The purpose of this amendment is to incorporate the Questions and Answ ers dated 13 June 2017, revise Section L paragraphs 2.2 and 2.4 to mirror the proposal volume quantities in Block 13A of the SF1442, and revise Attachment J Financial Responsibilty Questionnaire format.

PROPOSAL PREPARATION INSTRUCTIONS
1.0 GENERAL INSTRUCTIONS.
1.1 General Information
1.1.1 The offeror's proposal must include all data and information requested by these Instructions to Offerors and must be submitted in accordance with these instructions. The offer shall be compliant with the requirements as stated in the Specifications and Solicitation. Non-conformance with the instructions provided in these Instructions to Offerors may result in an unfavorable proposal evaluation or rejection of an offer.
1.1.2 The proposal acceptance period is specified in Block 13, SF 1442, of this solicitation. By signing block
20B of the SF 1442, the offeror certifies that the proposal is valid from the due date and time listed in block
13A through the entire period specified in block 13D.
1.1.3 All referenced documents for this solicitation are available on the Federal Business Opportunities website at http://www.fedbizopps.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.
1.1.4 The Government reserves the right to revise or amend the specifications, drawings, or the solicitation prior to the proposal closing time. Such revisions or amendments will be communicated by amendments to the Request for Proposal (RFP) and posted in Federal Business Opportunities website (www.FBO.gov). If such amendments require material changes in quantities or prices, the proposal closing date may be postponed by enough days to enable offerors to revise their proposals. In such cases, the amendment will include an announcement of the new closing date and time. Offerors MUST acknowledge all amendments in their proposal, either by completing SF 1442 Block 18, providing signed copies of the amendments with their proposal (Section III).
1.1.5 The Contracting Officer listed below is the Government’s sole point of contact for this acquisition.

1.1.6 In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.
1.1.7 Debriefings. The Contracting Officer will promptly notify offerors of any decision to exclude them from the competitive range; whereupon, they may request and receive a debriefing in accordance with FAR
15.505. Offerors excluded from the competitive range may request a pre-award debriefing or they may choose to wait until after the source selection decision to request a post award debriefing. However, offerors excluded from the competitive range are entitled to no more than one debriefing for each proposal. The
Contracting Officer will notify unsuccessful offerors in the competitive range of the source selection decision in accordance with FAR 15.506. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of
FAR 15.505 or 15.506, as applicable.
1.1.8 Discrepancies. If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the Contracting Officer in writing with supporting rationale as well as the remedies the offeror is asking the Contracting Officer to consider as related to the omission or error. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion. This reservation includes matters of additional or substitute pages of the initial proposal.
2.0 SPECIFIC INSTRUCTIONS
2.1 The following instructions are to aid in the evaluation process.
2.1.1 Offerors are responsible for submitting proposals, and any revisions, and modifications, so as to reach the Government office designated in this solicitation by the time specified in this solicitation. Electronic submission or facsimile of proposals for this solicitation will not be accepted by the Government. Contractors shall submit proposals to the Government in either one of two ways described in the following two paragraphs.
2.1.1.1 Hand carried proposals shall be delivered to AFTC/PZIOC at Eglin AFB, FL. The physical address for hand carried deliveries is 3087 West D Avenue Suite 130 (Building 260) Eglin AFB, FL 32542. Offerors are cautioned that Eglin AFB, FL has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED
WHEN HANDCARRYING PROPOSALS; therefore, please allow adequate time. If you are unable to access the base or denied access to Eglin AFB, FL the proposal will need to be mailed. Contracting Office personnel will not meet Offerors at the gate nor will they arrange for temporary access to Eglin AFB. Please plan accordingly.
2.1.1.2 Proposal may also be submitted by mail to the Contracting Office. The outside of the envelope or box(es) shall be marked as follows:

2.1.2 Any proposal, modification, or revision, that is received at the designated Government office on or after the exact time specified for receipt of proposals is “late” and will not be considered unless the
Contracting Officer determines the criteria set forth in FAR 15.208 exists.
2.1.3 Proposals shall be complete, clearly presented, and include sufficient detail for effective evaluation as detailed in Section M of this solicitation and for substantiating validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but rather provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of the offeror’s facilities and/or experience and will base its evaluation on the information presented in the offeror's proposal. Proposals shall be neat, indexed (cross-indexed as appropriate) and assembled in an orderly manner. Elaborate artwork, expensive paper/binding, and expensive visual and other presentation aids are neither necessary nor desired. Include only information that is relevant to this source selection.
