FA2823-17-R-4005 / Renovate Bldg. 18-C
RFI Questions and Answers
1. Q.) Will the Government allow for one person to perform the duties of superintendent, QC manager, and site safety and health officer on this project?
A. Yes.
2. Q.) Since the bulk of this work is interior remodel will the Government require the contractor to install a temporary fence around the building site? That is other than at open trenches and holes.
If one is required then please provide the extents of the fence since there is no plan showing the limits of construction around the site.
A. Yes. Please refer to Spec. Sec. 01 50 00 Temporary Construction Facilities and Controls and other safety and material control regulations.
3. Q.) Please clarify whether the requirement on 23 09 23.13 20 -1.3 for the controls contractor to be a first tier sub means first tier sub to the prime contractor, or first tier sub to the mechanical contractor?
A. Yes, Should be a first tier sub to the prime contractor.
4. Q.) Please furnish specifications for the roofing above new addition rooms 129 and 131.
A. Please see the attached .pdf for spec sections 07 41 13 and 07 60 00.
5. Q.) Please provide more information regarding Sound Masking System specification section 27 51
16. We need location in building, quantities, basis of design.
A. Sound masking is not required.
6. Q.) Is removal of existing IDS in the prime contractor's scope of work?
A. Yes. Please see project demolition drawings and Spec. Sec. 02 41 00 for information on demolition.
7. Q.) The Finish Schedule on I-601 calls for room 130 to receive paint at the exposed ceilings.
However, the RCP on A-110 shows ACT and grid. Please clarify which is correct.
A. ACT-1 is the correct ceiling finish for Room #130.
8. Q.) The Finish Schedule on I-601 calls for the exposed ceiling at room 128 remain as-is. However, note 28 on AD-101 calls for the ceiling to receive new paint coating. Please clarify which is correct.
A. Please clean and prepare according to the demo plans and ACM/Hazardous Materials guidelines, and leave exposed. The ceilings of rooms #128, #129, #131 are to remain exposed.
9. Q.) The Finish Schedule on I-601 calls for gyp ceiling at rooms 103 and 115. However, the RCP on A-110 shows exposed ceilings at those two rooms. Please clarify which is correct.
A. Ceilings at Rooms #103 and #115 are to be Moisture Resistant Gypboard, painted with P-4.
10. Q.) The fire alarm and mass notification specification section 28 31 79 - 2.3 states that the existing system shall remain operational and shall function as the same after new construction is complete, however, the FA drawings are calling for an all new system. Please clarify.
A. It is the intention of this project that any existing fire alarm/mass notification devices, system, or appurtenances be demo-ed and replaced with new.(See page FA-100) The new fire alarm system and mass notification systems are to operate as required by law and code.
11. Q.) Please confirm that door type "C" on A-601 is a hollow metal door, and not an aluminum storefront type door. Recommendation: Provide aluminum storefront type door.
A. Door #112, Type C, and any other doors of Type C, are intended to be hollow metal as noted.
12. Q.) Detail 8/S-300 shows a strip footing and stem wall at the perimeter of the new SOG extension at the loading dock (3/A-401). Please confirm a strip footing and stem wall is required at this location as it appears to be a door stoop for the emergency exit. Recommendation: Concrete turn-down at the perimeter of the new concrete SOG extension.
A. Strip footing and stem wall is required at this location. There is about an 18" level change there, so it is not exactly an SOG, but it could be done with a turned-down slab, provide a shop drawing of proposed solution. This will be utilized as a loading dock, on a very infrequent basis.
13. Q.) Key note 22 on Detail 1/A-310 and other similar details on architectural drawings call for all new CMU cells to be filled solid with grout. However, the structural drawings are calling only for cells with rebar to be filled with grout, except for foundation walls which are shown fully grouted. Please clarify which is correct.
