IPASC-Questions and Answers for Request for Proposal (RFP) FA2550-14-R-8010
26 JAN 2015
Vendor Questions and Government Responses to RFP, SOW and supporting documents:
Topic Nbr Reference Question Answer
General 1 N/A Can the Government disclose the budget available for this contract?
All information regarding budget availability is provided in the bidder’s library.
General 2 Cover letter Can you confirm that any OCI Mitigation Plan is to be delivered in advance of offeror’s proposals and further notice of OCI is not to be included in the three (3) proposal volumes? In addition, can you provide delivery instructions (e.g., 1 hardcopy, 1 electronic copy, etc.) if intent is for a separate delivery?
The cover letter provides instructions in paragraph d (1) “Is not part of a proposal submitted in response to RFP FA2550-14-R-8010.” Additionally, paragraphs (2) and
(3) provide guidance that the plan “May be submitted in advance of any proposal volumes and Must be submitted no later than 10:00 a.m. Mountain Standard Time, 25 Feb 15, as a separate document from the other proposal volumes.” The intent was for 1 hardcopy, marked in accordance with the instruction stated in paragraphs (5) and (6). Electronic copies are not required however, if provided the copy will be retained with the original hardcopy.
RFP 1 SF 33 Page 1, Block 9, the due date/time for proposal delivery is stated as 12:00 AM local time 25 Feb 2015, however, the FBO posting and Section L, paragraph 2.12.1 states “These volumes must be received no later than 12:00 PM MST 25 Jan 2015. ” Please clarify the date and time for submission.
The SF 33 will be corrected in Amendment 1 to state 12:00 PM local time 25 Feb 2015.
Topic Nbr Reference Question Answer
RFP 2 Page 29, Sect I, clause
FAR 52.222-17 (Nondisplacement of Qualified Workers) is included in Section I, but there is not reference to Service Contract Act or wage determination tables included. Can you identify if service employees are required to support the IPASC contract and if any service employees are currently in place on the incumbent contract?
The Service Contract Labor Standards requirements are not included in the solicitation as the Government considers the effort to be noncommercial services and technically complex that professional employees would be required. FAR Part 22.1103 and the request for a Total Compensation Plan refer to Section L, page 65 of 70, paragraph 4.1.5.5 Tab 5. The stated clause is required for inclusion in service contracts.
RFP 3 Page 64 – Section L
Paragraph 5.1.3 identifies Tabs 3 to 5 to include completed Sections B-I. Can you verify that Tab 3 is intended for Section B and Table 4 for Section G. In addition, can you clarify contents of Tab 5 (Section H is not included, but this may be the OCI Mitigation Plan OR it may be Section I without any necessary fill-ins)?
Tab 3- Complete Section B (See paragraph 5.1.3).
Tab 4- Complete Section G Contract Administration Data (See paragraph 5.1.3).
Tab 5- Complete Section I, Contract Clauses, and Small Business Performance Certification (see paragraph 5.4) Per the RFP cover letter paragraph 4d. (3) instructions regarding the OCI Mitigation Plan it states “Must be submitted no later than 10:00 a.m. Mountain Standard Time, 25 Feb 15, as a separate document from the other proposal volumes.”
RFP 4 Attachment
L-1 (Staffing Plan)
To ensure compliance, can the Government provide further guidance of the PWS sections to be included in the staffing table? It is unclear if this should focus on the entire PWS or just the key scope included within Section 1.3 – 1.10 and 1.12.
The Staffing Table states in the header to the table “****This table is provided for format purposes only.
The Organization, Function, Sub Functions identified are only a representative sample of those in the PWS. All PWS areas need to be addressed to be successful.”
(Underlined for emphasis.) See RFP, Section L, paragraph
3.1.3.1 which also provides “…to satisfy each of the PWS paragraph requirements.”
Topic Nbr Reference Question Answer
RFP 5 Attachment L-3 (Total Pricing Summary
The table does not include the Contract Phase-In period (CLIN 001) or the Materials plug numbers. Please clarify if phase-in should be included and if table will be modified to include both set of plug numbers ($70,000 for travel and $3,000 for materials).
Amendment 1 to include a revised Total Pricing Summary that will insert CLIN 0001-Phase-IN and the Travel and Material plug-in values.
RFP 6 Page 70 – Section M
Paragraph 5.2 (Total Evaluated Price) states “offerors shall price at fifty percent (50%) of the last option period price to evaluate the option to extend services for CLIN(s) 5001-5003.” Various factors may influence price fluctuations. Does the Government intend offerors to bid anticipated Extension option pricing or simply use 50% of the Option 4 FFP amounts (CLINs 4002-4004) for initial evaluation purposes?
FAR clause 52.217-8 Option to Extend Services states “The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within ______ [insert the period of time within which the Contracting Officer may exercise the option].” It is the Government’s intent to utilize all options in the contract as needed. Therefore, based upon this clause prescription and the period of performance established for the contemplated extension, offerors would use the prevailing monthly rates of the previous performance period. Hence, the 50% of the last option period pricing proposed on a monthly basis for a six month extension.
Topic Nbr Reference Question Answer
PWS 1 Appendix C (Workload Estimate)
The provided estimates includes all three international partners, with IP-specific details only provided in Section 1.8 (Training). However, the offeror is required to identify hours and pricing for each IP individually in the proposal. Can the Government combine the labor CLINs into a single CLIN, note that all IPs have the same requirement (unless otherwise noted) or provide specific requirements for each IP (e.g., 15 meetings/month per IP)?
The PWS Section I – paragraph 1.1 Scope paragraph states “Some Performance Work Statement tasks may be descoped from the contract at the request of the IPs.”
Therefore, the Schedule B provides visibility to the IPs on the level of support they can expect to pay and the rational for the separate CLINs.