2.1.4 Organization/Number of Copies/Page Limits.
2.1.4.1 A complete proposal shall consist of three (3) volumes: Volume I, Technical Proposal; Volume II
(a), Past Performance; Volume II (b), Signed Teaming Agreement (if applicable); and
Volume III, Cost/Price Proposal (Executed RFP Documents)/Contractor Responsibility. Offerors shall submit one (1) original proposal (marked “Original”) of all three volumes, and two additional copies of
Volume I, Technical Proposal (sanitized with CAGE code only), Volume II (b), Signed Teaming Agreement
(if applicable), and Volume III, Cost/Price Proposal (Executed RFP Documents)/Contractor Responsibility.
Specific guidance regarding the content of each volume will be discussed further below. Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. When Evaluation Notices (ENs) are necessary, the Government will issue them by electronic means to prospective offerors. Page limitations may be placed on responses to these ENs and such limitations will be provided at the time the EN is issued.
Electronic Media: Offeror shall submit all volumes in electronic format, using MS Windows-compatible, CD- ROM(s)/DVDs. On each CD-ROM/DVD indicate the offeror’s name, solicitation number, volume, and title. One CD-ROM/DVD containing all volumes with all documents is preferred, but multiple CD-
ROMs/DVDs are acceptable. WinZip shall be the compression/ decompression program used if files are required to be compressed. The electronic copies of the proposal shall be submitted in a format readable and usable by Microsoft Office 2010 (MS Word, MS Excel, and PowerPoint) or PDF format viewable with standard Adobe Acrobat Reader X. Hidden fields, comments, macros, etc. shall be omitted, and read passwords on files shall not be used. The files shall be consistent and uniformly named to allow for easy distinction between Volume, Tab, etc. Inclusion of company name or abbreviation is acceptable. No picture shots of excel spreadsheets shall be included. All excel spreadsheets and formulas shall be accessible for review if submitted. The documents submitted in electronic format, if printed, should match the original paper copy.
In the event there is a discrepancy between the content found in a paper copy and an electronic copy, the paper copy marked “original” shall take precedence.
2.1.4.2 Page Size, Format and Limit
2.1.4.2.1 A page is defined as each face of an 8 ½” X 11” sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Pages in excess of the maximum page limits defined below will be removed from the proposal and will not be evaluated. For the purposes of formatting, typing shall not be less than 10 pitch. Double-sided pages are acceptable and counted as 2 pages.
Pages shall be numbered sequentially by volume. The stated page and format restrictions shall apply to hard copy proposals.

2.1.4.2.2 All pages of each part shall be appropriately numbered and identified with the Request for Proposal
(RFP) number. Pages in excess of the maximum will be removed from the proposal and will not be evaluated.
2.1.4.3 Cost of Pricing Related Data. All cost or pricing data shall be addressed ONLY in the Cost/Price
Proposal Volume.
2.1.4.4 Indexing. Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections. Indexing is not included in the page limitations.
2.1.4.5 Proposal Acceptance Period. The proposal acceptance period is specified in Block 13d of the
Standard Form 1442 of the Solicitation. In the accordance with Block 17, the number inserted must be equal to or greater than the number of days listed in Block 13D.
2.2 Volume I – Technical Proposal. Submit original and two (2) copies (sanitized with CAGE code only)
2.2.1 Construction Progress Schedule: Prepare and submit a hard copy practicable construction progress schedule showing all necessary work elements to complete the project identified under this solicitation. The
Contract Progress Schedule must include all Options. At a minimum, the Contract Progress Schedule must include mobilization, submittals, demolition, major work elements by specification division (a major work element is defined as those elements identified in the specifications as a Division, e.g. Division 26 -
Electrical.), final inspection, demobilization, and close-out documents. The schedule must be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the performance period. The submitted schedule must be developed using project scheduling software such as MS Project, Primavera, or any other comparable form. The AF Form 3064
(Contract Progress Schedule) may also be used for submission of this item. Offerors should only include the work elements necessary to complete the required work. This list is provided as a guide and is not all inclusive or exclusive. It is the offeror’s responsibility to identify all necessary work elements.
