Requests for Information & Responses FA2823-16-C-4028, Renovate Hangar 421 (FTFA 14-1128) 26 Aug 2016

Q1. In the sow it says they are no bid options, but bid option 1 is listed on numerous pages, but a bid option is not listed on page 3 of 53 in solicitation. Please advise.

A1. Per Statement of Work dated 21 April 2016 paragraph 2(a): There are no bid options associated with this construction project; any references to bid options in the specifications or drawings shall be included in the single base CLIN that will be awarded on this contract (information to be updated in Amendment 0001 to state that any references to bid options shall be included on CLIN 0001 of this contract since CLIN 0002 for fire suppression system was created after SOW).

Q2. I see the specification section for long term base access, but no specific needs for the site visit at 52.236-27. Do I need to only gather the affidavits for base access or are there other requirements for you?

A2. The forms that are required are the affidavit (Attachment K of the solicitation) and the memorandum template (Attachment L of the solicitation). This can be found in section 2.9 of the Section L

Q3. On page A-201, note 11 it shows new led fixtures above the doors, but on the electrical drawings E-5,6 it does not reference any fixtures, nor is it listed in the fixture schedule on page E-6. Please advise.

A3. Approved drawings indicate light fixtures types D & E at exits. These are included on the fixture schedule on page E-6. Please refer to the approved drawings. No fixtures are to be installed at the exterior doors.

Q4. Also on page E-6 top right it references fixture L and M, but these are not in the schedule or on the prints. Please advise.

A4. References to fixtures L and M are incorrect. The correct type of fixtures are Fixtures H and J, respectively and have been corrected on Drawing 14AK Addendum #2.

Q5. Also on page E-6 on the fixture schedule it shows a triangle with no letter? But on page E-5 room 111 it shows 5 of these symbols?

A5. The approved drawings clearing indicate the items. Please refer to approved drawings.

Q6. On page E-5 top left note 4 it calls for dimming ballast in fixtures A,B,F, and G, but nowhere on the prints are there any dimmers shown?

A6. No dimming is to be installed. Delete any reference to dimming ballasts in fixture details per Drawing 14AK Addendum #2.

Q7. On page E-17 panel schedule H2N and H2S it does not show the aic ratings of the panels?

A7. Panel H2N: 25 KAIC Panel H2S: 25 KAIC

Q8. On page E-5 room 118 janitor and on page E-6 room 224 janitor shows no light fixtures?

A8. Janitor Rooms 118 and 224 will be fixture type C unless noted otherwise. See Drawing 14AK Addendum #2.

Q9. On page FP-2, re: notes 5,6,11 it shows 2 sizes of hand holes 1 for communications and 1 for electric as shown on details on page FP-9. I only see 1-4” pvc conduit but two different types of work, communications and electrical. Typically you don’t put these two different types of work in same handhole. Are there supposed to be 2 conduits? One for electrical and one for communications. Please clarify. Also the prints read that this work is to be in base bid? Is this correct?

A9. There is only one (1) 4" conduit and a water pipe from Building 421 to the fire pump building. This conduit is for a future fiber optic cable that will communicate between the two facilities. There is no electrical work in this handhole/conduit system. Both types of handholes are for the future fiber optic cable. The traffic rated handhole is for installation in graded areas and the aircraft rated handhole is for installation in the aircraft parking apron. Ignore all references to base bid or options per Statement of Work paragraph 2(a). All work is to be done at one time.

Q10. General—Will the equipment presently contained in the hangar bay remain or will the entire bay be left open when we receive?

A10. All equipment, materials, and constructions in the hangar bay itself are to remain and are not to be disturbed for the purpose of this construction project.

Q11. General—Will a fence be required along the West end of the hangar to retain materials and personnel from being in an area that they should not. If so, what height and material should be used—Chain link with slats or polyethylene barrier, etc.

