Replace Approach Lighting Duke Field

RFIs and Responses

1. Contractor Question: Volume II- Past Performance Information, If the offeror represents the combining of two or more companies in a Joint Venture Agreement, can the past performance information be supplied from either offeror?

Government Response: Please refer to Section L, 2.4 Volume II (b) – Teaming Agreements.

2. Contractor Question: RFP page 43, Section L paragraph 2.5.5. What does the government consider the “top portion” of this form?

Government Response: On the Attachment G-Financial Responsibility Questionnaire the contractor must fill in the "BANK NAME" and "BANK ADDRESS", as well as insert their company name on the lines marked "(Offeror’s Name)" and "(Contractor’s Name)"

3. Contractor Question: Per RFP page 43, Section L paragraph 2.5.5, Please confirm (or clarify) that it is NOT intended for us to send to our financial initiation to have completed and submitted signed by the institution.

Government Response: Confirmed. The contractor will fill out their bank information on Attachment G-Financial Responsibility Questionnaire and submit that will their proposal. The Source Selection Team will then contact the financial institution to answer the questions.

4. Contractor Question: Sheet E-15 #4 counterpoise note last sentence States "around each Light Base Ground Rod". No Ground Rods are shown on any of the base can details for light can grounding. Do you want each Can to have an exterior ground rod separate from the counterpoise, or are you using only internal grounding for the light cans as shown?

Government Response: Provide a 12" separation from the light base. No ground rods are required at the light base.

5. Contractor Question: Sheet E-15 Barrette light cans also have the can ground rod listing, but is not shown on details. Do they require individual ground rods or internal grounding as shown only?

Government Response: No ground rods are required at the light bases.

6. Contractor Question: No cans show any drains. Are any drain holes required for the Light Cans?

Government Response: No drain holes are required.

7. Contractor Question: Sheet E-9 note #7 does not match sheet E-12 note #3 Directional Boring requirements. What is required?

Government Response: Install 6 Way 4" ductbank, as indicated on Sheet E-9.

8. Contractor Question: Sheet E-10 Station 10 shows five new 3x3 handholes and Sheet E-26 station 10 shows six new 3x3 handholes. IS E-10 the correct layout?

Government Response: E-10 shows the correct layout.

9. Contractor Question: New Wiring in existing duct banks sheets E-12 and E-13 for Base Bid, Can these wires be used in New Duct if the Option is taken or do you require base bid wires and Option wiring as shown?

Government Response: If the Bid Option is taken, the conductors may be installed in the new ductbanks.

10. Contractor Question: Sheet E-12 shows the bore under T/W B, going to the 3x3 Hand hole at station 1+00 as 4 way 4”. Sheet E-9 shows that run as 6 way 4”. Which is correct?

Government Response: Install 6 Way 4" ductbank, as indicated on Sheet E-9.

11. Contractor Question: Sheet E-11, work note 4 indicates 6#4. We believe that should be 4#10. Also, see work note 1 on sheet E-16.

Government Response: 6 # 4 is incorrect. 3 # 10 & 1 # 10 ground loop into and out of each SFL junction box, so there should be 6 # 10 & 2 # 10 ground in the conduit from the handhole to the SFL junction box.

12. Contractor Question: Since the threshold is being displaced we interpret the project as not requiring “night” work. Is that correct? Are there specific areas that will require night work?

Government Response: Night work will not be required, but could be performed as the contractors option if pre-approved by the Contracting Officer.

13. Contractor Question: Cable racks are not shown on sheet E-27. What type are required?

Government Response: Provide galvanized steel racks with 6" support arms. Provide two cable racks on each wall.

14. Contractor Question: Is warning tape required over the duct banks in the trench line?

Government Response: Provide warning tape in accordance with Specification Section 31 00 00, paragraph 2.1.

15. Contractor Question: Shouldn’t work notes 4 and 5 on sheet E-16 contain 10 #10 conductors? Similar comments on notes through sheet E-20.

Government Response: This is a two-wire secondary conductor from the isolation transformer to the fixture, so only 5 cables are required, which provides a total of 10 conductors.

16. Contractor Question: Specification section 26 56 20, para 2.4.3.3 states that shielded power cable is to be used for power circuits. We take that to mean the circuit feeding the 10kva sequenced flasher transformer should be fed with #6 shielded MV105 power cable. The plans indicate that #6 L824C cable will serve the transformer. Please advise which is correct.

Government Response: The feeder to the SFL transformer should be shielded, 5 kv, MV-90 or MV-105 with 133% insulation level, as indicated in the specifications.

17. Contractor Question: The plans do not show rebar in the approach light center line barrettes, pre-threshold or terminating bar foundations. See sheet E-23. Is rebar required in those foundations?

Government Response: No rebar is required in the centerline barrette, pre-threshold bar or terminating bar.