2.2.1.1 Each offeror’s technical proposal must address the following:

2.2.1.4 Number of days for each work element
2.2.1.5 Identification of Long Lead Time Materials (Long lead items such as major HVAC equipment, electrical equipment, pre-engineered buildings, etc. must be specifically identified in the technical proposal.
If there are no Long Lead Time Materials, the proposal must state that there are no Long Lead Time
Materials).
2.2.1.6 Identification of work elements in the critical path
2.2.1.7 The proposed schedule must include the activities which are consistent with those described within the project specifications and drawings and must not exceed the Government’s maximum allowable performance period including Options, as noted in FAR Clause 52.211-10 of the RFP. The proposed schedule may consist of multiple 8 ½” X 11” sheets of paper or 11” X 17” as necessary to present a clear and readable proposed schedule. Typing shall not be less than 10 pitch. If using 11” X 17” pages the pages shall fold entirely within the volume.
2.2.2 Offerors shall provide a price breakdown for the project utilizing the 50 Division Cost Estimate
Worksheet (Attachment G). See paragraph 2.4.4 for submission details.
2.2.3 Failure to submit a Construction Progress Schedule will result in immediate elimination from competition.
2.2.4 Offerors are encouraged to provide, as necessary, additional information to clarify their technical proposal. Offerors should identify any proposed unique technical approaches or processes that the offeror believes will result in savings to the Government in terms of overall cost and/or schedule. Additional information is limited to one (1) page, as defined at paragraph 2.1.4.2.1, and will be considered as part of their technical proposal. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal.
2.3 Volume II (a) —Past Performance Information. Submit originals only, maximum of five (5) total references.
Offerors shall provide past performance information on completed or current contracts (including Federal, State, local government and private) to demonstrate their ability to perform the proposed work as identified within the
Specifications. Offerors must provide past performance information to establish Recency and Relevancy on all
Federal contracts before State, local government or private contracts. The Government’s evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects (See Teaming
Agreements, para 2.4, when such information is relevant to the instant acquisition).
2.3.1 Provide a summary of the previous contracts described above, not to exceed 1 page of past performance information per reference. The summary should explain what aspects of each contract are deemed recent and relevant as related to the requirements of this solicitation and in accordance with Section M. Failure to provide required relevancy description may impact the confidence rating, (i.e. aspects of previous projects should match work elements identified in the solicitation/specification). The summary should not exceed 1 page per reference (maximum total of five (5) pages) and include:
a) Name of project (Contract number, if applicable)
b) Name and address of customer or Government agency
c) Name, telephone, fax number and/or email of customer contact or contracting officer
d) Dollar value
e) Period of performance/Completion date
f) Brief description of work performed, and why the effort is relevant
g) Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contract terms and conditions
2.3.2 RECENCY is defined as projects performed within the last six (6) years of the issue date of the solicitation. All references for work not performed within six (6) years of the issue date of the solicitation will not be evaluated.
2.3.3 RELEVANCY is defined as contracts involving:
a) Projects involving the type of construction and work elements described in the attached
Specifications for project. FTFA 16-1126, IRCM 4th Lane Facility Modifications Building 374
(Guided Weapons Evaluation Facility) Eglin AFB Florida and;
b) Cost within or exceeding project magnitude, as specified in Block 10 of the SF 1442 (RFP).
2.3.4 Past/Present Performance Questionnaires.
2.3.4.1 Offerors shall complete Attachment H, Past/Present Performance References and mail or email the attached Past/Present Performance Questionnaire (Attachment I) to all past performance references and instruct them to return the completed questionnaire directly to the individual indicated in paragraph 2.3.4.1.1 below by mail or email. Evaluators are only allowed to use the Attachment I, Past/Present Performance
Questionnaire. Past/Present Performance Questionnaire submissions do not count against the page limits specified at para 2.1.4.2.1, Volume II (a). Altered or substituted questionnaires will not be evaluated. Also, Past Performance Questionnaires will only be accepted from Project Owners or their authorized representatives. Past Performance Questionnaires will not be accepted from Prime Contractors, Subcontractors, or Manufacturers. Offerors are responsible to ensure questionnaires are transmitted to their references, and to indicate which references the questionnaire was sent to (see paragraph 2.3.4.1.1 below).