A. Please see Spec. Sect. 04 20 00 para. 3.4.2.1 that indicates units to be filled with grout: in addition to units with cells containing reinforcing, solidly grout hollow masonry units in wall or partitions that support plumbing, heating or mechanical fixtures, voids at doors and window jambs, other spaces as indicated on the plans, under lintel bears, walls below grade, lintels and bond beams, and open end units.
14. Q.) Section 01 32 01.00 Project Schedule This section is included in the Solicitation documents.
However, this type or detailed of a schedule has not been a requirement of Eglin Contracting documents in the past. Was this specification included as an oversite or is it a requirement? If so, there are a number of other questions that will need to be addressed which we will do in a separate
RFI.
A: The section in question was not included as an oversight, as that attachment / addendum was included as part of the requirements package. This level of scheduling has not been an Eglin requirement in the past. This has led to many scheduling problems throughout multiple contracts. This language is not an oversight and was purposefully included
15. Q.) Section 01 32 01.00 Project Schedule paragraph 3.3.7.1: States “if directed by the Contracting
Officer”. Is the “WRKP” field required for this project?
This field is one of the most time consuming fields to get information for. Information will have to be provided by every subcontractor and vender on the project, and the time to compile this information takes an impractical amount of time.
A: WRKP is not required.
16. Q.) Section 01 45 00.00 Quality Control:
Paragraph 3.4.2 States that the CQC System Manager can also be the project Superintendent in addition to quality control. We are assuming this is your intent?
A. Yes
17. Q.) Page 9 of solicitation FA2823-18-R-4005 includes FAR clause 52.208-9. This clause alludes to the purchase of materials from “blind and severely disabled individuals”. Is this clause a requirement that we will be expected to include only those individuals? If so, please provide a list of materials that will require this clause to be used. We find no reference in any spec.
A: See Amendment-1, which incorporates use of this clause.
*ICD / ICS Tech Spec 705 takes precedence over this clause if there are material discrepancies*

Solicitation FA2823-18-R-4005 Renovate Building 18-C has included FAR clause 52.208-9 Contractor Use of Mandatory Sources of Supply and Services directing general contractors to provide SKILCRAFT products listed in the AbilityOne Procurement List (PL) that meet architectural specifications for the Sections below.

18. Q.) Paragraph 3.4.3 states a the CQC manager is to have a “submittal clerk” employed by the Prime
Contractor, and the submittal clerk is required to be present during their areas of responsibility.
a. So once all submittals are submitted and approved, they will longer be required on the project?
b. Or, can this individual be present in the contractor home office and come to the project site when required for submittal reviews with others , and the updating of logs and files?
A: Yes, this person can come to the project site as needed.
19. Q.) In the Solicitation, page 50, 2.5.5, it’s stated:
“Submit the Financial Reference Worksheet (Attachment G) with the top portion only completed”.
Attachment G is a PPG form on FedBizOpps.gov. Please confirm.
Do you only want the Institution & Address completed? Are responses to Questions 1-6 and signature not needed on the Financial Responsibility Questionnaire?
A: It's an identification error and we will get it corrected via an amendment.
20. Q.) Do we need to register for the upcoming site visit? What information is needed to RSVP?
A: Previously addressed prior to site visit.
21. Q.) The existing exterior perimeter walls in the old cafeteria have wall tile. Is this wall tile to be removed or will the tile remain and new wall be constructed in front? If, tile is removed will gypsum wall need to be repaired/replaced?
A: Page AD-101 indicates that all finishes are to be demo-ed. It is the intent of this project that all finishes now existing are to be removed. New finishes per the A-101, I-601 and other places in the plans and specs as noted. Once the existing finish materials are demo-ed, please construct per the plans and specs as noted.
22. Q.) What is the required decibel dB RF attenuation for the Radio Frequency Shielded rooms?
A: Please see Spec. Sec. 27 51 16 para. 2.1.1 Performance, para. 2.3.1 Speakers, and other paragraphs within this spec.

23. Q.) Is it the contractors or the user’s responsibility for providing testing of the Decibel db RF attenuation in the RF shielded rooms?
