.1 - Receive, store, deliver and pick up all Government owned furnishings authorized for use in Government owned/leased facilities/quarters on JBA.

Question - What types of moving activities are required, and what type of items are to be relocated?

Answer – This contract will be for the management of all furnishings on Joint Base Andrews. Per PWS 1.2.1 - Receive, store, deliver and pick up all Government owned furnishings authorized for use in Government owned/leased facilities/quarters on JBA. The following moving activates will be required, per PWS 2.0 -

Routine Moves

· 10,000 lbs. or less – 3 business days

· over 10,000 and under 30,000 lbs. – 15 business days

Mass Moves

· Over 30,000 and under 100,000 lbs. –

30 business days

· 100,000 lbs. – 130,000 lbs. – 35 business days

· 131,000 lbs. – 160,000 lbs. – 40 business days

· 161,000 lbs. – 200,000 lbs. – 45 business days

· Over 200,000 lbs.- mutual agreement between COR and Contractor

Emergency Moves – The Contractor will provide movement, set-up and installation of required items within 2 business days.

Control Furnishings Inventory

· Inventory records are accurate and current.

· Furnishings are properly stored.

· Customers are satisfied with pick-up and delivery of furnishings and appliances.

Question - What are the total numbers of, personnel, and the categories of personnel required for the services, repairs, warehouse and moving?

Answer – The contractor shall provide a contract manager and an alternate, per PWS 4.4.1 – “The contractor shall provide a Contract Manager to be responsible for the performance of work. The name of this person and an alternate, who shall act for the contractor when the manager is absent, shall be designated in writing to the CO at the pre-performance conference and at any time it changes. The Contract Manager or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract.” The contractor shall also provide all management, supervision, and personnel necessary to operate the Base Furnishings Management Operations (FMO) and maintain Government-furnished property in support of Joint Base Andrews (JBA), MD as set forth in the performance work statement and Air Force Instruction (AFI) 32-6004, Furnishings Management.

Question - What kinds of supplies are anticipated and is the contractor to set up the vendor relationships?

Answer – Per PWS 1.2.1 - . Government Housing Office shall always be responsible for ordering new furnishings and being on site to accept and sign for new furnishings delivery.

Question - On the Service Delivery Summary under Mass moves, what do the days designate?

Answer – The days represent business days after the request for a mass move are submitted.

Question - Is there a transition period?

Answer – Yes, a five business day transaction period will be provided.

Question - How long has the incumbent been on the contract?

Answer – The incumbent contract has been on the contract for 5 years.

Question - Is there any overtime anticipated, and how are these activities to be charged?

Answer – No overtime is anticipated.

Question - What type (the name) of certification is required to repair appliances?

Answer – A PDF file from the EPA discussing the disposal and certification process will be uploading to FBO.

Question - What brands of supplies are currently being used and are you satisfied with those?

Answer – All supplies will be furnishing supplies will be provided by the Government.

Question - Is the government supplying the trucks for the moves?

Answer – All vehicles shall be contractor supplied.

Question - Is the present rooster of personnel currently on the contract satisfactory or are some or all being requested to replace?

Answer – The contractor is responsible for providing all personnel.

Question - Is the contractor allowed to have teaming partners and/or subcontractors for the project?

Answer – Subcontractors or teaming partners are permitted, but they shall not perform more than 49% of the work as to not interfere with the Women Owned Small Business set-aside.

Question - What does the number of days mean in the solicitation for tasks, and how are they handled, meaning are you asking for the task to be completed within the number of days specified?

Answer – All tasks shall be completed in the number of days specified in the PWS.

Question – Are the vehicles able to stay on site

Answer – If parking is available, then yes.

Question – Is the contractor responsible for delivering to DRMO or scheduling for pick up?

Answer –The contractor is required to deliver to DRMO, per PWS 1.2.6 - The contractor is responsible for performing and documenting all disposal. Disposal includes a Government supplied dumpster, base recycle center or transport to Defense Reutilization Management Office (DRMO) of any furnishing, equipment and supply upon request by Government.

Question – If someone goes out on vacation, do u have to have a replacement?

Answer – Per PWS 4.3.1 – “The warehouse shall be open and operational from 7:00 am to 4:00 pm, Monday through Friday, excluding Federal holidays.” The contractor is not required to provide service on the following holidays: New Year’s Day, Martin Luther King‘s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Thanksgiving Day, and Christmas Day.