2.3.4.1.1 Inform your references that they shall forward questionnaires directly to the Contracting Officer at the address below. Questionnaires must be received in the AFTC/PZIOC office not later than the closing date of the solicitation. Offerors are responsible for ensuring their references transmit the questionnaire to the Contracting Office:

2.3.4.2 In lieu of a Past/Present Performance Questionnaire, if a project is currently available in the Past
Performance Information Retrieval System (PPIRS), the contractor shall attach the evaluation to the questionnaire with the relevant solicitation number and submit hardcopy, along with the rest of the proposal package, to the Contracting Office (AFTC/PZIOC) no later than the official closing date and time of the solicitation.
2.3.5 Lack of any past performance will not automatically disqualify an offeror. See Section M for how lack of past performance will be evaluated.
2.3.6 If the offeror claims there is no past performance, then that status must be identified to the Contracting
Officer not later than the date and time proposals are due from all offerors.
2.3.7 The Government shall consider past performance information on contracts obtained from any other sources when evaluating the offeror’s past performance.
2.3.8 If Teaming Agreements are contemplated, the teaming members must provide complete information as to relevant and recent past performance information on previous teaming agreements. If this is a first time teaming effort, each party to the teaming agreement must provide information on all relevant contracts as specified in paragraph 2.3.1. The maximum number of past performance references for the entire team shall not exceed a total of 10. See additional documentation requirements for Teaming Agreements in Volume II
(b) paragraph 2.4 below.
2.4 Volume III - Cost/Price Proposal and Contractor Responsibility:
2.4.1 Submit the Standard Form 1442 and all pages originally included in the RFP. Submit original and two
(2) copies.

2.4.2 Complete blocks 14, 15, 16, 17, 19, and 20a-c of the SF 1442, Solicitation, Offer, and Award. An authorized official of the firm submitting the offer must sign and date the SF 1442 in block 20a-c. (In doing so, the offeror accedes to the contract terms and conditions as written in the RFP, Sections A through K).
2.4.3 Insert proposed prices in Section B for each Contract Line Item.
2.4.4 Offerors shall provide a price breakdown for the project utilizing the 50 Division Cost Estimate
Worksheet (Attachment G). Use the information in the prefilled division sheets to complete the 50
Divisions Cost Estimate tool to build your proposal. Offerors shall input the major work elements by specification division and provide pricing for those major work elements within each division sheet. The information from the prefilled division sheets may not be all inclusive. Offerors are allowed to include any missing items from each division and is allowed to fill in other divisions that are not listed in the prefilled division sheets. If there is a disagreement with the prefilled division sheets, the contractor should not delete the element(s), but instead leave it blank and then include their suggested element(s) at the bottom of that division tab. Offer will be complete, accurate, and sufficiently detailed to demonstrate a clear understanding of the requirement. The burden of proof for credibility of proposed pricing rests with the offeror. Evaluation of this area will be addressed under the Price Factor and the Technical Factor.
2.4.5 Complete representations and certifications in Section K or the System for Award Management (SAM).
2.4.6 Submit the Financial Responsibility Questionnaire (Attachment J) with the top portion only completed.
2.5 The Awardee shall complete the GWEF Consolidated GFP spreadsheet at the time of delivery of the Government
Furnished Property IAW Specification Section 01 11 00 Paragraph 1.5. Offers are not required to complete the form and return with proposal.
2.6 Relationship between Instructions and Evaluation. Your attention is directed to the functional relationship between
Sections L and M of this solicitation. Section L provides information for the purpose of organizing the proposal and is not intended to be all inclusive. Section M describes evaluation factors for award. The Government evaluation of proposals will cover areas identified in Section M, proposals should address all such areas of evaluation.
2.7 Amendment of Solicitation Prior to Closing. The Government reserves the right to revise or amend the specifications, drawings, or the solicitation prior to the proposal closing time. Such reservations or amendments will be communicated by amendments to the Request for Proposal (RFP) and posted on the Federal Business Opportunities website (www.FBO.gov). If such amendments require material changes in quantities or prices, the proposal closing date may be postponed by enough days to enable offerors to revise their proposals. 2.8 Site Visit: An organized site visit will be conducted in accordance with FAR 52.236-27 Alternate I. Participants shall meet at the Legend’s parking lot once base access passes have been obtained at the East Gate Visitor’s Center;

Q1. It is requested that we be allowed to submit the 50 Division Cost Breakdown within 24 hours after the scheduled bid hour. The price would not change, but would allow the proposer to provide more accurate information within the breakdown. The breakdown at bid time would be very inaccurate (even if it were to be provided) as we receive bids right up to the scheduled bid hour. We could receive prices at 1:30-1:50 PM that would make our breakdown totally inaccurate and difficult for your office to evaluate.
