Replace Halon and Electrical Questions and Answers # 2

25 April 2019

THESE QUESTIONS AND ANSWERS SUPERCEDE ALL PREVIOUS ANSWERS

Question 1:

1- 1a) The RF Testing Note found on sheet E-100 states "The Allowable Threshold of db Leakage Across a Wire Frequency Range Shall be Determined by the User". Please provide the allowable db leakage range in order that an accurate bid may be tabulated. That information will allow us to determine how much time is involved in testing.

1- 1b) Also is there a preferred test method/specification (Example: MIL-STD-188-125-1 – Shielding Effectiveness)?

1- 2) Refer to the Riser Diagram Sheet E-002. Note 1 describes the "New 1200 Amp, Four Phase Filter Basis of Design Corcom". No specifications were provided for the Four Phase Filter. Will specifications for the Filters be provided? What Federal Specs are we required to meet? Will on-site factory start-up services or testing be required?

1- 3) Refer to the Riser Diagram Sheet E-002. Note 3 describes the "500 KVA Power Conditioner...Basis of Design Eaton Power-Sure 700". No specifications were provided for the Power Conditioner. Will specifications for the Power Conditioners be issued? Will testing be required? What Federal Specs are we required to meet? Will on-site factory start-up services or testing be required?

1- 4) In the pre-bid jobsite visit held on 9 Apr 2019, it was mentioned that a recent core drill was made and a photo and information of the core drill sample of the floors was available for review. Please provide the photo and information for accurate pricing.

1- 5) Refer to Specification 26 20 00 Para. 1.3 Submittals (Page 4) and Para. 2.18 (Page 15). Specification 26 20 00 Para. 1.3 states to submit Metering and Specification 2.18 is the specification for the Metering. However, no metering is indicated on the design drawings. Is metering required?

1- 6) Drawing Sheet E-002 indicates to install 4 Parallel Runs of 4 #600 MCM, 1 #3/0 Ground for the feeders from the Power Conditioners to the 1200-Amp Enclosed Breakers and from the 1200-Amp Enclosed Breakers to the Filters. At 75 Degree Celsius it should only require 3 Parallel runs of 4 #600 MCM instead of 4 runs. Please confirm the requirement.

1- 7) Drawing Sheet E-002 Key Note 1 states to provide a "New 1200 Amp Four Phase Filter, Basis of Design Corcom. Provide with Surge-Protective Device." Corcom does not make a Four Phase Filter. They do make 3-Phase 4-Wire Filters. There are no specifications provided for the power line filters. Please clarify the requirements and provide specifications for the power line filters.

1- 8) Refer to Plan Sheet E-602. Panelboard RP51 contains a 225/3 breaker designated to power a Panel RP-41. There is not a Panel RP-41 indicated on the plans. Is Panel RP-41 an existing panel that will be re-fed from the new panel RP51? Please provide the location of the existing Panel RP-41 (if it exists).

1- 9) Refer to Power Riser Sheet E-003 and Sheet E-601. The Power Riser on Sheet E-003 indicates that Panels L1-224, L2-224, L3-224, L4-224, and L5-224 are powered from Panel PDP13, and the Panel schedule for PDP13 found on Sheet E-602 indicates branch breakers for these same panels. Note that Panel L1-224 is indicated to be a 100A MLO Panel on the Power Riser Diagram on Sheet E-003 and is powered with 1-1/2" Conduit with 4 #1 CU . However, Sheet E-601 indicates Panel L1-224 to be a 400A Main Breaker Panel with 100/3 branch breakers powering Panels L2-224, L3-224, L4-224, and L5-

224. Which is correct and what needs to be adjusted?

1- 10) Refer to Power Riser Sheet E-003 and Sheet E-600. The Power Riser on Sheet E-003 indicates that Panels L1-210, L2-210, L3-210, L4-210, and L5-210 are powered from Panel PDP12, and the Panel schedule for PDP12 found on Sheet E-602 indicates breakers for these same panels. Note that Panel L1- 210 is indicated to be a 800A MB Panel on the Power Riser Diagram on Sheet E-003 but is powered with 1-1/2" conduit and 4 #1 CU which does not yield the required amperage indicated. The panel scheduled for Panel L1-210 on Sheet E-600 also indicates Panel L1-210 to be a 800A Main Breaker Panel, but also with 100/3 branch breakers powering Panels L2-210, L3-210, L4-210, and L5-210. What is correct and what needs to be adjusted?