A11. Spec. Sec. 01 14 00 para. 1.2.4 requires the contractor to provide temporary closures as required to maintain security and protect non-work areas. The type and layout of fencing or temporary construction to separate work areas from non-work areas is at the discretion of the Contractor, but may be submitted with the health and safety plan submittals, or as directed by the Government.

Q12. Sheets AD-01, A-103, A -401—The existing floor slab is to be removed (demo note 13) in preparation for the new baths. Since this is an existing hangar, is there anyway the thickness of the slab to be removed may be obtained; it could range from 4” to 1”.

A12. Existing as-builts indicate floor slabs to be 6” with or w/o W.W.M., and some footings 12” to 24” with continuous #5 bars. However, the contractor is responsible should existing conditions differ from this information.

Q13. Solicitation FA2823-16-R-4028, page 42, paragraph 2.2.1----A construction progress schedule can be provided as stated with the exception of being able to express percentages with each item. We will not be able to calculate the percentages until after the bid as we will be receiving bids right up to the proposed bid hour. We can provide the general schedule with the bid and provide percentages to each item within 24 or 48 hours after the bid hour.

A13. The specifications and drawings are provided for subject RFP. A progress schedule to include percentages that correlate with the 50 Divisions is required IAW Section L&M.

Q14. Solicitation FA2823-16-R-4028, page 43, paragraph 2.2.2---A breakdown of the project utilizing the 50 Division Cost Estimate Worksheet (Attachment E) cannot be provided at the time of the bid for the reasons stated above—we will receive sub/suppliers bid up to the time the proposal is to be submitted---not knowing which to use until that time. We can provide this information within 24-48 hours after the proposed bid hour.

A14. The 50 Divisions Cost Estimate Worksheet is standard throughout the Air Force for Construction. This worksheet must be provided by the proposal close date/time.

Q15. In reference to Section 2.3.4.2 on page 44 of 53, could the Government please clarify if they will accept the submittal of CPARS and CCASS in lieu of the Past/Present Performance Questionnaire (Attachment H)?

A15. Yes, the Government will allow submission of a completed CCASS/CPARS in lieu of a completed past performance questionnaire.

Q16. Section L, Paragraph 2.1, indicates electronic submissions are acceptable. Please confirm a hard copy of the proposal is not required. If it is correct that a hard copy is not required, should the original executed bid bond be submitted by the due date or is the electronic copy of the bid bond acceptable.

A16. A hard copy of the proposal is not required. The requirement for a bid guarantee will be removed through Amendment 0002.

Q17. Section L, Paragraph 2.2, Volume I – Technical Proposal indicates an electronic sanitized copy be submitted. Please confirm an un-sanitized copy is not required.

A17. An un-sanitized copy is not required for Volume I.

Q18. How many copies of each volume #1, #2 & #3 are required to be submitted with bid package documents?

A18. Please submit one copy electronically.

Q19. Will the SSHO as well as the QC Manager be allowed to perform other duties on this project or does each position require a dedicated full time employee?

A19. The SSHO and quality control manager may have concurrent duties and should be present full time and shall be on-site at all times when the work that associated with their professional expertise is being performed. When work associated with their professional expertise is being performed their duties as SSHO and quality control manager will take precedence.

Q20. Please clarify that the wage decision should be heavy. The painter classification under heavy requires hourly rate of $19.50 and $8.83 fringe, whereas the building wage decision reflects $12.21 with no fringe.

A20. The wage decision is changed to building, per Amendment 0002.

Q21. Per the site visit, it was observed there are (3) separate overhead service drops to the bldg. Drawing E-1 shows only one service to be removed. Please advise on the other two not shown on the drawings.

A21. The two services into the hangar area are to remain as is. They are not included in the work for this project.

Q22. There is a bird netting in the hanger. Netting will have to be removed/cut for Fire Alarm demo and installation. Please advise who will be responsible for removal/repair?

A22. The contractor should treat this as an adjacent surface/material and restore to its original condition, per the directions of Spec. Sec. 01 11 00 para. 1.3 a & b.