A1. The 50 Divisions Cost Breakdown shall be provided by the proposal due date and hour. We expect the Offerors to have established business relationships with their subcontractors and the ability to receive subcontractor proposals in a timely fashion in order to meet the proposal due date and time.
Q2. Please confirm that we are required to include the minimum amounts of $10,0000 for As-built drawings, and
$5,000 for O&M manuals, as noted in specification section 01 32 01.00 10 paragraphs 3.3.18.1 & 3.3.18.2.
A2. Yes, or the percentages indicated.
Q3. The specification indicated that prior to issuance, the manufacturer of the existing system was not confirmed.
Do we now know the manufacturer of the system, and the Enterprise Network Server?
A3. In reference to the existing fire alarm panel/equipment – the manufacturer of the existing equipment is
NOTIFIER by Honeywell. We do not anticipate the Contractor having to mess with the Enterprise Network Server;
we simply need any new/modified products installed in the work of this project to be recognized by the on-site
GWEF NOTIFIER system.
Q4. Can the site superintendent also be the SSHO per spec section 01 35 26, para. 1.6.1.1?
A4. Yes, in accordance with 01 35 26 paragraph 1.6.1.1.1.
Q5. Is there a requirement for an onsite QC manager? There is no specification for this and want to confirm none will be required, and if one is required, can this person share management roles as the site superintendent or SSHO.
A5. There is not a requirement for an onsite QC manager, but this does not alleviate the Contractor from fulfilling quality requirements.
Q6. Per spec section 01 32 01 00 00, para. 3.6.1, will the contractors scheduler be required to be onsite for the monthly schedule updates or can this be performed via teleconference?
A6. This can be done via teleconference.
Q7. Per Spec section 01 11 00, para. 1.5 it states the government will provide *491 access floor panels for the new raised floor system. This is only 1964SF if the GFCI panels are the standard 2x2 size. However, it appears there is approximately 3365SF of new flooring per drawing A-111 room finish schedule. Please verify that the government will indeed supply all the new access floor panels per the room finish schedule on drawing A-111 and the contractor will not need to follow the specification section 09 69 13 "Rigid Grid Access Flooring" in regards to the floor panels noted.
A7. The 491 floor panels are in addition to the existing floor panels, which were installed relatively recently. It is possible that the number of existing floor panels will suffice for the remodel effort. The Government will supply all floor panels by virtue of the 491 overstock coupled with the number of existing floor panels.
Q8. Due to soil condition bearing capacity and anticipated foundation thickness. The net bearing capacity will be low. Can alternative foundation systems be explored other than mat foundations?
A8. Absolutely, but keep in mind that the issue isn’t necessarily a bearing one – we’re much more concerned with the isolation, containment and control of the equipment vibration to ensure that the equipment stays in place and that it doesn’t affect, and isn’t affected by, adjacent machines, equipment and structure. In a nutshell the purpose of the concrete foundation (aka “pier”) is to not only isolate the system from building (and other equipment) vibrations, it also has to isolate the building (and other equipment) from system vibrations.
Q9. The RFP specifies maximum foundation dimensions of 14’x20’x6’ deep. The overall dimensions will be dictated by the loading criteria. If the loads exceed the maximum allowable bearing capacity, alternative foundation systems will need to be provided. Please confirm if the dimensions of the pad may expand or if the use of alternative foundation measures will be allowed.
A9. The overall maximum equipment foundation dimensions were determined based on preliminary engineering calculations and the limitations imposed on us by the existing building foundation system. We wanted to stay away from existing column footings and the strip footing beneath the exterior wall, and to ensure that we didn’t disturb the bearing soils beneath them. The new equipment load was not considered to be the great concern. The mass of concrete supporting the equipment is meant to offset/cancel-out the moment of inertia(s) generated by the equipment. It is the multi-dimensional movement capability of the equipment atop the pier that is the critical issue.
Envision a very large CNC lathe machine that is very intricate, exacting and methodical in the manner in which it operates. We want to make sure the lathe stays in place while it’s working (i.e. little to no movement), that it’s able to produce the final product we’re looking for (i.e. minimized vibration of the machine while carving away), and that it’s not affected by movements of the building, adjacent machines or other processes that are going on simultaneously (i.e. a nearby lathe machine isn’t causing this one to fail, or vice-versa). The dimensions given are the maximum that we believe will fit in the space.