Answer 1:

1- 1a) Acceptance Testing:

Magnetic: 1.0 kHz, 10.0 kHz, 14.0 kHz, 100.0 kHz 1.0 MHz: 50 dB Electric: 5.0 kHz, 100.0 kHz: 100 dB Planewave: 100.0 MHz, 400.0 MHz, 1.0 GHz: 100 dB Microwave: 10.0 GHz, 18.0 GHz, 35.0 GHz: 100 dB Millimeterwave: 94.5 GHz: 80 dB

1- 1b) Yes, utilize MIL-STD-188-125-1 and also comply with Radio Frequency (RF) Shielding Testing per IEEE Std-299 (2006): Baseline testing: 1.0 GHz, 10.0 GHz, 18.0 GHz, 35 GHz, & 94.5 GHz/or info only.

1- 2) Basis of design is a Corcom TECUL4 inductive filter. Install per manufacturers requirements. There are no federal specs for this type of equipment. No factory startup required

1- 4) See attached pics of current GEN room floor holes.

1- 5) Yes, metering is required by the contractor. 2500:5 CT’s to be furnished and installed by the contractor. The meter shall be a combination KW-HR and KW demand meter that includes wireless transceiver hardware. The meter and transceiver hardware shall be compatible with Flexnet system currently being utilized by Eglin AFB. The metering (by contractor) and CTs (by contractor) shall be furnished and installed on the new 2,000 KVA transformer that shall be furnished and installed by Chelco. Contractor shall subcontract with Chelco to furnish and install the new 2,000 KVA transformer.

1- 6) Yes, 4 parallel runs is correct due to voltage drop concerns.

1- 7) Basis of design is a Corcom TECUL4 inductive filter. The manufacturer cut sheet shows that the filter has 4 filtered phases. This would be for A, B, C, and N conductors.

1- 8) There is no Panel RP-41 in project. The reference and associated breaker may be deleted from panel schedule.

1- 9) Panel L1-224 will be 100 amp Main Lug Only. Remove four 100 amp/3 pole breakers and install with twenty-two 20 amp/1 pole breakers. All “224” panels are served by PDP13 as shown on riser.

1- 10) Panel L1-210 will be 100 amp Main Lug Only. Remove four 100 amp/3 pole breakers and install with twenty-two 20 amp/1 pole breakers. All “210” panels are served by PDP12 as shown on riser.

Question 2:

There appears to be numerous conduits that will require penetrations at the RF shielded walls. There is a detail shown on page E-100, but it does not show dielectric unions in the detail or listed anywhere in writing that I can find. If dielectric unions are require can you provide a detail on what the requirement is?

Answer 2:

The SECTION detail on E-100 shows the plate (welded to the wall) which will require a pass through chase (welded to the plate) that the conduit (welded to the chase) will pass through. Dielectric unions are not required. Pics of existing GWEF examples attached.

Question 3:

Due to the amount of rigid conduits that is called to be installed in the corridors on page E-100 note 2.

We feel that the existing ceilings need to be removed and re-installed. The areas above the ceiling are already very congested and it is going to be very difficult to install conduit that weights approximately 100 lbs per a 10’ section without damage to the existing ceiling.

Answer 3:

Understood, contractor can remove and replace ceiling grid and ceiling tiles at their discretion to accommodate the work of this project.

Question 4:

There is not enough information to provide pricing on the 1200 amp 4 phase filters. All is says is a( Basis of design corcom) listed on page E-100 note 10. They have requested a model #, part #'s, etc. If the Government can provide more information that will be a great help.

Answer 4:

Reference the attached cut sheet regarding the electrical, enclosure type, and dimensional parameters that must be complied with.

Question 5:

On page E-002 and W-003 it does not show a routing for conduits that leave panel PDP12 and PDP13 that feeds the panels on the 210 side and 224 side. My question is are we allowed to core drill the holes in the floor to go up to feed the associated panels listed in the riser on E-002 and E-003. If this is not acceptable please provide a detail on the routing of conduits.

Answer 5:

Contractor will be allowed to core-drill through floors in Government-approved locations.

Question 6:

Also on Page E-001 note 10 item D if calls for RGS conduit 2” and larger. Can EMT be used in lieu of rigid galvanized steel? If emt can be used it will be a cost saving on material with steel prices going up daily, it also is less labor cost to install. Also it will be less weight for the overhead structure to support. Please advise.