Q23. There is a wooden office structure and equipment located in the hanger area. Will items be removed for Fire Alarm demo and installation per drawings E-3 and E-12.

A23. The contractor should expect that any materials, equipment, or constructions that are that are outside of the project limits to remain. At this time there are no plans to remove materials, equipment, or constructions that exist within the hangar bay. This area, the hangar bay, is outside of the project limits.

Q24. Can the contractor have the option of directional boring to install the new 12” & 4” PVC pipes between Bldgs 421, 422, & 247 in lieu of removing and replacing the concrete?

A24. The contractor at this time should expect to remove and replace the concrete in question.

Q25. Please confirm that the hangar will be vacant for the entire period of construction.

A25. The lean-tos and machine shop are vacant and will remain vacant for the construction period. The north portion of the hangar bay currently housing equipment for the Climatic Lab will occasionally see movement of the stored materials and equipment, but no occupation by government or contractor employees. This area, the hangar bay, is outside of the project limits. The south portion of the hangar may occasionally see use by the AFRL users, who will coordinate their activities so as not to impede the construction contract (also outside of the project limits).

Q26. Who will be responsible for removal, relocation, storage and reinstalling of Furniture Fixtures and Equipment in each building?

A26. Any furniture, fixtures, and equipment currently existing in the lean-tos and machine shop are to be removed by the contractor and disposed of by the contractor per the contract documents. The users will arrange for purchase and installation of new furniture, but will coordinate with the scheduling of the construction contract. Any materials, equipment, or constructions that are that are outside of the project limits (hangar bay) are to remain. At this time there are no plans to remove materials, equipment, or constructions that exist within the hangar bay.

Q27. Per AD101-Key Note 13, indicates the existing concrete floor to be removed for new bathroom location. Please provide detail for patching the existing concrete floor?

A27. Please see detail 8/S-9 on page S-9.

Q28. During the site visit it was discovered that both the 2nd floor framing above the 1st floor ceiling and the roof deck above the 2nd floor ceiling are built with 2x12 wood joist and 1x4 wood decking (i.e. combustible material). Will secondary sprinklers also be required above the ceiling.

A28. Yes, per Sheet Note 1, page FP-6. The fire suppression will be required to comply with all applicable regulations and standards, including, but not limited to UFC 3-600-01, NFPA 13, NFPA 24, and the AHJ.

Q29. How does the government want the exterior spray applied asbestos coating abated (encapsulation or complete removal)?

A29. The contractor should plan for complete removal at this time.

Q30. How is the subfloor decking fastened to the ¾” T&G (nailed, screwed and/or glued)?

A30. Subfloor decking should be fastened according to Spec. Sec. 06 10 00 para. 2.4.6, unless noted otherwise. All decking is to be removed, both plywood subfloor and T&G, and replaced with new decking and plywood subfloor, 3/4" T&G plywood decking and 1/2" BC plywood subfloor. Attach 3/4" T&G plywood deck – glued and nailed, 6d ring shank or 8d common @ 6" o.c. with edges blocked 1/2" BC plywood subfloor - glued and nailed, 6d ring shank or 8d common @ 6" o.c.

Q31. Approximately how much plaster and lathe is applied to the interior side of the exterior CMU perimeter walls and to what extend will it need to be removed?

A31. The amount of plaster and lathe on the interior of the exterior of CMU walls is unknown at this time, but on pages AD-101 and AD-102, Keynote 4 instructs the contractor to remove all finishes in their entirety (typical), and prepare the wall for new finishes.

Q32. Is there a maximum height limit or minimum distance for cranes/trucks in proximity to the runway?

A32. No.

Q33. Will low profile air craft barriers be required for installation of the new water line?

A33. No.

Q34. Can one person be assigned as the project superintendent/ quality control manager/ safety manager or does roles require multiple people?

A34. Yes, one person may serve as project superintendent/ quality control manager/ safety manager.