Q10. How many simulator pads will be on the new simulator, i.e., bearing points?
A10. We anticipate that the equipment will have a continuous, flat base, somewhat similar to how the head of an engine bears atop the engine block itself. Likewise, the equipment (head) will attach to the pier (block) at a number of points along its perimeter by anchor bolt. The number of pads required will actually be dictated by analysis of how to best separate the concrete pier from the adjacent supporting soils. Refer to the UNISORB Foundation

Q11. Please provide the static vertical tension load per pad.
A11. The information cannot be disclosed to any degree of exactness or certainty since the information regarding the equipment is proprietary; therefore more exact information is to be provided to the awardee. For proposal purposes the information can be determined by the various axis forces, equipment weight and maximum pier dimension information that was provided in another response.
Q12. Please provide the static horizontal shear load per pad.
A12. A14. No access through the exterior wall will be permitted; Numerous other similar foundations have been installed in this Building.
Q15: Since the contractor is providing the structural engineer and design for the simulator foundation, will the government delay the NTP after the structural design is approved? This is the only way this project can be completed on time within the allotted 160 calendar days per the RFP.
A15: The government has no intention of delaying the NTP – there is ample work to be performed while foundation issues are being dealt with. The data above has already been taken into account in the maximum pier dimensions provided.
Q16. Please provide a schematic drawing of the new simulator that is to be installed on the new isolation pad so we can see the connection points to the isolation pad.
A16. A more detailed drawing, or portions of a drawing, will be provided to the successful bidder. For bidding purposes, assume that there are twenty (20) connection points via embedded anchor bolts at equidistant points along the perimeter of the equipment (refer to the engine head/engine block analogy above). The top dimension of the pier will be much larger than the footprint of the equipment – which is where the analogy differs – the equipment base will not “mate” with the concrete pier in the manner that an engine head mates with an engine block.
Q17: Will the government provide the anchor bolt system for the simulator installation? If not, please provide the connection details so we can estimate the anchor bolt plan.
A17: The government will provide the anchor bolt criteria as far as location/spacing/sizing goes at a later date. For bidding purposes assume there will be forty (40), ¾” diameter x 12” long, Hilti-type anchor bolts connecting equipment to pier.
Q18. Will the contractor have to access the work area through the main entrance each day or can we access the work area from the loading dock area since we are to be escorted for this work? We acknowledge that we will have to leave all electronics in our vehicles while working within the facility.
A18. We envision the contractor accessing the work area(s) via the loading dock area, and not using the main entrance. We intend to limit the areas that are accessible to contractor personnel for both our sake, and vast majority of the work will occur in the northwest quadrant of the Building off the loading dock in that region.
Q19. What is the load capacity of the existing access floor in test control area 109?
A19. Assume the existing elevated flooring rolling load capacity is 1000# for 10,000 passes.
Q20. Will this project require Ultrasensitive Smoke Detection to protect the Flight Motion Simulator Area?
A20. No.
Q21. Will an Air Aspirating Smoke Detection System be required to protect the underfloor spaces in lieu of regular smoke detectors?
A21. No.
Q22. The fire alarm drawings do not indicate any fire alarm device associated with AHU-11, will duct smoke detectors, relays, and remote indicator test stations be required?
A22. There are existing devices in the AHU-11 system that we do not anticipate needing replacement, though there might be a need to relocate some of them a bit depending on the configuration of the new AHU-11 machine.
Q23. Although not shown on the drawings there is a reference in specification section 28 31 63.00 20; 1.3 - SD-02:
to “Provide detailed drawings of the Graphic Annunciator”
At the site visit for this project on 6/5/17, behind the desk in the Lobby there is a large wall mounted fire alarm LED graphic annunciator, it was indicated that this annunciator is not part of the existing fire alarm system.
Please verify and confirm that there is no required work associated with this annunciator.
Adjacent to that annunciator is a Notifier Onyx First Vision Enclosure in which the electronics have been removed.
The Onyx First Vision is an Interactive Graphic Display which displays the Alarm locations.
Is it anticipated that this device will be reinstalled and be active before the end of this contract?