Answer 6:

The request to use EMT instead of RGS for conduits that are 2" and larger is disapproved."

Question 7:

On page E-002 and W-003 it does not show a routing for conduits that leave panel PDP12 and PDP13 that feeds the panels on the 210 side and 224 side. My question is are we allowed to core drill the holes in the floor to go up to feed the associated panels listed in the riser on E-002 and E-003. If this is not acceptable please provide a detail on the routing of conduits.

Answer 7:

Any new welds for penetrations of RF shielding will have to be RF tested.

Conduit shall be installed from generator room floors running from Rm 401 to 301, Rm 301 to 219, and Rm 219-124; and from Rm 400 to 300, Rm 300 to 211, and Rm 211 to 116. Core drilling will be required in order to install conduit between floors. Existing generator room flooring consists of approximately 2" concrete protection slab, class RFA shielding, concrete slab and metal decking and another class RFA shield (verify with as-builts). Conduits shall be secured with continuous welded bead around both class RFA shield penetrations and repair all concrete disturbed as required.

Also, the RF welds need to be tested before concrete repairs are done so any weld leaks can be repaired. Contr4actor will need a welder on site when testing is being done to make any repairs.

Question 8:

8-1) Refer to Drawings TY-101, TY-201, and TY-301. These plans concern the Camera Surveillance System (CCTV) System, Intrusion Detection System (IDS), and Access Control System (ACS) for the project. Refer to the Electronic Security System Legend found on Sheet TY-101. Note that it states "Rough-in Only" behind each system. There are no specifications for these systems. Refer to Sheet TY- 301 which has the system risers for the 3 systems. We assume that we are to only provide a conduit rough-in system with pull-string for each of these systems as stated in the legend on sheet TY-101. Is that correct?

8-2) Refer to the Mezzanine Power Plan found on sheet E-301. Note 2 states that "All devices and conduit shall be surface mounted". Also note that even though the symbol is not indicated on the electrical legend, the plan indicated symbols for quadroplex (double-duplex) receptacles in most of the locations. Also, refer to the Comm plan T-201. This plan indicates dual channel two piece surface metal raceway and not conduit like the electrical plan indicates. Also, it only shows one (1) duplex receptacle in the surface metal raceway instead or two duplex receptacles. Please clarify what is desired.

Answer 8:

8-1) Provide rough-in with pull-string for these systems. Coordinate conduit termination locations with user during construction. Exact location of equipment panels to be determined with user during construction. Provide a 120V circuit for the IDS and CCTV headend equipment. Also provide a 120V connection to the entry door for access controls. 120V circuits to utilize 20 amp spares in new Panel MZ, located in new secure Mezzanine space. Sheet TY-301 single line diagrams are for coordination only. Regarding the security systems shown on sheets TY-101, TY-201, and TY-301, only junction boxes, conduits, and pull strings are required.

8-2) Response: Provide quadraplex (double-duplex) receptacles in locations shown. Contractor shall provide surface metal raceways (not conduit). Raceways may be either single channel for each electrical and comm or combined into a dual channel.

Question 9:

9-1. On M-110, AHU-M is shown with ductwork connections. Per equipment schedule on sheet M600, this air handler has a chilled water coil and a hot water coil. Please advise connection points for CHW, HW, and condensate for this AHU-M.

9-2. Please advise what sheets denote the electrical provisions for this air handler on the E sheets.

Answer 9:

9-1. Existing chilled and hot water piping is located above the ceiling in room 209. A new ¾” run of pipe will be connected to the existing 2½” hot water piping. A new 1¼” run of piping will be connected to the existing 1½” piping. The new condensate piping is to be routed down to tie in to the existing 3¼”condensate drain piping, serving the existing AC unit in room 208A. The current M-600 drawing shows air handling unit, AHU-M to be 460 volt 3 phase unit, this is to be changed to a 208 volt, 3 phase unit.

9-2. Circuit AHU-M to new Panel MZ. Install 3#12 and 1#12 ground in ½” conduit to new Panel MX.

Install a new 20 amp/3 pole breaker and connect to new circuit. Coordinate with the mechanical contractor to ensure 208V, 3 phase equipment is ordered.