Q35. In regards to the removal of the old floor system in Bldg 421, rooms 101-125, what is the thickness and condition of the existing system? Can pictures be provided of the floor?

A35. There are various layers of existing flooring material throughout the project, some areas one layer, some areas multiple. The contractor is to demo all in preparation for new installation. Known asbestos-containing materials are noted on pages AD-101 and AD-102. Pictures have been taken for some of the floors and are in a separate .pdf file to accompany the FBO posting.

Q36. Regarding the blast doors: Drawing S-1 shows a picture of hangar with stand-off distances. Drawing S-1 shows stand-off distance of 113'-3", 64'-1" and 56'-11". There are a total of 13 exterior door openings. It appears about 10 of these may be required to be blast resistant but it's not exactly clear which door openings are, and are not, required to be blast resistant.

Can the Government specify exactly which door openings are required to be blast resistant?

A36. Doors not called out on S-1 are at distances greater than the SODs shown, and should be designed and manufactured per their actual stand-off distances, per the ATFP requirements, including UFC 4-010-01.

Q37. Sheet A-201 ,Key Note 5 indicates to install EIFS infill over galv metal lath at the various places as infill at previous window location . Section Cut 4/A310, which is the section at stucco infill, indicates the following with Key Note 22- 1" NOMINAL CEMENTITIOUS STUCCO SYSTEM OVER METAL LATH ON 2" GALVANIZED METAL "Z" FURRING @ 24" O.C.

a. Do we use EIFS or Cementitious Stucco?

b. Please provide specification for either EIFS or Cementitious Stucco , including type of lathe required to be installed.

c. Where and how is the Metal “Z” furring to be installed. Section Cut 4/A310 does not clearly show this.

A37. Use synthetic stucco finish coat on cementitious stucco on metal lath on air barrier on gypsum sheathing on metal studs, per detail 4/A310.The detail should include "synthetic stucco finish coat", and should not include the "zees".

Q38. The aluminum drip flashing (Key Note 18) is shown to be installed on top of the air/vapor barrier (Key Note 24). It appears with this sequence of installation any moisture could wick between the flashing and air/vapor barrier. We typically see the flashing installed first and the air/vapor barrier would be applied over that. Please review and clarify.

A38. Section 4/A310, : the drip flashing is to be installed after fluid applied air/moisture barrier.

Q39. The demolition notes on sheet FP-2 – Notes 1 and 2 indicate that the existing concrete pavement is to be removed in 10 lf x 10 lf sections and then replaced after the installation of the underground water lines and pvc conduit. Sheet C-501 calls out a concrete pavement detail and notes to utilize 4000 psi concrete. Below this detail is a typical pavement section calling out 12” concrete with a minimum 4000 psi FLEXURAL strength.

Questions:

a) The typical pavement section indicates a 5’0” wide section, yet we are replacing a 10’ wide section of concrete pavement according to the notes on sheet FP-2. Please clarify if the 5 foot dimension should read 10 feet.

b) The typical pavement section indicates an 18” diameter rebar cage with number 3 rebar and a #4 rebar running through it. Where is the rebar to be utilized?

c) Is the concrete strength to be 4000 psi Compressive strength or 4000 psi Flexural strength

A39.

a) Since it's a typical pavement section, the dimension should read "as noted on plans." Refer to revised details in drawing below.

b) The 18" diameter rebar cage with #3 and #4 bars is not required in a typical concrete pavement section. Ok to delete. Refer to revised details in drawing below:

c) Compressive strength is 4000 psi; flexural strength read be 500 psi. Refer to revised details above.

Q40. Reference Section 4/A310 – At the head and sill of the stucco infill a 10 Ga, ¼” continuous plate (Keynote 25) is called out and says to “see structural”. Detail 3/S8 is the structural detail for the LTGA Existing Opening Infill. The structural detail does not indicate the ¼” plate called for in 4/A310. We need to know how to attach the plate (fastener types and sizes as well as spacings). Is the plate steel galvanized or plain steel with primer?