A: It is the contractor’s responsibility to provide testing per Spec. Sec. 27 51 16 para 3.4.
24. Q.) Installation of RF Protection - Tech. Specs. for Construction and Management of SCIF
In the document "Technical Specifications for Construction and Management of tive Compartmented Information Facilities" page 15, 4.b) states "Installation of RF protection should be done using either the drawings or Best Practices Guidelines for Architectural Radio Frequency Shielding"
Are we to use the drawings or the Best Practices Guidelines? If, Best Practices Guidelines are to be used can you please provide?
A: Refer to the drawings, specifications and the ICD/ICS 705. In the absence of specification or direction, please contact the Contracting Officer for direction.
25. Q.) Can you provide schematic drawings for all grounding methods for all aspects for the grounding such as Doors, Walls, Ceilings, Floors, Mechanical, Plumbing, and Electrical?
A: Raised floor grounding requirements are shown on Sheet E-003. Circuit grounding is shown on electrical sheets. Equipment and assembly grounding shall be provided as directed per manufacturers requirements, NFPA 70 and applicable UFC's.
26. Q.) Are power and/or data filters required? If so, please provide sizes and locations of the filters.
A: There were no filters required per design.
27. Q.) Are RF cages required to envelope thermostats, smoke detectors, and fire detectors?
A: No.
28. Q.) There is no specification for Foil Backed Gypsum Wall Board. Can you provide one?
A: Please refer to the attached spec section 09 29 00.
29. Q.) On sheet A-101 it shows radio frequency shielding at some of the partition types. According to the wall types descriptions dielectric couplings are required at all partitions (not just at RF partitions), and foil backed gypsum wall board is required on walls with and without RF. Please describe what is specifically required only at the radio frequency shielding.
A. Dielectric couplings are required at all partitions at the SAPF perimeter.
30. Q.) On sheet FP-102 what does SAPF stand for?
A. Special Access Program Facility.
31. Q.) Note five on FP-102 says to minimize penetrations through secure walls, are the secure walls only on the SAPF perimeter, or is it all the walls within the SAPF perimeter?
A. All walls within the SAPF perimeter.
32. Q.) Detail 4 on FP-501 shows dielectric unions at walls dividing secure space from unsecure space, please show on the FP plans which is secure space and which is unsecure space.
A. Please refer to page FP102: the secure spaces are all within the perimeter line that is delineated
“SAPF Perimeter” (thick checkered black & white line). The rooms outside the SAPF perimeter are the Corridor Rm. #101, all rooms to the right of the Corridor, and Rms. #100, 130, 108, 109, 107, 110, 111, and 112.
33. Are Digital Controls proprietary on this base, if so, who is the company that you use?
A. No. But BACnet protocol is in use on the base.
34. Will commissioning be required?
A. Yes.
35. Q. On sheets M-102 and M-104 the number of dielectric couplings shown is only a fraction of the number that is required per the wall types description on sheet A-101. The wall type’s descriptions on A-101 are calling for dielectric couplings at every partition throughout the building. Please clarify which drawing is correct.
A. Dielectric breaks are needed per the wall types as noted.
36. Q: Note 31 at room 125 on AD-101 calls for finishes to be removed and prepare walls for new gypboard, however, sheet A-101 does not show any of the walls of room 125 receiving new gypboard. Please clarify.
A. The walls in Room #125 are to be finished with new Gypboard and Paint P-1 as per I-601.
37. Q: On Drawing I-601 (Finish Schedule) Room 130 has ESD-1 for the floor, but SDT-1 is listed on
Drawing I-301 (Floor Finish Plan). Please advise.
A. This room floor finish is intended to be similar to the areas with the access floor, but installed on the existing slab (properly prepared for the flooring). Please use SDT-1 per the drawing on I-
103 and the Finish Legend and Finish Key on I-601. The Finish Schedule on I-601 should correctly read SDT-1 for the floor finish.