If so, is there any obligation under this contract for the fire alarm contractor to provide any associated work with this device, including modification of the bit map floor plan for the area of construction?
A23. There is not work associated with the annunciator located behind the reception desk. It is not anticipated that the Notifier Onyx will be operational before the end of this contract, and we do not expect the fire alarm contractor on this project to have to work on this particular piece of equipment.
Q24. Would you provide a sketch drawing of the existing isolation concrete foundation to be removed?
A24. The existing foundation is basically 10' x 14' x 4' deep; Assume there's 0.018% temp/shrinkage steel in there as well.
Q25. Please confirm that the removal of the acoustical insulation panels in the existing Test Chamber E-109A is not in the contractor's scope of work.
A25. The removal of the acoustical insulation panels is not in the contractor's scope of work.
Q26. Please confirm that the removal of the floor-to-deck metal partition separating the existing Test Chamber E-
109A and Test Control Area E-109 is not in the contractor's scope of work.

Q27. What is the thickness of the acoustical ceiling tile and grid? It's not shown in the specifications.
A27. The specifications allow for the contractor to suggest products that meet the requirements listed in Section 2 of
Section 09 51 00; Thickness of the tile and associated grid system will be dependent on the selected ceiling tile that meets the light reflectance, sound, CAC, etc. requirements described.
Q28. At the site visit there was comment made about re-using the existing access flooring, please confirm, do we need to include furnishing any new rigid grid access flooring?
A28. Re-use of the existing access floor system is at contractor's discretion, and is encouraged to be done to the extent possible; however, Government suggests that contractor have a "Plan B" for supplementary materials.
Q29. New communications cabling and outlets are government installed. Per drawing E-100 Electrical Demolition
Plan shows existing data outlet, associated wiring and conduit to be removed back to source. Please furnish location of communication rack for removal.
A29. The communication rack is located in Room 225; however, the existing communication rack does not need to be removed.
Q30. Who is responsible for the deactivation and reactivation of the Advantor devices deleted and/or relocated which has to be completed by Advantor?
A30. The Government will take care of deactivating and reactivating the Advantor devices affected by the work of this project.
Q31. Will the Advantor system be required to stay armed during construction?
A31. The Advantor devices associated with the work of this project will not need to be armed during construction, though we may keep the Room 146A ones active.
Q32. What is depth of the existing concrete?
A32. The existing equipment pad is 4’ thick, approximately 2.5’ of which is below grade.
Q33. Is there any restrictions on noise or vibration for jackhammer or saw cutting during work hours?
A33. No. Once we have an established construction schedule we’ll plan around it if it becomes problematic.
Q34. Is pumping concrete through building an option?
A34. If that means pumping from the loading dock area, down the corridor to Room 109/109A/109B, then yes. If it means pumping through an existing exterior wall penetration to Room 109A/109B, then yes. Otherwise, probably not.
Q35. Will the Government provide any additional simulator load criteria? This includes horizontal dynamic and static loading, along with tension dynamic and static loading.

Q38. Will the Government provide cut-sheets for the simulator pad locations for foundation design by specialty engineer?
A38. The number and location of simulator “pads” are to be determined by the specialty engineer to achieve the desired isolation of the equipment from adjacent structure. The equipment itself will be anchor bolted to the top of the foundation/pier. The Government will provide a more definitive anchor bolt pattern to the Awardee.
Q39. Are the only submittal requirements for the solicitation be those provided in Section L?
A39. Yes.
Q40. Is the 50 Division Cost Worksheet to be provided in Volume I and III?
A40. Please provide in Volume I only.
Q41. Some areas states there is to be an original and one copy while some other areas show original and two copies.

Q43. Can we use our own form in lieu of Attachment H for Past Performance Information sheets as long as it does not exceed one page per project?
A43. No, please reference Section L Paragraph 2.3.4.1.
Q44. What are the restrictions for construction access? Will there be times when required for shut down? Will a contractor-supplied guard be required?
A44. The restrictions are that construction access is to occur during Normal Working Hours as defined in the
Specifications, and that contractor personnel are to be escorted by Government personnel. There may be times where the contractor is shut down, and this possibility is further defined/described in the Specifications. A contractor-supplied guard is not required.
Q45. Can the offer date be extended a week to allow adequate time following the site visit for pricing?
A45. The due date has been extended to 22 June 2017 at 1300 (01:00 PM Local Time), see Amendment 0002.