A40. The structural drawings were revised during the design phase and the change did not get picked up on the architectural drawings. The plate, as called out on Note 25 on A310, was eliminated and the studs are to be attached with the clips, as shown on section 3/S-8. This occurs at the masonry infill detail only. The plate is still required at all the openings receiving a new window; however, the plate is 10 gage (per section 2/S-7) and not 1/4" (per note 13 on sheet A-610). The attachment for the plate (fastener types and spacing) is called out on section 2/S-7. The 10 gage plate at the window openings shall be painted, and not required to be galvanized.

Q41. Regarding the past performance questionnaires for the subject solicitation: Will previously completed past performance questionnaires-for separate solicitations-be accepted? The questionnaires are recent.

A.41. No, the past performance questionnaire provided in the solicitation must be used, or a completed CCASS/CPARS evaluation.

Q42. Could the Government please clarify which Volume the 50 Division Cost Estimate Worksheet (Attachment E) shall be included?

Page 48, Section 2.2.2 in Volume I, Sub Factor 2 states the “Offeror shall provide a price breakdown for the project utilizing the 50 Division Cost Estimate Worksheet (Attachment E).”

Additionally, Page 45, Section 2.5.4 of Volume III requests the same “Offerors shall provide a price breakdown for the project utilizing the 50 Division Cost Estimate Worksheet (Attachment E).”

Does the Government request the worksheet to be submitted in just one volume or both volumes of the final packaged proposal?

A42. Please provide with the Volume III cost/price proposal.

Q43. The answer to Question 36 refers to the blast door requirements per UFC 4-010-01. The UFC states that if the renovation of an existing structure is less than 50% of the cost to build that structure new, UFC 4-010-01 does not apply. Does the government anticipate the cost of this project to be less than 50% of the cost to build the building new?

A43. Division 08 specifications of the project indicate that windows, Storefront openings, and doors must meet minimum Building Code loads, loads identified in the contract documents, and ATFP. The manufacturer is to determine the worst case loading and design to that criteria, which may be a more stringent loading than as determined by the 50% cost threshold.

Q44. The subject solicitation's specifications contain SECTION 12 21 00 WINDOW BLINDS, yet the drawings do not include the blinds on the Finish Schedule. Specifications refer to a WINDOW TREATMENT SCHEDULE but one is not readily locate able.

A44. The contractor is to remove any window treatments existing as part of the demolition stage, and legally dispose per the contract documents. However, no new window treatments are to be installed. The specifications have been revised in Specifications Addendum #1 dated 23 August 2016.

Q45. For the sanitized version of Volume I (Eglin Hangar 421 Proposal), do you want our company name left off the file name when we send it?

A45. The file name can be whatever your company chooses, the Volume I evaluator(s) will only see the sanitized version of Volume I and not the entire proposal.

Q46. Amendment #0005 tells the bidders to break out the Fire Suppression cost of our proposals and revise the 50 divisions cost estimate form, but the supplies and services “bid form issued with the original RFP shows it as two separate cost. Are we permitted to just show a “lump sum” cost next to CLIN No. 2 on the form? If not, where on the 50 divisions cost estimate form should we show the breakdown? Should we list the cost on the “Division 21” Fire Suppression tab sheet as Base Bid cost and Bid Option #1 (per FP-1, etc.) or CLNN #0002? Please clarify how the breakout cost should be presented.

A46. Separate pricing for each CLIN MUST be provided on Schedule B of the SF 1442 in order to conform to solicitation requirements. In accordance with Section L paragraph 2.5.4, Offerors should highlight line items in yellow that pertain to the fire suppression work on CLIN 0002 so that the awardee’s proposal can be broken down by CLIN/funding type. The summary page of the 50 Divisions Cost Estimate Worksheet should only have the total contract price. Fire Suppression line items should be highlighted in yellow on the division tab sheet identifying those items are included in the price of CLIN 0002.