38. Q: Electronic media with proposals are to be hand delivered (or mailed) to AFTC/PZIOC by the due date and time. Due to either mailing times or travel distances, this means bid pricing must be determined well in advance of the due date/time- sometimes leading to omitting the most up to date pricing from subcontractors and suppliers.
Request solicitation allow proposals to be submitted electronically to the Government via the Army AMRDECSAFE site (http://safe.amrdec.arrny.millsafe ) by the due/date/time. Bid Bonds, original hard copy, would be required to be hand-delivered or mailed by the due date/time.
A. Electronic submittals will not be accepted and AMRDEC will not be used.
39. We have contacted an independent professional scheduler to review the plans/specifications for the subject project. They have advised, in their expert opinion, that it will take at least 285 days or 9+ months to complete the physical work on the project starting from hazard material removal to the final closeout and testing. Since the project must start immediately upon the NTP this allows very limited time for submittals and their approval and subsequent procurement of long lead time materials for the project (light fixtures, HVAC equipment, electrical power equipment, electrical generator, door frames, etc.). Since it is a renovation of an existing space, materials need to be delivered at least 2 to 3 months earlier than a project that is being built from the foundation.
Therefore, it is the consensus of the professional scheduler that duration for this project should be at least 12 months. Please advise of your concurrence.
A. The project duration is as advertised. The contractor awarded the contract may seek to reduce the submittal process by having material submittals ready to submit once the NTP is issued, thereby reducing long lead times.
40. Reference SF1442, item 13B - A bid bond is required for submittal with our proposal response.
Please confirm the bond should be submitted in Volume III.
A: See Amendment-1 for bonding requirements.
52.228-1 BID GUARANTEE (SEP 1996)
(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds, (1) to unsuccessful bidders as soon as practicable after the opening of bids, and (2) to the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.-
(c) The amount of the bid guarantee shall be 20% percent of the bid price or $3 million, whichever is less.-
(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.-
(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.
41. Reference Attachment F, PPI form - Attachment F - PPI was provided with the solicitation documents but there is no reference to this form in the solicitation. How should this form be used and where should it be included in the proposal response? It appears to be a performance evaluation form but conflicts with the Attachment G PPQ. The form also asks about performance of bridge/roadwork which is inconsistent with this solicitation scope of work.
A: Please reference revised Attachment F, which removes the “bridge / roadwork” statement.
42. Q: Reference Attachment I, 50 Division Cost Estimate - Where should this Excel spreadsheet be include in our proposal response? The solicitation instruction only mention submitting pricing on the Section B.
A: Attachment I, 50 Division Cost Estimate is required as part of all proposal packages.
43. Q: Reference section 2.3.1.7 RELEVANCY, page 56/59 - The relevancy factors listed refer to
Remove and replace existing 115KV Air Break Switches. This is inconsistent with the solicitation scope of work.
A: The reference to 115KV Air Break Switches has been removed. See Amendment.
2.3.1.7 RELEVANCY is defined as contracts involving:
a) Projects involving the type of construction and work elements described in the attached Specifications. Project No. FTFA 16-1182, Renovate Bldg. 18-C to SCIF / SAPF Standards
b) Cost within or exceeding project magnitude, as specified in Block 10 of the SF 1442
(RFP)
44. Q: Reference section 2.3.1.2, page 56/59 - The solicitation says the Government may evaluate information on problems identified and encountered on previous contracts and corrective actions taken by the offeror. Where should this information be included in the proposal response?
A: See Past Performance Attachments F & G
45. Q: At the site visit we were given a door hardware brochure from Skilcraft and told that they are the only approved source for hardware and no equals would be accepted, but the hardware specifications list many other manufacturers. Please confirm whether or not only Skilcraft hardware products will be acceptable in this project.
A: See answer to Question 17 above.
46. Q: The floor at the existing kitchen area of the building is so uneven that minor floor prep may not be enough to provide a flat substrate for new flooring. Would the Government designate an area to receive floor leveler and the required depth?