Question 10:

I am confused on why emt conduit cannot be used in lieu of rigid conduit when all I see in the pictures are showing emt conduit with diecast set screw type fittings. The only thing I see that is rigid is the nipple going through the wall. But I am really concerned that if the structure adequately designed to hold all the extra weight that is going to be attached to the structure with all the conduits, a/c ducts that is currently existing. For example there is 4 runs of rigid conduit with 4 # 600 coppers conductors not counting the grounding conductor that is going to be attached to the structure.

We are an electrical contractor, not a structural engineer and this is a great concern to me. We feel that this needs to be further investigated by a structural engineer. And am not sure what kind of anchoring that can be used for mounting of this type of weight.

Answer 10:

Rigid is being specified due to the welding and RF leakage requirements. The existing structure is capable of supporting the new conduit weight load.

Question 11:

11-1. On page E-003 and on page E-600 the panel schedule for panel Ll-210 calls for it to be an 800 amp panel, but in panel PDP12 it has it listed as being fed with a 100 amp breaker and the wiring listed on page E-300 is not correct for an 800 amp feeder circuit. Please advise.

11-2. Also on page E-300 on panel PDP12 and PDP13 it has a note referring to see E-002 for continuation, but if you look at that note on E-002 it says see E-300 for continuation which tells you nothing. Please advise where this is to go and a description on what is required.

11-3. On page E-100 note 4 it calls for conduit to be welded? Can you provide a detail on how this is to be done?

11-4. On page T-201 in the surface raceway detail it says use 2 piece steel raceway? There are many types and sizes of raceway. Can you provide manufacture and part numbers or a basis of design for us to price?

11-5. On page E-100 top right hand corner regarding RF testing. My question is who is responsible for the testing?

11-6. On Page E-103 note 2 and 3 calls to add new breakers to an existing panel. Can you give me the panel information, manufacture, breaker type?

11-7. On page E-302 in the lighting fixture schedule it mentions type BL fixture, but none is shown on the floor plan. Please advise.

Answer 11:

11-1. Panel L1-210 will be 100 amp Main Lug Only. Remove four 100 amp/3 pole breakers and install with twenty-two 20 amp/1 pole breakers. All “210” panels are served by PDP12 as shown on riser.

11-2. The continuation lines on E-002 and E-003 are only to reference both sheets and key the contractor in to feeders and panels that are required. There is no information to add to the continuation lines.

11-3. The conduits must be welded to prevent dB leakage from filters to PDP panels. Provide all necessary materials and labor to ensure the conduits comply with dB leakage testing guidelines and parameters. Refer to previous answered RFI for conduit acceptance testing parameters. The contractor is required to pull a permit for all welding work.

11-4. Contractor shall provide surface metal raceways (not conduit). Raceways may be either single channel for each electrical and comm or combined into a dual channel. Raceway for comm must be an equivalent area of a 1” conduit minimum.

11-5. The contractor is responsible for all testing. Utilize MIL-STD-188-125-1 and Radio Frequency (RF) Shielding Testing per IEEE Std-299 (2006): Baseline testing: 1.0 GHz, 10.0 GHz, 18.0 GHz, 35 GHz, & 94.5 GHz/or info only.

Acceptance Testing:

Magnetic: 1.0 kHz, 10.0 kHz, 14.0 kHz, 100.0 kHz 1.0 MHz: 50 dB Electric: 5.0 kHz, 100.0 kHz: 100 dB Planewave: 100.0 MHz, 400.0 MHz, 1.0 GHz: 100 dB Microwave: 10.0 GHz, 18.0 GHz, 35.0 GHz: 100 dB Millimeterwave: 94.5 GHz: 80 dB

11-6. In Room 224, utilize Panel RP-31, 225A MLO, 208V, 3 phase, Siemens ITE Panelboard, Type CDP-

7. Estimate 80’ for total circuit length. In Room 210, tie into existing circuit #11 from Panel LP5 (ITE Panelboard). The circuit also feeds a Notifier FA panel in the room. Estimate 100’ for total circuit length.

11-7. Provide two BL’s (Blue Light Fixtures) in the Mezzanine space. They are connected to circuit MZ-8 and switch “SBL” in room.

Question 12:

if the electrical contractor is going to be responsible for the Rf testing can the Government provide a company/contractor with a point of contact for this requirement.

Answer 12:

We also have another CCI subcontractor, ETSL, currently in the building. They have done all the welding in the GEN Rooms for the current project. We also had another sub for CCI come in and cut the holes through the shielded floors in the GEN rooms. All 3 of these subcontractors are quite familiar w/ our building.
