IRCM 4th Lane Facility Modifications (GWEF)
05 April 2017
STATEMENT OF WORK
1. SCOPE. The work under this project consists of furnishing all labor, tools and materials necessary to remodel portions of Rooms 109 & 146 in Building 374 [Guided
Weapons Evaluation Facility (GWEF)] to accommodate a new Flight Motion Simulator, Hydraulic Pump Assembly, associated equipment and accessories. The Contract
Documents include Drawings dated 26 January 2017 and Specifications dated 26 January
2017 (Revised 04 April 2017), and other Project Requirements as described below.
2. GENERAL DESCRIPTION OF WORK.
a. Review the Contract Documents in their entirety, paying particular attention to
Section 01 11 00, which describes work not shown elsewhere in the Contract
Documents, Government-furnished materials, Government installed items, salvaged items, and further defines the scope of work for this Project.
b. Conduct a pre-construction site visit to re-familiarize with Rooms 109 & 146 of
Building 374, as well as the existing electrical, mechanical, interconnected and ancillary spaces that may need to be utilized to accommodate a new flight motion simulator, hydraulic pump assembly and associated equipment.
c. Prepare a preliminary construction schedule, safety plan, foundation design, foundation isolation plan, and other required pre-construction submittals for review and comment by the Government.
d. Coordinate with Building 374 and 96 CEG staff, and the Contracting Officer, to identify Contractor building access point(s), generally available hours and days of operation, security personnel contacts, and overall Eglin AFB Base and Building security requirements and stipulations.
e. Mobilize and set up the approved construction site/zone(s).
f. Perform the requisite Scope of Work described in the Contract Documents.
g. Test/verify installed work, demobilize and clean up.
3. GENERAL LOCATION. Rooms 109 & 146 of Building 374, located north of Eglin
Boulevard, immediately east of Fifth Street, on Eglin Air Force Base, Florida.
4. MATERIAL SUBMITTALS. In lieu of the two (2) sets of administrative submittals specified in Specifications 01 33 00 paragraph 1.5 “Quantity of Submittals” the
Contractor shall submit the following quantities:
a. Pre-construction submittals: Three (3) copies with the exception of certificates of insurance, surety bonds, and list of proposed subcontractors which only require one (1) copy.
b. Shop Drawings: Three (3) copies

c. Product Data: Three (3) copies
d. Samples: In accordance with requirements in the specifications.
e. Design Data: Three (3) copies
f. Test Reports: Three (3) copies
g. Certificates: Three (3) copies
h. Manufacturer’s Instructions: Three (3) copies
i. Manufacturer’s Field Reports: Three (3) copies
j. Operation and Maintenance Data: In accordance with the requirements in the specifications.
k. Closeout Submittals: In accordance with the requirements in the specifications.
5. INTERFERENCE WITH BUILDING 374 OPERATIONS. Permission to interrupt, disrupt or modify in any way, a utility, communication, operational or other service or pattern in Building 374 shall be requested in writing as described elsewhere in the Contract Documents. The Prime Contractor shall receive the Contracting Officer’s approval before the requested interruption(s) may be put into effect.
6. BUILDING CLEARANCE. Given the nature of the work performed by the staff in
Building 374, which will be on-going in areas adjacent to the aforementioned Rooms, the
Prime Contractor and all subcontractors will need to be escorted and accompanied at all times while on the premises by authorized individuals of the Government. Additionally, Contractor is to be prepared at all times while in and around the facility to produce personally identifiable documents for each of his/her personnel, to include all subcontractor personnel. No electronic or other such devices are allowed in Building 374
– plan accordingly (e.g. no cell phones, cameras, fitness monitors, etc.).
7. SCHEDULING. The Contractor shall submit a Preliminary Project Schedule, as described in Section 01 32 01.00 10, to the Contracting Officer within fifteen (15) calendar days of receiving Notice-to-Proceed, taking into account the Period of
Performance described in the Contract Documents. The Schedule shall show the
Contractor’s proposed activities, the number of calendar days anticipated for each task, and the associated calendar dates for the respective beginning and end dates of the particular work tasks. All work sequencing and phasing is subject to the approval of the
Contracting Officer. Submit all Schedules on the AF IMT 3064.
8. PERIOD OF PERFORMANCE. One hundred sixty (160) calendar days.