A: Current plans indicate this area is suitable for minor floor prep. Contractor is provide the best solution available per the plans and specs. with approval by the Contracting Officer.
47. Q: There is an existing canopy on the eastern side of vestibule 100, it’s not shown to be removed but the doors under that canopy will be removed, should the canopy be removed?
A: Please see page AD-101 keynote 13.
48. Q: On sheet A-101 it shows radio frequency shielding at some of the partition types. 49. Q: Detail 6 on P-501 calls for grounding of existing pipes penetrating SCIF boundary, please show

51. Q: Detail 2/A-312 shows a guardrail, but there is no guardrail shown in the plan sheets. Where does the guardrail go?
A. See page A-101 Keynote #12.
52. Q: On sheet A-101 wall type W3 calls 3-5/8” studs, but detail 2/A-310 calls for 6” studs. Please clarify.
A: Wall type W2 appears to be 3 5/8" studs in all cases, on sheet A-101 and detail 1/A-310.
W3 should be a 6" stud.
53. Q: Doing a quick review of the drawing (E-004) and specifications (UFGS 26 35 43) there is a conflict. The drawings call for a 120-kVA, 400 HZ converter and the specifications call for a 35-kVA converter. Can you advise which it is? Looking at the drawings, 120-kVA makes more sense.
A: The voltage drop of the systems were evaluated using UFC 3-555-01 and are in compliance.
The worst case scenario we found was only a 3.5% voltage drop. The dBA rating of solid state systems is typically lower vs the older motorized converters. If a higher dBA system is used (higher than 65 dBA at 5'), it will have not much of an effect on the conference room since this perimeter is STC rated.
There are many other areas on base that have the 400Hz converters located in mechanical rooms with no HVAC. Also 18-C's sister building 1358 has the exact same setup with a 125KVA frequency converter feeding a 400 amp panel. We are not aware of any issues with this setup. If the contractor provides a generator that has a wiring configuration issue with bend radius, then they can rearrange the setup in the mechanical room or run parallel feeders as needed. Since there is not a specific generator being required, the contractor will need to install as per the manufacturers requirements. The design uses THWN/THHN wire and aluminum conduit but the XHHW-2 wire is a great solution to minimizing voltage drop. We have no issue with the contractor utilizing this wire at their option. Again, there is no voltage drop issue though to correct. The spec does show the unit being 35KVA (it was a carryover typo) ... however the drawings are correct showing the 120KVA unit and all wiring, conduit, and panels are sized according to 120KVA. All other parts of the specification still apply.
54. Q: We have reviewed the drawings and see possible major flaws in the design. Ie: 400Hz – noise level at 70dba and the hum is very high pitch. …… it’s on the wall next to the conference room…you are going to hear it humming in the conference room. 400Hz Converter in Electrical room putting out around 8-BTU per hour. Better have good AC coming into that room. I don’t know of any 400Hz unit out there below 300KVA that you are going to be able to land 600MCM on the Output, also the cable management bend radius is not there. Need to look at options, maybe (2) cables per phase Flex.

55. Some of the load panels are over 100ft away, tremendous voltage drop. Should be running XHHW-2 to lower this voltage drop. Please advise.

56. Q: There is a power rating conflict between drawing (E-004) and specification (UFGS 26 35 43).
The drawing calls for a 120-kVA, 400 HZ converter and the specifications call for a 35-kVA converter. Can you advise which it is correct?
A: See answer #53 above.
57. 4. Sheet A-101 Keynote 4 - Signage TBD. We assume this signage is NOT a part of the Bid, and is to be furnished by others.
A. That is incorrect. Please see sheet I-104 Signage.
58. Sheet A-602 Detail 2/A-602 Keynote 6 – What is the STC rating for this frame? And, for informational reference ¼” tempered glazing does not have an STC rating to speak of - see keynote 3 Sheet A602.
A. Please meet STC ratings to correspond with walls and doors.
